Kishan said, "Talks can only be held on the ground that all the prisoners are released, combined forces withdrawn and talks with People's Committee against Police Atrocities start at government level." The Centre on February 1 said the situation in Communist Party of India-Maoist (CPI-Maoist) -affected states continues to be "a cause of grave concern" and feared that the trend of rising violence — witnessed in 2009 — would continue in 2010, reported Times of India. Union Home Minister P. Chidambaram said: "I expect this trend to continue in 2010, but I am also confident that state governments would be able to gradually reclaim control over areas that are now dominated by Naxalites." Currently, 33 Districts are seriously affected by the Left Wing Extremist violence. In addition, there are 50 Districts where the CPI-Maoist has some presence. The number of civilians’ deaths in the affected States was 591 in 2009. As many as 317 Security Force personnel — the highest in the past five years — were also killed last year as against 217 casualties among the Maoists. The Hindu quoted Chidambaram as saying the ‘Central forces are not engaged in battle in Naxal-hit States’. “The Centre, at the request of the State governments, sends paramilitary forces, which remain under the control of the State governments,” he said at a press conference in New Delhi. The report said further that the National Counter Terrorism Centre would be formed by this year-end.

At Jhargram around 25-30 suspected armed Maoists abducted Patul Singh Sardar from his house at Girighati village before shooting him dead. The bullet-riddled dead body of Sardar was found from the outskirts of the village. Some posters left behind by the Maoists claimed Sardar to be a Police spy, Police said.

The Maoists and the People’s Committee against Police Atrocities (PCPA) cadres attacked a Police Station triggering an exchange of fire with the Security Force personnel in the Bankura District. There was no report of any Policeman being injured, Bankura Superintendent of Police Vishal Garg said, adding that additional police reinforcements have been dispatched there. However, The Telegraph reports that in Bankura incidence, the mob, numbering around 2,000 and with men marching behind women, had ringed the Police Station to protest stepped-up patrols in the area after a spurt in Maoist attacks. Six women were hit in the Police firing. Two died on way to hospital. Six Policemen were also injured from spears and other sharp weapons. Urmila Singh Sardar, a Maoist women’s squad leader and wife of Maoist leader Rajaram Sardar, was arrested after she tripped and fell. Three more Maoists were arrested later.

The programmes taken up under the National Rural Employment Guarantee Act, which increase agriculture productivity in the rural areas, are not being "blocked" by the Communist Party of India-Maoist (CPI-Maoist), a study has claimed, reported PTI on February 1. Council for Social Development (CSD) noted in its draft report that “contractors are paying higher wages to the manual workers (in the areas hit by left-wing extremism) as a combined result of NREGA and Naxalites' (Left Wing Extremists) pressure." The CSD, a study group of social workers and social scientists, conducted the study in tribal-dominated and Maoists-affected areas in Chhattisgarh, Orissa, Jharkhand and Andhra Pradesh on implementation of NREGA and its impact there.

Sharma said Pratap Behera, 32, was arrested from Astaranga area of Puri District on charges of sending the mail from his brother’s e-mail account to the CM’s official e-mail address. He added that Pratap had a feud with his cousin Prakash Behera and wanted to get even with him. “After stealing his brother’s Rediffmail account password, he sent the mail from a Bhubaneswar cyber café,” said Sharma.

DNA reports on February 4 that senior officers in the Central Para-military Forces said violence levels had gone down in Chhattisgarh and Maharashtra primarily because of the increased deployment of Security Forces (SFs). An officer said there were over 45,000 SFs in Chhattisgarh and Maharashtra, while the figure in Jharkhand stood at 35,000 (350 companies). Starting April 2009, at least 65 people, including the Communist Party of India-Maoist (CPI-Maoist) cadres, SF personnel and civilians, were killed every month in Maoist violence. In October 2009, over 100 persons were killed. There is significant improvement in the situation. From October 2009 to January 26, 2010, only 57 casualties were registered. In January 2010, there was just one death due to the Maoist violence in Maharashtra, whereas there were 87 deaths in Left-Wing Extremism in January 2009. The report quoted an unnamed senior official who is part of the anti-Maoist operations saying, “We want to first dominate these areas and then operate on the basis of specific information.” The officer added that the SFs killed 68 Maoists, arrested 1,858, and uncovered 234 landmines and bombs, 1,778 kilograms of explosives, over 33,000 rounds of ammunition and over 300 weapons from the Maoists in 2009.

