IAF is also planning to complain to the Union Home Ministry about the "failure" of the Police forces to "sanitize" the required 1.5-km area around the helipad since helicopters are the most vulnerable while taking off and landing.

Security Forces (SFs) killed a Communist Party of India-Maoist (CPI-Maoist) cadre at Hurwa forest in Khunti District of Jharkhand on February 1 and recovered the body with arms and ammunition, reports The Telegraph. Around 2.30 pm, District Armed Police and the 94th battalion of Central Reserve Police Force (CRPF) raided Hurwa forest in Arki Police Station area, based on a tip-off about the presence of around 12 Maoist cadres. Commenting on the incident, Khunti Superintendent of Police (SP) M. Tamilvanan said, “The rebel has been identified as 24-year-old Binda Pahan, who was wanted in two cases. As many as 15 rounds of ammunition have also been recovered.” The Maoist was a close aide of notorious ‘zonal commander’ Kundan Pahan, adds The Times of India.

Bihar Police have changed their operational strategy to tackle the Communist Party of India-Maoist (CPI-Maoist) in Gaya District of Bihar. Now instead of engaging the Maoists in Chakarbanda forest, on the border of Aurangabad and Gaya Districts, and then retreat to their base, the Police would set up their base at strategic locations to not only encircle the forest but also help in dominating the area. About 10 companies of Central Reserve Police Force (CRPF) and Special Task Force (STF) have been deployed in the area. The change in strategy is attributed to heavy casualties suffered by the Security Forces during the earlier operations.

Four cadres of the Communist Party of India-Maoist (CPI-Maoist) were arrested from Madded Police Station limits of Bijapur District in Chhattisgarh, during a search operation, on February 2, reports post.jagran.com. Commenting on the matter, a Police official said "Those arrested have been identified as Madded range ‘committee commander’ Pottam Babu (25), Madded ‘area commander’ Mandra Nagesh (27), Wasam Suresh (27) and Paaret Chandraiya (40)." Pottam Babu and Nagesh were carrying cash reward of INR 20,000 and INR 10,000, respectively, on their head. A number of detonators, cartridges, tiffin bomb, explosives and Maoist literature were also recovered from their possession.

From now on, road projects, a soft target of Left Wing Extremists (LWEs), will be brought under the surveillance of Central Reserve Police Force (CRPF) in Saranda forest (West Singhbhum District) region, The Telegraph on February 3 reported. The decision was taken at a high-level meeting between West Singhbhum District Administration and the CRPF brass recently. According to a source, the paramilitary personnel were being roped in to speed up construction of roads, several of which are to be laid deep inside the jungles. For this, a separate unit of the force will be commissioned.

Police on February 2 recovered four can bombs containing about 15 kilograms of Improvised Explosive Device (IED) from a farm house of a local farmer in West Bokaro Police Station of Ramgarh District in Jharkhand, reports The Times of India. West Bokaro Officer-in-Charge (OC) Balmeeki Singh said that following a tip-off about movement of Communist Party of India-Maoist (CPI-Maoist) cadres and storage of huge cache of explosives for triggering landmines, Police conducted raids in the farmhouse in the dense forest and recovered the explosives. "The explosives are believed to be stored by the Maoists. A bomb disposal squad had to be called in to defuse the explosive," Singh said, adding that Police also recovered 14 detonators, 11 gelatin sticks, 100 metres of wire, which would have been used to connect the explosives for a high intensity explosion. Police also recovered iron tools that would be used in digging out the land for planting landmines.

Two landmines were recovered and later defused in Lalgarh area of West Midnapore District over the weekend, Police said on February 2, reports The Hindu. The recovery of the landmines in Jangalmahal region, once an epicentre of the activities of the Communist Party of India-Maoist (CPI-Maoist), has raised fresh concerns about the activities of the rebels. Based on intelligence inputs, the mines were located with the help of sniffer dogs and defused by a bomb squad. A senior Police officer said that the land mines could have been planted in the area a few months ago.

