A planned cultural show was driving a wedge in the Unified Communist Party of Nepal-Maoist (UCPN-M) fold in Itahari in Sunsari District, reports Himalayan Times. While the panel of party Vice-chairman plans to go with the show at all costs, the faction of party Chairman Pushpa Kamal Dahal ‘Prachanda’ was hell-bent on stopping the show, saying it will promote factionalism and sow the seeds of disintegration in the party. Chairman of the Maoist-affiliated Nepal Cultural Federation Ishwor Chandra Gyawali pledged on August 12 to stage the show at any cost as it is against ‘resident evils’. According to Gyawali, different cultural programmes and a play ‘Sapana ra Uniharu’ will be staged on August 14, 15 and 16 in Birtamod in Jhapa District, Dharan in Sunsari District and Inaruwa in Sunsari District, respectively.

Caretaker PM Jhala Nath Khanal defended the Government's actions and his "efforts for consensus" made during his six-month tenure. Khanal said he fulfilled his promise to step down if no concrete progress on the peace process was made. He said he did not get desired cooperation from the Unified Communist Party of Nepal–Maoist (UCPN-M) to taking the peace process forward despite helping the Maoists in resolving their internal dispute by giving them the Home Ministry and inducting a new set of Maoist ministers. Saying that the peace process will not move ahead if the Nepali Congress and the Maoists do not show flexibility, PM Khanal described the start of profiling of the Maoist combatants, end of dual security of the Maoist leadership, and the "tentative understanding" on the modality of the army integration, especially on establishing a separate directorate in Nepal Army, as important developments in the peace process.

Amicus curiae suggested that the Supreme Court give its final verdict on term extension of the Constituent Assembly (CA) as per the Interim Constitution in such a way that it justifies the term extension as well as ensures timely drafting of the constitution. Advocate Mukti Pradhan, the last member of the amicus curiae, argued that CA term could be extended by nine more months in addition to three months as proposed by the Government if need arises. He, however, argued that this has to be justified. He maintained that the SC’s earlier verdict did not say that the extension is not possible, but stressed that the extension should not be purposeless.

UCPN-M came up with a time-bound action plan on integration and rehabilitation of its former combatants, with flexible positions on disputed issues. The proposal commits to hand over the keys of the arms containers — a major Nepali Congress demand — and complete the regrouping process in 45 days after the formation of a Maoist-led government. The proposal, endorsed by the party’s Standing Committee (SC) meet unanimously on, tries to address concerns about Maoists’ “access to weapons” and rank determination raised by the NC and the CPN-UML that want to see ‘irreversible progress’ on the peace process before they give a thumbs up to a Maoist government.

Prime Minister (PM) Baburam Bhattarai on August 30 reshuffled the Army Integration Special Committee, hours after the Unified Communist Party of Nepal-Maoist (UCPN-M) Standing Committee decided to expedite the regrouping process of the ex-combatants from August 31, reports Kantipuronline. The Nepali Congress (NC), however, said the decision to begin regrouping would not make any sense until the parties agree on the integration modality and rehabilitation package. Bhattarai, as the PM, will now chair the eight-member cross-party committee. With the transfer of the Special Committee’s leadership to Bhattarai, the Maoists have withdrawn the membership of Janardan Sharma from the panel to maintain proportional representation of all major parties.

In a major breakthrough in the peace process, the Unified Communist Party of Nepal-Maoist (UCPN-M) on August 31 agreed to hand over keys to arms containers to the Army Integration Special Committee on September 1, reports Kantipuronline. The decision to acquire the arms containers installed at cantonment sites was formalised by the Special Committee led by newly-elected Prime Minister (PM) Baburam Bhattarai. "The Maoists were tied to this decision according to the Interim Constitution. It came late, but it is certainly a positive move," said Nepali Congress (NC) member in the Special Committee Ram Sharan Mahat. "The agreement has helped us enter the real issues on integration and rehabilitation that are still unresolved", he added. Till date, People’s Liberation Army (PLA) commanders hold the control of the keys of the containers that have weapons belonging to the former rebels. The weapons were registered by United Nations Mission in Nepal (UNMIN) in 2007.
