According to official sources, left-wing extremists, Naxalites of the People’s War Group (PWG) blew up the house of State’s Cooperation Minister and a police outpost in Malkangiri district, on December 1 night. Official sources said, approximately 40 Naxalites raided the police post at Poteru market and triggered off a dynamite blast. No one was injured as the police personnel were made to vacate the premise at gunpoint. Naxalites then went to Minister’s house and forced the occupants to come out. A dynamite blast was set off there as well. The Minister was not at home at the time. The Minister, speaking to the media, said that he had been in the Naxalites ‘hit list’ for quite some time. He added that now he feared a ‘greater danger’ to his life.

The attacks were reportedly to mark the first anniversary of the formation of People’s Guerrilla Army (PGA). In the first incident, approximately 50 Naxalites attacked the police station at Koyyuru in Visakhapatnam district. They also blasted claymore mines during the attack. The police repulsed the attack by using grenades and other sophisticated weapons. In another incident, in the same district, approximately 40 Naxalites launched an attack at the GK Veedhi police station. Security forces promptly returned the fire and the Naxalites were forced to retreat. While retreating, Naxalites blasted a telephone exchange and Coffee Research building at RV Nagar.

The government has sounded an alert across the State and further fortifications of police stations in the Naxalite-affected areas has been ordered. speaking in Hyderabad on December 1, Chief Minster N Chandrababu Naidu, said that his government would give top priority to training and other facilities for the police so that they become more efficient to tackle Naxals. He added that the government would extend all help to the police force for acquiring sophisticated communication equipment and weapons to wipe out Naxalites from the State.

The Karnataka government has sounded an alert in the districts bordering Andhra Pradesh in view of the recent spurt in violence unleashed by left-wing extremists, Naxalites of the People’s War Group (PWG). The State Home Minister, while speaking to the media in Gulbarga on December 2, said the district administration and the police authorities of Gulbarga, Bidar, Bellary, Raichur, Tumkur, and Kolar have been asked to be on high alert against possible attacks on police stations and installations in border villages and towns by the PWG members. The Government would convene a meeting of deputy commissioners, chief executive officers of zilla panchayats and superintendents of police in Bangalore to discuss the situation. Senior officials of the Government including the Chief Secretary and the secretaries of major departments would attend the meeting.

In a massive operation to flush out left-wing extremists, Naxalites of the People’s War Group (PWG) and the Maoist Communist Centre (MCC) from Midnapore district, the Eastern Frontier Rifles and the Special Task Force arrested 17 Naxalites on December 3. The operation was conducted in the forests of Belpahri, Baspahari, Goaltore, Salboni and Bhulabheda. These outfits along with all their formations and front organisations, have been declared ‘terrorist organisations, under the provision of Clause (A) of Sub-section 2 of section 18 of POTO with immediate effect. This decision takes the number of outfits banned under the POTO to 25. According to official sources, the action against the PWG comes in the wake of its recent high-impact attacks, mostly in Andhra Pradesh and sporadic violence in Orissa, Bihar, Jharkhand and Chhattisgarh while, inputs from Bihar suggested that the MCC was reportedly planning to step up violence there. The Andhra Pradesh government, which has already banned the PWG, has been pressing the Union government for quite some time for a nationwide ban on the outfit.

They executed three persons after four hours of ‘public trial’ on charges of misusing the outfit for monetary gains. Media reports said that approximately 5,000 persons, including some government officials and media persons were present on the occasion. Earlier, the MCC reportedly issued appeals through the public address system and put up posters in 20 adjoining villages, asking the people to assemble at the Bhagwanpur market place for the ‘trial’. They also reportedly directed government officials to be present and ordered schools to be closed. After the ‘trial’, the MCC ‘commander’ said that more such ‘open courts’ would be held and warned that those working against the Naxalites would meet the similar fate. The issue was also raised in the State Legislative Assembly where leader of the opposition alleged that the Naxalites were having a free run and the government law and order machinery had collapsed. The State Home Minister Nand Kumar Patel said the three victims were also Naxalites and were involved in several crimes, including two robbery cases on December 7.

