An armed cadre of the Communist Party of India Maoist (CPI-Maoist) was killed during an exchange of fire with Security Forces (SFs) near Tala Paniki village of Kotya area under Pottangi Police Station limits of Koraput District on November 1, reports The Hindu. Security Forces also busted the secret Maoist camp located there. Police claimed the camp belonged to the Maoists who were involved in the August 27 ambush in the area where four Border Security Force (BSF) personnel were killed and three others were injured. The body of the slain Maoist was recovered after the exchange of fire. Further, one INSAS rifle, two magazines of INSAS rifle, 47 live ammunition, one grenade, wireless sets, 101 detonators, camera, Improvised Explosive Device (IED), batteries, Maoist literature, materials used in the camp including ration, torches and other things of day-to-day use were also seized. The identity of the slain Maoist has not been ascertained. His body is being brought to Koraput district police headquarter.

As Chhattisgarh is gearing up for the Assembly polls that are scheduled to be held on November 11, more than 400 Communist Party of India-Maoist (CPI-Maoist) commanders and guerrillas held a meeting on October 29 at Bastar to disrupt the elections, said intelligence reports, reports IBN Live. The Intelligence agencies have alerted the Centre and the State about a possible Maoist attack between November 8 and 10, said reports. Dainik Bhaskar adds that as per reports received from Intelligence Bureau, the Maoists are planning a major attack along the borders of Chhattisgarh and Madhya Pradesh. The Bharatiya Janata Party (BJP) Prime Ministerial candidate, Narendra Modi, and the Congress Vice President, Rahul Gandhi, are planning to visit Chhattisgarh to improve the prospects of their respective parties in the coming assembly elections. Both the candidates are said to be possible targets of the potent Maoist attack.

Central Reserve Police Force (CRPF), the nodal agency overseeing deployment of security forces for the assembly elections, has increased the number of unarmed aerial vehicles (UAVs) in the Maoist zone for round-the-clock surveillance, reports The Times of India. UAVs have been withdrawn from Maoist zones in Maharashtra's Gadchiroli, Jharkhand and Odisha and mounted above Bastar. Besides, the Union Ministry of Home Affairs (MHA) has asked the NTRO, country's elite intelligence agency, to fly UAV Heron whose range — about 400 km — is much more than the UAV Netra. The Israeli Heron is operated from airbase at Begumpet in Hyderabad. It was supposed to start operating from October 1. However, its launch was delayed by about a month due to various reasons, including weather. Further, as many as 167 polling stations in Bastar relocated 167 polling stations in the sensitive areas of Bastar region, which will have polling in the first phase of Chhattisgarh Assembly elections, have been relocated for "security and accessibility" reasons, reports IBN Live. "A total of 167 polling booths of Bastar region were shifted due to security and accessibility reasons," Chief Electoral Officer Sunil Kujur told reporters.

Five Security personnel were injured during an encounter with the Communist Party of India-Maoist (CPI-Maoist) cadres in Kumandih Jungle of Latehar District on November 1, reports Zee News. "One jawan of the CoBRA [Commando Battalion for Resolute Action] and four personnel of the Jharkhand Jaguar were injured in the encounter with the Maoists," Superintendent of Police Michael S Raj said. Security Forces launched the anti-Maoist operation from October 30 and the Maoists exploded landmines and opened fire around 10am on November 1, resulting in the encounter, he said.

They have also found a haul of 1,730kg explosives, 298 landmines, 100 regular weapons and 1,700 ammunition from the extremists from different parts of Jharkhand. CRPF IG (operations) M V Rao revealed the numbers in an official press release at a press conference. A total of 22 battalions of CRPF and two battalions of CoBRA are engaged in the war against LWEs in Jharkhand.

A Communist Party of India-Maoist (CPI-Maoist) cadre, identified as Rajkishore Singh, was arrested on November 2 from Bakhari village under Patahi Police Station of East Champaran District, Superintendent of Police Vinay Kumar said, reports The Times India. Acting on a tip-off, a joint team of local Police and Central Reserve Police Force (CRPF) raided a place in the village and nabbed Singh who had come to his native village, Kumar said. Singh was wanted in connection with serial blasts at Madhuban in East Champaran District on June 23, 2005 and was also involved in an encounter with the Police in Thenahra Police Station area few years before.