"We call for a 72-hour bandh on February 7, 8 and 9 fully in five states and partially in three states," Maoist leader Kishan told PTI over phone from an undisclosed location. "The states where bandh will be imposed fully are Bihar, Jharkhand, Orissa, West Bengal and Chhattisgarh," he said adding partial bandh would be enforced in Maharashtra’s three Districts- Bhandara, Godchiroli and Chadrapur, Madhya Pradesh's Balaghat District and north and south Telangana region in Andhra Pradesh. The Chief Ministers of the above States would meet Prime Minister Manmohan Singh on February 6-7 to discuss the issue of price rise. After over a decade in the guerrilla ranks, Marshall has raised his voice against Kishanji and other ‘non-tribal leaders’, branding them ‘outsiders’ in Jangalmahal. Addressing the Conference of Chief Ministers on Internal Security in New Delhi, he said due to the Government's concerted and determined efforts, the Maoist menace has been kept very much under control in Karnataka. Chidambaram on February 9 reiterated his call to Communist Party of India-Maoist (CPI-Maoist) to shun violence after a meeting in Kolkata to discuss Left Wing Extremism (LWE) problem being faced by four eastern States, according to The Hindu. “I tell the Maoists to abjure violence... Once you halt violence, we are ready to talk to you. We are not asking you to do anything more. If you halt violence we are prepared to talk to you on any matter that is of concern. But the condition is that you must halt violence. Unfortunately, our past appeals have been spurned,” he said. ”The operation against Naxals would be a careful, calibrated and controlled one whose progress could not be measured like the score board of a cricket match — progress would be slow and steady. Our purpose is not to kill anyone. These [are] our own people and we care for them. Contrary to fears expressed in a section of the media and by some NGOs, there was no carnage and both the Central and State forces were acting with great restraint. The operations against Maoists were making slow but steady progress, and areas under Naxalite domination would soon be reclaimed and civil administration established,” the Minister added. Expressing confidence that further progress would be made in six months, he said that he was satisfied with what was happening all over the country. Also, the Union Home Minister defended his Cabinet colleague and Railway Minister Mamata Banerjee who is being accused by the West Bengal Chief Minister Buddhadeb Bhattacharjee of colluding with Maoists. He gave a clean chit to Banerjee by virtually refuting the West Bengal Chief Minister’s allegation about her links with Maoists. “No political party in India which believes in parliamentary democracy can collude with Maoists,” Chidambaram said when asked to react on Bhattacharjee’s allegation about Mamata-Maoist nexus. Bhattacharjee, however, did not make any effort to justify his claim that Mamata and Maoists were hand in glove.

Director-General of Police Bhupinder Singh said that the Maoists triggered several blasts before opening fire on the SF personnel. The Maoists looted firearms and set ablaze the camp after spraying bullets on the SF personnel who were caught unawares, some busy cooking in the kitchen. According to Police sources, a large group of Maoists arrived at the camp on motorcycles in the afternoon. They triggered several explosions and stormed into the camp while firing. Though Madan Mahato, who leads a squad in the Belpahari-Banspahari belt and Kundan Pahan, who operates along the Bengal-Jharkhand border, were also present, sources said it was Jagari, who led the charge. According to intelligence sources, two Maoist squads - Dalma and Ayodhya - were used in the attack .The Dalma squad primarily operates in the East Singhbhum region of Jharkhand. Though a tribal squad, most of the leaders and cadres are Bengali. Additional District Superintendent of Police, Manoj Sharma said, "The Maharashtra government, after examining Naxal surrender policies of other affected states, also came out with an identical scheme on August 29, 2005 and this has helped both the Naxals and the Police in implementing it. The response has been good so far." He added that the State Government has given periodical extension to the scheme. "It has certainly helped the misguided poor tribals who took to arms struggle to avail an opportunity to give up violence and isolated life and miserable living conditions," he added. Police have recovered from them 81 rifles, mostly 303 and self loading, 110 cartridges, one hand grenade and other explosives besides Maoist printed materials about their ideology.

Earlier, it was reported that 10 persons were killed in the attack. Times of India adds that four of a family were charred to death while others were shot dead. Those killed were Kora tribals and the attack was in retaliation of the alleged killing of eight Maoists by the Koras on January 31 at the instigation of one Lakhan Kora, suspected by the Maoists of being a Police informer. The Maoists triggered explosions and also set 30 houses ablaze. The whereabouts of Lakhan are not known. While the Police say he survived the attack, this could not be confirmed from local sources.

