According to Indian Express, the first major, concerted ground offensive against Naxalites (Left Wing Extremists) has started with Police forces in Maharashtra and Chhattisgarh launching a joint operation. The initial stage of this offensive — kept in abeyance for the end of the Jharkhand elections — includes searching for Naxals in the interiors of Gadchiroli in Maharashtra and in Maoist-dominated areas of Chhattisgarh. It was launched on December 25 as part of what is being termed as Police Week (December 25 to January 1), sources said. It’s is for the first time that something like a Police Week is being observed in these areas. On December 24, Chidambaram had met Chief Secretaries and Directors General of Police (DGPs) of five Naxal-affected states in New Delhi. Following this, the Centre plans to move in 33 battalions (almost 33,000 personnel) of Central paramilitary forces in these states as part of the “offensive.” CRPF’s Special DG Vijay Raman, commanding the anti-Naxal operations, told Indian Express, “There is nothing like starting or end of an operation. It’s on since (the) beginning itself.”

According to Sify, the Communist Party of India-Maoist (CPI-Maoist) has not taken Jharkhand Chief Minister Shibu Soren's offer to initiate dialogue seriously and his appeal to them to surrender and join the mainstream has been dismissed. “Maoists will not surrender at the suggestion of Shibu Soren. Hundreds of students in Latehar District on January 1 took to the streets in protest against frequent attacks on school buildings by Maoists in the State. The students took placards, shouted slogans and staged a dharna simultaneously in front of all the seven block headquarters of the District in protest against blowing up of at least 12 school buildings by the Maoists in recent past. The students have appealed to the Left Wing Extremists to shun targeting educational sector as it would only deprive them of their fundamental rights. The students, who staged dharna for over two hours, were pursued by the senior Police officials including the Deputy Superintendent of Police, Avinash Kumar Sinha in Barwadih block to withdraw the agitation. The District administration assured to look into the demands and initiate action.

PTI reports that seven persons were arrested for having alleged links with the Communist Party of India-Maoist (CPI-Maoist) and planning to abduct a Government official in Keonjhar District, Police said on January 1."They were picked up by jawans [personnel] of the anti-Maoist Special Operation Group (SOG) and Police from Padang village in Telkoi Police Station area yesterday," Superintendent of Police Asit Panigrahi told reporters. The accused were planning to abduct the Block Development Officer (BDO) of Telkoi on November 18 after the arrest of two Maoist cadres from the area, he said, adding the BDO cancelled visit to his village after getting tip-off about the plot to kidnap him. Several Maoist literature and handwritten letters were seized from the arrested persons, hailing from Gudinarda village in Telkoi area.

Telegraph reports that cadres of the Communist Party of India-Maoist (CPI-Maoist) killed Bhagbat Singh (52), a local leader of the ruling Communist Party of India-Marxist (CPI-M), in a village in the West Midnapore District, about 15 kilometres from the Orissa border on January 1. Police said Bhagbat Singh was having his dinner when a gang stormed into his house and shot him point blank. Singh was the secretary of the CPI-M’s Kamalapukuria local committee. Two Maoist leaders were arrested from Gumla district in the night of January 1, Police said on December 2. One of them was identified as Bimal Toppo alias Ranthu Oraon, wanted in over a dozen criminal cases, Superintendent of Police Narendra Kumar Singh said. They were arrested from Birkera village of Gumla and Police recovered a revolver and five live cartridges from their possession, he said. Police have already launched a search for more ultras based on the information provided by the duo, the officer said.

