An encounter took place between Security Forces (SFs) and cadres of the Communist Party of India-Maoist (CPI-Maoist) in the forests near Bhalu Diggi village at Kulhari Ghat in Gariaband District of Chhattisgarh on August 1, reports etvbharat.com. SFs comprising the Police and Central Reserve Police Force (CRPF) personnel launched a raid on a Maoist camp. Seeing the SFs, the Maoists opened fire, leading to an exchange of fire between the SFs and Maoists. After which, seeing the SFs dominating, the Maoists ran away, leaving the camp. During the search of the area, some essential materials belonging to the Maoists were seized by the Police from the Maoist camp.

National Investigation Agency (NIA) on August 1, arrested a person, identified as Salman, following raids from Hyderabad District in Telangana, in connection with the unlawful activities of a terrorist module with allegiance to Hizb-ut-Tahrir (HuT), operating in Bhopal and Hyderabad Districts, taking the number of arrested accused to 17 in the case, reports NIA. Incriminating digital devices, including hard disks, pen drives, Secure Digital card (SD card) etc., along with various documents were recovered during the searches. "Salman was an active member of Hyderabad-based module of HuT, which was led by an already arrested accused Salim. Salim, along with Salman and four other arrested accused of Hyderabad module, was operating to expand the outfit with an aim to establish a Caliphate based on Shariat," NIA statement reads.

The districts where these searches took place include Moga, Barnala, Kapurthala, Jalandhar, Hoshiarpur, Tarn Taran, Ludhiana, Gurdaspur, Shaheed Bhagat Singh Nagar (SBS Nagar), Amritsar, Muktsar, Sangrur, Patiala, Sahibzada Ajit Singh Nagar (Mohali) in Punjab and Sirsa in Haryana. On August 1, National Investigation Agency (NIA) and Counter Intelligence Kashmir (CIK) of Jammu & Kashmir Police (JKP) raided multiple locations in Bandipora, Srinagar, Shopian, Anantnag, Awantipora, and Pulwama Districts in connection with terror links and terror-funding cases, reports Daily Excelsior. NIA stated the involvement of some Valley-based Non-Governmental Organisations (NGOs), trusts and societies in funding of terror-related activities, which was being probed in the case. “Some NGOs, both registered as well as unregistered, have been collecting funds domestically and abroad under the cover of doing charity and various welfare activities. But some of these organisations have developed links with proscribed terror organisations such as Lashkar-e-Toiba (LeT) and Hizb-ul-Mujahideen (HM),” the agency said.

On the occasion, Palimela Sub-Inspector (SI) Arun said that the cash on the posters of the Maoists was explained to the villagers. He assured them that the cash would be given to those who provided information, and their names would be kept confidential. The National Investigation Agency (NIA) arrested one more accused, identified as Mohammed Idris alias Idris, in connection with last year's Islamic State (ISIS)-inspired car bomb blast case of Coimbatore, in which the prime accused was killed in the terror explosion triggered by a vehicle-Borne Improvised Explosive Device (VBIED), reports NDTV on August 2. Idris, a resident of Coimbatore, was arrested for conspiring with other accused persons to commit the terror attack, which took place in front of the ancient Arulmigu Kottai Sangameshwarar Thirukovil temple at Eswaran Kovil Street, Ukkadam in Coimbatore on October 23, 2022. The case was initially registered by Ukkadam Police Station in Coimbatore City and subsequently handed over to NIA, which re-registered it October 27, 2022.

