A 35-year-old tribal man, identified as Alem Sammaiah, was shot dead by suspected Communist Party of India-Maoist (CPI-Maoist) cadres in the forest area near Narsingapeta in Chinturu mandal (administrative unit) of Khammam District in the early hours of May 1, reports The Hindu. The bullet-riddled body of the victim was found on the outskirts of the village. A letter, purportedly written by the Maoists branding him as a Police informer, was recovered from the site.

Communist Party of India-Maoist (CPI-Maoist) cadres have abducted at least three persons, including an elected panchayat (village level local self-Government institution) representative, at Mahupadar village under Mathili Police Station limits in Malkangiri District on May 1, reports The Times of India. The abducted persons have been identified as the naib sarpanch (deputy head of village level local self-Government institution) of Mahupadar Budu Durua, a trader Budu Naik and another villager Malsa Kalra, accusing them of helping the Police. Police suspect the involvement of Daharba Division of the Maoist in the abduction, which operates in the Odisha-Chhattisgarh border areas.

The Gaya District Civil and Police officials organized Janata Durbars (public hearing) in Sewra and Lutua villages in the Naxal-[Left Wing Extremism (LWE)] affected Imamganj Police Station area of the District, on May 1, reports The Times of India. LWEs regard Lutua and Sewra areas to be part of the 'liberated zone'. Though Lutua and Sewra have been very familiar to the kangaroo courts organized by the LWEs to sanction punishment to deserters, Police informers and others belonging to the enemy camp, it was for the first time that a Janta Durbar aimed at facilitating direct interaction between the state machinery and the villagers and instant grievance redressal was held deep inside the LWE bastion.

Two Communist Party of India-Maoist (CPI-Maoist) cadres were killed in an encounter with Security Forces (SFs) in Narayanpur District on May 1, reports The Times of India. Narayanpur Deputy Superintendent of Police (DSP) NK Sahu said the cadres of Daula Dalam (armed squad) were gunned down by a joint team of Commando Battalion for Resolute Action (CoBRA) battalion, Central Reserve Police Force (CRPF) and District Force in the jungle of Kachora village. Those killed were identified as 'deputy commander' of Daula Dalam Phool Singh and a member Jai Singh. They were carrying a reward of INR 35,000 each on their head. Two dead bodies including four muzzle loading guns, one USA made pistol, one country-made pistol, couple of grenades and tiffin bombs, detonators, Maoist literature and other materials were recovered from the spot.

Jailed Communist Party of India-Maoist (CPI-Maoist) leader Kobad Ghandy, who was arrested for setting up a base of CPI-Maoist in New Delhi, on May 2 sought bail from the Delhi High Court on the ground that he has already been granted the relief by Andhra Pradesh (AP) High Court in a case, reports Zee News. 65-year-old Ghandy, who was arrested on September 20, 2009, by Special Cell of Delhi Police, filed a copy of the bail order delivered by the AP High Court before Justice Sunil Gaur.

Optimistic of bringing the Communist Party of India-Maoist (CPI-Maoist) menace under control to a great extent in Odisha soon, Director General of Police (DGP) Prakash Mishra on May 2 appealed to the president of Maoist-backed Chasi Muliya Adivasi Sangh (CMAS), Nachika Linga, to surrender, reports IBN Live. Stating that situation was gradually improving in once troubled area of Narayanpatna area, the DGP said surrender of over 2,000 tribals after deserting CMAS since January 2013, has helped the administration. "There is a sign of improvement in Narayanpatna and the development activities need to be expedited in the area to instill confidence among the locals," Mishra said. Focusing on the ongoing counter insurgency operations in the State, he said, "Out of 19 Maoist-hit Districts, the Naxals have been controlled to a good extent in as many as 11 Districts and we are hopeful of controlling the Maoists in others Districts in next few months." He said that special focus is being given to Rayagada and Kandhamal Districts and Security measures have been strengthened in the two Districts. "A battalion of BSF [Border Security Force] will be deployed in Raygada and Kandhamal districts which will strengthen our fight against the extremists," the DGP said. Further, an anti-extremist training school along with a hub for Special Operation Group (SOG) were all set to be established at Koraput soon and land for the same was selected near the railway station in the town, DGP Mishra said in the press meet at Koraput.