Speaking to ANI on January 2, Chhattisgarh Director General of Police Vishwa Ranjan said: “We have started a new form of joint operation in Rajnandagaon and northern Bastar. The objective is to pack a small area with adequate force, so that Naxals [Left Wing Extremists] are forced to flee the area.” “Once they have retreated we will develop the area. When that area has developed will move to another geographical area and develop it,” he added. Earlier in December 2009, after a meeting with the Director Generals of Police of five Naxal affected States -West Bengal, Jharkhand, Orissa, Chattisgarh and Bihar the Home Ministry had reportedly agreed to depute 33 more battalions of the Central forces to the anti Naxal offensive. The Union Home Ministry has stationed 25 battalions of central forces in Chhattisgarh as the State is witnessing the heavy movement of the red rebels. The CPI-Maoist cannot survive in the jungles without having a urban base as they rely on logistics support from their network in the cities, Chhattisgarh Police chief Vishwa Ranjan said, according to IANS. “Without an urban base, the Maoists can’t operate an underground movement in the forests. They rely on logistics support from their urban network,” Ranjan, a former additional director of the Intelligence Bureau (IB), said at a press conference here. “They (the Maoists) can’t survive without an urban base. Police in Chhattisgarh have cracked down hard on rebels’ urban network throughout 2009 and the Maoists have now been put under severe Police pressure in the State,” Ranjan maintained. Responding to a question, he denied that the Police were not getting the support of the locals in their operations against the Maoists in the interiors. “Police are getting good support from the local population in the drive against insurgents as the people are with Maoists only because of fear, not because of the heart,” Ranjan remarked.

Around 50 armed Maoists attacked the gram panchayat office at Panasput in Chitrakonda area of Malkangiri and drove away those inside before triggering an explosion, Police said. The Maoists also stormed a go down located near the office and blasted it with explosives before disappearing into a nearby forest, they said. Nobody was harmed or injured, they added. Bijoy Mahato (38), Bhola Mahato (43) and another PCPA cadre died on the spot. The Security Forces (SFs) recovered the dead bodies from the stretch between Joynagar and Chhenraboni village in Lalgarh. Trouble broke out in the afternoon when Police got information that armed Maoist cadres were forcing villagers of Radhanagar, Sevayatan and Baita to join the rally. Telegraph adds that when a 200-strong SF approached Joynagar village, nearly 1,000 people blocked their path. “The Maoists used the villagers as shields and hid themselves behind,” said Superintendent of police Manoj Verma. While being surrounded, officers saw through binoculars extremists with AK-47s in the village. When the Police used tear gas to disperse the crowd, the Maoists started firing. After the firing stopped at 5pm, Bijoy Mahato (24) and Bhola Mahato (43), were found dead. Rakhal Rana (45) died later. The Police said they were “wanted” Maoists. Meanwhile, Indian Express quoting Police sources put the death toll at five. “We have recovered three bodies, but we believe at least five Maoists have been killed,” said Manoj Verma.

A pilot train and a team of joint SFs rushed to a spot near Jhargram railway station after a driver of the Howrah-bound Sambalpur Express noticed some banners and a tiffin-box with wires spread out lying on the railway tracks, Police said. An inspection by the bomb-disposal squad revealed the absence of any explosives. Police said that this was a ploy by the Maoists to create panic, as a result of which several local trains in the route were cancelled while long-distance trains got delayed.

The victim, Bapi Bakhli, was an active CPI-Marxist supporter till six months ago when he dissociated himself from the party in the face of Maoist threat. He was abducted from his shop at the Pirakata market in the evening of January 3. His bullet-riddled dead body was found a few metres away in the morning of January 4. According to District Superintendent of Police Manoj Kumar Verma, Maoist leaflets accusing Bakhli of being a Police informer were found at the spot. “Prima facie the murder was the handiwork of Maoists; yet we are probing all angles,” Verma said over telephone. In addition, several Maoist leaflets demanding punishment in ‘people’s court’ for those allegedly responsible for the massacre at Chhoto Angaria in West Midnapore District on January 4, 2001 were found on January 4 on the Midnapore-Lalgarh road.

The advertisement carries photographs of a bridge and railway wagons damaged by the Maoists through their subversive activities and full particulars of the telephone towers, school buildings and railway properties destroyed by the extremists during 2009. Through the advertisement, the Union Ministry of Home Affairs (MHA) wanted to highlight the Naxal menace, its impact on people and society. "Who is against development?" the advertisement questions people, in an attempt to isolate the Maoists. It says that during 2009, the Naxals destroyed 38 railway properties, 53 telephone towers, 20 panchayat buildings, 47 schools buildings and 121 forest buildings, roads and culverts. This is for the second time that the Home Ministry has come out with such an advertisement in three national and several regional newspapers (in Naxal-affected States) against the Maoists and the latest one is part of Government's larger media plan to corner the Naxals and convince people about the ill-effects of left-wing extremism.

