"The Government is open to dialogue with the Maoists and wants to open a channel of communication," Additional Director General of Police (DGP) (law and order) S Karpurakayastha said ten days after the abduction of Police officer Partha Biswas and his friend Soumyajit Basu. 'Shyamal Mudi alias Uday was arrested Tuesday [November 2] night in connection with the triggering of landmine in a community hall. He was produced before Jhargram court and remanded in police custody for 14 days,' West Midnapore Superintendent of Police Manoj Verma said. The four others -- Ranjan Ali, Sisir Pal, Sattya Ranjan and Samir Singh - were arrested during joint operation conducted on November 4 in cases of murder and damaging Government property, he added.

A group of suspected cadres of the Communist Party of India-Maoist (CPI-Maoist) shot dead a supporter of the ruling Communist Party of India-Marxist (CPI-M), identified as Bimal Das of Lalitashole village in Jhargram sub-division of West Midnapore District while he was standing in front of a bank on November 3, reports Sify.com. According to eyewitnesses, a group of armed Maoists riding on motorbikes fired at Bimal twice and fled towards Indraboti forest. Bimal, a money lender, was threatened earlier by the Maoists and he stayed away from home for several months. Only recently he returned home and resumed his business, a villager said.

A landmine and an Improvised Explosive Device (IED) planted by cadres of the Communist Party of India-Maoist (CPI-Maoist) at a proposed polling station in a school under Kutumba Assembly constituency in Aurangabad District were recovered by security personnel early on November 3 (today). Acting on an intelligence report, Police carried out a search of the school campus and seized the explosives planted by the Maoists, Director General of Police Neelmani said. Kutumba Assembly constituency goes to poll in the sixth and final phase of elections in Bihar on November 20.

Eighteen Maoists have been made named accused along with another around two dozen unnamed Maoists in the FIR lodged in connection with planting of a bomb at a middle school at Madanpur in Aurangabad District on October 28. PTI reports that four containers, earlier suspected to be bombs planted by the Communist Party of India-Maoist (CPI-Maoist) at a proposed polling station in a school under Kutumba Assembly constituency in Aurangabad District, had no explosives in them, Police said on November 3. "After a seven-hour-long effort, the bomb disposal squad could open the containers recovered from Ketaki High School in the wee hours. Barun was a VIth standard student at Jamua. A nephew of hardcore Maoist Phogra Munda, he was in the squad for about a year when he was asked to do errands like carrying the Maoists' fire-arms and preparing food except when on particular "assignments like murder or act of sabotage on specific days." Barun was accused in the killings of two persons a few months ago and of blowing up rail tracks near Dalbhumgarh during a bandh called by the Maoists early this year. The boy claimed before the Police that he was lured by the Maoists since he wanted to earn fast bucks "for studies". Barun had made up his mind to flee from the group after the Maoists repeatedly refused to pay him, the SP Ranjit said.

During the same period, 137 cadres of the Communist Party of India-Maoist (CPI-Maoist) were killed with the maximum of them in Chhattisgarh (72) followed by West Bengal (37) and Jharkhand (12). The information was given by Union Minister of State for Home Affairs Ajay Maken through a written reply in the Lok Sabha on November 9. The maximum number of civilians were killed in West Bengal (185), Chhattisgarh (143), Jharkhand (112) and Bihar (48) amongst others. Chhattisgarh accounted for the maximum number of casualties for SFs personnel with 163 casualties, while West Bengal (34) and Jharkhand (22) were the other states where the forces lost the most number of their troops. Maken further said, "Sixty nine development schemes of various ministries of Government of India are being implemented for comprehensive development of naxal affected areas in the country...Planning Commission has been monitoring progress of the development initiatives in 35 Left Wing Extremist affected Districts of the central government's flagship programmes." Planning Commission has initiated the process of preparing Integrated Action Plans (IAPs) for Left Wing Extremism affected disticts, which envisage comprehensive and rapid development of affected areas, he said.

