Communist Party of India-Maoist (CPI-Maoist) cadres abducted a youth, identified as Hadma Avlam (28), and killed him suspecting him to be a ‘police informer’, in Bijapur District of Chhattisgarh on May 1, reports The Times of India. Hadma and five or six of his friends had gone to a nearby forest in a tractor to collect wood to build a house. While they were returning, Maoists waylaid the group and abducted him. Hadma was hacked to death with an axe while his friends escaped under the cover of darkness. The Maoists dumped the body in a farm in Turenar locality of Tarrem to terrorise villagers.

Following recommendations by the Ministry of Home Affairs (MHA), the Union Government instructed service providers on May 1 to ban 14 applications in Jammu and Kashmir (J&K), which have been used by terrorist organizations in the region, reports Daily Excelsior. These apps were used by militants in Kashmir to communicate with their supporters and Over Ground Workers (OGW). “Agencies keep track of channels used by OGWs and militants to communicate among themselves. While tracking down one of the communication, agencies found that the mobile application does not have representatives in India and it is difficult to track down activities happening on the app,” said an official. The banned apps include Crypviser, Enigma, Safeswiss, Wickrme, Mediafire, Briar, BChat, Nandbox, Conion, IMO, Element, Second line, Zangi, and Threema.

Sukhram was wanted in more than two dozen cases in Khunti, Chaibasa and Simdega Districts and carried a reward of INR 100,000 declared on him. On May 1, a militant hideout was neutralised by Jammu and Kashmir Police (JKP) in Burzalla forest area in Ramban District of Jammu and Kashmir (J&K) and recovered a huge cache of arms and explosives, reports Daily excelsior. Two rifle grenades, one Under Barrel Grenade Launcher (UBGL) thrower, one wireless set with antenna (without battery), two Improvised Explosive Devices (IEDs), a detonator with wire, 17 cartridges of AK 47, seven cartridges of 9mm ammunition, and a jacket besides a pair of black leather shoes were recovered from the hideout.

A Communist Party of India-Maoist (CPI-Maoist) ‘deputy commander’, identified as Nandlal alias Amlu Netam (38), was killed in an encounter with Security Forces (SFs) in Gariyaband District of Chhattisgarh on May 2, reports The Indian Express. During the subsequent search operations, Netam, dressed in his uniform, was found dead with an outdated .303 rifle lying next to him. Netam joined the Maoists in 2009 and worked as an ‘area committee’ member. He was also a part of the ‘Local Organisational Squad (LOS)’ which looks after politics and organisation. “He had a bounty of Rs 5 lakh [INR 500,000] on him. We found explosives and Naxal material from the spot as well,” said Gariyaband Senior Superintendent of Police (SSP), Amit Kamble.

A Communist Party of India-Maoist (CPI-Maoist) cadre, identified as Motu Ram Mandavi alias Manoj Mandavi, who carried a bounty of INR 500,000, surrendered before Superintendent of Police (SP) Pushkar Sharma in Narayanpur District of Chhattisgarh on May 2, reports The Times of India. Mandavi is a native of the forest village of Marameta in Bhairamgarh, around 40 kilometres from Bijapur district headquarters. Police say he was with the Maoists since 2009 and was a 'local organizational squad' (LOS) ‘commander’. Mandavi was involved in at least three major attacks - the murder of a villager in Kachhapal village in 2010 and two ambushes on security forces at Kodaliyar Michpara and Kutul Michingpara in 2013.

The incident occurred during a combing operation by the Security Forces (SFs) against the April 20, 2023 Poonch attack perpetrators, who killed five soldiers in an ambush. “It was a very specific input about presence of the militants but unfortunately, they were trapped in the IED blast,” officials stated. Officials are investigating whether the militants intentionally revealed their locations by turning on their satellite phone and laid an IED to ambush the army personnel during the operation. The case related to the seizure of counterfeit Indian currency notes of INR 2000 denomination. NIA recovered sharp edged weapons, digital devices and documents, which is a strong corroboration of NIA’s earlier investigational findings establishing a direct connection with the D-Company in the fake currency racket. Sources in the NIA claimed that the role of the D-Company has been prima facie established in the circulation of FICN in India during the NIA investigation into the case. Two persons, identified as Riyaz and Nasir, were arrested and chargesheeted in the case, which was taken over by the NIA on February 7 from Maharashtra Police.