The Ministry officials said the West Bengal Government seems to have failed to tackle the extremists despite having sufficient paramilitary forces. Officials said incidents of murder of political workers, ironically most of them belonging to ruling CPI-Marxist, and innocent villagers by terming them as “police informers” and Policemen, have become common in the 150-km area in West Midnapore district. “The situation in Lalgarh-Jhargram area is very disturbing. The Maoists have been killing people at will and it seems there is no one to check them,” a senior official said. Burning houses, setting fire on vehicles, rampant extortion, destroying office buildings, bridges and other infrastructure have been going on freely. Despite having around 2,500 Central paramilitary personnel and adequate number of local police force, the state government has failed to tackle the Naxals. “I am disappointed over the Lalgarh situation...The situation is pretty depressing...despite adequate number (of) Central paramilitary forces (being) sent to them in June 2009, the West Bengal government has not been able to contain the problem,” the Union Home Minister P. Chidambaram said. The Maoists have recently published a document claiming that they killed 270 security men and lost 232 men between July 2008 and September 2009.

The disruption of rail services between NMDC’s Bailadila mining facilities in Dantewada District, some 380 kilometres from state capital Raipur, and Andhra Pradesh’s port city Visakhapatnam has hit ore supplies to several domestic steel majors, including Essar Steel and Visakhapatnam Steel Plant. “Some 35 percent of total daily dispatches of 56,000 tonnes from Kirandul and Bacheli mining facilities has been hit as rail rakes are not available since January 1 night,” NMDC general manger Subimal Bose told IANS. Maoists are highly active in and around NMDC’s mining facilities in Dantewada District, the report added.

Acting on a tip-off, a special team of the Criminal Investigation Department (CID) raided the exchange and seized seven rifles. The exchange was later sealed on January 5. "Four security guards, belonging to a private security agency, have been arrested," said Annuj Sharma, Special Inspector General of CID. According to a senior CID officer, the guards — Golam Ambia Sheikh, Sheikh Jahangir, Bapi Sheikh and Abdul Hossain Sheikh — are residents of Burdwan District. The security agency — Inter-State Security Agency — had started operating a few months ago at Garfa in south Kolkata. According to CID sources, Golam Ambia Sheikh is the kingpin of the racket. The accused used to sell illegal arms at the rate of INR 35,000 to 40,000. "The accused used to have fake licences prepared in Nagaland, Bhagalpur [Bihar] and Patna. After forging licences, they purchased firearms from the city and stored them in the BSNL exchange offices," an officer said. "The accused were produced in the Alipore court today. As per initial investigation, it seems the four are from the same family. They may have links with Maoists," an officer said. The incident has prompted the CID to crack down on private security agencies in Kolkata. "We have information that several of them deal in illegal arms," said a senior officer.

The Police recovered explosives, woollen clothes and Police uniforms from a cave in Raghoi Hill on the basis of information provided by the arrestees, a legal cell in-charge Kalicharan Munda and fellow cadres Krishna Mahto. Speaking to the media, Senior Superintendent of Police (SSP) Praveen Kumar said Munda was responsible for killing four persons, including a minor girl, on August 28, 2009 at Bundu. "But Munda’s main job was to keep track of cases pending against extremists in different courts. He looked after the cases of rebels detained in Ranchi, Khunti and Chaibasa jails. It was he who decided how much was to be paid as legal expenses for each rebel in jail," Kumar said. Munda also supplied explosives, clothes and provisions to Maoist squads operating in the forests. The SSP said Munda was constantly in touch with the brother of Kundan Pahan, the custodian of levy collected from different sources. In order to protect his identity, Munda associated himself with a frontal organisation of the Maoists, Krantikari Kisan Committee (KKC), and regularly visited Ranchi, while Mahto used to collect levy from tractor drivers carrying sand from riverbanks.