The Hindu reports that two ‘Central Regional Commanders’ of the Communist Party of India-Maoist (CPI-Maoist), identified as Murla Nelam Reddy alias Raju alias Arjun alias Sukdev (24) of Galkonda village in East Godavari District and his wife Sita Pangi alias Sumita alias Sunita alias Bisakha (21) of Peddapaddu village in Visakhapatnam District of Andhra Pradesh, were arrested during joint combing operation by the personnel of the Odisha Police and Central Paramilitary Forces at Narayanpatna in Koraput District in the night of November 9. They carried a reward of INR 100,000 each. “Their arrest has proved the active involvement of Andhra-based hardcore Maoist cadres in the recent rise in the violent activities of Maoists and controversial Chasi Mulia Adivasi Sangh (CMAS) in Koraput District,” Superintendent of Police Anup Sahu said. They had been associated with the outfit for more than seven years. Interrogation revealed that both of them were involved in the attack on Nayagarh town and the Police armoury there in 2008 as well as attack on bauxite mines of NALCO on Panchpatmali hill top near Damanjodi in 2009.

Replying to a question if in an interview that it was possible to talk with the Government after Azad's killing he said “ …For the past one and a half year, Comrades Azad, Kishenji and I have been stating our party's stand regarding talks... but government said talks would be held only if Maoists abjure violence. Keeping in view the war on the people...Azad continued declaring till the end that we would be ready for simultaneous ceasefire if the government is ready for it. The government doesn't feel any need for holding talks. It is crystal clear that there is no conducive atmosphere for talks. In spite of this, we request the people to demand from the government to prove its commitment to talks by implementing the following steps. (a) Stop Operation Green Hunt. Withdraw paramilitary forces. If government stops its offensive, then the counter-offensive would also stop. (b) Ours is a political party...with an ideological and military line and clear-cut policies on matters relating to culture, caste, gender, nationality etc. So the ban on our party should be lifted. (c) In Andhra Pradesh, Comrade Riyaz who participated in talks with the government in 2004 was murdered... Azad was murdered. It is not possible to believe the government and send underground comrades for talks... CRPF, under its civic action plan, has used the pond to provide drinking water to the people. Interrogation revealed that Esori, a native of Visakhapatnam District has been working as a militia member of the Maoists for the past few years. Recently, she had been selected for promotion. Padma was on her way to Narayanpatna to meet her husband and was escorting Esori to be trained under her husband. Runi, a resident of Bandhugaon area in Koraput District had links with Maoists and was involved in their activities in the area. The jeep driver, Gokul Kuldeep, was also arrested. Inaugurating a new High Court building for Tripura, Moily said, “We have trouble in Naxalite infested areas and have decided to introduce mobile courts which will dispose off cases within six months. Jhargram Additional Superintendent of Police Mukesh Kumar said the raids were launched by eight companies of Central Reserve police Force (CRPF), SAF and State Armed Police following a tip off that two squads of Maoists had gathered in the forests with explosives to perpetrate acts of sabotage. The joint forces retaliated and forced the Maoists to retreat, he said adding none was injured in the exchange. During searches the joint forces seized about 120 kilograms of explosives stacked in two plastic drums and stored under the ground near a water body in the Madhupur forest near Jamboni, which provides easy access to Jharkhand. The explosives included detonators and three landmines, a large number of cartridges besides a single barrel gun, he said.

Nou and Mausa were active cadres of the Basadara division of Maoist outfit, which is active in Gajapati, Rayagada, Kandhamal and Ganjam Districts. Nou confessed that he was involved in the attack on Nayagarh town and Police armoury there in 2008. Both of them had joined the Maoists in 2006 and had undergone arms training. They were involved in blasting of three mobile communication towers at Birikote in the District in March 2010. In the meeting they warned that Tribal Welfare Minister P. Balaraju and his supporters would be dealt with severely. They also wanted the people to make the tenth anniversary of People's Liberation Guerrilla Army (PLGA) commencing on December 2 – 8, a success and advised them not to allow sale of liquor in their villages. "If any problem arises, we advise you (villagers) to approach us," the Maoists said in the posters. Then the Maoists blocked entry into Lothugedda by cutting trees and placing them on either side of the road. They went to the house of Bosetti Durga Rao, a trader, brought out his furniture and other articles and set them ablaze along with a motorcycle and a van. Pal was a member of Madan Mahato's squad and also the president of Maoist-backed People’s Committee against Police Atrocities (PCPA) in the District, said Bankura SP Pranav Kumar. According to the Police, Pal's association with the Left Wing Extremists dates back to 1993 when he was a member of the Maoist Communist Centre (MCC), operating in Bihar and Jharkhand. The IAP would be an additional central assistance scheme on a 100 per cent grant basis. It is aimed at quick resolution of problems concerning healthcare, drinking water, education and roads. In 2010-11 alone, each of the 60 Districts will be given a block grant of INR 250 million, with the total coming to a INR 15, 000 million. Schemes would be decided by a committee, headed by the District Collector. The Superintendent of Police and the District Forest Officer would be its members. The IAP would be reviewed for implementation in the 12th Plan at a later stage, Chidambaram said.Meanwhile, the existing Kalahandi-Bolangir-Koraput (KBK) plan would continue, with an annual allocation of INR 1,300 million for all the eight Districts (Kalahandi, Naupada, Bolangir, Subarnapur, Koraput, Malkangiri, Rayagada and Nabarangpur) in Odisha put together. The eight KBK Districts have been included in the IAP. They would get an additional block grant of INR 250 million each in the current year, 2010, and a suitable additional amount under both State and District components of the IAP in the subsequent years. The IAP would focus on improvements in governance and the States would have to comply with specific preconditions before availing themselves of the second tranche of the additional financial assistance in 2011-12 under the State component of the IAP. However, these conditionalities would not apply to the District component of the IAP, according to the CCEA decision.

