A chance spotting of a four member Communist Party of India-Maoist (CPI-Maoist) courier group by Indervelli Police on September 1 put the latter on the trail of a Maoist dalam (squad) moving in the dense Vaipet forest in Indervlli mandal (administrative unit) of Adilabad District, reports The Hindu. According to sources, the courier group comprised Gond tribal people from Bheempur village in the mandal and was taken into custody by the Police as they were proceeding towards a rendezvous inside the forest with a load of provisions for the Maoists. Sources said about 1 Maoists handed over INR 25,000 to the couriers, all from Bheempur, in the night of August 30 in a field between Bheempur and Domdari for making purchases. The Gonds shopped for rations, footwear, torches and medicines on September 1 but were spotted by the Police.

Gadchiroli District Police arrested 52-year-old Prashant Rahi alias Prashant Sanglikar, an Uttarakhand-based journalist-turned-activist, along with Vijay Teerki of Chhattisgarh, for their alleged links with the Communist Party of India-Maoist (CPI-Maoist) on September 1, reports The Times of India. Both of them were picked up from the Deori bus-stand in Gondia District while they were "heading to Naxal-stronghold Abujmadh to meet a central committee (CC) member", according to the Police. The two were produced before a Gadchiroli court which remanded them to police custody for 13 days. Sources in Gadchiroli Police said they learnt about Rahi's mission from Hem Mishra, a former Jawaharlal Nehru University (JNU) student who was arrested on August 22 from near Morewada village in Aheri, south Gadchiroli. The court also extended the remand of Mishra for another 13 days. Rahi, who was one of the main campaigners during the Tehri dam protest in the '80s and '90s, attended school and college in Mumbai and then moved on to complete his engineering degree from Benaras Hindu University in Uttar Pradesh. His daughter Sikha assisted actor Aamir Khan in Hindi movie Taare Zameen Par.

The printed posters are in the name of the Western Ghats Special Zonal Committee (WGSZC) of the CPI-Maoist. The posters exhort the people to join the war to reclaim the rights for forest, water and land. The Chhattisgarh Government has told the Election Commission (EC) that as many as 233 polling stations across 18 Districts face a high Naxal [Left Wing Extremist (LWE)] threat and it may be risky for polling parties to access them in the coming assembly elections, reports The Times of India on September 2. During the EC's interaction with Chhattisgarh administration in Raipur last week, senior state officials requested the poll panel to consider relocating or rationalizing these polling stations in interior villages across 12 Naxal-infested assembly segments of south Chhattisgarh and also the northern Districts of Sarguja and Rajnandgaon. They sought shifting of these booths to safer locations like the Panchayat/Gram Sabha (village level local self-government institution) office or their amalgamation with polling stations set up in populated areas with road connectivity.

Director General of Police (DGP) Prakash Mishra on September 2 rejected the Communist Party of India-Maoist (CPI-Maoist) demand of withdrawing Border Security Force (BSF) camps from Chitrakonda area in Malkangiri District, reports The Indian Express. The DGP said the Maoists triggered a landmine killing four BSF troopers on August 27 out of frustration as the Government had not withdrawn the BSF as per their demand. The Maoists hands are tied due to presence of BSF in the area, the DGP claimed. Odisha's Home Secretary V K Saxena and DGP Mishra reviewed the ongoing anti-Maoist operations in Southern Districts of Koraput, Malkangiri, Nabarangpur and Rayagada six days after the killing of BSF troopers.

Jharkhand is set to erect camps for Central Armed Police Forces (CAPFs) in 10 Communist Party of India-Maoist (CPI-Maoist) strongholds by the end of September, reports The Times of India. Five battalions of CAPFs – three Central Reserve Police Force (CRPF) and two Sashastra Seema Bal (SSB) - who have recently completed their jungle warfare training in Jharkhand, are ready to spread out into the forests. The camps would come up once the rainy season is over. The security personnel would be deployed at these camps 24X7. A source said that the camps would come up in Giridih, Lohardaga, Gumla, Khunti, and East Singhbhum Districts where Maoist attacks are pretty frequent.

