Tripathi on June 2 said that the Force was fully equipped and focusing on new strategies to deal with Naxal problem in the country, reports Daily Excelsior. Addressing the inaugural function of the 40th All India Police Science Congress at Chhattisgarh State capital Raipur, Chidambaram pointed out how the existing Police vacancy of over 335,000 personnel and dismal Police-population ratio (160 per 100,000 of population) made the task of securing 1.1 billion people quite difficult. Currently, as against the sanctioned strength of 2,100,000 Police personnel, about 335,000 posts are vacant, added Times of India.

The Security Forces (SFs) recovered four improvised explosive devices (IEDs), each weighing about 70 kilograms, and one can bomb weighing 25kg from Dungri Pahadi near Serangtoli village under Namkum Police Station, barely 20km from Ranchi, the Capital of Jharkhand on June 5, according to Telegraph. All the bombs were defused, except one IED the forces chose to explode. The explosives were hidden by Communist Party of India-Maoist (CPI-Maoist) cadres in a cave in Dungri Pahadi. South Chotanagpur Director General of Police (DIG) R.K. Mallick said the bombs were very powerful. "The four IEDs collectively had the power to blow up a fully protected anti-landmine vehicle," he explained. While the 25kg bomb was kept in a can, the IEDs were kept in separate boxes made of inch-thick steel. The IEDs were also coated with carbon, thus making them safe from metal detectors when planted under a road or a bridge. The IEDs and the can bomb were covered with plastic and hidden in the cave.

The team of 500 commandos has been trained at the Unconventional Operations Training Centre (UOTC) in Nagpur. The commandos have been selected from the Special Action Group of the Nagpur police. The unit will be split into two and centrally stationed in Nagpur and Gadchiroli. The force’s main task will be to launch surprise ambush on Naxalite hideouts. For mobility, surveillance and attack, the group has adequate vehicles (armoured personal carriers), communication gadgets and firepower.

Sonekar held meetings with the block development officers of Jungle Mahal areas of West Bengal," District Magistrate of West Midnapore Narayan Swarup Nigam told PTI. Jungle Mahal consists of Maoist-hit forested areas of West Midnapore, Bankura and Purulia Districts. Sonekar came for an assessment of the areas and to understand the immediate needs of the Maoist-affected areas to chalk out the quantity of investment needed, another government official said. It was a ploy of the State government to malign the Maoists and spread panic among the passengers. We appeal to any SER official to contact us in case of any confusion regarding the running trains on the route rather than listening to the State government,” Akash reportedly told The Hindu over telephone from an undisclosed location. The statement comes following the suspension of services in the Maoist-affected Kharagpur-Tatanagar section on June 9 evening following an alert sounded by the Government Railway Police that the Maoists were planning to attack the Mumbai-Howrah Duronto Express.

Andhra Pradesh Police raided a Communist Party of India-Maoist (CPI-Maoist) hideout at Shapur village near Gulbarga in Karnataka on June 13 and seized Police uniforms, an AK-47 assault rifle loaded with 20 rounds and three spare magazines, a carbine machine gun with 70 bullets and three magazines, meant for use by a Naxal action team, five ICOMs and a GPS tracker set. The raid was carried out on the information provided by Chandrasekhar Gorebale alias Sudhakara alias Tippanna alias Nantappa, a cadre of the Karnataka State Committee of the CPI-Maoist, who was arrested at Aija village of Mahabubnagar District in Andhra Pradesh in the morning of June 13. Gorebale was guarding the hideout which was to be used by an Action Committee detailed to carry out an attack on a politician or a Police officer either in Hyderabad or in the Telangana Districts. Sources said the weapons and the Police uniforms were supplied to Gorebale between February and April [2010] and were to be picked by an action committee constituted by the Maoist Central Committee to carry out an assassination in Hyderabad. The seizure of Police uniforms indicated the Maoist plot to carry out a major assassination in Hyderabad or possibly in one of the Telangana Districts, a senior officer said. There have been two instances of Maoist cadres wearing Police uniforms carrying out assassinations in Andhra Pradesh. Two former legislators, S. Chinna Reddy (Anantapur) and Budda Vengal Redy (Kurnool), were killed by Maoists in late 90s.

Gorebale, who was in charge of North Karnataka Districts, was reportedly arrested while moving along with two others who managed to escape. Police suspect that the two who escaped could be Takkallapalli Vasudeva Rao alias Ashanna and Kanumukkula Ramesh alias Raju, known to be members of an Action Committee formed by the Maoist Central Committee. All the three cadres are members of the Maoist Military Commission and the Central Action Team. Police say Ashanna was involved in the killing of former State Home Minister A. Madhava Reddy in 2000 in a landmine blast near Ghatkesar village, about 50 kilometres from Hyderabad. He was also suspected to be involved in the attempt on the life of former Chief Minister N. Chandrababu Naidu at Alipiri in 2000. Police said Gorebale was not aware of who was to be hit by the action committee, in line with the strategy of Maoist hit teams.

