Central Government approved a scheme on August 1 to procure 12 minor forest produces including tendu leaf (Diospyros melonoxylon), mahuwa seed (Madhuca longifolia), lac and tamarind through Minimum Support Price (MSP) mechanism like food grain, reports The Times of India. The system will remove contractors or middlemen who had to pay hefty protection money to Communist Party of India-Maoist (CPI-Maoist). The responsibility of purchasing the forest produce on MSP will be with the State-designated agencies under the scheme. It is estimated that nearly 40 percent of the Naxalites' [Left-Wing Extremism (LWEs)] annual funding, roughly INR 1.4 billion per annum as per a recent study conducted by a think tank - comes from the contractors involved in procuring these minor forest produce in Maoist-affected States.

Two Communist Party of India-Maoist (CPI-Maoist) cadres have been by killed in a factional clash with the Tritiya Prastuti Committee (TPC) – a splinter group of the CPI-Maoist – in Pratappur forest of Chatra District on August 1, reports The Times of India. A poster found along the dead bodies warned the CPI-Maoist cadres of more such attacks in the future. Police sources said five Maoists were abducted from Gaya District in Bihar late on July 31 and the dead are two among them. The dead have been identified as ‘sub-zonal commander’ Neeraj Kumar Yadav and ‘area commander’ Baleshwar Yadav. Meanwhile, Police have found the body of another CPI-Maoist cadre from Aana village under Chandwa locality in Latehar District. Latehar Superintendent of Police (SP) Michael Raj said one more person is suspected to have been killed in the incident. However, Police are searching for the body. Further, the Latehar SP said an encounter took place between the cadres of TPC and Sangharsh Jan Mukti Morcha (SJMM), another splinter CPI-Maoist outfit, for supremacy. He said "We rushed the forces to the spot where the encounter was going on. The rebels escaped when the Police arrived at the spot." Over 18 Naxalite [Left-Wing Extremist (LWE)] groups, including CPI-Maoist, operate in the State. They are forever engaged in group rivalry and factional fights over collecting levy from contractors and businessmen.

Acting on a tip off, Police and District Voluntary Force personnel neutralized a Peoples Liberation Front of India (PLFI), a splinter group of the Communist Party of India-Maoist (CPI-Maoist), camp after an exchange of fire with the extremists at Demuljharan forest near Chandiposh village in the Rajgangpur block area of Sundergarh District on August 2, reports The New Indian Express. More than seven PLFI cadres, led by their leaders Arjun Gope and Raja, opened fire at the Police party. When Police retaliated they escaped into the forest under the cover of darkness. Gaya Railway Deputy Superintendent of Police (DSP), Sunil Kumar said that the explosion on the track between Taraiya and Guraru railway station occurred around 11 pm barely 20 minutes after the pilot engine of Howrah-Delhi Rajdhani train crossed the area. Many other trains including Bhubaneswar-Delhi Rajdhani and Sealdah-Delhi Rajdhani were also stranded at Gaya Railway Station.

Bandopant and his brother Narendra were accused of supplying arms to LWEs with five others, including a Government doctor in Gadchiroli District. While four people were arrested, Bandopant, Narendra and the doctor, Ravindra Karpe, are still absconding. The Central Government has held the State Police Forces responsible for attacks on Security Forces (SFs) and politicians in Naxal [Left Wing Extremism (LWE)]-affected areas, reports The Times of India on August 8. It has blamed their lack of preparedness and failure to stick to Standard Operating Procedures (SoPs) for casualties on the side of the State. This is probably the first time that the Union Government has openly criticized State Governments for failure to prevent LWE attacks. Minister of State for Home Affairs R P N Singh said in Lok Sabha (Lower House of Indian Parliament) on August 7, "An analysis of recent Naxal attacks discloses that the attacks could succeed mainly due to failure of adherence to basic Policing tactics and practices by some of the State Police Forces." He went on to stress that attacks could have been anticipated and measures taken to prevent them but States failed to do so. Till July 15, 2013 the country has witnessed 630 incidents of LWE violence that have claimed the lives 149 civilians, 68 SFs and 59 LWEs.