The victims from Sikarma village near Brahmanigaon and were identified as Simon Mallick, the ambulance's driver, Sushanti Pradhan, Inosi Digal (a pregnant woman), her daughter Subhashree (3) and husband Guna Digal were killed in the blast. Inosi was pregnant and had gone to MKCG Medical College Hospital in Berhampur from the Gadapur Primary Health Centre for a medical check-up.

Replying to a written question in the State Assembly on November 29, Chief Minister (CM) Naveen Patnaik said that at least 78 cadres of the Communist Party of India-Maoist (CPI-Maoist) were killed and 1,433 were arrested in the last 10 years in Odisha, reports Outlook. Patnaik said, "78 Maoists have died in Police action in the State during the period from 2001 to 2010 (till November 15).” Of the 78 dead, the highest number of cases came from Malkangiri District followed by 15 in Koraput District and 10 in Rayagada District, he said. The CM also informed that the State Government has spent total of INR 585.7 million for security related causes. In last two years up to November 15, 2010, a total of 387 Maoists have been arrested, 28 killed and 51 have surrendered before the Police, Patnaik added. The CM, who is also the Home Minister, said that 15 of the State's 30 revenue Districts have been accepted as Maoist-affected under the Security Related Expenditure (SRE) scheme of the Central Government. Patnaik said the State had no proposal under consideration for establishment of special jail for Maoist prisoners.

The estimate is the first of its kind on the Maoists done by Central and State intelligence agencies. Twelve States — Odisha, Chhattisgarh, Jharkhand, Andhra Pradesh, Maharashtra, Karnataka, Bihar, Bengal, Madhya Pradesh, Uttarakhand, Tamil Nadu and Kerala — were included in the study. It said the Maoists’ weapon stocks include AK-47s, AK-52s, .303 rifles, assault pistols, Israeli-make sniper rifles and light machine guns. The gun-manpower ratio stands at 1:2 with the number of personnel in the Maoist ranks estimated at 10,000.

According to Times of India, 10 Communist Party of India-Maoist (CPI-Maoist) cadres and two villagers were killed in a fierce exchange of fire between a group of criminals and Maoists near the confluence of river Ganga-Gandak in Hiranman diara (riverine) area in Munger District in the intervening night of November 29-30, Superintendent of Police (SP) M Sunil Naik said on December 1. Four bodies -- one of Murari Bind, a villager, and his nephew, besides two of the Maoists were recovered so far, the SP said. He said the bodies of the Maoists who were killed during the fire were later cut into pieces and dumped in river Gandak by the criminals, he said, adding divers were engaged to trace rest of the bodies. According to intelligence inputs, the locals were fed up with the "rude and violent" behaviour of the Maoists in the area, Naik said. Unconfirmed reports put the death toll in the clash at around 25. Earlier it was reported that three Maoists were killed in the incident.

Chidambaram said in his Ministry's report for the month released at a Press Conference in New Delhi on November 30. According to Chidambaram there were 135 incidents of Maoist violence in the month. 'The Left Wing Extremists (LWEs) continue to wage a war against the State. It has not come down,' he said. The Maoists have adopted a new pattern of targeting Police, he added. Thirty-three public properties, including panchayat (village level local self government institution) offices and schools, were damaged by the Maoists in the month, Chidambaram said in the report. He said the Government was pursuing its 'two-pronged strategy' of arresting Maoists and ensuring developmental projects in the Maoist-hit areas. He said the INR.33 billion recently earmarked for development in Maoist-affected Districts would be allocated in a phased manner in the next 16 months.