Raghuram Reddy, Additional Superintendent of Police (Khammam), Bhadrachalam, on January 6, reports The Hindu. Sathamma, one of the dalam (squad) members, vigorously campaigned for the People Liberation Guerrilla Army (PLGA) and played a key role in motivating and forcing youth to join the outfit in the tribal pockets in the District. She joined the dalam a few years ago under the influence of a militia ‘commander’ Sirumaiah. Sathamma admitted that she had undergone training along with 30 others in weapon handling in Balamtogui forests. She worked for some time along with Nagesh, ‘deputy commander’ of the CPI-Maoist Sabari area committee for forming village-level committees in the tribal pocket. She also worked in the Area Rakshaka Dalam (ARD) for about one year. She was the driving force behind the activities taken up by the village panel of Amudalapadu floated by the Sabari area committee of the party. As decided by the leadership of the Sabari area committee, the village body constructed a mini tank over the Chinavagu, a forest stream. The committee tried out community farming concept in the village by involving all families in joint cultivation in their lands under the newly built tank. The Maoists advocated non cooperation with the Government agencies and the Police. The village committee was in involved in felling of trees for blocking vehicular movement at Boddugudem on the Bhadrachalam- Chintoor road. Sustained efforts made by the Police to counsel the villagers helped in weaning them away from the Maoist fold. In the process, Sathamma also came out of the party with a resolve to join the mainstream. Four others – Ravva Raju, Kovvasi Sinaiah, Kovvasi Dulaiah and Podium Kosaiah – all belonging to Gothikoya tribe and aged between 18 and 26 years surrendered before the Police.

The 30 selected officers had undergone a month-long training programme at Ghatsila in Jharkhand. Some foreign army officials, who have experience in tackling guerrilla warfare, also imparted them training, the Police officer said. Of the 30 officers selected for the task force, four are from West Bengal, the officer said, adding, "The force would be named soon and it will be pressed into action as and when the training programme is completed."

The State could curb their activities through combing operations and owing to the support from the people. "Two days ago, Chief Minister B.S. Yeddyurappa was in Kigga, the hotbed of Naxalite activities in the coastal belt, and spent more than three hours in the place, and there was not even a minor incident," Acharya said. The Minister said that during the Lok Sabha elections (General Elections), he himself had extensively toured the 19 Naxal-affected areas in the coastal region without Police protection. "These regions registered a higher turnout than during the previous elections. This indicates that the Naxalite influence is on the wane," he added. "It was a 10 acre plot in a Maoist-commanded area where ganja (marijuana) plantations were found. After spotting the plants, a massive contingent of Policemen visited the field Tuesday [January 6] and uprooted the plants which were estimated to be worth millions," T. J. Longkumer, Inspector General of Police (Bastar range), told IANS. Describing this as the "first ever case in the state of Maoists' involvement in ganja plantations", Longkumer said that two people who originally belonged to Tamil Nadu were arrested while four others who were taking care of the plants were absconding. "A team of about 100 Policemen was rushed Wednesday [January 6] to track down the absconding men and the Maoists who were involved in the plantations. We are gathering details whether Maoists have more such plantations in the area," Longkumer added.

