10 students of Mahendra Higher Secondary School in Gorkha District were injured on February 1 in an attack by the Young Communist League (YCL), reports Himalayan Times. The Unified Communist Party of Nepal-Maoist (UCPN-M) Gorkha constituency-1 in-charge Sakar, sub-in-charge Nischal, YCL Gorkha chairman Ramesh Pokhrel were present when the students were assaulted. The attack by the YCL took place after the School decided to remove a teacher of irregularities.

According to Kantipuronline, seven fringe parties represented in the Constituent Assembly (CA) have decided to lend support to UCPN-M Chairman Prachanda in the PM elections. The seven parties — Communist Party of Nepal-Marxist Leninist- Samajbadi (CPN-ML- Samajbadi), Nepal Rastriya Party (NRP) , Nepali Janata Dal (NJD), Nepal Sadbhawana Party Anandi Devi Faction, CPN-Unified, Rastriya Janamukti Party (RJP), and Sanghiya Loktantrik Rastriya Manch (SLRM)—took the decision to this effect after the meeting convened with the Maoist top brass on February 2.

The Madheshi parties having their representation in the Constituent Assembly have not yet been able to present a single view regarding their support to any one of the major three parties for the prime ministerial elections due to differences in opinions amongst them. Some of Madheshi leaders on expressed that a Prime Ministerial candidacy from Madheshi parties should be discussed if the big three – UCPN-M, NC and CPN-UML - fail to find consensus on PM election. According to Terai Madhesh Loktantrik Party-Nepal (TMLP-N) chairman Mahendra Raya Yadav, a meeting of the United Democratic Madheshi Front (UDMF) would decide whether or not to file any PM candidacy from the Madheshi parties.

A Standing Committee (SC) meeting of the UCPN-M decided to forward its chairman Pushpa Kamal Dahal aka Prachanda and a Central Committee (CC) meeting of CPN-UML decided to forward its chairman Jhala Nath Khanal for the post. Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) chairman Jhala Nath Khanal was elected Prime Minister by the Legislature Parliament in the evening of February 3, reports Nepal News. Khanal got elected as the 34th Prime Minister through a parliament voting as the largest party in the Parliament. The Unified Communist Party of Nepal-Maoist (UCPN-Maoist), which had fielded its chairman Pushpa Kamal Dahal aka Prachanda for the post of the Prime Minister, decided through an emergency standing committee meeting to withdraw Dahal’s candidacy and support Khanal. The UCPN-Maoist and CPN-UML has 237 and 107 Member of Parliaments respectively. Khanal received 368 votes in the House of 601, Nepali Congress leader Ram Chandra Paudel received 122 votes, while Madhesi Janadhikar Forum – Loktantrik chairman Bijaya Kumar Gachchhadar received 67 votes. In addition to his party UML and his largest supporter UCPN-Maoist, Rastriya Janamorcha, CPN-Marxist Leninist, CPN-Marxist Leninist-Samajwadi, Nepal Rastriya Party, Sadbhawana Party (Anandidevi), Rastriya Janmukti Party, Nepali Janata Dal and Sanghiya Loktantrik Rastriya Manch had also supported Khanal. Nepal Majdoor Kisan Party lawmakers boycotted election process protesting against the amendment of parliamentary regulations. With Khanal’s election, a seven-month long status quo has ended. The nation was running under a caretaker Government for the last six months after erstwhile Prime Minister Madhav Kumar Nepal resigned in June 2010.

Four nominations for the post of Prime Minister (PM) from the Unified Communist Party of Nepal-Maoist (UCPN-M), Communist Party of Nepal-United Marxist Leninist (CPN-UML), Nepali Congress (NC) and United Democratic Madheshi Front (UDMF) have been registered at the Parliament secretariat of the legislature-parliament. The first round of PM election will be held on February 3 (today), reports Nepal News. A Standing Committee (SC) meeting of the UCPN-M decided to forward its chairman Pushpa Kamal Dahal aka Prachanda and a Central Committee (CC) meeting of CPN-UML decided to forward its chairman Jhala Nath Khanal for the post. Terming Khanal’s victory as a conspiracy, the panel confirmed that it will not be participating in the new Government. pro-Bhattarai Standing Committee (SC) member said that it is morally wrong to be a part of the new Government as Bhattarai along with three SC members and 54 Constituent Assembly (CA) members have written a ‘note of dissent’ after the chairman of UCPN-M Pushpa Kamal Dahal aka Prachanda made a last-moment-decision to support Khanal.

Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) Central Committee (CC) approved the seven-point agreement signed by its chairman Jhala Nath Khanal and Unified Communist Party of Nepal-Maoist (UCPN-M) chairman Pushpa Kamal Dahal aka Prachanda on February 3, but reinterpreted most of the points. A CC meeting at the party headquarters Balkhu on February 22 endorsed the decision forwarded by the politburo meeting on February 21 without any changes. The party has concluded the aim of the seven-point agreement is to complete the peace process successfully and promulgate a federal democratic constitution within the stipulated time. The most contentious issue in the seven-point agreement - to complete the army integration by forming a separate force of the Maoist combatants alone or along with representation from the security agencies - has been scrapped by the UML CC. The party has concluded, the seven-point agreement does not supersede any previous agreements and the army integration among other tasks of the peace process would be completed duly by following previously agreed formal processes. The party has agreed to take the leadership of the government turn by turn, but not limit such system to only two parties.

A Pakistani national, Sultan Mehboob Ali, who was arrested at Tribhuvan International Airport on February 23 with fake Indian currency notes worth INR 350,000 told investigators he was supposed to hand over the baggage full of notes to one Aamir at Jawalakhel, reports Himalayan Times. Ali had come from Karachi via Bahrain on a Gulf Air flight. Police said the fake Indian currency notes were to be routed to India through the Nepal-India border. So we are planning to constitute a new force,” he said at a function in Sindhuli. Gajurel also threatened to revive the party’s structures such as ‘people’s government’ and ‘people’s court’—which were active during the insurgency—if the seven-point deal struck with Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) Chairman and Prime Minister Jhala Nath Khanal was not implemented. Stating that they planned to capture the urban areas, he said the struggle plan would be announced within five months. A meeting of the Maoist Standing Committee held in the evening concluded that the UML failed to create a basis on which the Maoist party could join the Government. According to Maoist spokesperson Dina Nath Sharma, the Standing Committee decided not to join the Government until the UML gave its commitment to the seven-point agreement based on which the party had supported Khanal to become Prime Minister.

He insisted that the cabinet should be expanded as per the spirit of the seven-point deal. "If we can't move ahead as per the seven-point agreement, then the Maoist party will withdraw its support to the government," he said, clearly hinting that the onus is on the Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) to implement the agreement. He blamed the intra-party tussle in the CPN-UML behind the inability of the Government to expand the cabinet. However, Maoist Chairman Pushpa Kamal Dahal aka Prachanda assured that another "vital decision" will be taken soon to expand the cabinet and give a full shape to the Government. 'We will take another vital decision soon to form a full-size cabinet and prevent the regressive forces from intervening in national politics," Dahal said.
