The Unified Communist Party of Nepal-UCPN-Maoist (UCPN-M) on September 1 started handing over keys of the weapons containers to Army Integration Special Committee (AISC) as per the party’s earlier decision, reports Nepal News. Despite facing sharp opposition from the hardliner faction led by party vice chairman Mohan Baidya, the Maoist party started handover of the keys of arms containers to the AISC from the Third Division of PLA cantonment in Shaktikhor of Chitwan and Second Division in Dudhauli of Sindhuli District. Handover of the keys of the containers, which is also mentioned in the agreement signed between UCPN (Maoist) and United Democratic Madheshi Front (UDMF) before Prime Ministerial election on August 28, is one of the key components of the peace process.PLA commanders had been holding the control of the keys of the containers where 3,475 Maoist weapons have been stored. At least 11 other cadres are said to have been injured in the incident. It is understood that the cadres clashed over the issue of handing over the keys to the arms containers to the Army Integration Special Committee (AISC). While no human casualty was reported the blast damaged the front wall of the factory’s compound, reports said. Kantipuronline reports that the Nepali Congress (NC), which unveiled its official and latest stand on peace process on September 7, said it is seriously doubtful over the commitment of Unified Communist Party of Nepal-Maoist (UCPN-M) to implementing the past pacts concerning peace and statute, especially given the “controversial” four-point deal with United Democratic Madhesh Front (UDMF). Endorsed unanimously by the party's Central Working Committee, the 14-point document on peace process, welcomes the weapons key handover as a “positive step” but states that the “drama of protests from within the party” has made it suspicious over the Maoist party's real intention. The document prepared by Sher Bahadur Deba-led committee demands the Maoists to come up with a clear, time bound action plan on completing the peace process within 45 days. It calls the Maoists to agree on number, modality, norms, role and rehabilitation package of combatants, handover all the weapons to the Government, bring all the combatants in the main cantonments, put them practically under control of Special Committee and regroup them based on their choices. “All these should be done by October 14,” reads the document. The NC also proposes for integration of 4,000 combatants on individual basis and that each should meet the standards set out by the concerned Security Forces.

The US officials knew for a very long time that Inter Services Intelligence (ISI) had created various terrorist groups, including those based out from Nepal, to carry out attacks in India, according to the latest US cables released by Wikileaks, according to Indian Express. The US cables clearly show that Americans also knew that Tiger Memon, the prime accused in 1993 Mumbai blast case and an aide of global terrorist Dawood Ibrahim, had tied up with the ISI. One of such organisations created by ISI in Pakistan was Jammu and Kashmir Islamic Front (JKIF), with its main base in Kathmandu, Nepal. "To dispatch men and material and to execute explosions in India, Kathmandu was invariably made the nodal point and JKIF exploited the vulnerable Kathmandu-based Kashmiri businessmen for such activities since they had a ready-made and clean past. JKIF kingpin Javed Krawah himself used to run a carpet business in Kathmandu," said the US cable signed off by the then US Ambassador to India, Frank Wisner. The JKIF, says the cable dated July 8, 1997, was controlled from Pakistan by ISI and Memon. "Their contact in Pakistan-occupied Kashmir was Bilal Beg, who was running an indoctrination camp near Muzaffarabad, funded extensively by the ISI to carry out terrorist acts in India. ''One Colonel Farooq of Pakistan ISI tasked Bilal Beg and Tiger Memon to utilize Kathmandu-based activists Lateef and Javed Krawah to set off blasts in Delhi before the Lok Sabha elections," it said. In May 21, 1996; this JKIF team set off a very high intensity explosion at Lajpat Nagar, in which 13 persons were killed and 40 injured. "The RDX used in this blast was brought from Kathmandu," the cable said. The subsequent explosion in a Rajasthan roadways bus near Dausa on May 22, 1996 was also engineered by the JKIF. "Another JKIF team under the leadership of Abdul Gani, AKA Assadullah, was sent to execute a bomb blast in Ahmedabad," it said. The JKIF again planned a chain of explosions in Delhi before Republic Day 1997 at the behest of ISI and Tiger Memon, the cable said. Since its inception, the JKIF had been under considerable pressure from its Pakistan-based leadership to carry out bomb blasts outside Jammu and Kashmir, particularly in Delhi, the cable said.

