According to a report in Kuensel on March 1, the Bhutan-Nepal Joint Verification Team (JVT), which interviewed 12,095 people at Khudunabari refugee camp in Jhapa district, Nepal, has commenced categorising them into four categories, as agreed to by Nepal and Bhutan. The four categories are––bona fide Bhutanese who had been forcibly evicted, immigrants, non-Bhutanese, and Bhutanese with criminal record. The categorisation process follows a meeting of the Ministerial Joint Committee (MJC) in Kathmandu, in the first week of February 2003, and the work is presently in progress in Thimphu. The JVT will submit its report to the MJC at the 13th meeting due in Thimphu, on March 24. Joint secretary in the Home Ministry Sushil SJB Rana leads the Nepalese team while Director General of Registration Department Dasho Sonam Tenzing is the leader of the Bhutanese team.

Government negotiator in the peace talks with the Maoist insurgents Minister Narayan Singh Pun said, on March 2, the first round of talks is likely to be held from March 9 to 12 in Kathmandu. "We have left it up to the Maoists to decide the date for the official talks," Pun said. He added that the two sides would consult political parties "to solicit their views." He said detained Maoist insurgents were safe and a plan was being drafted to set them free in phases. He informed that, "We have already forwarded [to the insurgents] a 20-point code of conduct to be abided [by] during the cease-fire" which will come into force after the insurgents respond.

The United States expressed the concern that developments in Nepal could result in turning the country into a failed state, media reports from Nepal said on March 4. Deputy Assistant Secretary of State Donald Camp reportedly said in Washington that Maoist insurgents were forming linkages with fraternal groups in the sub-continent and this "could destabilize the wider region, and Nepal could quite easily turn into a failed state, [as well as] a potential haven for terrorists". He had expressed the US’ form resolve to not let the "insurgents prevail". The continuing US economic aid to Nepal "is designed to help create a secure environment... continue … socio-economic development, as well as to stave off a Maoist victory, convince the insurgents that they cannot win militarily, and pave the way for a political settlement," Camp said. He also urged the King, the interim government and all democratic elements in the country to set aside their differences and defeat the insurgents. "It has been said that [in Nepal], Chinese and American interests are in almost perfect consonance. Our complementary policies will encourage a political settlement, assist in alleviating the root causes of the insurgency, and help bring peace to Nepal," he said.

All major Opposition parties and Chand's Rashtriya Prajatantra Party (RPP) had boycotted the first meeting in February. The code of conduct came into force immediately and will govern the conduct of the peace talks. Already the two sides have announced a cease-fire on January 29, 2003. Pun later said the code would be fully implemented within three weeks, while announcing the contents of the 22-point code. The important points in the code include, "Both sides will not deploy and use armed forces to spread terror amongst the general public"; establishing a monitoring committee to oversee the implementation of the code; and the release of prisoners by both sides. However, there is no news yet on the dates, venue and agenda of the proposed peace talks.

Mahara said security forces stormed the round table conference organised by the insurgents in Lalitpur, on March 22, and arrested five Maoist activists. Following a two-day meeting that concluded in Thimpu, on March 25 Foreign Ministers of Nepal and Bhutan reiterated commitments of their governments seeking bilaterally "a just and durable solution" to the refugees-problem in eastern Nepal, Kuensel reported on March 29. The 13th meeting of the Ministerial Joint Committee (MJC) also reviewed functioning of the Thimphu-based Nepal-Bhutan Joint Verification Team (JVT) assigned with the task of classifying 12,095 refugees staying at the Khudunabari camp into the four agreed categories–– bonafide Bhutanese who have been evicted, Bhutanese who emigrated, non Bhutanese, and Bhutanese who have committed criminal acts. Bhutan foreign minister, Lyonpo Jigmi Y. Thinley later reportedly said that once the categorisation was over, the next step would be taken according to the "harmonised" positions of the two governments on each these categories.

Maoist leader and chief negotiator Baburam Bhattarai said at a public function in Kathmandu, on March 31, that fresh elections were needed to elect a new dispensation that would resolve the continuing political crisis in Nepal. Bhattarai said his party favoured multiparty democracy. "No political force in the country can be dubbed as constitutional or unconstitutional in the present situation because there is no constitution to govern the country," Bhattarai said. Prime Minister Lokendra Bahadur Chand and Bhattarai met for the first time at the public function and shared the platform on March 31, media reports added.
