A cadre of Rastriya Prajatantra Party (RPP), Pemba Lama (48) of Bhotang Village Development Committee-1 (VDC-1), was injured when two local cadres of the Unified Communist Party of Nepal-Maoist (UCPN-M) - Raju Tamang and Mangale Tamang - attacked Lama with Khukuris on the charge of having different political belief on November 1, reports inseconline.org. Stating that there were several instances of clashes and attacks between cadres of UCPN-M and RPP in the incident site, Ninma Gyalbo Tamang, a local said that such incidents have been occurring time and again as action is not taken against the perpetrators of the past incidents.

Nepal News reports that Nanda Kishor Pun , the Chief of the People's Liberation Army (PLA) of the Unified Communist Party of Nepal-Maoist (UCPN-M), on November 3 said that the two-day meeting of the General Staff of PLA held at party chairman Pushpa Kamal Dahal's residence in Naya Bazaar decided to focus all attention towards ensuring proper implementation of the deal. He said the PLA fighters were fully committed to the 'historic' deal and will support the Government for its prompt implementation. The meeting directed all the commanders of the seven divisions of the PLA to help implement the agreement, he said.

The Army Integration Special Committee (AISC) directed its secretariat to start the regrouping of People’s Liberation Army (PLA) combatants opting for integration or rehabilitation by November 16, Nepal News. A meeting of the AISC on November 4 approved the regrouping schedule prepared by the secretariat. As per the 7-point agreement reached between the major parties on November 1, the regrouping of the combatants was to start by November 11, but the secretariat sought five more days to arrange the required logistics. As per the schedule, the regrouping will complete by November 23. The Special Committee also directed the secretariat to prepare detailed work plan on implementing the rehabilitation package for combatants, who would not join the Directorate to be established under the Nepal Army. 6500 members of the PLA will be integrated into the Army.

Among the seven MSC, the PLA 3rd Division located in Shaktikhor, Chitwan has seen the largest number of former combatants regrouped till now - 1,195. According to Army Integration Special Committee (AISC) coordinator Balananda Sharma, 618 combatants of the first division camp of Chulachuli in Ilam have been regrouped. Similarly 848 combatants of second division located at Dhudhauli of Sindhuli, 1,195 of third division camp in Shaktikhor of Chitwan, 971 combatants of fourth division of Yaltungdanda, Nawalparasi, 482 combatants of fifth division located at Dahaban of Rolpa, 610 combatants of sixth division located at Dashrathpur of Surkhet and 493 combatants of seventh division located at Talaband of Kailali have been regrouped till now. Sharma informed that the number of former PLA combatants opting for the rehabilitation package is still negligible while the number of those opting for either integration in the armed forces or voluntary retirement is almost the same. As per the action plan passed by the Army Integration Special Committee, the regrouping process will conclude on November 28.

On November 24, Samyukta Janatantrik Terai Mukti Morcha (SJTMM), an armed outfit active in Terai, agreed to hand over its weapons to the Government, reports Nepal News. The group agreed to handover the weapons by December 24 during the talks with a team of the representatives of the Government led by Minister for Peace and Reconstruction Satya Pahadi, the ministry said. Similarly, the Government has agreed to release the cadres of the Morcha who have been taken into the custody and serving jail term. A full bench comprising Chief Justice Khil Raj Regmi and justices Damodar Prasad Sharma, Ram Kuamr Prasad Sah, Kalyan Shrestha and Prem Sharma in their verdict also asked the defendants to decide the duration of the extension after determining whether the constitution would be promulgated through referendum, or to elect new CA, if the current CA fails to do so. The SC verdict comes at a time when the Government has tabled a proposal in the parliament to extend the CA's term by six months. However, the parties are yet to reach an understanding on the duration.

The process of regrouping former Maoist PLA combatants that started since last week ended in the First Division cantonment at Chulachuli of Ilam, Second Division at Dudhauli of Sindhuli, Third Division at Shaktikhor of Chitwan, Fourth Division in Nawalparasi, Fifth Division at Dahaban of Rolpa and Sixth Division at Dashrathpur of Surkhet on Monday evening while some work remained to be done in the Seventh Division at Talaband of Kailali. Altogether 15,774 combatants among the 19,503 cantoned in seven main cantonment sites (MCS) and 21 satellite camps were regrouped as of November 28. Of the total combatants, 8,738 have opted for integration, 7,031 have opted for voluntary retirement and 5 have opted for rehabilitation package. The final reports, however are yet to come. According to reports, more than 2,500 former Maoist combatants were absent in the regrouping process that came to an end in six main cantonments sites.