Police said during interrogation, Munda confessed that Induwar was abducted and beheaded at the direction of Communist Party of India-Maoist (CPI-Maoist) leader Kundan Pahan. Pahan is still at large. According to statistics compiled by the Union Ministry of Home Affairs and circulated among affected States, Maoists killed approximately 600 people, including paramilitary and State Police personnel, between January 1 and May 30. The count was the highest in West Bengal at 291. Of these, 230 were civilians and the remaining state and central paramilitary personnel. An unnamed senior official in the West Bengal home department said the reason for the high casualty in the State was the recent Gyaneshwari Express sabotage that took 148 lives. Barring the Gyaneshwari victims, a majority of civilians killed by Maoists in Bengal were Communist Party of India-Marxist (CPI-Marxist) workers suspected to be Police informers. The second most casualties were in Chhattisgarh, where 202 people were killed by the Maoists in the said period. The civilian toll in the State, however, was comparatively low at 91. Jharkhand and Orissa lost 50 people each to the Maoist menace. Of these, 34 and 30 were civilians.

The plan envisaged an expenditure of INR 30 crore on every Police Station located in Maoist-infested Districts of the State. The money would be spent on fortification of the Police Stations, construction of buildings and other infrastructure. The meeting also cleared the decks for purchase of over 1,000 bullet-proof jackets. “The tender for the supply of bullet proof jackets will be advertised soon,” the DGP said, adding that a sum of INR 29 crore was pending with the Government for the purpose. Neelmani said the Government has also decided to recruit 952 wireless operators. Wireless sets and vehicles have been provided to all the Police Stations in adequate number. "Instructions have been issued to all the SPs [Superintendent of Polices] to ensure control rooms were functional round the clock in the Districts," he added.

National Sample Survey Organisation’s (NSSO) study on Migration in India revealed that the migration of tribals is very low from rural areas of Naxal-affected states such as Chhattisgarh, Jharkhand and Orissa as compared to non-Naxal-affected tribal States. The migration-prone households in Chhattisgarh are 1.9 per cent, in Jharkhand 0.8 percent and 1.3 per cent in Orissa. In comparison, the number of such households in tribal-dominated States of Arunachal Pradesh, Meghalaya and Manipur was 4 per cent, 3.8 per cent and 2 per cent, respectively. However, the survey does not give reasons for fall in migration in tribal areas especially.

The disaster management studies centre at the University will impart skills in satellite data reading, interpretation of the Geographic Information System (GIS) for areas and terrains similar to the ones in Maoist-dominated zones. The exchange of fire at Ranja forest near Lalgarh, around 30 kilometres from District headquarter Midnapore town, was still underway when reports last came in. West Midnapore Superintendent of Police Manoj Verma said there were three women among the eight dead and believed the toll could rise as several others, including top Maoist leaders, could have been seriously wounded. "Eight bodies have been recovered by the Police after daybreak. We have also seized a cache of arms that include an AK 47 assault rifle, an SLR, some pistols and ammunition," he said. Police believe the arms and ammunition were among those looted from Police armoury in the past. According to Verma, Maoists have been active in the area between Lalgarh and Salboni for quite some time.