A Jharkhand Armed Police (JAP-I) trooper was killed and another injured in a landmine explosion suspected to have been triggered by the Communist Party of India-Maoist (CPI-Maoist) cadres in the Gurabanda Police Station area on November 2, reports The Times of India. The two motorcycle-borne troopers were on patrolling duty in the forest cover of Fukrogora village under Ghatshila sub division when an Improvised Explosive Device (IED) exploded. "Prashant Rai died on the spot while Devan Pradhan sustained moderate injuries in the explosion," said rural police superintendent Devendra Thakur. A team of 12 JAP jawans were on patrolling duty in the morning hours when the landmine explosion was triggered by the Maoists, at a little distance from the main road.

According to Koraput Superintendent of Police (SP) Awinash Kumar, based on intelligence reports regarding his presence, personnel of Narayanpatna Police Station and Koraput District Police had started an operation in jungles near Dumsil village to nab him from November 2. Though the Union home ministry and Chhattisgarh government had identified 299 booths as "hyper-sensitive" and requested the EC to shift them out as polling parties and paramilitary forces would risk landmine attacks while accessing these booths, the Commission ensured that only as many booths were relocated as agreed among the candidates of all parties. "After the deliberations, there is consensus in favour of relocation of around 150 polling stations. These may now be shifted to places closer to the roads, or even safer locations within the villages, such as the panchayat office," an EC official told The Times of India.Intelligence agencies have lately reported large-scale mobilization of Maoist cadres in Naxal-dominated areas of Chhattisgarh, assembling and planting of IEDs on routes to polling booths and formation of small "crack" teams to locate suitable ambush points to target polling parties and security forces. This has led the Union Home Ministry to seek stepped up counter-Naxal operations not only in Chhattisgarh but also adjoining areas of Maharashtra, Odisha and Andhra Pradesh. Other measures advised are aggressive intelligence-gathering, proper road-opening, assessing possible ambush points and dismantling of IEDs possibly planted there. The nodal officer appointed by the Chhattisgarh Government after the Darbha Ghati massacre to coordinate security for political events has also been asked to coordinate the arrangements for VIP movement and rallies.

Border Security Force (BSF) personnel of the 28 Battalion of Narayanapatna found the dump at a farm field hardly 50 metres from the village entrance while on a combing operation. Bodies of Laxman Kansari (40), a JMM worker from Ramjadi village under Sisai Police Station, and Ashif Ansari, a resident of Ahmadnagar in Sisai, were recovered from Porangtoli near Kumhari village. They also found a pamphlet in which PLFI claimed responsibility. Both of them were drunk, said Police. According to information, a squad of PLFI activists called Kansari and Ansari to Porangtoli on November 2. They were fish farmers who used to deal in spawns. They were treated well and served liquor. The extremists then demanded INR 50,000 in levy from both. PLFI men shot them when they allegedly failed to pay the amount.PLFI extremists also killed a student of ITI, Rourkela in Odisha, by axing him and then chopping his body into three parts on Monday. Police recovered the pieces from Kamdara-Redwa road near Murumkela forest under Kamdara Police Station in Gumla District. The deceased was Kulan Barla(26), a resident of Budhi-Bartoli village under Lapung Police Station of Ranchi District. According to police, Barla had gone to a friend's house at Viterkera village to pay the price of a goat. He was possibly killed while returning home. Maoists planted these IEDs along highways and kutcha village roads, to enforce poll boycott and harm Security Forces. "Of them, most are command wire IEDs. However, pressure IEDs have also been found in Chhattisgarh," said a senior CRPF officer. Early November 7, a CRPF-led joint forces team found two 25kg command wire IEDs packed in steel cans along the highway between Dornapal and Jagargunda in Sukma District. The IEDs were planted close to the spot where the Maoists had ambushed and killed 75 CRPF personnel in 2010. Most of the IEDs detected are made of ammonium nitrate though large number of gelatin IEDs have also been found. Since November 1, security forces found 132kg IEDs in Chhattisgarh and 130kg along the state's border with Jharkhand. More IEDs were defused at the spot they were found. In October, 109kg IEDs were found in Chhattisgarh and 274kg along Chhattisgarh-Jharkhand border. Bastar region, which has seven districts and 12 assembly constituencies spread over about 40,000 sq km, goes to polls on November 11.