The Naxal [Left Wing Extremism, LWE] violence incidents and resultant deaths have been reduced by 77 percent and 90 per cent, respectively, in 2022, the government told the Lok Sabha (Lower house of Parliament) on August 1, reports msn.com. The improved scenario is also reflected in the number of districts reporting violence, which has come down from 96 in 2010 to 45 in 2022, Union Minister of State for Home Nityanand Rai said while responding to the queries of members. Bhadrachalam Assistant Superintendent of Police (ASP) said that the ‘militia’ members, who belonged to the Kanchala Rasapalli Revolutionary People's Committee (RPC) ‘militia’ committee of the CPI-Maoist, were arrested during a joint search operation carried out by Cherla Police, Special Party Police, and jawans (troopers) of the Central Reserve Police Force (CRPF). In a statement released to the media in Bhadradri Kothagudem District of Telangana on August 5, Maoist Telangana State Committee ‘spokesperson’ Jagan and Dakshin Bastar Division Committee ‘secretary’ Gangal said people from three Panchayats (village level local self-government institutions) of the ‘Janatana Sarkar’ (people’s government of the Maoists) participated in the meeting voluntarily. A memorial built in honour of deceased Maoist leader Katakam Sudarshan aka Anand, was inaugurated during the meeting. In the supplementary chargesheets, the NIA named three members of the Bishnoi gang, including Lakhbir Singh, alias Landa of terror outfit Babbar Khalsa International (BKI), and nine members of the Bambiha gang, including Sukhdool alias Sukha Duneke, Chhenu Pehalwan, Daler Kotia, Dinesh Gandhi, Sunny alias Vikram, and four others (name not stated), an NIA spokesperson said. During the raid in the Adhaura Forest area, the Police recovered ready and semi-made firearms, equipment and material used in manufacturing guns, pistols and bullets along with Maoist pamphlets, incriminating literature and receipt books, officials said. Gaya senior superintendent of police (SSP) Ashish Bharti said Mishra and Yadav were arrested in an operation conducted on a tip that Mishra was in Jarhi Tola village under Tikari block of the district to meet a relative. According to Police records, Pramod Mishra hailed from Kasma village in Aurangabad District and joined the Maoist Communist Centre of India (MCC) in the early nineties. He was elevated to the central committee of the CPI-Maoist which was formed in 2004 after the merger of the MCC and People’s War Group (PWG). In 2007, he was made a member of the CPI-Maoist ‘politburo’ and became the in-charge of its operations in Delhi at the 9th Party Congress and was believed to have played an important role in expanding the outfit’s base in Delhi, Haryana, Punjab, Jammu and Kashmir. His name also figured in the United States Country Report on Terrorism in 2006. Gadchiroli Superintendent of Police (SP) Nilotpal said, “The Gadchiroli police had received intelligence inputs on August 15 night about the presence of a Naxalite [Left Wing Extremist, LWE] camp of Sandra LOS (local organisation squad) and other such formations in the north of Bhopalpatnam in Chhattisgarh’s Bijapur district along the border of the two states. While the joint team was combing the area late Wednesday (August 16), Naxalites opened indiscriminate fire on the police, who retaliated. The Madhya Pradesh cabinet, on August 22, approved the state's first Communist Party of India-Maoist (CPI-Maoist) Surrender, Rehabilitation-cum-Relief Policy 2023, reports Deccan Chronicle. Under the policy, the surrendered Maoists will get INR 500,000 or the money equivalent as a reward for their arrest, whichever is higher. If they are unmarried, they will be given INR 50,000 each for the wedding. They will also be given INR 150,000 each to build their house. If a Maoist surrenders with a weapon, he or she will be given an additional incentive ranging from INR 10,000 to INR 40,000. They will also be eligible to get INR 150,000 for professional training to start their business. Furthermore, families of surrendered Maoists will have access to benefits under the Ayushman Bharat Yojana and Food Assistance Scheme. The surrendered Maoist who helps in the elimination of a Maoist will be recommended for the post of constable in the Police department. For those affected by Maoist violence, provisions include an INR 1.5 million payout to the victim’s family in case of a citizen’s death due to violence, INR 2 million for the family of deceased security personnel, and INR 400,000 for physical disabilities. If a citizen dies in Maoist violence, the bereaved family will receive a Class III or IV job opportunity. Additionally, the cabinet has sanctioned higher allowances for Police officers and employees, along with an increase in dearness relief for state government pensioners and family pensioners effective from July 1, 2023.