The Minister added, "In recent incidents of Naxalite attacks, participation of a substantial number of female cadres has been observed. Director General of Police (DGP) Ramniwas said it is estimated that nearly 5-6 Maoists were killed and their bodies were dragged into the forests by other companions. Body of one Maoist was recovered from the spot. Additional forces were rushed to carry out search operations in the region and flush out the Maoists. The deceased have been identified as Sonbahadur Thapa, Manoj Kumar and Mahendra Singh. Three District Police personnel, including a Head Constable, were injured in an encounter with Communist Party of India-Maoist (CPI-Maoist) cadres in Kondagaon District. Superintendent of Police (SP) D Shravan said a joint team of District Police and Chhattisgarh Armed Forces had left Bayanar Police Station for a search operation in nearby areas but the Maoists hiding near Mungawal Kotapara village started firing on the Police personnel as soon as the Police team reached near the village. The Police personnel also returned fire. The exchange of bullets lasted for over an hour after which the Maoists fled into the jungle. However, the attack left Head Constable Lebaram Kashyap, Constable Ajay Baghel and Sukhnath Markam injured.

The Union Ministry of Home (UMHA) tweaked its Civic Action Programme (CAP), which allows Central Armed Police Forces (CAPFs) to carry out development programmes in the nine Naxal [Left Wing Extremism (LWE)]-affected States, reports The Hindu on August 26. They have now been asked to be ‘individual-oriented’ rather than ‘project-oriented’ as this approach will help in bridging the gap between locals and security personnel more efficiently. Under the project christened ‘Winning Hearts and Minds,’ the Central Reserve Police Force (CRPF) and the Border Security Force (BSF) have till now been spending funds on small projects and development activities, which included building small bridges and roads, implementing drinking water and irrigation scheme. Under the revised guidelines, the Security Forces (SFs) have been told to spend the money, which is INR 200 million per annum, on welfare activities directed at individuals and families, according to a senior official of the Ministry. The CAPFs will give them seeds and manure or livestock, donate household items or help with setting up hand-pumps “so that they could live a comfortable and dignified life.” Other new initiatives would include organising medical camps and funding vocational training programmes for children of villagers, and donating essential items for schools or health centres in backward and remote areas. There are over 80 CAPF battalions, a majority from the CRPF, deployed in the nine LWE-hit States.

According to the Police, the blast occurred on National Highway (NH) 26 at a culvert between Sakirai and Kauguntha villages near Ralegada in Sunki ghat area under Pottangi Police Station limits around 9 a.m. The BSF personnel were on leave and on their way in three vehicles to Visakhapatnam from Balimela area of Malkangiri District to board trains. Each vehicle was carrying seven BSF personnel. A man, who escaped unhurt, said their vehicles were first fired at by Maoists hiding on a nearby hill. The BSF personnel fired back. However, their third vehicle was blasted while crossing the culvert. The vehicle was thrown off the road and was destroyed. Two of the injured were in a serious condition and they were being shifted to Visakhapatnam for treatment. Koraput Superintendent of Police Avinash Kumar rushed to the spot with extra force, who were also fired at by the Maoists. Kumar narrowly escaped a bullet. Security Force (SF) personnel have cordoned off the hill and rounded up some suspicious persons from the area, who are being interrogated at Pottangi Police Station. SFs seized a grenade and wire used to detonate the landmine from the hill. Some food stuff were also found at the spot, hinting that it was an ambush.

The Security Force personnel were on anti-Maoist operations for the last two days in interior parts of Gangalur after they received information about the Maoists hiding in Kurcholi and Bodlapusnar areas. The deceased was identified as Hemla Munna (29), a member of military company II of the CPI-Maoist. Several others received bullet injuries, but ultras managed to take them to dense forest, Police said. An Indian company imported these goggles on the basis of forged end-user certificate of a state government and later supplied it to the Bihar police,” said a Union Home Ministry official. Now the NIA is looking into the tender issued by the Bihar Police for procurement of night vision devices to see what forced the Indian company to forge the end-user certificate. The company had provided forged end-user certificate from Jharkhand Government.

Anil Kumar Jain, who runs an arms shop in Sirsa District (Haryana), was arrested from Lucknow. Earlier, UP ATS busted an illegal arms racket in various states with the arrest of Mohammed Khaled, the alleged mastermind of the racket, in Lucknow on April 19. Officials said investigations revealed a multi-state network of supply of illegal arms. The ATS later arrested a Mumbai resident, Alwyn D’sa, a retired flight engineer with Air India, for his involvement in the racket. It was during their interrogation that Jain’s name cropped up.
