Terrorists in the Kulhan area of Doda district reportedly killed at least 22 Hindus in the early hours of May 1, today. Women and children were among the victims, initial unconfirmed reports said. The terrorists opened indiscriminate firing and also used sharp-edged weapons to kill the victims, according to Times of India. "We have sent parties to verify the details. The area is hilly and far off, it will take a while to confirm the exact details," Deputy Inspector General of Police, Lalat Indu Mohanty, said. Mohanty informed that initial reports suggested the victims were Hindus, though their exact number was not known. No terrorist outfit has claimed responsibility for the killing thus far.

With nine more bullet riddled dead bodies of the civilians, held hostage by the terrorists from Lolan Galla in the Basantgarh area of Udhampur district recovered on May 1-afternoon, all 13 civilians, abducted a day earlier, have been killed by the captors. As reported, four dead bodies were recovered on April 30-evening. Three brothers of one family and two brothers of another family were among those killed in the incident. The Udhampur killings and the massacre at Kulhand in Doda district (where 22 Hindus were killed) were executed by foreign mercenaries of the Lashkar-e-Toiba (LeT) outfit, Inspector General of Police (Jammu), Shesh Pal Vaid, told the Daily Excelsior.

The strike was reportedly complete in Jammu City, its peripheries and outskirts, Udhampur, Kathua and Doda districts. All shops, business establishments, educational institutions, banks and many Central and State Government offices remained closed in Jammu City in response to a strike call given by the Bharatiya Janata Party and several other organisations. India and Pakistan agreed on May 3 to launch the second bus link between two parts of divided Jammu and Kashmir next month and start a cross-Line of Control (LoC) truck service in July. The bus service between Poonch and Rawalakot in Pakistan occupied Kashmir (PoK) will be launched from June 19. This will be the second bus link across the LoC after the Srinagar-Muzaffarabad service launched on April 7, 2005. Initially, the Poonch-Rawalakot bus service will be operated on a fortnightly basis, a Joint Statement issued after the two-day official-level talks in New Delhi said. The procedures, documentation and modalities for the Poonch-Rawalakot bus service will be the same as for the Srinagar-Muzaffarabad bus service, it said. In the first half of July 2006, the truck service will be started on Srinagar-Muzaffarabad route, a move aimed at promoting trade relations between two parts of divided Jammu and Kashmir.

"We plan to approach Interpol to issue red card notices against top militant leaders, including chairman of United Jehad Council and supermo of Hizbul Mujahideen Syed Salahuddin and Lashkar-e-Toiba chief Hafiz Mohammad Saeed now in Pakistan," said Kumar. He also said the wanted leaders also included JeM chief Maulana Masood Azhar and Al-Umar Mujahideen chief Mushtaq Ahmed Zargar. "The legal offensive against the militants has already been set in motion and once the process is completed we will approach Interpol to issue red corner notices against them," Kumar added. However, Rajendra Kumar said the process is very complex and time-consuming and "we are seeking support from the Union Home Ministry and other security agencies and police forces across the country." The United Jihad Council (UJC), an alliance of Pakistan-based terrorist groups, termed talks with India futile and warned the moderate All Parties Hurriyat Conference (APHC) that “fruitless talks” with India would spoil Kashmiris’ sacrifices. “Kashmiri politicians who have pinned their hopes on the Delhi Durbar about the (solution to the) Kashmir issue are wasting (their) time. They have not learnt any lesson from fruitless talks of the past 55 years,” a press release issued by the UJC in Muzaffarabad said. Noting that time had come to establish "credible mechanisms" to carry on the dialogue process with various sections in J&K, he said that setting up of the Working Groups was the "best way to move forward and ensure that the views of different segments are incorporated." Dr. Singh also said the Government was ready to look into the issue of troop reduction in J&K if militancy comes "under control". Stating that troops are in the State "to protect the life and liberty of our citizens", he responded to a question on possibility of reduction of troops by saying that "if the basic cause for their presence is removed, we can consider all these options." On the issue of alleged human right violations by the security forces, he said "our armed force is not an armed force of occupation.... They have a proud record, though there could be some aberrations, but these aberrations cannot be allowed. There should be zero tolerance for human rights violations for all our security forces." Referring to the outcome of the Roundtable boycotted by separatists, the Prime Minister said "this conference gives me hope and confidence. I think I see the light at the end of the tunnel. If all these gentlemen put together their wisdom, knowledge and experience, we will have a constructive outcome."
