A Communist Party of India-Maoist (CPI-Maoist) cadre, identified as Sameer Mohonda alias Sadhu Linga (31), a member of the Chatgaon Local Organizational Squad (LOS) of the CPI-Maoist, carrying a reward of INR 200,000 on his head, was killed in an encounter with C-60 commandos in the Kiarkoti-Abujhmad Forest area in Bhamragarh Taluka (revenue division) in Gadchiroli District of Maharashtra on April 1, reports The Times of India. A press release by the office of Gadchiroli Superintendent of Police (SP) stated that in the lead-up to an ongoing planned agitation in the Todgatta region, Naxalites [Left Wing Extremism, LWE] had threatened the local population to join. They had strategically distributed pamphlets to instigate local villagers to support their cause and to oppose the road work and other developmental work on the false pretext of starting of Damkodwahi mining operation. As per the input, a large congregation of Naxalites was present near Todgatta to intimidate villagers, and they were planning a largescale ambush and attack on operating Police parties, the release said. Acting on the input, Gadchiroli Police's C60 anti-Naxal squad launched an operation in the Abujhmad Forest bordering Chhattisgarh. During the operation, they came under indiscriminate fire from a group of 60 to 70 Naxalites hiding in the Hiker Forest who used Barrel Grenade Launcher (BGL) and other weapons. The C-60 commandos retaliated and engaged Naxalites for approximately an hour. Eventually, the Naxalites managed to flee into the dense forest. A huge cache of weapons, including one .303 rifle, bharmar gun, country-made pistol, three magazines, 31 bullets, cash Rs 38,000, medicines, one branded tablet, Maoist literature and other materials were recovered from the hillock where the encounter happened for almost an hour.

A passenger bus, flagged off a month ago to connect Bastar’s Dantewada directly with Narayanpur, bypassing Jagdalpur and Kondagaon, was set ablaze by the cadres of the Communist Party of India-Maoist (CPI-Maoist), in the Malewahi area in Dantewada District of Chhattisgarh on April 1, reports The Times of India. Around two dozen Maoists, some of them armed, forced the passengers to alight and set the bus on fire, apparently displaying their frustration, said Dantewada Superintendent of Police (SP) Siddharth Tiwari. The Maoists, however, did not harm the passengers, said the SP, adding it was clearly an act committed out of frustration and anger against the ongoing development works in Bastar.

Assam’s militant outfit Dimasa National Liberation Army (DNLA), on April 1, declared a unilateral ceasefire by another six months, reports India Today NE. In a letter addressed to the Assam Chief Minister Himanta Biswa Sarma, Juhthai, the ‘chairman’ of DNLA, had desired to extend the period of the Ceasefire Agreement Sign of DNLA to another six months, from April 1, 2023, to September 30, 2023. The letter states, " It hereby informs you that the Dimasa National Liberation Army (DNLA) has resolved to extend the period of another six months of Ceasefire Agreement Sign from April 2023 to 30th September 2023 for better peaceful environment, developmental talk and co-relation among us. This is for information and necessary action." Earlier, in September 2021, the DNLA declared a "Unilateral Ceasefire" for six months as a gesture of goodwill while responding to the call for peace by Assam Chief Minister Himanta Biswa Sarma. The announcement came exactly two weeks after DNLA killed five persons and injured one when they fired at a convoy of seven trucks and set them on fire on August 26, 2021 in the Dima Hasao District in Assam.

