According to media reports, the People’s War Group (PWG) has warned Member of Parliament K Yerram Naidu, Member of the State Legislative Assembly (MLA) RP Bhanj Dev and former MLA Nimmaka Jayaraj against neglecting the welfare of tribals. In an interview with media persons in the hill ranges of Gummalakshmipuram of Vizianagaram district, a PWG leader said, ‘‘We are not going to spare even the MLAs and MPs if they ignore the welfare of the tribals.’’ Threatening to eliminate ‘enemies of people’, he advised non-tribal landlords living in tribal areas to ‘vacate’ the agency areas immediately. He also demanded the closure of Integrated Tribal Development Agencies (ITDAs), Girijan Cooperative Societies and Vana Samrakshana Samithis as ‘they failed to protect the interests of tribals’.

The Committee of Concerned Citizens (CCC), which is involved in the initiation of a dialogue between the State government and left-wing extremist, Naxalite outfit the People’s War Group (PWG) has invited political parties for a discussion on the need to reduce violence in the Naxalite affected areas. The meeting will be in Hyderabad on August 3. This exercise assumes significance as the State government and the Naxalites have responded to the CCC’s call for negotiations. But, both of them imposed their own conditions for commencing negotiations. While the PWG demanded that the ban in force on it should be lifted, ‘encounters’ stopped and police officials involved in ‘encounters’ punished, State Home Minister Devender Goud said the extremists would have to first lay down arms. The CCC has urged both the sides not to do anything to vitiate the developing of a conducive atmosphere for cessation of armed activities and commencement of a dialogue.

According to official sources, left-wing extremists Naxalites of the People’s War Group (PWG) and the Maoist Communist Centre (MCC) killed three persons and inured police personnel in separate incidents in Jharkhand, on August 6. In the first incident, the PWG Naxalites killed two persons at Jarhi village, Garhwa district. Police sources said the incident took place when about 30 Naxalites dragged the victims out of their homes, took them to the local market and shot them dead. The Naxalites also reportedly left behind a handwritten note accusing the deceased of being police informers. In another incident, MCC Naxalites ambushed a police party in Chilgo forests near Bokaro. A guard-cum-jeep driver was killed and one police personnel seriously injured in the encounter, which continued for about four hours.

On August 6, four left-wing extremists, Naxalites of the Communist Party of India, Marxist-Leninist, CPI-ML (Janasakthi) were killed in an encounter in the Rudrangi forest in Chandurthimandal. Police sources said the encounter took place when a police party on a combing operation came across eight Naxalites in the thick forest area. On seeing the police, the Naxalites opened fire. Four of them were killed in the encounter. Four others managed to escape. The police also recovered some arms and ammunition from the encounter site.

According to official sources, 27 left-wing extremists, Naxalites of the People’s War Group (PWG), including ‘military platoon commanders’ and ‘deputy commanders’ surrendered before the Karimnagar police, on August 7. The district police chief, while speaking to newsmen, said this was the first time in recent times that such a large number of PWG Naxalites surrendered to police. He added that efforts were being made to give financial assistance to the surrendered Naxalites. He said the surrendered Naxalites would be rehabilitated. The Officer on Special Duty (OSD) said, this year, till date, Rs 96.52 lakh had been given away to 20 persons as rehabilitation.

This decision was taken following Naxalite attacks on two police stations in Orissa on August 9. Police sources maintained that the attack was mainly the handiwork of the Naxalites based in Andhra Pradesh. This has highlighted the need for closer cooperation among the police forces in Naxalite-affected States.

The State Home Secretary, T K Mishra, speaking to newsmen in Bhubaneswar on August 21, said the issue of ban on the PWG would be raised by the State Police chief in the conference of the heads of Police departments of different States in New Delhi in the month of September 2001. He said, "A Central ban on the PWG was necessary because after committing crimes in one State, the Naxalites were taking shelter in the neighbouring States.'' He also stated that in the eventuality of the Union government not imposing a ban, the State government would ban the PWG on its own. Reports said a fierce encounter ensued between the police and the Naxalites. However, there were no reports of any casualty or injury. In a joint statement released in Patna on August 30, two left-wing extremist groups, Naxalite outfits, the Maoist Communist Centre (MCC) and the People’s War Group (PWG) expressed their resolve to end their conflict. According to media reports, the decision was taken by the two organisations during a two-day meeting held at a secret place on August 23 and 24. The joint statement said, " The central leadership of the two outfits have taken a pledge to unite and transform the conflict into friendship". Earlier, both the outfits made separate decisions in January and March 2000 to end the conflict. The two outfits held the grassroots level activists responsible for the continuing conflict that resulted in the killings of more than a dozen Naxalites of both the outfits since the year 2000. In order to end the conflict, both the organisations have decided that a joint team, comprising at least one member each of central committee and state committee of both the groups would be formed to investigate into the killings about which the central leadership claimed they were ignorant.