The group, comprising around 15 people, accused the gram panchayat member, who is an environmental activist, of “aiding the government in displacing the tribal people.” The Maoists, all below the age of 30, knocked on the door of Ramachandra Bhat (42), the former gram panchayat member and currently working for the non-governmental organisation, Wild Cane, that seeks to rehabilitate villagers in the national park, and asked him to come out. When he refused, they set fire to a shed and van parked there. They also set fire to a two-wheeler. A team of Central Reserve Police Force (CRPF), Commando Battalion for Resolute Action (CoBRA) force and District force arrested them from the forest under the limits of Basaguda Police Station, said a senior Police official. The search party was on a combing operation in Basaguda area when it spotted two people fleeing from the forest. Security forces nabbed them after chasing them for sometime, he said. During interrogation, they admitted their involvement in an attack on security personnel in forests of Tarrem village on November 11, when polling for state assembly elections was held in the region, he said. In another incident, three Maoists were held by a joint group of Chhattisgarh Armed Force (CAF) and District force from the forests of Bhusapur and Marudbaka villages two days ago, the official said. The Maoists, reportedly members of Pamed/Usoor area committee of CPI-Maoist, were earlier involved in several cases of crime, including attempt to murder, planting bombs and attacks on police party in the region, he added.

About 400 spiked wooden blocks planted to trap and maim patrol and election duty personnel were recovered by Security Forces as they were looking for hidden landmines in Bastar area of Chhattisgarh, reports Zee News on November 14. Sources said these blocks had sharp nails and chiseled metal rods which would act as deadly booby traps once security men or poll parties walk over them. "While the forces were looking for Improvised Explosive Devices (IEDs) to defuse them, they were surprised to find these innovative traps. The first phase of Chhattisgarh elections witnessed higher-than-expected turnout but in eight districts worst affected by Left Wing Extremism (LWE), at least 20 booths recorded zero polling, an official said, reports The Indian Express. A Ministry of Home Affairs (MHA) internal note said "security forces frustrated Maoist plan to disrupt polls." One of the reasons attributed to the eight percent increase in voter turnout compared to the 2008 Assembly elections in these 18 constituencies was the "reach of the security forces deeper into these areas over the past one year." Since November last year, the Central Reserve Police Force (CRPF) established 20 new camps in areas like Narayanpur, Kondagaon and Sukma. Many polling booths were located closer to these camps so that people could vote despite a ban called by the Communist Party of India-Maoist (CPI-Maoists). MHA lauded the meticulously planned induction of 564 companies of additional forces, post-induction training including IED detection and most importantly scaling up anti-Maoist operations closer to poll date.

The Union Ministry of Home Affairs (MHA) has told the Supreme Court that Communist Party of India-Maoist (CPI-Maoist) ideologues and sympathisers are more dangerous than the armed cadres of the CPI-Maoist as they were making all efforts to keep the Naxal [Left-Wing Extremist (LWE) movement alive, reports The Hindu on November 16. “The ideologues and supporters of the CPI (Maoist) in cities and towns have undertaken a concerted and systematic propaganda against the state to project it in a poor light and also malign it through disinformation… In fact, it is these ideologues who have kept the Maoist movement alive and are in many ways more dangerous than the cadres of the People’s Liberation Guerrilla Army,” the MHA said in an affidavit in the apex court. The Centre’s affidavit is in response to a Supreme Court notice on a PIL plea seeking directions to the Centre and nine Naxal-affected States to formulate a policy on the Maoist issue.