During the search operation following the encounter dead bodies of five Maoists along with automatic weapons were recovered. Modern weapons, ammunition and other essential items were also recovered from the camp of Maoists busted in the operation. The National Investigation Agency (NIA) on April 6, conducted raids at the Chennai residential and business premises of eight suspects in the case aimed at the revival of Liberation Tigers of Tamil Eelam (LTTE), and arrested one person identified as Ayyappan Nandhu, who was managing the drug trade on behalf of Muhammed Asmin, a Sri Lankan refugee and a drug trafficker who had conspired with other accused to revive LTTE through drugs and arms trade, reports NDTV. During the searches, the NIA seized a huge cache of cash, gold bars, digital devices (mobile phones, memory cards), drugs and documents, along with other incriminating material. The seizure included INR 68, 000,00 billion and INR 1,000 Singapore Dollars, nine Gold Biscuits (total 300 gram) as well as INR 12,00,000 billion. The Police officer had been summoned by the court to depose as a witness. The officer who is currently serving in Akola District of Maharashtra sent out a message stating that due to the prevailing law and order situation, his seniors were not relieving him from duty to come to Mumbai. He had been summoned earlier as well, but at that time, too, due to certain reasons, he could not come and April 10 was decided, to which he had agreed. However, on finding no witness present in court, which has been conducting the blast trial on a day-to-day basis, Special Judge AK Lahoti issued the bailable warrant worth INR 10,000 against the Police officer.

The National Investigation Agency (NIA) secured 43 convictions in seven cases in which trial concluded in Karnataka since 2012, reports The Times of India on April 11. NIA sources stated that there has been no acquittal till date. The NIA chargesheeted 368 accused in 17 cases since 2012, and trial has concluded in seven of them. At least 123 accused arrested by the NIA in different cases are in judicial custody at various prisons in Karnataka. The biggest case in which NIA secured convictions pertains to a Lashkar-e-Toiba (LeT) Bengaluru terror module. Thirteen men were convicted for their role in the case in 2021. One of the biggest cases investigated by the NIA was the DJ Halli-KG Halli riots of August 2020. As many as 247 persons have been chargesheeted under the Unlawful Activities (Prevention) Act (UAPA) in the case.

Since January 2023, NCRI found 359 active accounts that worked in networks of 20 to 50 accounts. These Twitter accounts were used to promote violent messages or videos often featuring the ‘chief’ of banned pro-Khalistani group Sikhs for Justice (SFJ). Further, NCRI analysed geo-location features of accounts and found that a substantial subset of these accounts (20 per cent) were self-identified Pakistani accounts.

The seven accused are identified as Mohammad Faiyaz, Ohab Hussain, Idul Siddique, Raju Ahmed, Sunny Ahmed, Sallauddin Siddique and Zakir Hosain. Sources stated that the seven accused have been on the run ever since the NIA took over the investigation of the case. The NIA had already searched multiple locations in West Bengal, including Murshidabad, Birbhum and Malda, to nab the accused. The NIA suspects that the seven accused are hiding in some other state or Bangladesh, due to which the agency has announced a reward of INR 1,00,000 billion per accused that will be given to any person who can give credible information about the suspects that will lead to their arrest.

To carry out the attack, Ravindra Ganjhu along with his 45 to 50 cadres had attacked the Police. Security personnel recovered a cache of arms and ammunition besides explosives from the spot. The High Court of Kerala rejected the petitions filed by two persons hailing from Andhra Pradesh, who were arrested under the Unlawful Activities Prevention Act (UAPA) for their alleged links with the Communist Party of India-Maoist (CPI-Maoist), reports indialegallive.com on April 14. Noting that the offences alleged against them were of a grave and serious nature, the Division Bench of Justice Alexander Thomas and Justice C.S. Sudha denied bail to the accused. The High Court, while taking in view the material which showed the alleged involvement of accused number 5 & 6 in the activities of CPI-Maoist, ruled that they cannot be granted bail. It further noted that if granted bail, there was a serious likelihood of the accused either remaining absconding or fleeing away from the long arm of the law, since the terrorist organisation had presence in different States. The second poster mentioned that instead of rendering public service, sarpanch (head of the Panchayat) the said gram panchayat only took interest in doing contractual works. “People who have changed their religion from Hinduism to Christianity, will be killed,” the poster further warned. It may be recalled that the Maoists had in 2009 trespassed into Chahala area of Similipal Tiger Reserve, reportedly damaged the VH tower and thrashed forest personnel and tourists. The National Investigation Agency (NIA) on April 16, attached two floors of Blue Bell School Building in Pune, Maharashtra, where the Popular Front of India (PFI) had been organising camps to radicalise and indoctrinate Muslim youth and further train them for carrying out targeted killings and attacks against leaders and organisations of a particular community, tweets NIA. The 4th and 5th floors of the school building were attached by NIA as ‘proceeds of terrorism’ under the provisions of Unlawful Activities Prevention Act (UAPA) in a case registered by the NIA in 2022. The NIA had conducted a search of the two floors of the school premises on September 22 last year and had seized incriminating documents. These documents revealed that the said property was used by the accused, found to be associated with the PFI, for organising arms training for its cadres.

