The incident occurred starting with a gun fight between Kuki militants and village volunteers. On learning about the heavy exchange of fire, people from Kakching and adjoining areas came out and joined and gathered in front of an Assam Rifles barricade. In their attempt to drive back the huge crowd of protesters, Assam Rifles first started firing tear gas shells and later started opening fire, inflicting bullet injuries to civilians. 60 others including three Assam Rifles troopers sustained injuries in the incident, reports Northeast Now.

On September 8, two Kuki militants and a United Liberation Kuki Front (UKLF) militant, identified as Paogelian, were killed in a gunfight between Kuki militants, Security Forces (SFs) and village volunteers at Pallel in Kakching District of Manipur, reports Imphal Free Press. Three commando personnel of Kakching District Police identified as Mohammad Riyaj Khan, H Gunamani and Athokpam Thoithoi, one Indian Reserve Battalion (IRB) personnel identified as Somorjit Salam and an Army officer sustained injuries. Eight civilians injured in the incident were identified as Mutum Tampha, Langpoklakpam Bino, Hidam Inaotombi, Longjam Sumati, Longjam Thamila, Longjam Yumjang, Mayanglangbam Shyamsundar and Khangembam Purel. SATP had earlier reported two fatalities in this incident on September 8.

An NIA spokesperson said, “Investigation so far has revealed that in furtherance of the conspiracy hatched by the leadership based in Myanmar…proscribed terrorist organisations are recruiting OGWs [over ground workers], cadres and sympathisers to augment the strength to carry out attacks on security forces and opposing ethnic groups by exploiting current unrest in Manipur. On September 27, the Manipur Government extended the imposition of the Armed Forces (Special Powers) Act (AFSPA) in the whole State — except in the jurisdiction of 19 Police Stations in seven Districts of the Imphal Valley — for another six months, reports The Hindu. The State government’s notification maintaining this “status quo” is applicable from October 1. It comes despite the army’s demand for the re-imposition of AFSPA in the valley Districts, arguing that its absence had hampered operations against insurgent groups. The Police Station areas where the Disturbed Areas Act has not been imposed are Imphal, Lamphel City, Singjamei, Sekmai, Lamsang, Pastol, Wangoi, Porompat, Heingagng, Lamlai, Iribung, Leimakhong, Thoubal, Bishnupur, Nambol, Moirang, Kakchin and Jiribam. The Army and Assam Rifles cannot operate inside the areas under the 19 Police Stations without the consent of the State Police.
