The warning came in the wake of the killing of Sidhu Soren and five other Maoists in the forests of Goaltore. The latest warning has also indicated that apart from their tribal stronghold, the Maoists were also looking to strengthen their network in Kolkata which is evident from Maoist posters found a few days back near Raj Bhavan.

Chief Minister Naveen Patnaik on August 2 said that the State Government has requested the Centre to send extra forces to help tackle the Communist Party of India-Maoist (CPI-Maoist) as it lacks adequate number of forces to deal with them. "It is a fact that adequate police force is not available in the state," Patnaik said in the assembly while replying to a written question. The State Government had requested the Centre to provide additional forces to curb the menace of Naxalism [Left Wing Extremism], he said, adding the State has been waiting for arrival of more than 1500 central additional para-military personnel. Pointing out that nine battalions of central para-military force comprising Border Security Force (BSF) (5 battalions) and Central Reserve Police Force (CRPF) were deployed in the State, Patnaik said that about 201 platoons of State Police were engaged in anti-naxalite operations. The State Government had been imparting anti-extremist training to newly-recruited Orissa police personnel and specialised anti-extremist training was given to police personnel engaged in anti-Naxalite duties, he said.

The victim, identified as Kejulal Amarsingh Markam (45), a resident of village Murkudoha, had been a Maoist supporter, but had distanced himself from the Maoist dalam operating in the area since 2007. Police arrested five members of the Trinamool Congress (TC) party on charge of having links with the Communist Party of India-Maoist (CPI-Maoist) in Bankura District on August 2. The arrested persons were identified as Somnath Duley, Arun Duley, Uttam Chatterjee, Madhusudan Chatterjee and Uttam Ahir. According to Police, the five accused were involved in the violence at Tantidanga under Sarenga police station. They had allegedly led an attack on a bus, robbed the passengers off their cell phones and other belongings, made them get off the bus and set it on fire. Bankura Superintendent of Police Pranav Kumar said the Police detained a total of nine persons in this connection. Of them, five admitted that they were involved in the incident.

Virasam member Vara Vara Rao said Subramanyam alias Suraj alias Srikanth alias Sukanth was encircled by Police somewhere near Delhi. "We have specific information that Subramanyam is encircled by the police though we don't know the exact location. It is possible he is in Delhi as he operates mostly in North India,'' Vara Vara Rao told Express over telephone. Subramanyam, who hails from Prakasam in Andhra Pardesh, is a senior member of the Maoist party. He worked for the party at Srikakulam and also in the Singareni Karmika Sangham (Sikasa) before shifting to North India in 1986 and becoming a Central Committee member.

The agency has identified the accused as Shashadhar Mahato, Tapan Mahato, Jayanta Bhakta, Joydeb Mahato, Sanjoy Mahato, Laxmikanta Roy, Bachan Manna and Altab Hossein. Shashadhar Mahato brother of PCPA convener Chhatradhar Mahato is among the eight persons. So far, CBI has arrested nine persons, including prime accused Bapi Mahato, in connection with the accident case. On August 1, Lakhan Mahato was arrested and remanded to CBI custody for 10 days by Jhargram court. After training them for eight months in intensive intelligence gathering, Central Reserve Police Force (CRPF) has begun deploying its specially-trained personnel in Naxal [Left Wing Extremist]-hit areas and other theatres of operation to gather information at the grass root level. Official sources said the trained batches of the CRPF officers and personnel have been deputed in various theatres of conflict including in Maoist-affected areas. The six battalions of the specialised anti-Naxal force of the CRPF - Special Action Force - already have an in-built intelligence unit comprising about 30-40 men, which are functioning in various states including West Bengal, Chhattisgarh, Orissa and Jharkhand. The Government had on September 1, 2009 sanctioned 1,248 posts for the intelligence wing of the CRPF. The men have been trained by various Central security agencies and work in close coordination with the state police and other intelligence organisations.

Chidambaram on August 4 said the Maoists are getting the bulk of their money from extortion, reports Economic Times. "No foreign money coming to Maoists but there are evidences that the weapons are being smuggled from abroad... from across Myanmar border and from across Bangladesh border," Chidambaram said during Question Hour in the Rajya Sabha (Upper House of the Parliament). He informed the House that States have been asked to quicken the pace of development to provide facilities to the areas affected by the Maoist menace. "An Integrated Action Plan (IAP) is being made by the Planning Commission for the development of Naxal-hit districts," he said. "The plan panel has been asked to enlarge the scope of the IAP to cover maximum number of the 83 Naxal-affected districts in seven states," he added. He further said counter insurgency and anti terrorism schools have been set up to give training to State Police forces. Besides this, he said Army is providing training to Security Forces in forest warfare.