NIA officials said that investigations into five cases, in which chargesheets have already been filed with 105 accused named, revealed that that to achieve these objectives, the PFI had established various wings and units, such as ‘Reporters Wing’, ‘Physical and Arms Training Wing’ and ‘Service Teams’, which were imparted specific trainings and inducted for specific missions. “The PFI was using its various campuses, facilities and infrastructure to impart arms training to selected cadres in the guise of physical education, yoga training,” NIA sources stated. In one of the recent chargesheets filed at a Rouse Avenue court, the NIA submitted that PFI was trapping Muslim youth who had already pledged their allegiance to the outfit and its ideology and tactics through administration of an oath of secrecy and loyalty.

Ten Security Force (SF) personnel of the District Reserve Guards (DRG) and a civilian driver were killed in an Improvised Explosive Device (IED) blast triggered by the cadres of the Communist Party of India-Maoist (CPI-Maoist) on Aranpur Road under the Aranpur Police Station limits in Dantewada District of Chhattisgarh on April 26, when the DRG personnel were returning from an anti-Maoist operation, reports The Quint. Inspector General of Bastar, P Sundarraj, said, "On inputs of presence of Maoists of Darbha division, the DRG jawans had gone on an anti-Maoist operation in Aranpur police station area, also a former stronghold of Maoist leader Hidma. The jawans were returning from the operation when they were attacked by Maoists who had planted IEDs on Aranpur-Sameli road. In the attack, 10 Jawans and a civilian driver were martyred." The National Investigation Agency (NIA) Special Court, Guwahati, Assam, on April 26 convicted five accused to eight years imprisonment in the 2011 People's Liberation Army (PLA)-Communist Party of India-Maoist (CPI-Maoist) nexus case related to a criminal conspiracy to threaten the unity, integrity, security and sovereignty of India, reports The Pioneer. Three of the convicted accused belonged to the PLA and two to the CPI-Maoist. The NIA had registered a suo moto case on July 1, 2011 on inputs that the PLA, had hatched a conspiracy to destabilize the country with the support of CPI-Maoist. “The CPI (Maoist) leaders had agreed to recognize and support the separatist activities of PLA for the creation of the northeastern state of Manipur, as a separate nation. The PLA leadership, on its part, decided to support the continuing war of CPI (Maoist) for overthrowing constitutionally elected Government of India,” the NIA said in a statement. Investigations revealed that PLA had established a liaison office in Kolkata, where a meeting was held between PLA/Revolutionary Peoples Front (RPF) and CPI-Maoist leaders. Modalities were worked out at the meeting for taking unified action for waging a war against the Union of India, the agency said. Investigations also revealed that PLA had provided logistic support to Maoist cadres and both groups were regularly communicating and exchanging emails. The accused persons had travelled to different places within and outside India, and created fake IDs and bank accounts under pseudonymous identities, it further said.