The decision to convene the meeting was taken in the wake of the recent ban on two Naxalite outfit the Peoples’ War Group (PWG) and the Maoist Communist Centre (MCC) under the Prevention of Terrorism Ordinance (POTO). This will be the seventh meeting of the Coordination Centre, headed by Union Home Secretary Kamal Pande and comprising the chiefs of police of Andhra Pradesh, Madhya Pradesh, Maharashtra, Chhatisgarh, Jharkhand, Bihar, Orissa, Uttar Pradesh and West Bengal. Official sources said, besides taking stock of the situation in the wake of recent upsurge of Naxall violence in Andhra Pradesh and Orissa, the meeting would go into the action taken by the affected States against the PWG and MCC. The statement also threatened that a "peoples’ war" would be launched against such "draconian measures". The statement, which was circulated in several newspaper offices in Patna, added that anti-terrorism had "become a pretext to launch systematic attacks on people of the country to serve the interest of imperialism, feudalism and comprador bureaucratic capitalism." The encounter took place near the Hanumakonda police station where the Naxalites had triggered an explosion on December 24 night in which four persons were injured. Official sources said the incident took place when the police, who launched a massive manhunt to arrest the Naxalites responsible for the December 24 blast, came across seven Naxalites taking shelter near a hill. The police asked them to surrender, but the Naxalties hurled a bomb and opened fire forcing the police to retaliate. In the ensuing encounter, four Naxalites were killed while three others managed to escape. Three of the encounter victims have been identified as G Chandrasekhar, a teacher in a Government school, B Surender, cleaner in a local ESI hospital, and auto driver B Shankar. It is perhaps for the first time in the history of the Naxalite movement that two Government employees, including a teacher, have been killed by the police in encounter. The family members of the teacher, however, alleged that they have been killed in a fake enounter. On the other hand, the District police chief claimed that the teacher has been an activist of the PWG and two cases were pending against him in connection with the killing of two police personnel. Moreover, he was also functioning as a courier for some top leaders of the PWG, the police chief said.

The Union Home Ministry also reportedly directed the States to fully use the funds available for modernisation of police forces and for security-related expenditure. The decision was taken after a meeting of the Coordination Centre represented by chief secretaries, home secretaries and police chiefs of Andhra Pradesh, Madhya Pradesh, Maharashtra, Bihar, Orissa, Chhhattisgarh, Jharkhand, Uttar Pradesh and West Bengal. The meeting was held in New Delhi in the wake of a series of Naxalite attacks over the past two months. The meeting also took stock of the measures in place to prevent the infiltration of Nepal’s Maoist insurgents into India and chalked out an elaborate counter-action plan to prevent the Naxalite groups from carving out a ‘compact revolutionary zone’. This zone envisages declaring a stretch of area running from Nepal to Andhra Pradesh as a ‘liberated zone’.

According to police sources, Naik, who represented Devarakonda constituency in Nalgonda district, was attacked by a five-member group of Naxalites when he went to Maddimadugula village to attend a fair. He died on the spot, the police said. The attack took place in the presence of Naik’s wife and other members of his family. His security guard was seriously injured in the attack.

The Special Task Force (STF) of Bihar police killed two left-wing extremists, Naxalites of the Peoples’ War Group (PWG), in encounters at two different places in the Adhura hills, Kaimur district, on December 30. In the first encounter, a PWG Naxalite was killed in Mukuawa village while the other Naxalite was killed in Dhankhop village. According to police sources, the STF also recovered some arms and ammunition from the encounter sites. STF detachments were pressed into service to comb the area following a meeting of senior police officials of Bihar and Uttar Pradesh in Chandauli (UP) on December 28 to discuss measures for countering the Naxal violence in the area.

Andhra Pradesh Director General of Police HJ Dora, while speaking to the media in Hyderabad on December 31, said, despite an increase in the number of murders committed by left-wing extremists, Naxalite outfit the Peoples’ War Group (PWG), in the year 2001, Naxal violence registered a decline by about 30 per cent and the ‘continuing military successes’ of the police have forced the PWG to effect a major strategy change of retreating into the forest areas. The total number of offences committed by the Naxalites stood at 788 (including 188 murders) in 2001 as against a total of 867 offences (including 124 murders) in the preceding year. "Year 2001 has been very difficult for us. But we have many major successes during the year,'' he said. The police chief also pointed that with the police maintained relentless pursuit the PWG had been forced to retreat into the forest areas leaving the plains and the semi-forest areas. Dora said the PWG was now concentrating more on the military training of its cadre, rather than on their political education. "This made us to revise our strategy and we have succeeded in engaging the People's Guerrilla Army platoons 15 times, thrice each in Adilabad, Nizamabad and Karimnagar and six times in Warangal,'' Dora said.

According to the district police chief, the incident took place when a police team assisted by the Central Reserve Police Force (CRPF) surrounded the Naxalites.