They could have planned a destructive incident on the basis of this information a special team was formed," said Gaya Senior Superintendent of Police (SSP) Amit Lodh. After a fierce gunfight that continued for two hours, Security Forces finally overpowered the Maoists and destroyed three of their camps. "When the team went there, Maoists opened fire. Earlier, it was reported that eight Maoists were killed. "Twelve Maoists were killed by the joint forces. It is a major success. We found eight bodies. We have information that four of the bodies were carried away by Maoists while many more were injured," Director General of Police (DGP) Bhupinder Singh told reporters in Kolkata, according to PTI. "Acting on a tip off that 40 to 45 Maoists had gathered at Duli village near Ranja forest in Salboni Police Station area, a team of commandos and Special Forces of Central Reserve Police Force (CRPF) and Police closed in," the DGP said., adding, "When the Maoists opened fire, the forces retaliated." The NDTV, however, put the death toll at 13. Police sources said that five of the eight Maoists killed were been identified as Arjun (a close associate of Maoist leaders Bikash and Tara), Sagen, Mala, Radha and Lakshmi (who is suspected to have played a major role during the massacre of 24 Eastern Frontier Rifles personnel at Silda on February 15), adds The Hindu. The sources said that based on intelligence inputs received from the Jharkhand Police, it was suspected that top Maoist leader Akash was also killed during the encounter. According to Police sources, the Security Forces had raided the area three days ago [June 13] also but the Maoists had managed to escape. Indian Express adds that the Maoist squad was led by Maoist State Committee member for Bengal-Jharkhand-Orissa region and ‘commander’ of the Lalgarh squad Bikash. He was said to have escaped, using his cadres as a shield. “It was to ensure Bikash’s safe passage that the Maoist squad took such heavy casualty,” said an unnamed security official involved in the operation. Maoist casualties confirmed that Bikash’s Lalgarh squad was joined by cadres from Jharkhand. One of the bodies found was that of Arjun Munda, a Jharkhand Maoist. The DGP told The Hindu, "We have received feelers that a number of people are willing to surrender. However, I can give you neither any numbers nor other details at this juncture." In addition to a grant of INR 1.5 lakh, the surrendered Naxal would get a stipend of INR 2,000 for three years during which he might be imparted training in a trade or vocation. There would be a separate package for laying down arms, ranging from INR 25,000 for a sniper rifle to INR 1,000 for every kilogram of explosive, he added. PTI reports that the West Bengal Government on June 18 announced a special package to bring Maoists back to the mainstream under a 'Special Rehabilitation Scheme' formulated by the Centre. Announcing the package, West Bengal Chief Secretary Ardhendu Sen told reporters that the State Government would implement the surrender-cum-rehabilitation package for those who surrender arms and agree to join the mainstream. About 400 to 500 persons in the Maoist zone, comprising Districts of West Midnapore, Bankura and Purulia, had been arrested in the last one year, he said.

Normal life was disrupted in tribal areas of West Midnapore, Bankura and Purulia Districts on June 18 due to the two-day [June 18-19] bandh (general shut down) called by the Communist Party of India-Maoist (CPI-Maoist) Maoist-backed Peoples Committee against Police Atrocities (PCPA) on the first anniversary of the launch of joint forces' operation against Maoists in the area. Though, no untoward incident was reported from anywhere in the three districts, schools, colleges, markets, banks, post offices and other offices remained closed and vehicles kept off the roads. The PCPA is also observing two-day 'black day' and 'protest day' from June 19 (today) demanding withdrawal of the joint forces and to protest the alleged Police excesses. Meanwhile, a bandh by Jharkhand Disom Party is also on in Jharkhand, Orissa and West Bengal demanding more provisions for tribes in the Constitution.

Protesting the inclusion of Naxal [Left Wing Extremism] issue under the realm of an "armed conflict" in a United Nations (UN) report India told the UN that the violence being perpetrated by these groups does not make it a zone of armed conflict as defined by international law, according to PTI. Referring to the recent UN report that deals with 'Children and armed conflicts', India's envoy to UN Hardeep Singh Puri told UN Security Council that operations of the Naxal groups did not fall into the realm of an "armed conflict". "At the outset I should make clear that the violence being perpetrated by these groups though completely abhorrent and condemnable, certainly does not make this a zone of armed conflict as defined by international law," he said. "We, therefore, cannot accept reporting on these incidents as falling within the mandate of the Special Representative of the Secretary-General on Children and Armed Conflict," he said, referring to top UN official Radhika Coomaraswamy. The report, which is produced by the office of Secretary General Ban Ki-moon and submitted to the UN Security Council, highlighted the recruitment and use of children by the Naxals in some Districts of the Chhattisgarh. "The Naxals have admitted that children were used only as messengers and informers but have admitted that children were provided with training to use non-lethal and lethal weapons including landmines," the report said. It also described the incident, in which Naxalites forced villagers to provide five boys and girls for their armed group in October 2009, and stated that the Jharkhand Police had vacated 28 of 43 schools in Naxal-affected areas of the State and was in the process of vacating 13 more.

Director General of Police (DGP) Bhupinder Singh told BBC that Police and paramilitary forces in the affected areas have been put on "red alert". "We anticipate retaliatory attacks and explosions by the rebels over the weekend," he said. Earlier, the Maoist leader Khokan had said that the Maoists would observe a two-day protest over the weekend [June 19-20]. Later, he said the protest would continue until Monday [June 21] in the Junglemahal area. The Maoists dragged him out of his house and shot him dead accusing him of being a Police informer. Ringala is about three kilometres from the Chhattisgarh border. The Andhra Pradesh Police had arrested him six months ago on charges of assisting the Maoists and working as a militant.