Jammu and Kashmir Director General of Police (DGP) Dilbag Singh on April 29 said that the terror plot in April 20, 2023, ambush at Bhatta Durrian in Mendhar tehsil (revenue unit) of Poonch District in which five Army personnel were killed have been uncovered with the arrest of six persons, including three Over Ground Workers (OGWs), reports Daily Excelsior. “Six persons (of a module) have been arrested. They include those who have provided material (weapons, ammunition, explosives) to the militants besides shelter and food and guided them from one to another place,” Singh said. Police identified three of the six arrested persons as Nissar Ahmad, Farid Ahmad and Mushtaq. “One full module in this has been caught. They were giving them support for past two to three months. A local named Nisar and his family were providing all support from food to shelter. The material (explosives) had come from Pakistan through drone. They picked up the weapons and provided them to the militants. Weapons, grenades and ammunition explosives were included in that,” Dilbag added. “He was working as OGW of Pakistan origin LeT [Lashkar-e-Toiba] commander in the 1990s. He was under our radar. We had picked him two to three times in the past for interrogation. He was in our list of suspects and was picked this time too,” he said. “When interrogated, we found he was fully involved along with other family members,” the DGP said. Dilbag said it was a well-planned one and executed by three to five militants. Singh said there is floating population of terrorists coming from Pakistan. “They remain here for several months. They do recce and such acts. We have neutralised several of them also in the past. Two to four such terrorists remain active during a period of time,” he said. According to Singh there are 10 to 12 such elements operating in the area.

A joint team of Police personnel and Central Reserve Police Force (CRPF) troops destroyed a Naxal [Left Wing Extremist] camp that was being operated in a remote forest area near Ambia village under the Goilkera Police Station limits in West Singhbhum District of Jharkhand on April 30, following a brief exchange of fire, reports The Avenue Mail. During the operation, a large cache of explosives like detonators were recovered from the camp, along with other incriminating material. It is learnt that top leaders of the Communist Party of India-Maoist (CPI-Maoist), identified as Misir Besra, Anmol, Mochu, Chaman, Kande, Ajay Mahto, Sagen Angaria, Ashwin, along with their squad members are roaming in Kolhan area for subversive activity.

Three cadres of the Communist Party of India-Maoist (CPI-Maoist), including two women, identified as Ranu Usendi (30), Lachhanti Poyam (30) and Asmati Kuhrami (25), who were allegedly involved in offences like triggering Improvised Explosive Device (IED) blasts, were arrested during an operation conducted by a joint team of the District Reserve Guard (DRG), the District Police and the Indo-Tibetan Border Police (ITBP), in Tekanar village in Narayanpur Tehsil (revenue unit) in Narayanpur District of Chhattisgarh on April 30, reports The Print. The arrested Maoists were involved in planting an IED on January 30, 2023, in the forests of Tekanar. They had also triggered an IED blast in the forests of Hikapulla and damaged the road connecting Orchha to Dhanora on Wednesday (April 26), the Police said, adding that cases were registered against them in this connection at Dhanora Police Station.

Three Communist Party of India-Maoist (CPI-Maoist) cadres, including a Dalam (armed squad) ‘commander’, were killed in an encounter with the C-60 Force of the Police in Kedmara Forest near Mane Rajaram village under Bhamragad Tehsil (revenue unit) in Gadchiroli District of Maharashtra on April 30, reports NDTV. Following information that members of Permili and Aheri Dalams of Naxalites [Left Wing Extremists] were camping in a forest area between Mane Rajaram and Permili armed outpost, the Police launched an operation. After an exchange of fire, the bodies of three male Maoists were recovered from the spot along with weapons and other material. As per the primary probe, one of the slain Maoist was identified as Bitlu Madavi, a ‘commander’ of Permili Dalam, while two others were identified as Vasu of Permili Dalam and Srikant of Aheri Dalam. The killed Naxalites carried a combined reward of INR 3.8 million. Superintendent of Police (SP) Neelotpal said, "Madavi was a prime accused in the murder of student Sainath Narote on March 9 this year along with two incidents of arson of road construction equipment at Visamundi and Alenga that occurred in February and March."