Four companies of armed Police of Bengal and Orissa launched the operation at 1pm (IST) at Gapiballavpur, which borders Mayurbhanj District of Orissa. This is the first joint operation of West Bengal Police with forces of another State to curb the Maoists. "A lot of exchange of fire took place between us and the Maoists who triggered landmine blasts too. However, there have been no casualties or injuries on either side nor has there been any arrest. We will continue with our operation and such joint operations will continue," Manoj Verma, Superintendent of Police (West Midnapore) told The Indian Express. Earlier, Mayurbhanj Deputy Inspector General and his counterpart in West Bengal met in Midnapore on January 6 to discuss the operation. The Bengal Government had proposed a similar joint operation with Jharkhand too and is waiting for a response. The Bengal Government has also written to the central Government to send 5-6 companies of Central Para Military Forces to replenish the existing forces. The arrestee, identified as Laxmi Pidikaka, was an active member of Jangudi dalam (squad), a branch of the Maoist outfit, for past two years. Originally she belonged to Golonda village in Gudari block (administrative division) of Rayagada District. She decided to quit the outfit after some extremists wanted her to marry a cadre of Chhattisgarh. "I am Oriya and they were Hindi speaking people. They were not able to talk properly in the language. Even we couldn't talk to them. So they forced us to marry them. But, I did not like this. I was against it. So I decided to surrender," said Pidkaka. Ashish Singh, Superintendent of Police of Rayagada, said, "She is involved in Maoists activities. She will provide us more information during interrogation." Pidkaka, at the age of 14, joined the outfit to take up arms against the administration. After joining the Maoists, she took part in several operations. A large group of armed assailants held a people’s court at the Muraboni village near Jhargram town late on January 7. Minimum Naxal incidents had taken place in the state in the last one year as well, he added. Ranjan said 217 encounters took place between the Security personnel and Naxalites in various parts of the state in 2009. During the encounters, 107 Naxalites were gunned down, the DGP said. The figure could be much more as the Police officially take down the number on the basis of bodies found. Since the rebels carry away the bodies, Police suspect that the number will be more. "Even the Naxal literatures underline heavy casualties in Chhattisgarh," Ranjan added. Referring to the operation against the Naxalites, Ranjan said the drive of Chhattisgarh Police was on while the joint operation with the central forces would be launched soon. "We are getting support from the villagers to the Centre in our operation against the Naxalites," he added. The central Government had provided adequate forces for the operation against the ultras while the assistance would continue in future as well, Ranjan said, adding that after the inhuman acts of the Naxalites, villagers in the interior areas of red zone are helping the Security personnel. A massive recovery of 48, 000 ammunition was made in 293 encounters undertaken by the CRPF along with other Security Forces. "Apart from this, about 2,000 kilograms of explosives and 685 arms were also recovered. Seventy four militants were killed in Jammu and Kashmir while in Assam, 58 militants were killed," the CRPF spokesperson Ajay Chaturvedi said in a statement on January 8. He said in left wing extremism areas, 35 Naxalites were killed in Chhattisgarh while in Jharkhand 15 were killed. Orissa accounted for five kills and West Bengal three during the said period. "Two hundred and twelve militants and Naxalites had also surrendered. Maximum 118 militants had surrendered in Tripura, while in Assam 65 gave up arms besides seven in J&K and one in Arunachal Pradesh. "Ten Naxalites in Chhattisgarh and 11 in Maharashtra were also in the surrendered list," the official said, adding, in Chhattisgarh 363 Naxalites were arrested. In west Bengal 349 Naxals were arrested, while in Jharkhand and Orissa the numbers were 180 and 136 respectively. In Maharashtra, 120 Naxals were arrested while in Madhya Pradesh 63 suspects were arrested. Nearly 639 CRPF personnel were injured during the same period while Naxals took away 20 arms and 1,954 ammunition of the force.

The CPI-Maoist base stands highly eroded in Andhra Pradesh and the extremists are not getting any support anymore because they have deviated even from the basic tenets of Maoism, he maintained. “The CPI (Maoist) cannot call itself a Naxal outfit because they have moved away from the Naxal ideology. The Maoists are an individualistic and anarchist lot,” he said. Although it is said that the place was used as a camp by the Maoists who have deserted it now, the recovery signifies their presence in the area as Maoists are not known to leave behind their belongings. The forces also recovered a large number of guns, 10 kilograms of two tiffin bombs and Maoist literature from the possession of the slain Maoists. The officials said that the encounter continued for around two hours in the forests of the region. “Three Maoists were shot down by us in the forest of Bijapur in an encounter, which took place between 11:30 to 12:30 in the morning. We also recovered huge number of guns, tiffin bombs from them,” said Bijapur Sub-Divisional Police Officer (SDPO) Ashok Singh. He added that the SFs went into the area following a tip off that the Maoists were in the forests. The Maoists opened fire and were eliminated in the retaliatory action by the SFs. “According to the initial reports that we have, it is possible that there were around 35 to 40 Maoists who were present in the forests, but they ran away after hearing the firing,” the SDPO added.