A joint meeting of the top leaders of two opposition parties held at NC’s parliamentary party office in Singha Durbar on September 8 made a formal decision to this effect. The conspiracy to carry out the September 7 bomb blast at the Delhi high court was hatched in Nepal by the militant Islamist outfit Harkat-ul-Jihad-al-Islami (HuJI), according to an intelligence input generated in Kolkata (in West Bengal), The Hindustan Times reported. Information to that effect was received from Sashastra Seema Bal (SSB), a central armed Police force deployed on the borders with Nepal and Bhutan, officials said. The local branch of Intelligence Bureau had sent the message to the West Bengal Police. According to the report, five Bangladeshi nationals, members of Al-Islami-Jehad — the Nepal chapter of HuJI — had sneaked into India from Nepal and executed the blast. Al-Islami-Jehad has its headquarters in Nepalgunj town of Nepal and the men had been living in Nepal for the last 10 years. After the strike, two persons escaped to Gandhinagar in Gujarat and the rest came to West Bengal. Two members of the module were identified as Mohammed Atta-Ul-Rehman (32) and Maulana Saiful Seikh (40), originally from Rangpur and Sylhet in Bangladesh.

Despite the 4-point agreement reached between the KJWP and the then Minister for Peace Bishwanath Sah, Minister for PMO Ghanshyam Bhusal on July 1 in which it had expressed commitment not to extort money, the VDC secretaries said that the extortion continued unabated. According to the VDC secretaries, a group of KJWP led by Kiran Limbu was involved in the extortion drive. Coordinator of the KJWP team formed to hold talks with the government, Suman Kiranti had urged the civilians not to provide money to KJWP cadres. Meanwhile, Police on September 25 disclosed the arrest of three cadres of the JTMMP-Bhagat outfit from Chaulika in Banke for alleged involvement in the incident, adds The Himalayan Times. Police on September 26 issued an arrest warrant against Minister for Land Reforms and Management, Prabhu Sah, in connection of the murder of Hindu Yuba Sangh leader Kashi Tiwari. Prabhu Sah belongs to the Unified Communist Party of Nepal-Maoist (UCPN-M). Tiwari was shot dead on June 27, 2010 at Ashokbatika in Birgunj Municipality allegedly by Sah’s personal secretary Shiyaram Kushawaha and one Aman Kushwaha. In May 2010, Maoists had called an indefinite bandh (general shut down) against the Government led by Madhav Kumar Nepal. Activists of the Hindu Yuva Sangh, then chaired by Tiwari, had then launched an anti-bandh movement, during which they had looted and set fire on food meant for Maoist cadres picketing the strike. A few weeks after the incident, Tiwari was shot dead. However, Minister Sah has claimed that the Police have not issued any arrest warrant against him, reports Nepal News. He claimed that the news report was part of an attempt to defame him and the Maoist party.

The arrestees are JTMMP District coordinator Ram Prasad Ganesh (44) of Sharanamati Village Development Committee-4 (VDC-4), District member Sundarlal Rajbanshi of Panchgachhi VDC-7 and cadre Jayram Rajbanshi of Panchgachhi VDC-3. According to Superintendent of Police Tarini Prasad Lamsal said one locally made pistol, three bullets and receipt pad were recovered from Ganesh while one socket bomb, one battery and watch were recovered from District member Rajbanshi while one kg sulfur was recovered from the cadre. Police say the trio was involved in placing bombs in Government offices, collecting money from VDC and municipality offices and extortion from locals and businessmen.

Jantantrik Terai Madhesh Mukti Party (JTMMP), an underground outfit unleashing violence in the Terai Districts, said it is ready to enter peaceful politics by renouncing “armed rebellion”, reports, Kantipuronline. Talking to the Kathmandu Post in a bordering Indian village, ‘commander’ of the armed group Bhagat Singh said his party would give up violent activities in the region if the Government invites it for peace talks. “We are ready to sit for talks at any time if the government honestly asks us for the same. But the government should be flexible for the peace deal,” Singh said. He said nobody has urged the group for talks besides an offer made by former Minister Pampha Bhushal.
