The programme mentioned that thousands of Nepalese citizens had to bear a huge loss due to the violence perpetrated by the Maoists in the past years. It also referred to the Maoists’ workers at the grassroots level saying that as the Maoist party was being run for the vested interests of a few individuals, the cadres would no longer involve themselves in anti-national activities.

A delayed report indicated that the Bhutan-Nepal Joint Verification Team (JVT) in Thimphu completed the categorisation of refugees staying in the Khudunabari camp of Nepal’s Jhapa district on May 6. The report also indicated that earlier meetings of the Ministerial Joint Committee of the two sides, the 12th meeting held in February 2003 in Kathmandu and again, the 13th meeting in Thimphu on March 25, 2003, managed to sort out differences over the issue. According to the leader of Nepal’s team, Joint Secretary of the Nepalese Home Ministry, Sushil Rana, the JVT’s work would provide appropriate guidelines to take a decision on the remaining six camps. The 14th JVT meeting is scheduled to be held in Kathmandu between May 19 and 22. The verification process began in Jhapa on March 26, 2001.

The Bhutanese officials have also said that those who left voluntarily would have to re-apply for citizenship. However, the fate of 90,000 refugees in six other refugee camps in Jhapa and Morang were not discussed at the meeting. Bhutanese Foreign Minister Jigme Y.