They have reportedly sought shelter in traditionally non-Naxalite (left wing extremist) States like Gujarat and Tamil Nadu and in pockets of western and coastal Maharashtra. This, sources claimed, was happening essentially on account of the “build-up of security heat” on Naxalite concentrations in south Bastar (Chhattisgarh) and the “fear of joint operations” across most-affected States. The information on Naxalite letters scattering away is based mainly on recent telephone intercepts which reveal that most of them are frequently changing locations, sometimes twice or three times during the course of a day. Asked why the Security Forces hadn’t arrested any senior Naxalite leader since Kobad Ghandy if precise information on their movement existed, a source said: “There is mostly a time lag in the receipt and analysis of such intercepts. Most often by the time you have pinned down a location, the person has moved. Not only to another place but also to a new mobile phone.” ANI reported that since costs of procuring arms and ammunition have skyrocketed due to inflation, the Maoists have increased their protection money. They have increased their levy rates by 5 to 10 percentage in 2010. Determined to spoil the Trinamool Congress chief Mamata Banerjee’s rally at Jhargram in West Midnapore District on January 15, the leadership of the Communist Party of India-Maoist (CPI-Maoist)-backed People’s Committee against Police Atrocities (PCPA) is not ruling out the possibility of violence during the meeting, reported The Hindu. The PCPA has already issued a diktat to the local tribal population against participating in the rally. This is being seen as a reply by the Maoists and the PCPA to Banerjee’s demand to deploy the Army in the region to tackle the Maoist menace. Speaking to The Hindu on January 13 over telephone from the Lalgarh region, spokesperson of the PCPA Asit Mahato said, “How does Ms. Banerjee expect the people of the region to listen to her at the rally, when she is asking for deployment of the army against the same? The CID also said it has unearthed a major arms racket involved in acquiring illegal firearms through private security agencies using forged licences and then selling them off to several militant groups in North Bengal and Communist Party of India-Maoist (CPI-Maoist) in the Left Wing Extremism-affected Districts of the State. It also found that miscreants used Government establishments as safe haven for stacking their illegal arms. The CID came to know this after its officials seized illegal firearms from a BSNL telephone exchange in Tiljala on January 5 followed by a similar recovery of arms cache from the water treatment plant of Kolkata Municipal Corporation (KMC) at Palta on January 9. “This business has been going on for a long time and the Government offices have become the store houses for these illegal arms. We have reports that the arms have been passed on to several militant groups, including Maoists, operating in Bengal,” said an unnamed senior CID officer. “We are investigating it. But at present, we are concentrating on seizure of illegal arms,” the officer added. At present, the CID is conducting several raids in different parts of the state, and till date 53 illegal guns and forged licences have been unearthed from various Government establishments. Saswati Das alias Mili Panda, who was staying with her girl, was said to be heading media and publicity wing of the CPI-Maoist in the State. Police also seized huge quantity of publicity materials, many incriminating documents, a laptop computer and cash of INR four lakh from her possession. “Acting on a tip-off, we intercepted a jeep carrying four sacks of CPI (Maoist) publicity literature. We took the driver into our custody and accompanied the vehicle to its destination,” said Inspector General of Police (Operation) Sanjeev Marik. He said Saswati Das was a very active member of outfit. “She has been involved in fund mobilisation, creation of support base through alleged frontal organisations posing to be human rights groups and staying in touch with rights activists.” Saswati, aged around 40, was also suspected to have conducted a reconnaissance of different Police establishments before hundreds of CPI-Maoists launched daring attack on Nayagarh District headquarters town displaying mobile warfare tactics in 2008. The special operations group of the Special Task Force (STF) arrested a top Maoist and member of the Communist Party of India-Maoist (CPI-Maoist) zonal committee Subodh Singh alias Anandji alias Divendu Kumar Singh from a house in the Kankerbagh area of Patna late in the night of January 15. The STF Superintendent of Police (SP) Prakash Kumar Sinha told Times of India that an amount of INR 18 lakh cash and a pen drive were seized from the arrested Maoist. Sinha said the pen drive had financial details of how much money the banned outfit collected as levy from different sources and how the money was spent. Five CDs and five mobile phones were also seized from him, he added. The SP said Subodh had collected INR 1.23 crore as levy between September 2008 and November 2009. Of these, INR 70 lakh had been spent. The pen drive also carries important information and decisions taken at different zonal committee meetings of the Maoists apart from the video clippings of meetings and training programmes. Subodh was also in-charge of the outfit's students' wing, the Democratic Students' Union. He was given responsibility to introduce reforms in the working of the Maoists' Magadh Zonal Committee.