Seven Communist Party of India-Maoist (CPI-Maoist) cadres were arrested in Odisha's Koraput District, on January 3 ( Feb 3), reports The Times of India. Koraput Superintendent of Police (SP), Avinash Kumar, said that the Maoists, belonging to Srikakulam-Koraput Division were arrested during a joint combing operation by the Border Security Force (BSF) and District Voluntary Force (DVF) in the forests near Murlaput, under Laxmipur Police Station. Two country-made guns, a camera flash, over 100 meters of wire, adopters, gunpowder and some Maoist literature were seized from them. The arrested cadres were identified as Sarbu Muniata, Suna alias Sona Wareta, Lati Hikoka, Jugal Mandingi, Iswar Hikoka, Deudu Hiniaka and Hari Miniaka.

Arvindji, who is also the chief of the Maoists operations in Jharkhand, has reportedly caught the fancy of his seniors for his abilities to inflict maximum injuries on the anti-Maoist forces. Sources in the Ministry of Home Affairs (MHA) said that the intelligence agencies recently picked up chatter between Maoist leaders deliberating over pushing Arvindji up the party hierarchy and including him in its politbureau. The Maoist politbureau, which is reduced to a six-member body in the wake of killings and arrests of several leaders, is to be reconstituted at the party Congress that has been due for almost a year now. Arvindji hails from Bihar's Jehanabad District and was reportedly close to Maoist leader Kishenji, who was killed by Security Forces (SFs) in November, 2011. Sources said Arvindji has a post-graduate degree from Patna University in the 1980s and has a well settled family — he has two sons, one of them an IITian, and a daughter. His wife was nabbed by the Bihar Police in Jehanabad in 2012.

The body was recovered from behind a primary school in the village where another SPO, Rajendra Singh Munda, was shot at during a social gathering in the same evening. Ranchi Senior Superintendent of Police (SSP) Saket Kumar Singh on February 5 said, "The modus operandi is a little different from the Maoists'. Both the victims are SPOs and thus it is likely that the Maoists have carried out the incident," said the SSP. Police suspect that ‘area commander’ of the Gautam Dhara Area Committee of the CPI-Maoist Ram Mohan has carried out the killing. "Ram Mohan was seen sitting with his aides at the Tusu festival on Monday [February 4] and he opened fire on these persons," said the Police officer. In a bid to speed up road construction in areas affected by Naxal [Left Wing Extremism (LWE)] violence, the Government has decided to fund dirt roads — and not just blacktop or metalled roads — under the Pradhan Mantri Gram Sadak Yojana (PMGSY). Since it’s harder to bury explosive devices under blacktop roads, the Communist Party of India-Maoist (CPI-Maoist) prevent their construction. “But they are not against katcha sadak [unmetalled road],” points out Rural Development Minister Jairam Ramesh. “PMGSY is meant to ensure connectivity to every village. If we cannot build blacktop roads, at least let us provide connectivity by way of non-blacktop roads.” The scheme will now be split into two phases for the 82 Districts affected by LWE violence. The first stage will include levelling, construction of the gravel base and slope stabilisation.

While in an order dated February 5, the MoEF has agreed to exempt a range of linear projects such as roads/ railways/ transmission lines from requirement of Gram Sabha (Assembly of all voters of a Gram Panchayat) level approval, which its 2009 guidelines had called for, in another guideline, dated February 1, it has relaxed forest conservation rules for 82 Naxal [Left Wing Extremism (LWE)]-hit Districts. Giving in to demands raised by several State Governments and the Ministry of Home Affairs (MHA) that is implementing the Integrated Action Plan (IAP) in 82 Naxal affected Districts, the MoEF has permitted mining of stones in forest areas for construction of roads. It has also agreed to relax the norms under the Forest Conservation Act, 1980, for all categories of public roads and not just rural roads in development-deprived districts. So far, quarrying of material for construction of roads was only permitted in revenue land, which was proving to be a problem in the largely- forested districts affected by the Naxal issue.

