The United Nations Security Council (UNSC) unanimously adopted UN Secretary-General Kofi Annan's proposal to respond 'immediately and concretely' to the requests made by Nepal to assist in her nascent peace process, according to Nepal News. The Council adopted unanimously a statement made by the UNSC President Ambassador Nassir Abdul Aziz al Nasser of Qatar, which reflected the Secretary-General's letter to the council dated November 22. "The Security Council welcomes and expresses support for the Secretary General's intention to send a technical assessment mission to Nepal with a view of proposing..a fully developed concept of UN operations, including a UN political mission to deliver to deliver the assistance requested, and to dispatch an advance deployment of essential personnel of up to 35 arms monitors and 25 electoral personnel," Ambassador al-Nasser's statement said. "The Security Council stands ready to consider the secretary General's formal proposals as soon as the technical assistance is complete," the Ambassador's statement added. In his letter to the Council, Annan has expressed his strong belief that the UN should respond positively to the request made by Nepal, stating that the present circumstances in Nepal appear to provide the best opportunity yet for achieving last peace, adding, "Therefore, I believe the United Nations should respond immediately and concretely." As the president's statement has been adopted by the Council, a technical assessment team comprising about half a dozen experts on administration, political, logistics, military and budgetary arrangements is arriving in Nepal by the end of next week.

Himalayan Times has reported that the Maoists have brought development activities in the Village Development Committees (VDC) of Kavre district to a standstill after they objected to the release of the first quarterly budget for the current fiscal year. The budget was supposed to be released by mid-November by the VDC council. However, the council has not been able to hold a meeting so far due to disagreement on part of the Maoists, a VDC secretary said.

Insurgents reportedly demanded 30 percent of the income from the Gadedhunga Community Forest Users' Group in the Aankhibhui Village Development Committee (VDC) area of Gulmi district as ‘tax’ to their local government. Sudarshan Balal, a Maoist leader in-charge of Gulmi, said they would continue collecting ‘taxes’ until joining the interim Government. The Maoists charge Rupees 85 for a bus, Rupees 90 for a truck, Rupees 65 for tractor, Rupees 105 for oil tanker and Rupees 35 for a jeep operating in the area. Maoists have also have been collecting a monthly ‘levy’ from teachers in the district.

Himalayan Times reported on December 11 that victims of the Maoist atrocities are preparing to launch an armed struggle as they see no change in the attitude of the Government in dealing with their problems even after the Jana Andolan (people’s movement). Dharma Raj Neupane, the president of the Association of Victims of Maoist Atrocities, said, "We are left with no option but to launch an organised armed struggle for justice." He added, "We have now decided to take back our rights with force as the government is not giving them to us by peaceful demands." They have been collecting Rupees 50 per tractor of sand, and Rupees 10 per vehicle as road tax. Maoists have looted paddy harvested from three bighas of land at Batiyadar in Udayapur’s Jogidaha Village Development Committee (VDC-4). They have also placed obstructions on roads at Nijgadh, Simra, Jitpur, Gandak Chowk and Kalaiya and are collecting road tax, scrap tax, herbs tax and forest products tax since September 1. They have declared that they will continue to collect taxes until the formation of an interim government.

A report published by the National Human Rights Commission (NHRC) on December 13 informed that 11 persons were killed by the Government's security forces (SFs) and 15 by the Maoist insurgents since April 26, 2006, when the cease-fire was declared, reports Nepal News. It stated that resistance groups killed five people and villagers or unidentified groups killed seven persons while five people were killed in accidental explosions. The NHRC Acting Secretary, Dhruva Nepal, said several cases of physical torture in police custody, mistreatment and threatening of transport workers by the SF personnel were recorded during this period. Similarly, Maoists tortured civilians in the Kailali, Nepalgunj, Bhaktapur, Dolakha, Rupendehi and Kaski districts. Besides, Maoists also tortured two people in the Sindhupalchowk and Nuwakot districts after the signing of the peace accord on November 21, 2006. The Commission alleged that Maoists continued to force civilians to appear before the 'People's Courts', and carried on with extortion, abduction of civilians and confiscation of properties. Maoists also set up posts to collect taxes, which falls under the jurisdiction of the Village Development Committees and District Development Committees.

The interim constitution will be formally promulgated once the arms management of the Maoist is completed, Nepal News reports. According to the interim constitution, the Prime Minister is authorized to use all the powers hitherto exercised by the King. "All powers related to rule or administration will now be exercised by the Prime Minister," said Bharat Mohan Adhikary, standing committee member of the Communist Party of Nepal (Unified Marxist Leninist). Another CPN-UML standing committee member Ishwor Pokharel, who also took part in the meeting, told that since the King would remain "powerless" and "resource-less" till the constituent assembly elections it means that the King is "suspended" till his fate is decided by the first meeting of the constituent assembly.

Maoist spokesperson Krishna Bahadur Mahara said on December 23, "We decided to withdraw the closure after reaching an agreement with the seven-party government. On Friday, our leader Dr Baburam Bhattarai held talks with Home Minister Krishna Prasad Sitaula and the government pledged that in future, when taking decisions on issues of national interest, they would consult us… Sitaula told us the government has agreed not to proceed further with the appointments. They have also agreed to implement the new constitution within a week and deploy Gorkha soldiers for arms monitoring in 10 days or so."

Prime Minister Girija Prasad Koirala on December 25 assured top Maoist leaders that the interim Constitution would be announced within ten days, Maoist spokesman Krishna Bahadur Mahara said quoting Koirala, according to Kathmadu Post. Mahara reported that Koirala and Maoist Chief Prachanda also agreed to formulate necessary laws soon to conduct the constituent assembly election in June 2007 to rewrite the constitution. Koirala had been asserting that unless the rebels' arms were managed, the interim Statute would not be announced. The two leaders agreed to settle the key issues including interim Parliament, interim government and management of arms at the earliest, Mahara said.