Security agencies came across the Maoists’ innovative skills when a Central Reserve Police Force (CRPF) team neutralized an arms manufacturing unit in the forests close to Gobardaha village in the Chatra District of Jharkhand and recovered a number of ‘duplicate’ AK-47 and AK-57 rifles of “high standard”. The CRPF also seized as many as 59 different types of instruments, which were used to manufacture and assemble these rifles and various types of pistols. An unnamed official said, “Though Security Forces have busted other arms manufacturing units of the Maoists in Chhattisgarh, Maharashtra, Madhya Pradesh and Andhra Pradesh in the past, they have for the first time come across such sophisticated weapons of high standard, manufactured by the ultras.” The first big arms manufacturing unit of the Maoists was neutralized by Andhra Pradesh Police in 2006 when they recovered a huge stock of rocket shells and launchers in the State. Probe later revealed that the Maoist’s ‘technical wing’ designed the launchers and initially made them at a foundry in Chennai.

The rate fixed by Maoists for payment of levy against income through corrupt practices ranges from INR 3 lakh to INR 1 lakh on the basis of ranks respectively held by them. Employees and visitors at the Shikaripara block office on January 18 witnessed Maoists posters circulated at different places on the premises which directed Block Development Officer (BDO) Sashi Prakash Jha and other employees to pay levy against the bribe they earn at the cost of well being of the poor and downtrodden class. But if the situation can be resolved without confrontation (takkar), why not solve it,” he told reporters. He said his Government was formulating a strategy to deal with Maoists, adding, “The question is whether they are Naxals [Maoists] or not? The media has created a hype by claiming that Naxals are active in the State.” He said the State Government’s strategy to deal with Naxals will be formulated along with the Central government. The ATS recovered “one bag containing objectionable literature of CPI-Maoist [Communist Party of India-Maoist (CPI-Maoist)] and PWG [People’s War Group].” One CPU [central processing unit], one pen drive, a mobile phone and other materials were also recovered. “He was also found in possession of an election card and a Central Railway pass bearing his photograph but both these cards bore the name of Bharat Raman Gandhi,” an ATS press note said. “During preliminary interrogation, Surya admitted his connection with the banned CPI-Maoist organisation,” the note said. Prabhakar also said he had been associated with the PWG since 1978. “He is a key person who played an important role in deciding policies of the organisation in the region. He used to frequently change names and residences and has worked in Gujarat and Chhattisgarh as well,” ATS chief K. P. Raghuvanshi told Mumbai Mirror. In Mumbai, Suryadevra allegedly worked along with another state committee member Vernon Gonsalves, who was arrested in 2007. “Vernon and Suryadevra were assigned the job of expanding CPI-Maoist activities in the tribal areas around Surat in Gujarat, and Dhulia District in Maharashtra. Suryadevra also supervised activities of the Gondia-Balaghat armed division of CPI-Maoist,” an unnamed ATS officer said. The gun battle between these two outfits occurred at Machi village under Kisko Police Station area in Lohardaga District. The officer in-charge of the Kisko Police Station Sunil Kumar Tiwary confirming the incident said, "He said police are alert and are in touch with the top officials including SP [Superintendent of Police] Subodh Prasad and following their guidelines to plan an action against them by early morning." Sources said that Maoists numbering 70 were led by Nakul Yadav, while about 25 member JCSC squad was being led by Sanjay Yadava. On a tip off that a plenary camp of 150 Maoists was being held in the forest area, the Chhattisgarh Police along with Special Armed Commandos swung into action and surrounded the camp and asked them to surrender immediately. However, the Maoists opened fire which the Security Forces retaliated. 13 Maoists and a Salwa Judum activist were killed in the firing which began after midnight of January 18 and continued till the morning of January 19. Two Police personnel were also injured in the incident. According to Bijapur Superintendent of Police Avinash Mahanti, the dead bodies of Maoists were yet to be identified. He added that most of the Maoists escaped into the forest soon after the exchange of fire began. The Police also recovered kit bags and Maoist literature from the incident site. IANS, however, quoted him as saying, “A contingent of District Force (DF) and Special Police Officers (SPOs) exchanged heavy gun fire with Maoist ultras in a thickly forested area. Suspected Communist Party of India-Maoist (CPI-Maoist) cadres raided a Police camp at Satnala in the Barikul region of Bankura District on January 25, abducting two Policemen and snatching firearms from the camp, reported The Hindu. The body of one of the abducted Policemen was later found near the camp on January 26. Superintendent of Police Vishal Garg said a large group of militants, armed with sophisticated weapons, raided the camp, taking the personnel by surprise. They opened fire indiscriminately, injuring four personnel. Then they snatched an AK-47 rifle and a self-loading rifle from the Policemen. “When the policemen retaliated, the group fled from the spot, but took away two constables with them,” he added. The bullet-riddled dead body of Constable Sanjay Ghosh was found in a forest near the camp, while the other Policeman, Ajay Pande, remained untraced. Garg said a massive search was under way.