Four Communist Party of India-Maoist (CPI-Maoist) cadres surrendered before Police in Malkangiri District of Odisha on September 3, reports The Hindu. They included a female cadre, a militia ‘commander’ involved in the abduction of the Malkangiri Collector in 2011 and two militia members. The female Maoist cadre, who surrendered was Pale Sodhi (28) alias Bhime (28). She hails from Laxmipuram village under Motu Police Station limits and was part of the Kalimela dalam (squad) of the CPI-Maoist. The other three surrendered Maoists were from cut off area of Balimela reservoir. The surrendered militia ‘commander’ was Samar Khara alias Santosh (33), who was involved in the abduction of Malkangiri Collector R.Vineel Krishna. The other two Maoists were Bhabani Hantal (25) of Tentuliguda near Paparmetla and Ratu Golari (29) of Jendaguda near Jodamba.

The chief secretaries and DGPs of Chhattisgarh, Odisha, Jharkhand, Bihar, West Bengal, Maharashtra, Andhra Pradesh, Uttar Pradesh and Madhya Pradesh will brief the Ministry of Home Affairs on the Maoist situation in their respective States and discuss the need to revisit operational strategies. The progress of ongoing development works in the Maoist-infested areas will also be reviewed. Shinde is also expected to take stock of the Centrally-sponsored special schemes, including Integrated Action Plan (IAP), being implemented in most backward regions of the nine States. The Government had recently admitted that the some of the attacks carried out by Maoists in the past were successful due to security forces' failure to adhere to basic policing tactics. "An analysis of recent Naxal attacks discloses that the attacks could succeed mainly due to failure of adherence to basic policing tactics and practices by some of the state police forces," Union Minister of State for Home Affairs R P N Singh had told Parliament. There were 285 incidents of Naxal violence between May and July, in which 117 people lost their lives. Of the deceased, 47 were killed in Chhattisgarh, Jharkhand (37) and Bihar (15).

The dismembered body of the farmer, Haresh Singh (50), was recovered--with two bullet wounds and a deep gash on the neck--on the busy Hajipur-Muzaffarpur highway, 8 kms north-east of Hajipur in Bihar. Police quoted eyewitnesses as saying that the Maoists, riding two motorcycles, tagged the victim and managed to corner him at Dhobighati pond when he was on a morning walk with a co-villager. Vaishali Superintendent of Police (SP) Suresh Prasad Choudhary said the victim had been on the target of CPI-Maoist as his name had figured in the pamphlets of the outfit recently. Maoists regularly serve demand notes to farmers and businessmen, levying different rates of 'taxes' to fill their war coffers. Nearly 10,000 children, including girls, have been "recruited" by Communist Party of India-Maoist (CPI-Maoist) across Chhattisgarh, Odisha, Bihar and Jharkhand to serve as intelligence gatherers or perform chores as cooks and couriers, reports The Times of India. Though these minor recruits — mostly aged between 10 to 15 — don't carry arms, they are given the basic training to handle weapons. While around 3,000-4,000 children alone stand enrolled into "bal sangham" in Chhattisgarh and Odisha, the young hands working for Maoists in Jharkhand and Bihar are organized under 'bal dasta'. The modus operandi of recruiting these minors involves prevailing upon the local tribal families to "give up" one of their children to the CPI-Maoist, by highlighting displacement issues and "police atrocities on their brethren". Usually, the villagers have little choice but to oblige. Not only this, if the children stage an escape back to their homes, their families face a violent reprisal from the Maoists. Intelligence sources told TOI that the main job of the child recruits is to gather information for the Maoists. Bal sangham in the Dandkaranya region has been operational since 1995. In Odisha, the recruitments are mainly undertaken in Koraput and Malkangiri Districts. The Chasi Mulia Adivasi Sangh, a Maoist front organisation, had recently recruited and inducted several children in Narayanpatna Police Station area of Koraput. In Bihar, the erstwhile Maoist Communist Centre (MCC), now merged into CPI-Maoist, had been recruiting children between eight-14 for its "bal dasta". The CPI-Maoist continues to draft children mainly from Districts like Aurangabad, Rohtas, Kaimur and East Champaran. In Jharkhand, the recruitment of children has been reported from Palamu, Chatra, Lohardagga and Latehar Districts.

