A joint team of Police and Intelligence agencies neutralised a terrorist outfit comprising cadres of the Tehreek-e-Taliban Pakistan (TTP) and some Afghan nationals, seizing 16 kilograms of explosives, a rocket launcher and pistols on March 1, reported Dawn. A raid conducted led to the arrest of nine militants, Mohammad Zaka Kabli, Gul Shan, Humit Jan, UstandZinda, Ziaullah, Raheem Jan, Murad Afghani, Gul Zammen and Ubaid from Bajaur and Afghanistan. Later, the agencies and Police mounted intelligence in and around the city, resulting in the arrest of Arshad, a key member of TTP`s Parachinar Chapter and a close aide of the militants area ‘commander’. At least four persons were injured and 10 houses damaged when militants fired rockets and mortar shells at Adezai, a suburban village of provincial capital Peshawar in the night of March 1, reports Dawn. Four persons received injuries when shells and rockets landed in their houses. A police post was also damaged in the attack. Farman Khan, a leader of anti-Tehreek-e-Taliban Pakistan (TTP) Adezai Qaumi (community) Lashkar (tribal militia), said that they had information about a possible attack by militants. He alleged that they were prepared to counter the attack but local Police dodged them by deploying their volunteers somewhere else. “We have information that militants are jointly headed by Tariq Afridi of TTP and some of leaders of Khyber Agency-based Lashkar-e-Islam (LI) as both of them are considering Adezai Qaumi Lashkar as major hurdle in their way,” Farman Khan said.

Dilawar Khan, chief of the Adezai Qaumi Lashkar, told a press conference that the Government had “an ambiguous policy” about the TTP in Adezai and accused local legislators of supporting the TTP. “The local MPA (member of provincial assembly) and MNA (member of national assembly) of Awami National Party (ANP) do not support the volunteers of lashkar against the TTP as they don’t belong to their party,” he alleged. He said the tribes of Adezai formed the lashkar in 2008 on the instruction of Government. “Our 47 people including former chief of lashkar Haji Abdul Malik and several commanders have been killed in blasts, attacks and exchange of fire with militants so far,” he said. He said that at the time of lashkar formation, Capital City Police Officer Suleman and former commissioner Azam Khan had assured them that they would be provided with ration, arms and ammunition, adding, “But the commitment has yet to materialised.”

A 38-page progress report on the Aghaz-e-Haqooq-e-Balochistan (beginning of the rights of Balochistan) package states that the Government has not acted on most of the proposals. General Officer Commanding 7th Division Major General Ghayoor Mehmood said in a briefing that “Myths and rumours about US predator strikes and the casualty figures are many, but it’s a reality that many of those being killed in these strikes are hardcore elements, a sizeable number of them foreigners. “Yes there are a few civilian casualties in such precision strikes, but a majority of those eliminated are terrorists, including foreign terrorist elements.” The Army’s 7th Division’s official paper on the attacks till March 7 said that between 2007 and 2011 about 164 predator strikes had been carried out and over 964 terrorists had been killed. Of those killed, 793 were locals and 171 foreigners, including Arabs, Uzbeks, Tajiks, Chechens, Filipinos and Moroccans. In 2007, one missile strike left one militant dead while the year 2010 was the deadliest when the attacks had left more than 423 terrorists dead. In 2008, 23 drone strikes killed 152 militants, 12 of them were foreigners or affiliated with al Qaeda. In 2009, around 20 predator strikes were carried out, killing 179 militants, including 20 foreigners, and in the following year 423 militants, including 133 foreigners, were killed in 103 strikes. In attacks till March 7, 2011, 39 militants, including five foreigners, were killed. Further, Major General Ghayoor, who is in-charge of troops in North Waziristan Agency, admitted that the drone attacks had negative fallout, scaring the local population and causing their migration to other places. In addition, Major General Ghayoor said that “Well we have over 820 checkposts along the border to stop militant movement and there is strict vigilance, but unfrequented routes are an exception for which alternate means, including intelligence-sharing between coalition troops and the Army, are in place.”

Sources said that the suicide bomber blew himself up soon after the prayers had begun. A bomb disposal official said about 8kg explosives and ball bearings had been used in the attack. It was the second suicide attack on the Lashkar, which has been fighting the Tehreek-e-Taliban Pakistan (TTP) militants since 2008 in the village, about 35km from Peshawar cantonment. Peshawar SSP (operations) Ijaz Khan confirmed that it was a suicide blast, but said it was not clear if the bomber was with the mourners or appeared there later. He said the Lashkar had been supporting law-enforcement agencies for three years in rural areas of Peshawar.

