A ‘District Commander’ of the Hizb-ul-Mujahideen (HM) outfit, Shafi Parray, was arrested in the Budgam district. Separately, self-styled Divisional Commander of the HM, Fayaz Ahmad Dar alias Saleem Khan, was arrested from Sopore in the Baramulla district. An AK rifle, a wireless set, three grenades, one UBGL with seven grenades, a pistol, a passport and a stamp of HM was recovered from him.

Security force (SF) personnel shot dead two cadres of the Harkat-ul-Jihad-al-Islami, ‘section commander’ Ashraf Ahmed Malik alias Khalid Zubair and Izaz Ahmed, at village Kochal in the Doda district on August 2, according to Daily Excelsior. According to Daily Excelsior, the Kulhand massacre accused, Ashraf Ganai, who was trapped in a gun-battle with the troops at Gundana in the Doda district, managed to escape along with his three associates overnight. A total of five terrorists, including Ganai, were trapped in the encounter since August 3-afternoon. One terrorist, identified as Abu Zubair, was killed along with a soldier, Subash Chander. Zubair was the mastermind of the killing of 18 Hindus at Kulhand on May 1.

"On the Kashmir issue, Islamabad cannot take a u-turn. Kashmir is an indigenous movement. Pakistan is a party to it. It is Pakistan's responsibility to provide every kind of support to the movement-although until now it has been giving it diplomatic, moral and political support. We want Pakistan to initiate a military intervention in Kashmir," he said, in an interview to The Friday Times from Pakistan occupied Kashmir. He claimed India has realised that militancy could spread to other parts of the country if the Kashmir issue is not resolved soon. "One year, five years, ten years or hundred years... Time doesn't matter in freedom movements. India has realised that if Kashmir is not resolved soon, militancy will spiral out of Kashmir and spread to other parts of the country," he said. However, Salahuddin denied the group's involvement in the Mumbai serial blasts of July 11, 2006. This is for the first time that a minority community militant has been killed in the region though a couple of them had been arrested earlier, the newspaper added. The duo was identified as ‘area commander’ Kuldeep Kumar alias K K Sharma alias Kamran alias Waqar, a resident of Zihand in Doda, and Abdul Latief alias Khalid Kashmiri, a resident of Srinagar. One rifle, one magazine, two rounds and one grenade were recovered from his possession, according to Daily Excelsior. A Lashkar-e-Toiba (LeT) cadre was also killed by the SFs at Marwah in the Doda district, Mohanty added. He identified the slain terrorist as Dilshad Ahmed (code name Tallah). One AK-56 rifle and one magazine were recovered from him.

The terrorists’ plot to strike at DC Colony, housing top officials of the police and civil administration, in the next few days has been foiled with the arrests. Three terrorists, Amzad, Mohammed Javed and Gulzar, were arrested from the house of Mohammed Rafeed in Ward No. 2 of Rajouri. The fourth, who was arrested from Rajdhani in the Manjakote area of Rajouri district, has been identified as Mohammed Mushtaq. Police are reported to have unearthed terrorists’ plans to use mobile phone for detonating Improvised Explosive Devices (IED) to target security forces. Director General of Police Gopal Sharma said two such devices, which can trigger IED explosions using mobile phones, were recovered by police while investigating the recent upsurge in terrorist-related violence in the Kashmir Valley. On August 8, a car-bomb was detected on airport road. The car was fitted with an IED having a circuit that would have been triggered by a mobile phone call, he said. Sharma said it was for the first time that explosives, which can be detonated by use of mobile phones, have been recovered from anywhere in the country. Explaining the functioning of the IED, he said a call is made from anywhere on the mobile phone attached with the IED circuit and after the call is through, a specific code number assigned to each circuit is dialed by the caller to trigger the explosion.
