The coordinator of the Maoists’ talks team, Krishna Bahadur Mahara, has said that the Maoists would not just lay down arms but would go to the extent of destroying all their weapons if the political forces of Nepal would agree on setting up a republican state. Mahara said the political parties did not seem willing to go ahead as per the previous 12-point understanding but were indulging in snowballing the issue of weapons management as a great thing, which he said is not a difficult issue to settle. People’s Liberation Army is ready to stay temporarily in the camps under the supervision of United Nations, he said. He clarified that though his party would accept the arrival of the civilians from United Nations, it would never agree to the presence of UN peacekeeping force in Nepal.

Bhattarai also stated that his party's donation and 'taxation' drive was a transitional arrangement to raise resources to take care of its militia and urged the business community to bear with it till the political problem is solved. "In the absence of budgetary support from the government, we have no option but to raise money from donations. But this phase will pass off as soon as the interim government, including the Maoists, is formed," Bhattarai said.

On August 7, the CPN (Maoist) leader Baburam Bhattarai said that Prime Minister Girija P Koirala's comments a day earlier on giving space to the King would hamper the ongoing peace talks. Addressing a programme in the capital Kathmandu, Bhattarai said, "If they (government and the parties) breach the peace talks, if they stick to the old notion of preserving the ‘royal army’ and the king, we will detach ourselves from the peace talks and continue our struggle right here in the city but peacefully." Bhattarai added, "We will form another "front", "republican front" comprising the people of Nepal that would bring another enormous change which would not only sweep monarchy but also all forces who support monarchy."

Presenting his party's economic policy, Bhattarai said that his party was not against private industries and property ownership. "Nationalization of private property is not the agenda of the Maoist," he said. However, he added extension of school-level education and health services should be the state's responsibility and the Maoists were for the nationalization of schools and health services with appropriate compensation. Maoists would strongly pursue land reform, put ceiling on individual land holding and distribute unproductively held land among tenants and landless people. "But we will arrange higher landholding ceiling for those pursuing commercial farming," he clarified.

In a joint statement released on August 8, Nepali and Indian Maoists have come together to condemn what they call growing intervention of the United States in South Asian nations. The CPN (Maoist) and CPI-Maoist said the ‘US imperialists’ had been increasingly intervening in South Asia, particularly in Nepal and India. The joint statement signed by CPI-Maoist spokesperson ‘Azad’ and CPN (Maoist) central committee member ‘Satya’ said ” Even in South Asia the US imperialists are more and more openly intervening in the countries of the region. Particularly in Nepal and India they have been directly intervening in the suppression of the Maoist movements.” On the differences between them, the two outfits claimed that “the Communist Party of Nepal (Maoist) and the Communist Party of India (Maoist) jointly re-assert their firm commitment to proletarian internationalism, mutual fraternal relations, on the basis of MLM,” the statement said.

Chief Maoist negotiator Krishna Bahadur Mahara stated that his party had agreed to confine its People's Liberation Army (PLA) to cantonment areas until an election to a Constituent Assembly but it would not decommission the PLA's arms, as there was no guarantee that the Nepali Army and the Palace would accept the people's verdict in favour of a democratic republic. "It would be suicidal to decommission our arms before the constituent assembly election. That's why we agreed to put our army in cantonment areas to be monitored by the United Nations," said Mahara.

Speaking at a press conference at Bhadrapur in Jhapa district on August 13-morning, after completing his visit to Siliguri in India, CPN (Maoist) Chairman Prachanda accused Prime Minister Girija Prasad Koirala of trying to create differences by advocating space for a ceremonial King. Prachanda said that the Government was “conspiring to make the King active again,” and “the 12-point and 8-point agreements reached between the government and the Maoists are yet to be implemented though a long time has already passed. It is a game and ploy to make the King active again.” He added that “our party is ready to treat the King as a ‘suspended King’ till the election to the constituent assembly. The interim constitution should be drafted accordingly. The King’s role will be decided after the result of the constituent assembly poll”.

Kantipur reports that Maoists have stalled all activities of non-governmental organizations (NGO) in the Salyan district, claiming that they are not complying with the "People's Government". The Maoists have claimed that NGOs have started working on their own, ignoring Maoist policies, after the restoration of democracy in the country. The report adds that earlier, NGOs as well as Government offices, especially in the rural areas of the district, operated "in coordination" with the Maoists, as the insurgents did not allow any organization to operate without their permission. The organizations had to register with the Maoists and also pay tax to their parallel government. "Maoists may have been offended because most of the NGOs, in recent times, have shown no interest in registering with the Maoists and paying tax to them," said Min Bahadur Wali, Chairman of Sharada Nepal, an NGO.

Prime Minister Girija Prasad Koirala stated that the dissolution of the present parliament and formation of the interim government would begin only after settling the issue of arms management of the Maoists. Talking to the media in his hometown Biratnagar on August 16, Koirala said the Maoists would get a seat in the interim government only after their arms are managed. “While the Maoists depend on weapons as their source of power, the parliament is the source of power for the government. The House of Representatives cannot be dissolved unless Maoists’ arms are managed,” Koirala said. He revealed that the arms management issue was delaying the peace process and the drafting of interim constitution.