Mandangi was a hardcore Maoist supporter earlier; he had contested the local body elections and was leading life as a contractor. According to Rayagada Superintendent of Police (SP) Anup Krishna, Mandangi was a key element in the anti-Naxal operations as he remained in regular touch with local Police and used to provide precise information about Naxalites' movement. For that, he had been under constant threat of Maoists. Three of the suspected Maoists were identified as Gurucharan Tudu, Ramapada Soren and Joyram Murmu from the Jhargram area. The Police claimed that Gurucharan is involved in some murders in Jhargram. Following their interrogation, the Police reportedly recovered four bodies buried beside a canal near Kumirkata village of Binpur. One of those four bodies was identified to be Monotosh Singh of Patiyara village of Binpur. The bodies of a man and two women are yet to be not identified. "As per available inputs, the total strength of armed cadres of Naxalites is around 8,500," Minister of State for Home Affairs Ajay Maken told the Rajya Sabha (Upper House of Parliament) in a written reply. Maken also said, "According to intelligence inputs, there are 21 left wing extremist (LWE) groups indulging in violence in the country". There are no inputs to indicate that the LWE groups are being supported financially by various industrialists. However, they raise funds from contractors and businessmen by imposing levies through coercive means, he said in reply to another question. Maken said the total number of security personnel killed by Naxals in the current year, up to July 31, is 218. "The Centre has in-principally approved aid of INR 5.8 billion for infrastructural facilities in Gadchiroli and Gondia Districts," Union Home Minister R.R. Patil said on August 11. The file in this regard has been sent to the Planning Commission for final sanction of the funds, Patil said. The funds would be used for building roads, bridges and also irrigations projects, Patil said. The bridges on rivers like Pranhita and Godavari will facilitate smooth flow of road traffic in border regions of Maharashtra, Chhattisgarh and Andhra Pradesh, he added. Replaying to a question, Chidambaram said there was no evidence that the CPI-Maoist was getting overt support from any international terrorist organisation or international militant organisation, reports The Hindu. “There was one report about a contact between an organisation in Nepal and the CPI (Maoist), but that has not been confirmed either. There is no evidence that they receive money or weapons from China — China as a country or China as an entity. Weapons are indeed smuggled from across the border — both the Bangladesh border and the Myanmar border.” Chidambaram also pointed out that the CPI-Maoist was able to raise funds within the country. “They are able to raise money through extortion, through levies, and through looting. But we are keeping a careful watch. On August 12, around 200 armed CPI-M cadres reportedly entered several villages near Belia, Chandra, Malbandhi and Pukurmuri in Midnapore Sadar block and drove out the PCPA supporters. Interestingly, there was little resistance from the Maoists. In the night of August 11, however, the Maoists resisted the CPI-M cadres near Dherua and stopped their advance towards Lalgarh. The CPI-M force, which had started their march from Enayetpur party office, is now camping at a primary school in Malbandhi. Altaf is one of the associates of Chhota Shakeel, an aide of Dawood Ibrahim. However, the four were arrested by Hyderabad Police and they were supposed to leave for Dubai on August 4. According to the Bangalore Police Commissioner, Shankar Bidari, the four arrested by Hyderabad Police were leaders of naxal [left wing extremist] organisations. Altaf had sent visas for four of them and to and fro air tickets by mail. Addressing the media on August 13, Bidari said the arrests clearly indicate a link between ISI and Left-wing extremists. "It has exposed the Pak link of naxals and Maoists. The ISI has engaged Dawood Ibrahim and Chhota Shakeel to select Maoist leaders in India to facilitate them to carry out terror acts throughout the country," Bidari said. Times of India adds that an unlicensed pistol, seven bullets, visa and passport documents and INR 1 million in cash were seized from Devaiah's house in Rabindranath Tagore Nagar in north Bangalore, Bidari said. "Bangalore police received credible inputs to the effect that the ISI had engaged Dawood Ibrahim and through his accomplice Chhota Shakeel to engage Maoists - that is Naxalite leaders in India - and instigate them to commit terrorist acts," the Police Commissioner said. He said Vinay Kumar had received INR 2.5 million from a person identified as Altaf alias Rakesh of Dakshina Kannada to organize terror acts.

