The interim parliament will be officially decided on at the second round of "summit talks" scheduled for July 21. Maoist Chairman Prachanda said the talks were successful in resolving the confusion that surfaced after the signing of the eight-point agreement on June 16. "The talks have brought about a conducive environment," Prachanda said, adding that "illusions and suspicions [over the eight-point deal] have been eliminated." Jhalanath Khanal, a CPN-UML leader who participated in the talks, said the Maoists were "not negative" about the parties' proposal on inducting some outside members (reference to Maoist members) into the existing HoR. "There was a general consensus to have an 'interim parliament'. But nothing was decided on its modalities," Khanal said.

Kantipur reports that Maoists have obstructed the process of awarding contracts worth 12.5 million rupees by District Development Committee (DDC), Siraha. The DDC had issued a notice asking prospective contractors to submit tenders for 32 contracts by July 16. According to DDC staffers, some dozen Maoists returned the interested parties from the DDC premises telling them not to submit tenders. Before this, Maoists had forcibly taken away tender files of 32 parties from the office, according to Local Development Officer Gopi Krishna Khanal. Due to the obstruction, collection of internal revenue for supporting expenses in the new fiscal year starting July 17 has become uncertain. If this persists, DDC will have problems giving salary to its 30 staffers, Khanal said.

Deputy Prime Minister (DPM) and Foreign Minister KP Sharma Oli has ruled out the possibility of forming an interim government until the Maoist arms were managed, reports Nepal News. Speaking at a programme in Pokhara on July 22, Oli said, "the interim government will not be formed immediately after the UN takes charge of the arms management process." He alleged that formatting of interim government was being delayed as the Maoist leaders were busy making political speeches. On the arms management, he said that once the United Nations began the arms management, the weapons of the Nepal Army would be kept in the barracks, while the Maoists’ arms would be collected at one place and kept under UN supervision. “The government removed the red corner notice against the Maoist leaders and released the Maoist detainees. Maoists are now free to stage political programmes. But the rebels have not stopped abduction or extortion,” Oli added.

Maoist cadres in combat dress collect Rs 10 from every vehicle, including passenger buses and cargo trucks, using a donation pad receipt with "security patrol help" written on it. The 24-member National Monitoring Committee on Code of Conduct for Ceasefire (NMCC) on July 31 made public its first "observation" report on the 25-point cease-fire code of conduct signed by the Government and Maoists on May 18. The NMCC concluded that the separate letters written by the Government and Maoists to the UN seeking its help in the management of arms was against the spirit of the 12-point understanding and clause 3 of the code of conduct. It said the Government also violated the agreement by unilaterally writing the letter to the UN. The report has pointed out that some of the industries have not resumed full operation due to pressure from the trade unions of the Maoists and other political parties. It said local Maoist cadres were found to be reluctant in returning individual property they had seized and were not prepared to create an environment for the displaced to return home.