The Special Task Force (STF) of the Odisha Police on May 14, arrested three persons identified as Pathanisamant Lenka, Saroj Kumar Nayak and Soumya Pattanaik, from Nayagarh and Jajpur Districts in Odisha, on charges of procuring pre-activated SIM cards and sharing one-time passwords (OTP) with Pakistani Intelligence Operatives (PIO)/Inter-Services Intelligence (ISI) agents in Pakistan, reports The Indian Express. During the raid, the STF seized incriminating materials including 19 mobile phones, 47 pre-activated SIM cards and covers, 61 ATM cards and laptops from the possession of the accused. Sources said one of the arrested individuals was also in touch with a female PIO agent based in Patna in Bihar, who was arrested in 2022 in Rajasthan in an Official Secrets Act/honeytrap case. Reportedly, OTPs shared by these individuals were used to create various accounts/channels on social media platforms and on online shopping sites which will be used in various kinds of anti-India activities such as spying, communication with terrorists, radicalisation, running anti-India propaganda, fuelling anti-India/divisive sentiments on social media, sextortion and honey-trapping.

The IED planted by Maoists on Bhawanipatna-Thuamul Rampur-Kashipur Road, which was blocked with felled trees, was defused by the SFs to clear the road. Maoist posters were also found at the spot. Maoists are suspected to have planted this landmine to target security personnel during their bandh (general shut down strike) call in Rayagada, Ganjam, Kandhamal, Kalahandi, Boudh, Nayagarh and Gajapati Districts on May 15. The duo, identified as Amritpal Singh alias Ammy and Amrik Singh, both hailing from Punjab, were arrested in an early morning operation by the NIA, whose team was waiting at the Airport for their flight to land. The duo came from Manila, Philippines, where they have been living, NIA officials said. The accused had non-bailable arrest warrants issued against them by the NIA Delhi Court in a case related to the unlawful and violent activities of banned organisations in India, said the NIA officials. The NIA investigations have revealed that the accused had entered into a criminal conspiracy to raise funds for the banned terrorist organization Khalistan Tiger Force (KTF), and also smuggle arms, ammunition and explosives for it from across the border. "The accused had been working for individual designated terrorist Arshdeep Singh Dhalla to promote violent criminal activities of the KTF in India," added the NIA. "In association with another notorious wanted accused Manpreet Singh alias Peeta, they had been involved in smuggling weapons from Pakistan and recruitment of youth to carry out acts of violence and terror in the country at the behest of the KTF. They were also part of an extortion racket for raising funds for the banned outfit. The chargesheet states, “Jameesha Mubeen, Asarutheen and Afsar Khan purchased a total of 134 kg of potassium nitrate, 56 kg of Sulphur, three drums and four cylinders (of which two were recovered from his home). Besides, unknown quantities of charcoal, aluminium powder, matchboxes and benzaldehyde dimethyl acetal were sourced locally.” The chargesheet further stated that Asarutheen and Afsar, had also “weighed, mixed and packed the chemical constituents used to manufacture the vehicle-borne IED used in the attack.” After the blast, some of the accused persons had used “iShredder” — a military grade security data shredder which securely deletes data leaving it irrecoverable — on their devices.”. Gope is to be produced in Delhi. Jharkhand Police had announced a bounty of INR 2.5 million on his head. Notably, Jharkhand Police had more than half a dozen encounters with the squad of Gope last year. Gope escaped every time. Besides murder and ‘levy’ (extortion money) collection, he is also accused of terror funding. According to Police sources, more than 150 cases were lodged against him at different Police Stations in Jharkhand. Significantly, immediately after demonetisation, Dinesh Gope had tried to deposit INR 2.538 million of cash collected through ‘levy’ at the Bedo Branch of State Bank of India (SBI) Ranchi through a petrol station operator. Four persons including the operator were arrested on November 10, 2016, in connection with this. The NIA took over the case on January 19, 2018. The premises of Gope’s associate Sumant Kumar was raided where INR 9 million in cash and investment-related documents were recovered. NIA has already arrested Gope’s two wives -- Heera Devi and Shakuntala Kumari -- in 2020 in a terror funding case.