DGP Singh said the border security grid is “much stronger than ever” with the addition of “new elements” to scuttle any attempt from Pakistan to push terrorists and smuggle arms and narcotics. “A number of encounters took place on the borders (in the recent past) which is a proof of the presence and alertness of our forces who are engaging them (infiltrators) at their place of choosing and neutralising them (before they manage to sneak into Jammu and Kashmir),” the DGP said. Security Forces (SFs) foiled several infiltrations attempts along the Line of Control (LoC) in north Kashmir and Poonch-Rajouri belt of Pir Panjal in the Jammu region in the recent past, killing nearly a dozen infiltrators and seizing huge consignments of arms, explosives and narcotics over the past two months. “Though the infiltration attempts are going on, we do not see an upward trend. Our border security grid is much stronger than before with the addition of new elements (to thwart infiltration attempts from Pakistan). We have already foiled 99 per cent of such attempts this year,” Dilbag Singh said, adding, “Our efforts are not only to contain terrorism but to finish it completely. Whenever an infiltration attempt is being made, whether we had prior information or not about it, our security arrangements are such that they (infiltrators) walk into our net.”

SFs had received a tip-off about the presence of rebels belonging to the Kerlapal Area Committee under the Darbha Division of the Maoists, including leaders like Chaitu, Barse Deva, and Jagdish, in the hilly forests of Gogunda, Simel, and Gatta Pal villages, said Dantewada Additional Superintendent of Police (ASP) R K Barman. A District Reserve Guard (DRG) team spotted a Maoist camp on a hill near Simel, and when the SFs were trying to encircle it, a gunfight broke out, Barman said. However, the Maoists soon fled from the spot, he said, adding that ammunition, substantial quantities of food materials, and items of daily use, along with Maoist literature, were seized from the camps. Another Maoist training camp was also found on a hill between Gatta Pal and Paria villages, and the DRG team neutralised it. "The camp was spread over an area of two acres and could accommodate 80–100 Naxals. During the search, live rounds of the AK-47 rifle, Maoist uniforms, bags, medicines, electric wires, solar panels, Maoist literature, and a huge quantity of ration materials and items of daily use were found," ASP Barman added.

On August 25, the National Investigation Agency (NIA) arrested Lingam alias Adi Lingam, a key conspirator in the alleged smuggling of drugs and arms to raise funds for reviving the banned Liberation Tigers of Tamil Eelam (LTTE) in Sri Lanka and India, reports The Hindu. Adi, who was earlier employed in a Central Armed Police Force (CAPF), had extensive connections in the Tamil Nadu film industry. Investigators alleged he was closely associated with Gunasekharan alias Guna, the prime suspect in the case who along with Pushparaj alias Pookutti Kanna and Haji Salim (a supplier based in Pakistan) was operating the illegal drugs and arms trade from the Special Camp in Tiruchi for the revival of the LTTE. So far 14 suspects have been arrested in the case registered in July 2022. The central agency said that Lingam, a resident of Chennai, acted as a benami for Guna’s illegal transactions relating to laundering the proceeds of drugs and arms trade in India and Sri Lanka. He had also forged proof of identity/address documents for members of the racket in an attempt to legitimize their illegal stay in India. “All the accused in the case were dealing actively in the illegal drugs trade in India and Sri Lanka. They were using the money earned from the drugs trade for funding acquisition and amassing of weapons for the revival of LTTE in the two countries”, an official statement said.

Officials said that on May 30, 2023, an attempt was made by four associates in a narco terror module to smuggle drugs and explosives into India from across the border fence in Poonch District. The accused persons were intercepted by the Army and arrested with arms, ammunition, Improvised Explosive Devices (IEDs) and heroin, the officials said. Sources added that upon investigation it was revealed that the group of four persons (of which one had absconded from the spot) were being supervised by key accused Mohammad Javed who was recently arrested by SIA in Delhi. “Upon technical surveillance and human intelligence, it was ascertained that Liyaqat had played an important role in planning the entire conspiracy with Mohammad Javed and other accused persons,” sources said. They added that Liyaqat had also provided material assistance in carrying out the conspiracy and assisted Mohammad Javed to abscond after the case was registered and was transferred for further investigation to the SIA Jammu on July 6.