The Chhattisgarh High Court on May 2 reserved its judgement on the bail application of Malti alias K S Priya, who was convicted for her alleged involvement in Naxal [Left Wing Extremism (LWE)] activities, reports Zee News. Earlier a lower court had awarded her 10 years imprisonment. Her counsel Satish Verma said "The single bench of Justice R S Sharma on Thursday reserved its judgement on the bail plea of Malti, who was arrested in 2008 for her alleged involvement in naxal activities".

The Communist Party of India-Maoist (CPI-Maoist) has stepped up their expansion drive in western Odisha and the trijunction of Karnataka-Tamil Nadu-Kerala, a latest assessment by the Union Ministry of Home Affairs (MHA) has revealed, reports Hindustan Times. “The sustained campaign against Naxals in their strongholds of Sukma, Bijapur and Narayanpur in Chhattisgarh, Gadchiroli of Maharashtra and Saranada forest of Jharkhand has forced the Maoists to expand in new areas,” said a senior security officer. According to the assessment, Maoists are pushing in the western Odisha districts of Bolangir, Bargarh, Nuapada and Nabarangpur. They also held a large meeting in Pardarha village of Nuapada, which was attended by their four central committee members. Besides Odisha, Maoists have been trying to new front in area around tri-junction of Karnataka-Kerala-Tamil Nadu for the last many years. The security forces have seen renewed Maoist activities in this region this year. The MHA assessment also shows that in the first three months of the current year more Maoists have been killed in comparison to the Security Force (SF) personnel than in the same period in last year. In the first three months of last year, 53 security personnel had been killed, while the figure for Naxals killed in clashes with the security forces and their own breakaway factions stood at 20. A welding unit of Maoists used to manufacture Improvised Explosive Devices (IED) was unearthed by Security Forces (SFs) in Narayanpatna block of Koraput District on May 5, reports The Hindu. It was traced near Jakapani under the Narayanpatna Police Station limits during a joint operation by the Border Security Force (BSF) and Koraput District Police. Since past few months, SFs were searching for such units as there was much evidence that Maoists in Narayanpatna area were involved in manufacturing IEDs, including claymore mines, through use of welding and lathe machines. The items seized from the unit included gas-welding machine as well as gas cylinders used for welding. Investigation was initiated to identify the network through which the Maoists were getting their supply of gases and other goods needed for metal cutting and welding inside the dense jungle, Police source said. On March 13, equipment and goods used to manufacture claymore mines by Maoists were seized by security forces from Narikhilua jungle in Narayanpatna block.

The meeting, to be chaired by the Maoist ‘general secretary’ Muppalla Lakshman Rao alias Ganapathy, is expected to draw the entire top leaders, including Maoist party's all India ‘military chief’ Namballa Kesava Rao alias Basava Raju, ‘guerrilla warfare strategist’ Malla Rajireddy alias Sattenna among others. The meeting, which is usually held once in five years, is expected to also see the participation of at least 1000-1500 key Maoists from the central, regional, zonal and state levels. Sources say the meeting among other things would debate over the next generation leadership of the party as most of the top brass of the banned outfit are over 60 years. When contacted, Malkangiri Superintendent of Police (SP) Akhileswar Singh confirmed that three to four persons were taken away by force by Maoists from Kiang, Tentuliguma and Kartanpalli villages. Owing to remoteness of the area and lack of mobile communication, details of the incident was still awaited. According to the Police sources, the abducted persons included Kartanpalli Sarpanch Gopi Nayak, a tractor driver and an accountant of a tendu leaf trader. It may be noted that a mobile communication tower of a private company was damaged by Maoists at Kiang on April 24 night affecting communication in the area. Recent abduction was the third one in the area. In April, Maoists abducted three tribal people from Kiang village. Two of the abducted tribal persons, Gopi Pujari and Hatiram Pujari, were killed and their bodies were located near Kiang village on April 25. Maoists also abducted three other tribal people, including an elected nayab (deputy) Sarpanch Budu Nayak from Mahupada village on May 3. The nayab Sarpanch was murdered and his body was located near Mahupada village on May 4. The other two abducted tribal persons, who were small time traders, were released. According to the Police, Maoists of Darava division of adjoining Chhattisgarh were behind the violent activities in Mathili area. Other sources said, some 170 Maoists from Chhattisgarh who are now in the area bordering Malkangiri and Koraput Districts of Odisha and Chhattisgarh are trying strengthen their base in the remote Mathili area through these abductions and killings.