The first drone fired two missiles targeting a suspected militant vehicle in Khaisur town, about 30 kilometres north of Miranshah, the main town in the NWA. The attack left three militants dead. Two more missiles followed about 15 minutes after the first strike, killing another three militants, local officials said. The second strike came as militants were engaged in rescue work after the first attack, a security official added. In a third strike, as many as 10 people were reported killed. Details of this attack were yet to come. Missile attacks doubled in the tribal areas during 2010 with more than 100 drone strikes killing over 670 people in 2010 compared with 45 strikes that killed 420 in 2009.

Sources said that the victims were Turi tribesmen who belonged to the Shia sect. The convoy had entered Kurram Agency after crossing the Chapari check-post via Thall tehsil (revenue unit) in Hangu District of Khyber Pakhtunkhwa. The area where the attack took place is situated five kilometres from the Chapari check-post, inside Kurram Agency. The attack comes around a month and a half after a peace deal between warring tribes had led to the opening of the strategic Thall-Parachinar road, which had been closed for over three years due to sectarian clashes and the Taliban insurgency.

Civilians and Police were among those killed when missiles hit a compound in Datta Khel, 40 kilometres west of Miranshah on March 17. Tribal administration official Asghar Khan said a compensation package was ready for the victims’ families. “Three hundred thousand rupees each will be paid to 39 families, while 100,000 rupees will be paid to six injured,” Khan said, adding that payments would commence from March 28. At least 14 paramilitary troops, among them two senior officers, were killed in a militant ambush on their convoy in the Akakhel area of Bara tehsil (revenue unit) in Khyber Agency of Federally Administered Tribal Areas (FATA) on March 28, reports The Express Tribune. “The Frontier Corps (FC) personnel were returning to their base after carrying out a search operation in the nearby Sipah area when ambushed by militants,” a senior security official said on condition of anonymity. The slain officers were identified as Lieutenant Colonel Sheraz, Captain Islam. The troopers belong to the paramilitary Mehsud Scouts and Khyber Rifles. According to reports, the paramilitary troops arrested about 170 tribesmen for their suspected links with the militants in an operation in the Sipah Yousaf Talab area of Bara in the afternoon. An official source said that many of the arrested tribesmen had links with the Tehreek-e-Taliban Pakistan (TTP).

The elements within the Tehreek-e-Taliban Pakistan (TTP), based in North Waziristan Agency of Federally Administered Tribal Areas (FATA), have established a separate vigilance cell to hunt down persons suspected of providing vital intelligence to guide the United States in its drone campaign, The Express Tribune reported on March 28. Known as Lashkar-e-Khorasan (LeKh), the group’s only purpose is to identify, capture and execute persons allegedly working for what is described as a web of local spies created by the Central Intelligence Agency (CIA). The LeKh draws it strength from both the Haqqani network and the Hafiz Gul Bahadur group, two militias that control the regions along the Afghanistan border. Though the exact number of members in LeKh is unknown, one source in the tribal areas said it was more than 300. The regions where the cell works are Datta Khel, Miranshah and Mir Ali town of North Waziristan, as well as surrounding areas where US drone strikes have been frequent. An intelligence official at Pakistan Army headquarters in Rawalpindi and several local sources from Mir Ali and Miranshah also confirmed the existence and activities of the LeKh, but appeared unaware of its structure.

Lahore Police reported that the arrested terrorists belonged to the TTP, adding that one of them, identified as Amanullah alias Asadullah, had masterminded the assault on the Sri Lankan cricketers in March 2009. The other terrorists were identified as Ubaidullah alias Zubair, Mohsin Rasheed, Muhammad Javed Anwar alias Chaudhry, Qari Muhammad Ashfaq and Umaidur Rehman Qamar alias Zubair. The Police chief said that “the terrorists wanted to kidnap the Lankan team and then make a demand to the Government for the release of their important leaders arrested by Law Enforcement Agencies”. According to security sources, the suicide bomber, riding a motorbike, blew himself up near a Police checkpost on Ambar Interchange on Islamabad-Peshawar motorway, which was close to a camp set up by the Jamiat Ulema-e-Islam-Fazl (JUI-F) for a public meeting. The cables published by the Indian daily The Hindu say that US Assistant Political Counsellor Atul Keshap reported on May 3, 2007, that officials had met on April 27, 2007 Jamiat Ulema-i-Hind (JUiH) leader Mahmood Madani and Pandit N. K. Sharma, who claimed close ties with the Gandhi family, after Maulana Fazl visited New Delhi from April 22 to 26. Madani said that Maulana Fazl wanted to discuss Taliban reconciliation as well as his position in Pakistani politics with US diplomats, but only outside Pakistan. “Madani explained that Rehman was interested in acting as a go-between for the United States, to negotiate with the Taliban in order to bring them into the mainstream and peacefully into politics in Afghanistan. Madani said many of the Taliban were just caught up in the conflict and did not have a way out of it. Which Taliban members were willing to be involved and under what circumstances would have to be worked out in the negotiations,” the report said.
