Outlawed Ranvir Sena (a private army of landowners in Bihar) chief Brahmeshwar Singh said at a press conference in Patna on May 7 that his outfit planned to extend operations to Jharkhand. Singh, who is said to be the mastermind behind many massacres in Central Bihar, claimed the Ranvir Sena had no dearth of men and weapons, including the sophisticated AK-47. Central Bihar has been witness to armed confrontation between the Ranvir Sena and left-wing extremist, Naxalite groups like the Maoist Communist Centre (MCC) and the People's War Group (PWG). Singh claimed his outfit had so far 'freed' over 35,000 acres of land from the economic blockade imposed by Naxalites. Warning the Naxalite groups, he said, if the Naxalites committed one act of violence, the Ranvir Sena would retaliate with three. He claimed that the Naxalites, scared of the Ranvir Sena, had fled to Jharkhand. "But we have a unit in Jharkhand as well, and we are concentrating on the new state to take on these lambs who have disguised themselves as lions," Singh said.

The Bihar government has reportedly envisaged a plan for the surrender and rehabilitation of left-wing extremists, Naxalites. State Chief Secretary Mukund Prasad, while talking to newsmen on May 16, said most of the extremists had become outlaws due to social discrimination. He stated that the reward money announced for Naxalite leaders would be diverted for the rehabilitation of those willing to surrender with their associates. He stated that the scheme would be flexible and it would be a 'different kind of surrender' being worked out. The proposal was mooted in the light of the experience in Andhra Pradesh State, which has already announced incentives for Naxalites willing to surrender.

According to media reports, the Army and Union intelligence agencies have reportedly unearthed a plan of Pakistan's Inter Services Intelligence (ISI) to convert North Bengal into a trouble spot so that the Indian Army would have to maintain round-the-year heavy deployment in the region. This is believed to be a part of a broader plan to create unrest in the insurgency-prone Northeast region of the country. One of the conduits in this plan, it is believed, is Gorkha Liberation Organisation (GLO) chief Chhatre Subba, now in police custody. Investigations revealed that the GLO leader was selected to create disturbances along the Siliguri corridor. The game plan reportedly was to convert the entire area from Arunanchal Pradesh to North Bengal into a combat zone. It was also revealed that the former first secretary at Pakistan's Embassy in Kathmandu, Mohammad Arshad Cheema, had met Chhatre Subba and discussed the destabilisation plan in detail. This meeting reportedly took place during Subba's stay at Elam in East Nepal. He was then under the protection of left-wing extremist, Naxalite outfit, the Maoist Communist Centre (MCC).