"During the operation, the security forces spotted three persons in a forested patch under Koylibeda police station limits. They were arrested while they were trying to run away after seeing the police," Superintendent of Police (SP), Shalabh Kumar Sinha said, adding that a walkie-talkie set, a torch and INR 6,000 cash were recovered from their possession. Based on information given by them, an IED which they had planted on Chilparas Dudta Road was found with a wire attached, the SP added. Peeluram was the ‘deputy commander’ of section A of the Maoists' North Bastar division company number 5. Punem was a member of the Maoist company no. 5. They both carried cash rewards of INR 800,000 each on their heads, the SP said.

An NIA official stated that during 2017-2018, Alam along with two other convicts in the case had organised a series of meetings in various mosques in Hojai District. The meetings were used to spread the HM’s hardcore fundamentalist ideology and youths attending these meetings were told about the need to raise a module of HM for committing terrorist acts. Acting on a tip-off, the accused, identified as Nirmal Jumde, a native of Cherpal village under Bijapur Police Station limits, was arrested on May 24, Bijapur Superintendent of Police (SP), Anjneya Varshney said. A consignment of 2,500 kilograms of rice, 10 gelatin sticks, eight detonators, 20 metre cordex wire, 100 Maoist pamphlets, banner and literature were seized from him. The Police swung into action after getting information that Jumde allegedly received money in advance from Maoist leaders Lingesh and Shanti Vijji, who were active under west Bastar division committee of Maoists, to supply explosives and premium quality rice for senior cadres, the SP said.

Acting on intelligence inputs, personnel of the SOG carried out an operation in the area since May 23 night, the Police said. They came upon a Maoist camp in the forest where a group of 30 to 40 rebels started firing on the forces, ensuing an exchange of fire between the SOG and the Maoists for around half an hour. Superintendent of Police (SP) Subhendu Patra said some of the rebels may have been injured following the exchange of fire as security personnel found bloodstains near the spot. After the encounter, several items belonging to the Maoists, including firearms, Improvised Explosive Devices (IEDs) and detonators have been seized, after the Maoists fled from the encounter spot, the SP said.

The IEDs, placed in plastic containers, were planted five feet beneath the road by digging an eight-feet high and eight-feet wide tunnel from the roadside. The Dasta (squad) would comprise 150 tribal youths who will act as eyes and ears of the Security Forces (SFs) in the three Naxal [Left Wing Extremism, LWE] affected districts. The Inspector general of Police (IGP), Intelligence, Anurag, said that the idea of the 'Vishesh Sahyog Dasta' is to connect the tribals living in Maoist-hit areas to the mainstream of development. The new system will also be utilised for implementing community policing, and the youths will be encouraged to join police and security services. As many as 150 youths are being recruited under the programme, said the IGP, adding that the first qualification of the recruitment is that the applicant should be domicile of the district concerned. “In all 150 members for the three squads have been selected- 30 for Mandla squad, 40 for Dindori 40 and 80 for Balaghat district. Their appointment terms and conditions are different, they are recruited on contractual basis,” said the officer. Soon after the appointment, their training will begin, said the IGP.

The NIA argues that Malik engaged in terrorist and secessionist activities, and should be treated as a "rarest of rare" case for capital punishment. NIA added that Malik crossed over to Pakistan for training, was coordinating stone pelting and spreading “rumours” on social media about oppression by Security Forces (SFs). The court has issued warrants for Malik's production on August 9, 2023 and directed the NIA to present the trial court record and bring attention to the law commission report on death penalty.