The Police claimed that he was from the same group that had killed a Policeman in the Barikul area of Bankura District on January 25. Following a tip-off that the group had crossed over from Bankura, the Police rushed to the place. As 100 Policemen approached Talpakuria village at around 9am, the Maoists opened fire at them from the forest. “Over 250 rounds were fired in all and the Maoists retreated towards Laljal near the Jharkhand border,” said District Superintendent of Police (SP) Manoj Verma. Later, the dead body of a suspected Maoist was found along with four improvised explosive devices, a .303 rifle and 10 cartridges. Indian Express quoted the SP as saying,” Acting on intelligence input, we began operation at Talpukuria village in Belpahari at 8.30 am. A Maoist ‘commander’ was shot dead. We have his body. We also arrested 11 villagers, of which six are members of the Maoists squad. The rest are from the PCPA [People's Committee against Police Atrocities] who helped the Maoists.”

The Maoists came in groups from different entry points in the night and attacked security guards and snatched at least six mobile phones of security guards and other employees. Confirming the incident, Chandil Sub Divisional Police Officer Mandan Mohan Lal said the Maoists were demanding that the owner of the company should fulfill all the demands of the local people. However, he did not elaborate on the demands. Lal added that the Maoists fired six to eight rounds in the air. The manager of the company Punit Gupta told PTI that the incident was a conspiracy hatched by the vested interest.

"Whether he (Soren) will be able to resist the pressure of the Central government and his coalition partner BJP to continue war on his own people (read Maoists) is doubtful," he said. The Hindu reported that the dead body of the Centre of Indian Trade Unions (CITU) leader Thomas Munda, who was abducted on January 25 by the Communist Party of India-Maoist (CPI-Maoist) cadres during a raid at Steel authority of India Limited (SAIL)-owned Kalta mines in Sundergarh District, was found in the Renjeda forest in the District on January 29, Police said. The Maoists also left behind a poster, claiming that Munda was sentenced to death by a kangaroo court (‘people’s court’), as he was a “police informer”, added The Telegraph. "The body was confirmed to be of Munda," Sub-Divisional Police Officer (SDPO) Bonai Sundershan Sethi said.

10 Police personnel, including a Deputy Superintendent of Police, were injured during an exchange of fire between the Security Forces (SFs) and the Communist Party of India-Maoist (CPI-Maoist) in Purulia District on January 31, reported The Hindu. According to the Police, SFs were conducting combing operations in forests near Kumbra village in Bandwan Police Station area when they encountered People’s Committee against Police Atrocities (PCPA) supporters and Maoists who were conducting a meeting. The Maoists allegedly opened fire at the SFs behind the cover of women supporters. The SFs returned fire and tried to disperse the crowd firing tear-gas shells. There were reports that some Maoists and villagers were also injured in the incident. PTI added that three Maoists were injured. According to Times of India, 24 villagers were arrested for the violence, said the Superintendent of Police Rajesh Yadav.

With an increase in attacks by the Communist Party of India-Maoist (CPI-Maoist), the Central Reserve Police Force (CRPF) has adopted two villages in Chhattisgarh, reported ANI on January 31. The 81st battalion of the CRPF has been deployed in Jakba and Lokhandi villages. "CRPF has started two types of operations. The first one is Operation Green Hunt which is to arrest Maoists by raiding certain areas, and the second is, to adopt villages which are often affected by Maoist attacks," said Subhas Khunte, Commandant of the Battalion. He added that the adoption of villages is to get rid off the Maoists and more villages would be adopted in due course.