He appealed to the Maoists to set free the officer. Later in the day the Jharkhand Police admitted that two of the 14 charge-sheeted Maoists were innocent and falsely implicated. “After interrogating about 10-12 arrested persons in Ghatsila sub-divisional jail on Wednesday [February 17], two persons -- Jasmi Mardi and her father Bahadur Mardi -- were found innocent. They had been falsely implicated by Jasmi’s husband Ramrai Hembram, a police constable,” Zonal Inspector General Rezi Dung Dung told a news conference at Ghatsila. Dung Dung said he had met 10-12 charge-sheeted Maoists and about four to five cases, including Mardis’, were needed to be re-investigated. Meanwhile, the Maoists have further asked for INR 1 million as compensation for the family of a killed Maoist.

The inquiry is being conducted by the Criminal Investigation Department. “It is not that there was no lapse. According to administrative procedure, through an inquiry, we will have to establish the guilt and we will have to punish the guilty [including officers]. That process will be started soon,” Home Secretary Ardhendu Sen said in Kolkata on February 17. Further, the State has decided to wind up and relocate security camps in Jangalmahal that were perceived to be vulnerable. These include camps in Gidhni, Dharampur and Jamtolgora (in remote jungles), Banspahari and Baishnabpur (on the bank of Tarapheni river and Ghagra forest) and 11 others in Belpahari.

The battalion, comprising 939 personnel, would tackle extremist violence and work towards restoring normalcy in the western region wracked by an endless cycle of attacks, State Finance Minister Asim Dasgupta said after a cabinet meeting chaired by Chief Minister Bhattacharjee. The battalion would cover West Midnapore, Bankura, Purulia and adjacent areas close to Jharkhand and Orissa, Dasgupta said. "The State Government has also decided to recruit 1,500 persons of the rank of constable in Kolkata Police to raise another special combat force," he said. Similarly, another 3,500 constables would be recruited to strengthen the State Police.

A Police officer and a Communist Party of India-Maoist (CPI-Maoist) cadre were killed and two others injured in a gunfight between the Security Forces (SFs) and the Maoists at Sarenga in the Bankura District on February 24, reported Times of India. A group of armed Maoists shot at and injured local Communist Party of India-Marxist (CPI-M) leader Tarashankar Patra in the late night. On getting the information, Police and joint forces rushed to the spot. Another team of joint forces from Lalgarh came and a gun battle with the SFs ensued. Inspector-in-charge of Sarenga Police station, Rabi Lochan Mitra and a Maoist cadre Dule were killed in the encounter, Superintendent of Police Vishal Garg told. Another Maoist, Mithun was injured in the gunfight, Garg added.

ANI reports that Union Minister of State for Home Affairs Ajay Maken disclosed on February 24 that the Naxals (Left wing Extremists) is running arms manufacturing units in the interior areas of Chhattisgarh, Jharkhand and Bihar. In a written reply in the Rajya Sabha (Upper House of the Parliament) Maken said the Maoists arms factories manufacture country-made weapons. Maken added, "Most of the foreign made arms with Naxalites have been looted from security forces. There are no inputs to indicate that Maoists are procuring arms from any foreign country." The Security Forces have recovered 1511arms in 2008 and 572 in 2009 from the Naxalites. In 2010 till February 16, Security Forces recovered 78 arms from the Naxalites.

While the sanctioned strength of IPS officers in West Bengal is 297, the actual strength is only 226, a shortfall of 71. In Orissa there is a shortfall of 60 IPS officers, as per the latest Home Ministry figures. The combined shortage of officers in seven of the most Naxal affected States - Orissa, West Bengal, Chhattisgarh, Jharkhand, Bihar, Maharashtra, Andhra Pradesh - is 253, which is about 40 per cent of the national figure of 630.

In the Union Budget for the year 2010-11 presented on February 26, Finance Minister Pranab Mukherjee put the focus on countering Left Wing Extremism through an "integrated action plan" besides carrying forward ongoing internal security measures including recruitment, training and modernisation of Police Forces, reported Times of India. He said the Planning Commission would prepare an integrated action plan for the affected areas. Adequate funds will be made available to support it, he added. Surprisingly, the Government reduced allocation for Central Police Forces from INR 309,000 million in 2009-10 to INR 299,400 million in the 2010-11. However, assistance to States for modernisation of Police Forces — which has been pegged at INR 19,750 million — saw a modest increase of INR 1,300 million.