The meeting took place amid intelligence reports that the extremists are planning to blow up the nearly a 110-meter-long Kiang Bridge; the only connection to the rather inaccessible hilly and heavily forested Mathili area, bordering Chhattisgarh. CPI-Maoist was first banned along with its affiliates in April 2006 under section three of Chhattisgarh Special Public Security Act, 2005 and since then the State Government has been extending it every year. The six frontal organisations are Dandakaranya Adivasi Kisan Mazdoor Sangh, Krantikari Adivasi Mahila Sangh, Krantikari Adivasi Balak Sangh, Krantikari Kisan Committee, Mahila Mukti Manch and Jantana Sarkar.

But he was reluctant to divulge any details about the operation against Sabyasachi and his OMP. Speaking on vacancies in Police Stations, Mishra said all vacant posts in Police Stations in the Maoist-prone areas were being filled on priority basis. In the next phase, vacancies in all other Police Stations would be filled. The first incident took place at the Doordarshan transmission centre at Marenga village under Parpa Police Station in Bastar District at around 3 a.m., leaving three Policemen dead and one injured, Director General of Police (DGP) Ramniwas said. He, however, said they were yet to verify whether the attack was carried out by Maoists. Marenga village is about 15 km from Jagdalpur, the District headquarters. The deceased were identified as head constable Silbhanush Ekka and constables Alexander Lakra and Vasudev Sahu of Chhattisgarh Armed Force (CAF). “The injured constable Majhar Khan has been referred to Raipur for treatment and was under observation,” the DGP said.

The man was around 40 years in age. According to Malkangiri Superintendent of Police (SP), Akhileswar Singh, identity of the deceased was yet to be ascertained. The Union Ministry of Home Affairs (MHA) has told the Bihar Government that it can use Sashastra Seema Bal (SSB) for operations against the Communist Party of India-Maoist (CPI-Maoist), reports The Times of India on May 21.The MHA has spared one battalion of SSB to be exclusively used against Maoists. Sources in the State Police headquarters said that one such battalion of SSB is already undergoing training in Assam about the operational tactics while dealing with Maoists as the force is otherwise created entirely to tackle illegal activities on Indo-Nepal border. They further said that that the MHA had recently allocated 10 battalions of SSB for anti-Maoists operations to different states. Of these, five battalions were sent to Chhattisgarh, two each to Jharkhand and Orissa and one to Bihar. The Police headquarters have decided to deploy the one battalion of SSB in the north Bihar districts including East Champaran, Sheohar and Sitamarhi and Bagaha police district once the force returns to the state after training. Sources further said that the two battalions of Central Reserve Police Force (CRPF), which were earlier closed by the MHA and sent to Chhattisgarh, have again been returned to Bihar. As far the CRPF goes, the Police headquarters, sources mentioned, would deploy additional five companies in Jamui District where already four companies are on the job. That apart two companies would be sent to Munger and one to Lakhisarai. In the central Bihar, three companies of CRPF would be deployed in Gaya, two in Aurangabad and one in Jehanabad besides two in Rohtas and one in Kaimur.