The NIA on May 29 said it had filed a supplementary chargesheet against two accused in a case related to a Naxal [Left Wing Extremism, LWE] attack on former Member of Legislative Assembly (MLA) Gurcharan Nayak in which two Police personnel were killed in Jharkhand in January 2022, reports The Tribune. In the second chargesheet in the case filed in a special court in Ranchi on May 27, the NIA has named two armed cadres of the Communist Party of India-Maoist (CPI-Maoist) — 25-year-old Tivari Bankira alias Shaka and 20-year-old Sadan Korah alias Sajan. The agency said the duo, hailing from Jharkhand’s West Singhbhum district, had been charged under various Sections of the Indian Panel Code (IPC) and the Unlawful Activities Prevention Act (UAPA). While Korah has been in custody since February 13, 2022, Bankira was arrested on November 30, the NIA said.

The National Investigation Agency (NIA) last week (unidentified date) questioned the 10 Pakistani nationals, identified as Kadarbaksh Umetan Baloch, Ismail Sabzal, Amanulla Mussa Baloch, Allabaksh Hatar Baloch, Goharbaksh Dilmurad Baloch, Anmal Pulan Baloch, Gulmohammad Hatir Baloch, Andamail Boher Baloch, Abdulgani Jungiyan Baloch, and Abdulhakim Dilgurad Baloch, all residents of Balochistan in Pakistan, to extract information, what it believes is a larger conspiracy behind the recovery of weapons and drugs from a fishing vessel off the Gujarat coast in December 2022, The Hindustan Times reports on May 31. All the 10 Pakistanis were arrested along with the boat Al Soheli, that was captured on December 28, 2022, along Okha coast in Gujarat containing a consignment of six foreign made pistols, 120 live cartridges and 40 kgs heroin. The consignment was sent by Balochistan-based mastermind of the operation, Haji Salim, who works with Pakistani spy agency Inter-Services Intelligence (ISI). The NIA which is investigating a link between North India based gangsters and this arms cache, last week took custody of all 10 accused and asked them about their handlers across the border, details of other such consignments brought by them to India as well as Haji Salim’s syndicate.

The raids were conducted at the residential premises of sympathisers and cadres, hybrid terrorists and Over Ground Workers (OGWs) linked to newly-formed offshoots and affiliates of proscribed Pakistan-backed terror outfits such as the Laskhar-e-Toiba (LeT), Jaish-e-Mohammed (JeM), Hizb-ul-Mujahideen (HM), Al-Badr and Al-Qaeda. The searches were part of the ongoing investigations into the activities of the recently formed terrorist groups including The Resistance Front (TRF), United Liberation Front Jammu & Kashmir (ULFJ&K), Mujahideen Gazwat-ul-Hind (MGH), Jammu & Kashmir Freedom Fighters (JKFF), Kashmir Tigers and People’s Anti-Fascist Front (PAFF), the spokesperson said. “Investigations have further revealed that Pakistan-based operatives are using drones to deliver arms and ammunition, explosives, narcotics to their operatives and cadres in the valley. An NIA spokesperson stated that the searches were conducted at the premises of the suspects in Bihar's Katihar District, Karnataka's Dakshina Kannada and Shivamogga Districts, and Kerala's Kasaragod, Malappuram, Kozhikode and Thiruvananthapuram Districts. Digital devices, including mobile phones, hard disks, SIM cards, pen drives and data cards, and incriminating documents and material related to the PFI as well as cash amount of INR 175,01,00 were seized from the accused during the raids. The NIA also detained four suspects identified as Mohammed Haris Kumbra, Sajjad Hussain Kodimbadi, Faizal Ahmed Tarigudde and Samshuddin Kurnadka from Puttur, Kurnadka, Taripadpu, and Kumbra Villages in Dakshina Kannada District in Karnataka in connection with the case.

The case pertains to the suspected involvement of the PFI in a terror plot in the Phulwarisharif area of Patna in Bihar. The case was initially registered by the Bihar Police on July 12, 2022, after the arrest of two PFI operatives, identified as Mohammed Jalaluddin and Mohammed Mustaque Ahmed who were found in possession of incriminating documents, including a training manual for PFI cadres. The NIA which took over the investigation of the case on July 22, 2022, has made a total of 13 arrests in connection with the case so far.