The Supreme Court (SC) on September 9 sought responses from the Centre and nine States on a Public Interest Litigation (PIL) alleging that the Integrated Action Plan (IAP) to wrest control of Naxal [Left Wing Extremist (LWE)]-affected areas and undertake development there has not been implemented properly, reports The Times of India. A bench of Chief Justice P Sathasivam and Ranjana P Desai issued notices to Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Maharashtra, Odisha, Uttar Pradesh and West Bengal on the PIL by Kishore Samrite. The petitioner said though the Centre had decided to extend IAP for four more years with annual allocation of INR 10 billion, it was facing implementation hurdles because of internal differences between various ministries in the Union Government. According to the fresh proposal, each of the 82 IAP Districts would be given INR 50 million annually for the purpose and the remaining INR 5.9 billion would be distributed among the Districts on the basis of their population and area.

A secret Maoist camp was unearthed by Security Forces in Sorada Police Station area of Ganjam District on September 11 with seizure of Improvised Explosive Devices (IEDs) from the spot, reports The Hindu. The camp was located inside the Rahaganda forest in Gajalbadi area bordering Kandhamal District. Personnel of the Sorada Police Station, District Voluntary Force (DVF) and Central Reserve Police Force (CRPF) took part in the operation. But no Maoist could be arrested as the secret den had been deserted by them. The IEDs seized from the spot included three tiffin bombs and five soap case bombs. Apart from the IEDs, 40 Maoist propaganda booklets in Odia, one Maoist uniform, one clock meant to be used as timer of IEDs, some medicines that had crossed the expiry date were seized. The personnel of bomb disposal squad destroyed the IEDs at the spot. Investigation was on to ascertain whether the camp was of the Odisha Maoist Party (OMP) of Sabyasachi Panda or of the CPI-Maoist.

Police have recovered RTI documents from a training camp of the People's Liberation Front of India (PLFI), a breakaway faction of the Communist Party of India-Maoist (CPI-Maoist), in Torpa forests, which have details of 30-odd Government projects under Khunti District rural development agency, with names of contractors and estimated costs. "The Maoists use RTI documents as proof of a contractor's worth and then extort the 'due amount' from them," said Khunti Superintendent of Police (SP) M Tamil Vanan, who made the last such seizure on September 8. They usually demand between 10% to 30% of profit margins, said the Police adding that they have resorted to such tactics in the past as well. "In the last two years, I have come across four such RTI documents with Maoists and their sympathisers," said Vanan.

The targets for abduction would be chosen carefully that would get the Government to surrender. The target will not be held hostage for too long or released if the Government does not give into the left-wing extremists' demands. Instead, the hostage will be killed shortly after abduction. This was decided at the recent fourth Central Committee (CC) meeting held after a gap of two years. In the CC meeting resolutions, Maoists said, "When we want to get important leaders released, we choose the target (class enemies) that would get the government to surrender. We must not give lot of time to the government to fulfil the demand. When we understand the government is taking an adamant stand, we must annihilate the people's enemy in our custody and withdraw from our area of struggle," The Maoists have also resolved not to appoint mediators to negotiate with the Government on their behalf. The CC meeting resolution said, "If we feel it is necessary, it would be better not to appoint liberal democrats (such as B D Sharma, Hargopal etc)". The Maoists believe mediators who work for them get branded and "they would face some limitations in working with other intellectual and democratic sections". Besides, these mediators would be vulnerable to harassment by police and security agencies. CC meeting documents reveal Maoists admitted the abductions have dented their image and turned many against them. The Maoists have also decided that senior party leaders must be involved in all abductions and take responsibility.

The joint intelligence committee of the Centre has accused Bihar Government of being soft on the CPI-Maoist resulting in a 41% increase in killings by Maoists this year compared to the previous year, reports The Times of India. The intelligence agencies have informed the Centre and the Prime Minister that Bihar Government has not taken effective steps to control Red terror. A report submitted by the committee says, "There has been continual deterioration in most parameters of the counterinsurgency grid in Bihar. Bihar government is soft towards the Maoists." The report has mentioned that 38 persons, including 25 civilians and 13 securitymen, were killed this year, compared to 25 last year. It says while there has been a substantial decline in Maoist violence in the country, Bihar has registered an increase. "Our concern is not only a sharp increase in security forces' casualties but also the fact that not a single Maoist cadre has been killed in counterinsurgency operations this year, compared to five during the same period last year," the report says. The performance of anti-Maoist grid in the state has been decidedly weak. While 17 encounters with Maoists took place in 2011, the number of cross-firings between security forces and Maoists decreased to 12 in 2012 and till August this year, only six encounters took place in Bihar. Moreover, recovery of weapons has also shown a downward trend - from 171 in 2011 to 47 in 2013. Though 32 out of 38 Districts of Bihar are Maoist-affected, the Maoist violence this year was confined to only 16 Districts. The most affected areas are Gaya, Aurangabad and Jamui Districts.