Tadangi Vujjey alias Mallesh of Chintaguda and ‘militia platoon commander’ Mandangi Ramesh of Manjiriguda, both in Borigi area of Narayanpatna block of Koraput District (Odisha) and ‘militia member’ Nachika Ruhini of the Manjiriguda area decided to come overground and surrender. According to Vizianagaram Superintendent of Police (SP) Kartikeya, the trio decided to surrender because Maoists were killing innocent tribals by labelling them as Police informers and were also obstructing the construction of roads and school buildings. Mandangi Ramesh and Mallesh were involved in the attack on the Central Industrial Security Force (CISF) camp at Nalco (Koraput District) in 2009, in which 10 Security Forces (SFs) were killed.

Another Times of India report says Maoists who planned the Darbha massacre picked their spot well as investigations have revealed that the reason why the ambush site was not sanitized ahead of a Congress leaders' convoy passing through the area was because of a thinly spread out force. The force deployed in the area is capable of covering not more than 10km but was tasked with covering 25km. There are only two companies of the force in the region stationed at a distance of 25 km - one at Darbha and the other at Tongpal. On May 25, the handful of Security Force personnel — about 50 — guarding Congress leaders found themselves far outnumbered and outgunned by a contingent of 200-250 Maoists who fired a hail of bullets leading to 28 deaths, including eight security men. The policemen fought until all their ammunition was exhausted.

The Maoists sent a four-page letter and an audio clipping to the media, claiming they were behind the attack in which 28 people including top Congress state leaders were killed. The letter carries the signature of a Maoists spokesperson from Dandakaranya. As per the letter, a team of the People's Liberation Guerrilla Army (PLGA) carried out the attack. It further states that senior Congress leaders Mahendra Karma, Nand Kumar Patel and VC Shukla were the main targets of the attack. The attack left Karma and Patel dead, while Shukla was critically injured and is undergoing treatment at a Gurgaon hospital. The Maoists claimed that their purpose was to "punish" Mahendra Karma who had launched the anti-Naxal armed movement Salwa Judum. The Reds blamed Nand Kumar Patel for giving a go ahead to Operation Green Hunt and letting paramilitary forces join anti-Naxal operations when he served as the State home minister. The Maoists also made seven demands in the letter, calling for the withdrawal of paramilitary forces from Dandakaranya and an end to Operation Green Hunt. Naxals also sought the release of arrested Maoists and "innocent" tribals from prison unconditionally.

The Jharkhand Police consider the arrest as an "important catch" at a time when the Chhattisgarh ambush has rattled the Centre. The Maoist leader, who is also a ‘politburo member’ of the organization, was allegedly involved in the Latehar attack (January 7). The arrest came as a blow to the Bihar-Jharkhand-North Chhattisgarh Special Area Committee, of which Thakur was the ‘secretary’. Confirming the arrest, Director General of Police (DGP) Rajiv Kumar said "Thakur has been leading almost all Maoist activities in Jharkhand and Bihar and other neighbouring states. Security Forces found three grenades during the search, of which one was China-made, according to the experts on explosives with the search teams. Surprisingly, one grenade that was found near the body of Pawan Kondra, the PSO of slain Congress leader Mahendra Karma, on May 29, was found missing from the spot when explosives experts reached there on May 30 to destroy it. Though the situation is under control, we are not taking any chance," said Superintendent of Police-SP (Malkangiri) Akhileswar Singh. Police said two more batches of Border Security Force (BSF) were sent to Mathili in Malkangiri District to strengthen the counter-insurgency operations and check possible infiltration of Maoists into Odisha after the carnage at Dharba ghat road in Chhattisgarh on May 25. Police suspects the Maoists, post May 25 attack, are hiding at Tulsi Dongor, which has a thick forest cover and no permanent security camp. While 90% of Tulsi Dongor is within Chhattisgarh, the remaining portion falls in Odisha. "Our operations are yet to yield any result. "After a discussion on the incident [Darbha Maoist attack], we have decided to take a joint action," said Shinde emerging from an hour-long meeting with Singh. The Hindu adds that Shinde suggested developing a special anti-Maoist force like the Greyhounds to combat Maoism. “Every Naxal-affected State should develop a Greyhounds force [on the lines of Andhra Pradesh] to combat Naxals. The Centre would offer help in this area,” he said.