Combined forces men are running anti-Maoist operations in Orissa, Chhattisgarh, Maharashtra, Andhra Pradesh, Bihar, Jharkhand and West Bengal. In 2009, a total of 317 soldiers were killed and 231 were killed in 2008. However, fewer Maoists died at the hands of Security Forces (SFs). Between January and June, just 97 ultras were killed in encounters. A total of 217 Maoists died in 2009 and 199 in 2008. The high number of civilians killed by Maoists in these three years also goes to show how badly the combined forces have done. During the first six months of 2010, the number of civilians killed by ultra-reds stand at 325, whereas 591 and 490 were killed during the whole of 2008 and 2009. Very few Maoists surrendered this year too, which is another cause for worry. In 2008, 400 Maoists gave up arms and expressed their wish to join the mainstream. This number fell to just 150 in 2009 and to 134 between January and June 2010. The only silver lining was that the paramilitary were successful in destroying many Maoist training camps, the home ministry report shows. In 2008, there were 199 training camps. In 2009, Maoists set up 18 more camps, but the forces destroyed many and today, only 97 camps are known to exist.

Police in Jharkhand are fighting the well-armed groups of Left Wing Extremists without having adequate number of main strike weapons (e.g. Insas rifles, AK-47 and stein guns), area weapons (e.g. mortars, light machine guns and hand grenade launchers) and security equipments like bullet proof jackets and bullet proof helmets. An audit report, released in Ranchi on August 20 by the State's principal accountant general (PAG), revealed that five Naxal [Left Wing Extremist]-affected Districts - Palamu, Ranchi, East Singhbhum, West Singhbhum and Hazaribagh - have shortfalls of main strike weapons ranging between 29 to 64 per cent. While Ranchi, one of the worst hit Districts by Communist Party of India-Maoist (CPI-Maoist) activities, has shortfall of 64 per cent, East Singhbhum and West Singhbhum have shortfalls of 42 and 47 percent respectively. In Ranchi District, the total strength of Police manpower is 4,895 whereas only 1,773 main strike weapons and area weapons are available, causing shortfall of 3,122 weapons (64 per cent). Similarly, East Singhbhum and West Singhbhum Districts have shortfall of 969 and 1016 weapons, which constitute 42 and 47 per cent less that the sanctioned strength of Police manpower. Palamu and Hazaribag that always remain in news for Naxal attacks on Police and civilians, have shortfall of 29 and 45 percent weapons, respectively. "Though two units of Jharkhand Armed Police, JAP-one and JAP-five, were found to be over armed by 77 and 81 per cent respectively; the newly formed and centrally-funded India Reserve Battalion (IRB-2), one of the main combat force of the state Police, was found to be under-armed to the extent of 49 per cent," the audit report reads. The IRB-2 has shortfall of 463 such weapons. Similarly, only 12 per cent Police personnel deployed in these Naxal-hit Districts have bulletproof jackets and bullet proof helmets. As per convention, each personnel should have one set of bulletproof jacket and helmets. "The shortfall in strike weapons and their irrational distribution could lead to under-performance and casualties in anti-insurgency operations, especially in Naxal-affected Districts," the PAG, Jharkhand, Rakesh Kumar Verma told Hindustan Times. The State Director General of Police (DGP), Neyaz Ahmad said, "Efforts are underway to purchase more strike weapons and bullet proof jackets for the State's constabulary. We have already placed orders for supply of such gadgets under the Police modernization programme."

Senior Police officers said Maoist leaders have made a hit list of 51 Very Important Persons (VIPs) ranging from senior bureaucrats to top political leaders who could be targeted in the days to come. Two of them, identified as Pasham Parvathalu alias Ganesh alias Prasad of Gudipadu village of Mogullapalli Mandal (Administrative Unit) and his wife Pasham Swaroopa, were wanted in the assassination of former State Home Minister A. Madhava Reddy and an India Police Service (IPS) officer Umesh Chandra. They are key witnesses in the attack on the then Chief Minister N. Chandrababu Naidu, Qasim said. He also added that Pasham Parvathalu was associated with the Maoists since 1990 and was introduced to Thakkallapalli Vasudeva Rao alias Ashanna, then working as District Committee Member of the Maoists. Parvathalu used to stay in rented houses at select towns in the State and provide shelter to Ashanna, who was on special missions of the Maoists. Both Parvathalu and Swaroopa were carrying a head money of INR 200, 000 each. The third surrendered Maoist was identified as Munigala Raji alias Pratap of Dharmasagar mandal. Pratap was closely associated with Ashanna since 2000. He was arrested several times in the past but continued his connections with the Maoists.

The toll is likely to rise as three of the 10 missing cops are yet to return. Additional Director General (ADG), Bihar Military Police (BMP), C.