Minister for Home Thiruvanchoor Radhakrishnan on November 18 said the State Government was planning a multi-pronged approach to tackle the Communist Party of India-Maoist (CPI-Maoist) threat, including the establishment of a special anti-terrorist force, reports The Hindu. Replying to questions at a press conference, Radhakrishnan said the Home Department had decided to strengthen 16 Police Stations in the tribal areas, in addition to opening Jana Maithri Police Stations. The student police scheme would also be implemented in tribal schools, he said. Persons belonging to the Scheduled Tribe communities would be appointed Home Guards and be given other tasks such as monitoring the reach of Government welfare programmes and development activities. Such measures would ensure a participatory role for the tribals, besides ensuring more interaction with the local population. Currently, the Thunderbolt force was present in the area. The Government would also requisition the services of Central forces, if necessary, but it did not perceive any threats from the Maoists, the Minister said. In reply to a question, Radhakrishnan said the participatory programme of the Government did not have any resemblance to the Salwa Judum (anti-Maoist vigilante group) force in Chhattisgarh. The objective of the Government was to ensure a participatory role for the tribal population. A joint operation involving the Director Generals of Police of Kerala, Tamil Nadu and Karnataka Police was already in place to monitor the situation, he said.

The seized material was packed in 340 gunnysacks each weighing 50 kg. Truck driver Siba Swain and helper Gajani Nayak were arrested by the Police. Siba is from the Semiliguda area of Koraput District and Gajani is from the Orkel area of Malkangiri District. The STF recovered a total of 5,055 cartridges. Of them 1,325 cartridges were of SLR (self-loading rifle), 1,800 of 0.315 rifle, 900 of 7.65 pistol, 250 of 0.22 bore firearm, 320 of 7.62 bore pistol, and 460 other cartridges. They also recovered six revolvers, two pistols, one CMP (country-made pistol), two AK-47 magazines, one 0.303 rifle magazine, one primed grenade (where detonator is fixed) and 100 other grenades, Amit Kumar, Inspector General (IG), Operations, said. The alleged Maoists have been identified as Shalingram Yadav, his brother Krishna Yadav and Chander Bhogta. Kumar said they were custodians of the weapons. The operation was conducted near Sondaha and Dumri villages, to the south of Chothi Hills, under the Bankebazar Police Station.

The red corridor is expanding with three southern States — Karnataka, Tamil Nadu and Kerala — trying to get the Left Wing Extremist (LWE) status from the Centre, reports The Hindu on November 23. The move, which comes ahead of next year's Lok Sabha (lower house of the Parliament) polls, is based on "intelligence reports" suggesting that the Communist Party of India-Maoist (CPI-Maoist) is trying to strengthen its South West regional bureau in the tri-junction of Tamil Nadu, Kerala and Karanataka. The grant of LWE status would mean extension of special infrastructure schemes (SIS), security related expenditure (SRE) and integrated action plan (IAP) schemes. The threat posed by Maoists in southern States was also discussed during the ongoing Police chiefs conference in New Delhi. According to security agencies, Maoists aim to develop some Districts in the three states with a view to provide shelter to its leadership in the event of increased anti-Maoist operations in its strongholds in central India. The union Ministry of Home Affairs (MHA) has also written to the Governments of the three States informing them about the activities of the CPI-Maoist. According to MHA, the presence of Maoist groups has been noticed on 15 occasions in the Districts of Malappuram, Wayanand and Kannur Districts in Kerala, and in Mysore, Kodagu, Udupi, Chikmagalur and Shimoga Districts in Karnataka. Similarly, activities of Maoists front bodies have increased in Erode District in Tamil Nadu. "In these areas, the cadres of CPI (Maoists) were were trying to reach out to the targeted social sections by raising issues of displacement, discrimination, 'neo-liberal' economic policies and social subjugation while exhorting them to join the 'revolutionary struggle' to 'recapture' forest, water, land and factories," said one of the communications. The Centre also advised the states to develop anti-Naxal forces. In its letter, the MHA said, "The financial incentive for personnel in anti-Maoist units is perhaps only 20%of the basic salary, whereas in all the LWE affected states, the incentives ranges from 50-60% of the total salary. The state can consider enhancing the incentive. The forces in these units are ageing with most of the personnel above 35 years. This factor would vastly impair their mobility. Since, this a deputationist force, there appears to be need for infusion of younger fresh blood."