In a move to gain control over the rich bauxite mining zones of Niyamgiri area of Rayagada District and Karlapat area of Kalahandi District, the Communist Party of India-Maoist (CPI-Maoist) created a ‘special division’ for these areas to prevent the mining companies to explore and exploit the resources, reports The Pioneer on September 20. Earlier, the Maoists were using the jungles of Kalahandi and Nuapada Districts as their corridor to move out from Chhattisgarh, but now they are concentrating in these areas with a full-fledged division. Recently, the Maoist in Odisha also reorganised their State-level Committee and, in absence of any Odia leading the team, its leadership has gone to Maoists from Chhattisgarh and Andhra Pradesh. Nikhil from Chhattisgarh and Krishna from Andhra Pradesh are now taking the lead with around 80 to 100 cadres in the State. Now, the Bargarh-Balangir-Mahasamund, Nuapada, Sambalpur-Deogarh and Kalinga Divisions have been set up under the Odisha State Organising Committee.

The UMHA, which may offer a subsidy and wage component to the farmers under the Central Forces' Civic Action Programme or other existing schemes, has arranged for a presentation by the Commerce Ministry titled "Rubber Plantations in LWE-affected Areas" during a meeting of Chief Secretaries and Director General of Police (DGP) of nine LWE-hit States in New Delhi on September 25. Acting on a tip-off, a joint team of District Police and Indo Tibetan Border Police (ITBP) launched a search operation in the forests between Murargota and Gubiagarh areas. The Maoists opened fire on the SFs. The SF personnel returned the fire following which the Maoists escaped from the spot. The State Government also asked the Union Ministry of Home Affairs (UMHA) to provide a helicopter, preferably an MI-17, and precision to the anti-Maoist operations. All 16 CCTV cameras at Malkangiri District Sub-jail in Odisha are lying defunct for past one year, reports The Times of India on September 27. Sub-jail Superintendent Gopinath Chowdhury said "We have informed the higher-ups about non-functioning of the cameras, but they are yet to be repaired." The cameras were installed in 2010 to increase surveillance and check untoward incidents on the jail premises. By mid-2012, these developed snag and no longer serve their purpose. The security at the Sub-jail, which houses a large number of Communist Party of India-Maoist (CPI-Maoist) cadres, has come under the scanner in the wake of possible Maoist attacks to rescue cadres, languishing in jails across the State. The Sub-jail is also grappling with staff shortage. The posts of a Sub-Assistant jailor and three warders are lying vacant for over one year. Officials said while the intake capacity of the prison was increased from 89 to 308 in 2012, adequate staff has not been posted yet. "Given the number of Maoists lodged in the jail, we need at least two more platoons of armed police force," the jail superintendent added.

Five suspected cadres of the Communist Party of India-Maoist (CPI-Maoist), including two minors, were arrested during an area domination exercise in Bijapur District of Chhattisgarh in the evening of September 26, reports IBN Live. The suspected Maoists were running away into the forests in Gorna village when the Security Forces intercepted them. Those arrested were identified as Kunjam Sainu (23) Kunjam Aaytu (25) and Modiyam Laxman (20), members of Maoist cultural wing Chetna Natya Manch and two other minors said to be members of the Maoist children's group, Bal Sangham. Maoist banners, posters, pamphlets and anklets were also recovered from their possession. A case under the Chhattisgarh Special Public Security Act has been registered against them.

In a joint operation, a team of Border Security Force (BSF) and Odisha Police arrested two Maoists, identified as Samuru Miniaka and Dalu Madingi, from a forest area under Narayanpatna Police Station limits on September 29. Koraput Superintendent of Police (SP) Awinash Kumar said "During interrogation the duo revealed that they were entrusted with the task of finding out vulnerable points to plant Improvised Explosive Devices (IED) to attack security men patrolling the area. We have recovered a country-made gun from them." Police said the duo had initially joined the Maoist backed Chasi Muliya Adivasi Sangh (CMAS) and subsequently got arms training before joining Srikakulam-Koraput Divisional Committee of CPI-Maoist. They were closely associated with Maoist leaders like Daya, Aruna and Sarita.
