At least 29 persons (18 Maoists and 11 security force personnel) were killed in a clash at Panena, a bordering area between the Arghakhanchi and Palpa districts, on February 28, the Ministry of Defence (MoD) said. The MoD statement added that 18 bodies of Maoists killed in the daylong gun-battle were recovered during a search on March 1, while 10 Royal Nepalese Army (RNA) soldiers and one police personnel lost their lives in the clash.

In his address to the nation on February 1, King Gyanendra said there has been significant improvement in the security and governance situation in Nepal over the last year and refused to give up his year-old direct rule of the country as demanded by the seven-party opposition alliance and has reiterated that elections will be conducted to all representative bodies in the country by mid-April 2007. He said, “if those who have gone astray wish to rejoin the mainstream of peace and creativity, democracy and coordination, and if they wish to dedicate themselves in the service of the people through the ballot, abjuring their murderous acts against the nation and people, we make it clear that they will be given the security and opportunity necessary to shoulder the responsibilities of governance in their capacity as the people's representatives, having won the people's confidence through the universally accepted democratic exercise.” Meanwhile, the leaders of major political parties have said that the King’s speech is not directed towards resolving the problems.

Responding to a call from the United Nations High Commissioner for Human Rights in Nepal, the CPN (Maoist) has said that it does not have a policy to take physical actions against political workers and election candidates but insisted that its "resistance" against opponents is part of the regular job. "Our party’s attention has been seriously drawn over the statement issued by the OHCHR," Maoist spokesman Krishna Bahadur Mahara said in a statement on February 2, adding, "In this context, our party makes clear that we do not have a policy to target innocent persons, political workers or election candidates."

Although shops in the inner lanes of the capital Kathmandu were open, major market places, shopping complexes, educational institutions and businesses opted to remain closed. Reports from Nepalgunj, Pokhara and Biratnagar said that the strike has brought the normal life there to a complete standstill. The strike also brought the traffic on the Mahendra, Prithvi, Mechi, Koshi, B.P and Araniko Highways and Narayanghat-Mugling Road section to a standstill.

"If the King says that I was wrong to have done what I did last year, now come on, let us sit across the table, and then he talks of a free and fair election to a constitutional assembly, then we will be ready to take part," Prachanda said. "Our minimum, bottom line is the election of a Constitutional Assembly, that too under international supervision... and whatever the peoples' verdict, we are ready to accept that. This is our bottom line," he added. Prachanda also asked the Indian Government to abandon its "two-pillar theory" and choose the one pillar of multi-party democracy over the "so-called monarchy". The Maoist leader stressed that when elections for the Constitutional Assembly are held the party would accept whatever verdict emerged democratically.