The warning came at a time when the Tamil Nadu Police are investigating inputs that some extremist elements are trying to intrude into college campuses in Madurai and Salem in a bid to woo students into the movement, Police sources said on November 24. "We have now found a new trend -- Maoist guerrillas are indulging in contract killing. We have blocked levy collection at many points, and to generate resources, PLFI members are indulging in contract killing," said the Police official. In an internal communication, Union Ministry of Home Affairs (MHA) has said the CPI-Maoist’s efforts in the direction of expanding its organisational base in Western Ghats and the area around the tri-junction of Tamil Nadu-Kerala-Karnataka are discernible. The activities are in the form of relative increase in movement of armed cadres in the area, along with activities of its frontal organisations and over-ground elements. However, at this stage it can easily be controlled through a well-formulated action plan, the Home Ministry said. During this year, so far, presence and movement of armed CPI-Maoist groups have been noticed on over two dozen occasions in the Districts of Malappuram, Wayanand and Kannur in Kerala and Mysore, Kodagu, Udupi, Chikmagalur and Shimoga Districts in Karnataka. Though adjoining areas of Tamil Nadu have not witnessed any movement of armed Maoist cadres, activities of its front bodies have increased distinctively in Erode District, the Home Ministry said. Based on various intelligence inputs, the Ministry has asked Police forces of the three States to maintain strict vigil along the tri-junction of Tamil Nadu-Kerala-Karnataka and all-out efforts be made to check the activities of the Maoists in the initial stage itself.

On seeing us, a group of seven people fled the spot. We seized 5.5 quintals of two kinds of explosives kept in 10 bags along with a sealed drum weighing 40 to 45 kg, which may also contain chemicals. "Even when elaborate inputs were conveyed apprehending that Naxalites may trigger some strikes during this week, such an incident (killing of four CRPF jawans) happened," a senior IB official told PTI requesting anonymity. The jawans were killed when Naxalites ambushed a road opening party of the security forces in Maoist-infested Bijapur district on November 27. "Now security forces have been told to be more cautious anticipating more such attacks and not to take the situation lightly because of a successful election," he said adding, they were told to stay prepared and strictly follow standard operating procedures (SOPs). According to the advisory, the IB has called for heightening security around Police Stations, check posts and camps and conducting area domination within five kilometres radius of these places. It also asked police jawans and officials to refrain from roaming alone in the region. Carefully mobilizing on the tip-off about the movement of Naxalites as they may lay ambush in those areas are other precautions given to security forces, according to the IB document.

Police have claimed it to be a reflection of frustrations of the rebels after facing huge defeat and loss of their top leaders at the hands of security forces. Avinash, a spokesperson of CPI-Maoist, recently appealed to Armed Force personnel deployed in this region to return their service weapons and go back to their native places. He said the government, on the pattern of the Green Hunt operations, has been utilising the armed forces to curb the voices of poor people in rural areas. He alleged that poor rural people have been subjected to torture and humiliation at the hands of Armed Forces. Avinash, said the CPI-Maoist had in September 2013 appealed to armed force personnel to return their service weapons, which they generally used against poor and innocent people. “Nobody has listened to our appeals and that is why the CPI-Maoist again asks the security personnel to return their weapons and go back to their native places within December 30, 2013,” he said. The posters announced death sentences for Bikash Sha, Amit, Sudhir Modi, Munna Keshri and Lalo Sha, all residents of Bamdah under the jurisdiction of Chandramandi police station in Jamui, for their alleged role in protesting the district administration’s bid to remove a police camp of Bihar Military Police (BMP). Their bodies were located in the jungle near Bailiguma village under Paparmetla Police Station limits. The victims were identified as Sathi Rao Hantal and Laxmi Khora. Both of them were residents Bailiguma. This was the first time Maoists killed a woman in Malkangiri District. Speaking to The Hindu over phone, Sub-Divisional Police Officer Shiva Subramaniam said it was yet to be ascertained why Maoists had killed the civilians. Police said the attackers were travelling on the train and attacked the Police party when the train was passing through a tunnel one km from Jamalpur railway station. ASI Ashok Kumar and Constables Uday Yadav and Bhola Kumar died instantly as they were hit from close range. After shooting the Policemen, the Maoists collected the four rifles of the Policemen, cut the hosepipe and got off the train.