"Mohanty was a logistics provider to Maoists," Director General of Police (DGP) Prakash Mishra told The Times of India hours after police took the convener of Jana Adhikar Manch (JAM) in custody. It may be mentioned that, in 2006, the state Government had outlawed Daman Pratirodh Manch headed by Mohanty on grounds that it was serving as a front organization of the CPI-Maoist. Bokaro Superintendent of Police (SP) Kuldeep Dwivedi said SAT will have trained police personnel with hi-tech weapons and modern equipment. Prime Minister (PM) Manmohan Singh while addressing a conference of State Governors in New Delhi, on February 12, has said that Left Wing Extremism’s (LWE) geographical spread in the country is showing a shrinking trend even though in Assam, it is expanding, which is "worrisome", reports The India Today. Explaining the Centre's "two pronged" policy to tackle the LWE issue, he said, "Even as we have intensified operations against the extremists, we have also endeavoured to bridge the development and governance deficit in these areas, many of which have predominantly tribal population." He also listed the steps taken by the Government that include deploying additional central forces, raising specialised forces, strengthening police stations and imparting training to state police personnel in counter insurgency, jungle warfare and anti-terrorism operations. The PM agreed on the need for "greater inter-state coordination in operations against Left Wing Extremists", emphasised by Andhra Pradesh Governor ESL Narasimhan. PM Singh further said the Integrated Action Plan (IAP) for 82 select and backward districts, most of which are affected by LWE, is beginning to show encouraging results.

The landmines, found close to Sunabeda sanctuary, are suspected to have been planted by the Communist Party of India-Maoist (CPI-Maoist) cadres. Two hours before the landmines were discovered, several posters put up by the Nuapada division of CPI-Maoist were found in the area, warning people against allowing the minister from entering Nuapada. "We had gone to seize the posters and wanted to know what was written on them. Then some of our men saw wires, which upon scrutiny were found to be connected to landmines. We are yet to recover them as it was difficult to do so in the absence of appropriate devices," said Nuapada Sub Divisional Police Officer (SDPO) Ashis Singh. Sources said, Security Forces have been on Arvindji's trail for over 15 days and have surrounded the area forcing him to move within the Gumla jungles. However, forces are not able to strike as there are reports of the Maoists using villagers as human shield in case an encounter takes place. An unnamed senior official from the anti-Maoist forces engaged in the chase said, "More than a fortnight ago we received information that Arvindji along with certain other Maoist leaders and a contingent of about 150 Naxalites was moving towards Saranda through Gumla. Three People's Liberation Front of India (PLFI), a splinter group of the Communist Party of India-Maoist (CPI-Maoist) cadres were killed by a mob of 100 villagers near Darntoli-Sanwariya villages in Gumla District of Jharkhand, on February 15, reports The Times of India. Two country-made pistols, six bullets and three mobile handsets were recovered from them. Two of the deceased have been identified as Parmeshwar Oraon of Dohri village and Prakash Oraon of Dahu-Navatoli village under Sisai Police Station of the same District. Police Inspector Amish Hussein said, "On Thursday [February 14] they reached the village looking for Mana Baraik's daughter who had gone to work in a brick kiln. They threatened Baraik's daughter in-law and also abducted two school going boys of the village including Champa Oraon at gun point." The activities of PLFI men angered the villagers of Sanwariya who held a meeting on February 14 night and in the early morning on February 15 to discuss what to do with them. When the trio was attacked they even talked over the phone with Sukra Oraon, ‘sub-zonal’ commander of PLFI requesting him to rescue them. The dead were suspected to be associated with Oraon's group of PLFI.