The central committee of the CPI-Maoist at a recent meeting has decided to raise "action teams" in all States dominated by them to target political leaders and workers, a Union Home Ministry official said quoting intelligence inputs. He said the Maoists were planning to launch the attack in both rural and semi-urban areas in West Bengal, Jharkhand, Orissa, Chhattisgarh, Andhra Pradesh and Maharashtra. "Apprehending threat, many political leaders in the areas dominated by the Maoists have started resigning from their respective political parties," the official said. Besides, the policy-making body of the CPI-Maoist also directed its cadres to target any vehicle used by security personnel even if civilians travel along with them, he said.

He said, “We shall be in a position to give a final figure only once all the troops returned to the camp.” “We also lost a CRPF officer, Assistant Commandant Gulati, in the ambush,” said another source in CRPF intelligence, adding that “the toll was expected to rise.” Meanwhile, Chhattisgarh Director General of Police Viswa Ranjan said on June 30 (today) that around 15 Maoists may have been killed in the encounter that followed the ambush but the bodies of the Maoists have not been found. About 70 CRPF personnel were conducting a Road Opening Operation (ROP) on foot on the Narayanpur-Orcha road when the attack occurred. At least two critically injured Policemen were evacuated to Jagdalpur by helicopter. Sources said the attack took place near a hilly stretch known as the Jhadha Ghati, three kilometres from Dhudhai. According to a PTI report, Maoist fighters opened fire from a hilltop as the soldiers were returning from their patrol. “A large number of Maoist fighters surrounded the rear section of the CRPF party and opened fire,” said a source. The Narayanpur-Orcha road is considered the gateway to Abujhmad, a 4000-square kilometre forested area that has been declared a “liberated zone” by the Maoists. Local journalists in Narayanpur said the attack occurred in the backdrop of a two-day five-state bandh (shut down) beginning June 30 (today) called by the Maoists.

These exclude the 48-hour bandh called by them from June 29-midnight against "anti-people policies of the Central government". According to figures compiled by the Bihar Police, the State during the past six months saw bandhs called by the Maoists on 38 days. In terms of hours - the Maoists usually give call for 24, 48 or 72 hours - they enforced bandh for 912 hours from January to June. The Maoists called bandh for four days in three phases in January, for six days in four phases in February, for six days in three phases in March, for a day in April and for 10 days in four phases each in May and June. An unnamed railway official estimated losses to the tune of a whopping INR 10 crore due to Maoist attacks on the railways' properties on each bandh day. A somewhat similar loss is incurred by the State Government, an unnamed Government official said and explained the Maoists destroyed Police pickets, school buildings, roads and bridges during such bandhs. Totalled, the loss comes to INR 740 crore, INR 370 crore each to the railways and the State Government, during the past six months.

"The toll has risen from 26 fatalities to 27," Superintendent of Police Rahul Bhagat said. On June 30, search parties located the dead body of Neeraj Kumar, a CRPF trooper, who went missing after the ambush. "The ambush occurred at 1.30 pm," Bhagat added. "We lost one assistant commandant of the CRPF, two sub-inspectors and eight head constables." The Police are yet to ascertain the exact number of weapons lost, but sources told The Hindu that "it is expected to cross 20." The sources said most of the CRPF personnel were carrying INSAS and Self Loading Rifles. Meanwhile, a company of 100 soldiers from the specialised Combat Battalion for Resolute Action (CoBRA) squad of the CRPF was deployed in the forests surrounding the Dhaudai Police Station, where the incident occurred, as combing operations intensified in Narayanpur District. Rammohan, a former Director General of Border Security Force (BSF) told IANS. Rammohan said on June 30, "They want weapons. During the course of my inquiry into the (April 6) Dantewada ambush, I had told the Police authorities in New Delhi and Raipur that the Maoists may unleash fresh attacks. The primary reason for Tuesday's [June 29] attack was snatching weapons from the Security Forces. Earlier, the Andhra Pradesh unit of the Maoists got some AK-47 rifles from the LTTE (Liberation Tigers of Tamil Eelam). Some of these might have reached the Chhattisgarh Maoists. They had also got some grenades from the Nepal Maoists. But now, all their sources appear to have dried up. That is why they are attacking the Security Forces to procure weapons. He also noted that 'the case of the Maoists in central India is a peculiar one'. "Kashmiri militants get weapons from Pakistan while the northeast ultras get it from China and Bangladesh. With no international arms channels or bazars nearby, the Maoists have to rely on attacks on Security Forces and pilferage to acquire weapons," the former BSF chief said.