Security Forces (SFs) comprising the Bihar Police, Special Task Force (STF), Central Reserve Police Force (CRPF) 159th battalion, and Commando Battalion for Resolute Action (CoBRA) 205th battalion seized 13,800 detonators, three Improvised Explosive Devices (IEDs), and other weapons during raids on alleged Communist Party of India-Maoist (CPI-Maoist) hideouts in the Pandara Hills area under Lutua Police Station in Gaya District of Bihar on August 30, reports The Telegraph. "We received an alert that the Maoists have hidden arms and ammunition in large quantities in the Pandara Hills area for some big destructive and violent incidents." Accordingly, a joint raiding team was constituted and dispatched," Gaya Senior Superintendent of Police (SSP) Ashish Bharti said. One section of the raiding team recovered a.303 rifle and 100 bullets in 7.62mm. It also chanced on three IEDs in a valley among the hills. The personnel destroyed the explosive devices on the spot. "The security forces chanced on two interconnected caves in the hills. They discovered five plastic sacks and a backpack while searching the caves. The sacks yielded 13,800 detonators, cordex wire (a kind of detonating cord), explosives, a black uniform, two basic phones, and two walkie-talkie sets," Bharti said.

The National Investigation Agency (NIA) arrested two absconding accused, identified as Mohammad Yunus Saki and Imran Khan alias Yusuf (from undisclosed location) wanted in a case related to the seizure of explosives and Improvised Explosives Devise (IED) from Rajasthan’s Chittorgarh District in September, 2022, as part of the Islamic State (IS)-inspired terror conspiracy of the ‘SUFA’ terrorist outfit, India Today reports on August 30. The arrested duo belongs to Madhya Pradesh’s Ratlam District. They were later presented before a NIA special court in Jaipur. The duo was actively engaged in spreading the IS ideology before their arrests from Maharashtra, NIA added in its press note. On August 31, National Investigation Agency (NIA) has seized several digital devices and incriminating materials during searches at multiple places in four states: Maharashtra, Gujarat, Karnataka, and Tamil Nadu, in connection with the conspiracy by Al-Qaeda in the Indian Subcontinent (AQIS) and Teherik-e-Taliban to recruit and radicalise impressionable youth in India in order to spread terror in the country, reports The Times of India. "A host of incriminating digital devices were recovered during the searches at three locations in Maharashtra and one location each in the other three states," said the agency. The NIA is examining the devices to track those involved in the conspiracy and thwart their efforts to destabilize the country through the unlawful and radicalisation plans and campaigns of the two terror outfits. As per the NIA, the raids were part of the NIA investigations in a case registered in April 2023 against two accused recruited earlier by these banned organisations. "The two were involved in a series of disruptive terror-linked activities, including transfer of funds abroad for the purchase of land in Afghanistan”, states NIA.

On August 31, two Sikhs for Justice (SFJ) operatives identified as Pritpal Singh alias Kaka, and Rajwinder Singh alias Kale, responsible for vandalizing Delhi Metro Property with pro-Khalistani messages scribbled on five metro stations at various locations in Delhi on August 27, were arrested by Delhi Police in Faridkot District of Punjab, reports Hindustan Times. Both persons were tracked based on the CCTV footage near the station areas while further investigation is being carried out. Suspected cadres of the Communist Party of India-Maoist (CPI-Maoist) allegedly killed an assistant constable, identified as Budhram Avalam, by slitting his throat in Duvalipara village under Gangaloor Police Station limits in Bijapur District of Chhattisgarh on August 31, reports etvbharat.com. "The deceased constable Budhram Avalam was on leave and went to his home village, Jangla. On Wednesday (August 30), he went to Gangaloor to drop off his nephew on a motorcycle. While returning from there, Maoists ambushed him and then abducted him," Assistant Superintendent of Police (ASP) Chandrakant Gowarna said, adding, "The Maoists then killed him in the forest and threw his body on the road. The villagers recovered the body and informed the Gangaloor police. On receiving the information, the police team reached the spot and took the body into their possession. The police then sent the body to the Community Health Centre for a postmortem."