Each Police Station is being constructed at an estimated cost of INR 20 million. While 111 villagers from Jakapani, Mankidi and Pachingi quit the organization on February 19, 113 from Podapadar, including four persons wanted for their involvement in Maoist offensives, followed suit on February 20. A CMAS activist, Subana Nachika of Jokopani, said "We got nothing as CMAS activists. Development of the village took a backseat and we were under Police scanner on the suspicion of being Maoist supporters." He along with other villagers met Deputy Inspector General of Police (DIG) GS Dev Dutta Singh and Koraput Superintendent of Police (SP) Avinash Kumar, on February 19. Commenting on the matter, the SP said "We will ensure that the villagers who have quit CMAS live with dignity and development activities reach the villages." The DIG refuting the allegations that the villagers are being pressurized by Police to snap ties with CMAS, said "Tribals deserting the CMAS has now become a movement in the area. They are voluntarily approaching the administration and will be helped in every manner." Over 500 villagers have deserted CMAS since January 11, which had unleashed a reign of terror in Narayanpatna block by forcibly occupying over 3,000 acre of non-tribal land.

Jharkhand Police is planning significant changes in the way anti-Communist Party of India-Maoist (CPI-Maoist) operations are carried out across the State, reports The Times of India on February 22. Instead of large forces, the Police will now send out smaller indigenous groups of 30-35 Jharkhand Jaguar (JJ), Jharkhand Armed Police (JAP) and Police personnel for such operations. These striking troops, highly skilled in jungle warfare, are being trained to survive inhospitable terrain and wage a war against the rebels. Almost 95 percent of the recruits in the striking forces are under the age of 30. Inspector General of Police (IG) Special Branch and Jharkhand Police Spokesperson, SN Pradhan said "The striking troops will be an indigenous force comprising young jawans from Jharkhand Jaguar, Jharkhand Armed Police and Jharkhand police only." These forces will take orders from SPs or SDPOs. Many Maoist-affected districts, including Bokaro, Dhanbad, Hazaribag, Giridih and Ramgarh, have already formed one such Special Action Team (SAT) and each district is likely to constitute at least four such reserved groups exclusively for anti-Maoist operations.

A team of East Singhbhum and West Bengal Police, on February 26, launched a massive combing operation in Patamda-Ghatshila (East Singhbhum District) area along the West Bengal border to flush out the Communist Party of India-Maoist (CPI-Maoist) cadres feared to have come from the neighbouring State, reports The Telegraph. The interstate offensive was prompted by a tip-off that an armed squad of Maoists had sneaked into Patamda’s Meghda Pahar from Purulia District of West Bengal following an offensive there on February 25. According to Senior Superintendent of Police (SSP) Akhilesh Kumar Jha, who is leading the operation, Jharkhand has pressed into action six companies of Central Reserve Police Force (CRPF) and one company of Special Task Force (STF). From West Bengal, an equal number of paramilitary personnel have joined the hunt. The officer said “We have gheraoed Patamda-Meghada Pahar and Amda Pahar from all sides. But as of now, we have not found any sign of the Maoists. However, the main objective is to turn the heat on the rebels so that they are forced to flee Meghada Pahar”.

Even as the State’s anti-Maoist force remains busy in some of the ‘Maoist-affected areas’, mostly in and around the Malnad region, the CPI-Maoist is spreading its tentacles in cities and semi-urban areas, including Bangalore. Confirming this, a Senior Intelligence officer said, “It is true that we are observing activity by left wing extremists groups in Bangalore. They are indulging in some over-ground operations and we are aware that certain people are involved in this.” He added that such groups, going by their modus operandi, use colleges and certain sections of the society to expand their cadre. “This is part of their overall strategy,” he said.

