On November 7, at least 12 persons including two Manipur Police personnel sustained injuries in coordinated attacks by heavily armed Kuki militants upon Meitei villages at different places in Kangpokpi, Imphal East and Imphal West Districts of Manipur, reports The Sangai Express and Northeast Now. Two Commandos of Manipur Police and four women were among eight persons, who sustained bullet injuries, when Kuki militants opened unprovoked firing from the hilltop of the Kangchup along the inter-District border of Kangpokpi and Imphal West Districts in Manipur. In another attack, Kuki militants opened fire at Kangangband and Koutruk Villages under Imphal West District in Manipur injuring two villagers. Kuki militants also attacked the villagers of Maphou Dam and Ithan Moirangpurel in Imphal East District of Manipur. Two village volunteers in these villages were hit by bullets. Nine of the injured persons have been identified as Village Defence Force (VDF) personnel Mutum Basanta, security escort of Deputy Inspector General of Police (DIG) Range 1, Naorem Kishan, Mutum Amarjit, Laitonjam Thangal Meitei, Laishram Premchand, Laichombam Ibemcha, Sorokhaibam Saranjit, Khundrakpam Somorjit Singh and Khuraijam Nanao Singh.

On November 13, the Union Ministry of Home Affairs (UMHA) declared nine Meitei extremist organisations of Manipur as “unlawful associations” under the Unlawful Activities Prevention Act (UAPA) for a period of five years, reports Northeast Now. The nine Meitei groups from Manipur to be banned are “the Peoples’ Liberation Army (PLA) and its political wing, the Revolutionary Peoples’ Front (RPF), the United National Liberation Front (UNLF) and its armed wing, the Manipur Peoples’ Army (MPA), the Peoples’ Revolutionary Party of Kangleipak (PREPAK) and its armed wing, the ‘Red Army’, the Kangleipak Communist Party (KCP) and its armed wing, also called the ‘Red Army’, the Kanglei Yaol Kanba Lup (KYKL), the Coordination Committee (CorCom) and the Alliance for Socialist Unity Kangleipak (ASUK) along with all their factions, wings and front organisations”. According to the notification, these nine Meitei groups have been banned for allegedly “engaging in activities prejudicial to the sovereignty and integrity of India.” These groups have been declared unlawful associations to curb their “secessionist, subversive, terrorist and violent activities.”

On November 28, an information revealed by the Manipur Government to a Supreme Court appointed committee headed by former Chief Justice of Jammu and Kashmir (J&K) High Court, Gita Mittal stated that of the 166 civilians killed in the Manipur violence till October 7, 98 have been identified as members of the Kuki-Zo community while 67 hailed from the Meitei community, The Sangai Express reports. In addition, one woman was from the Naga community. In all, 19 women from both communities (Kuki-Zo and Meitei) were killed in the ethnic violence till October 7. Data also shows that most of those killed were in the age group of 30 to 40 years while five were minors, including a seven-year-old boy.