A powerful landmine planted on a State Highway was recovered and defused in West Singhbhum District on February 27, on a tip off by an arrested Communist Party of India-Maoist (CPI-Maoist) cadre, reports The Business Standard. Commenting on the matter, Superintendent of Police (SP), West Singhbhum, Pankaj Kamboj said a landmine weighing around 40 to 45 kg was planted on the State Highway between Chotanagra-Manoharpur to target the security personnel. A total of 170 people have been killed in incidents of Naxal [Left Wing Extremism (LWE)] violence in the last six months, the Minister of State for Home Affairs, R P N Singh told the Lok Sabha (Lower House of Indian Parliament) in a written reply on February 27, reports The Business Standard. While 127 civilians were killed between the period August last year and January 2013, 43 Security Force (SF) personnel also were killed in the same period which saw 533 such incidents in various parts of the country. The Minister further added that while 30 Communist Party of India (CPI-Maoist) cadres were killed, 871 were arrested. He also said "The government is implementing the Special Infrastructure Scheme (SIS) in Left Wing Extremism (LWE)-affected states with a view to cater to critical security infrastructure gaps”. Singh said "It is proposed to continue the scheme in 12th plan with an added objective of funding upgradation of Special Forces in some of the LWE-affected states in order to effectively combat the LWE,"

Jharkhand Director General of Police (DGP), GS Rath, who retired on February 28, said in Ranchi "There is a re-thinking how to make the policy more attractive and the Special Branch is on the job. We have submitted certain proposals, which I can't open now as they are yet to be adopted, and being examined at the highest level." Commenting on the incident, Superintendent of Police (SP), Narendra Khare said "SHO of Barsoor Police Station Manish Praihar and two other Police personnel were injured in the landmine blast triggered by ultras near Lotpal village that (also) damaged the Police vehicle". The West Singhbhum District Police of Jharkhand arrested four Communist Party of India-Maoist (CPI-Maoist) cadres, including a self-styled Chairman of Krantikari Kisan Committee [(KCC) (Revolutionary Farmers’ Committee)], a frontal organisation of the Communist Party of India-Maoist (CPI-Maoist) from Chiria in Manoharpur, on February 28 and March 1, reports The Times of India. The four Maoists were identified as KCC 'chairman' Vishnu Cherwa, Mangal Surin, Dubi Guria and Birsa, all in their mid thirties. Of the four rebels, Cherwa was the first to be arrested on February 28 while the rest were arrested early on March 1. The Maoists were arrested in a joint search operation of the Central Reserve Police Force (CRPF) and District Police. Landmine weighing 40kg, hand grenade, three single-shot barrel and pistol were recovered from the Maoists. Commenting on the matter, the West Singhbhum Superintendent of Police (SP), Pankaj Kamboj, said "They were holed up in the (Saranda) forest for the past few days. Union Finance Minister P Chidambaram enhanced budgetary allocation, on February 28, for all subjects dealing with upgrading Police infrastructure and enhancing weapons and training of personnel deployed to tackle Naxalism [Left-Wing Extremism (LWE)], reports The Economic Times. Central Reserve Police Force (CRPF) has been the biggest gainer in terms of getting funds with INR 108.1853 billion being allocated to it for the 2013-14 fiscal, a jump of about 10 per cent from its last financial allocation of INR 98.6788 billion. The Finance Minister also substantially enhanced the 'assistance to states', funds provided by the Centre as an aid to develop and train State Police forces and special counter-insurgency units, under seven various heads. While the Modernisation of Police Force scheme got INR 18.47 billion this budget, compared to INR 3 billion in 2012-13, the Security Related Expenditure got INR 7.8908 billion, a jump of 11 per cent money that was allocated under this head for various states in the previous financial year. The scheme of 'Special infrastructure in Left-Wing Extremism (LWE) affected states' got a raise of about INR 200 million with the allocation of INR 741.5 million in this budget. Similarly, under the 'Assistance to counter-insurgency and anti-terrorist schools' which train State Police and security personnel in special operations skills have been allocated an enhanced sum of INR 205 million. The Indian Reserve Battalions (IRB), raised specifically to undertake active operational role in LWE- hit areas, got INR 60 million hike at INR 520 million in this budget. Another subject on this list, Assistance to LWE management, got INR 400 million, a 100 per cent rise from last fiscal's INR 200 million under this head. For construction and strengthening of fortified Police Stations, the Finance Minister allocated INR 1.6 billion, INR 100 million hike from the last budget.
