A high-ranking Indian delegation to the 91st Interpol General Assembly has urged other member countries to deny safe havens to crime, criminals, and the proceeds of crime, The Hindu reports on December 1. The delegation was led by Central Bureau of Investigation (CBI) Director Praveen Sood and includes National Investigation Agency (NIA) Director-General Dinkar Gupta. Their plea comes against the backdrop of Indian efforts to ensure that alleged terrorists, including pro-Khalistan elements and other wanted persons, are extradited or deported from countries such as Canada, the United States of America (US), and the United Kingdom (UK). So far this year (2023), 24 criminals and fugitives wanted by Indian agencies have been returned from abroad through close coordination via Interpol channels, one of the highest such annual tallies. India has also geo-located over 184 criminals in various countries and initiated formal proceedings for their return.

A special National Investigation Agency (NIA) court in Patna, on December 1, convicted three Communist Party of India-Maoist (CPI-Maoist) cadres, identified as Udit Narayan Singh alias Tulsi alias Tufan, Akhilesh Singh alias Manoj Singh, and Arjun ji alias Mani Yadav, in a case related to the seizure of arms and ammunition in the Aurangabad area of Bihar more than a decade ago, reports latestly.com. The quantum of punishment against the trio will be pronounced by the court on December 4. A spokesperson for the NIA said the special court found them guilty of being in possession of prohibited and non-prohibited arms and ammunition, as well as chemicals for making Improvised Explosive Devices (IEDs) and bombs for their use in terror attacks by the banned CPI-Maoist in 2012. The Aurangabad Police had initially registered the case on March 26, 2012, a day after raids were conducted in the houses of the three based on information that some Maoist cadres had assembled in Aurangabad to execute terrorist activities.

On December 1, Police arrested four cadres of the Communist Party of India-Maoist (CPI-Maoist) involved in the incident of arson of 14 vehicles engaged in road construction work on November 26 in Bhansi Police Station limits in Dantewada District of Chhattisgarh, reports abplive.com. Out of the four Maoists arrested, a reward of INR 100,000 each was announced for two Maoists. A joint team of District Reserve Guards (DRG), Bastar Fighters, and Central Reserve Police Force (CRPF) 230 battalion personnel of Dantewada District caught these four Maoists while searching in the forests and hills of Hurrepal and Kondapal, Maoist-affected areas of the district. On interrogating the arrested Maoists, all four confessed to being involved in the incident of the arson of vehicles. During interrogation, the Maoists told the Police that more than 50 Maoists were involved in the arson incident, out of which the names of some Maoists have also been revealed. After this, the Police registered a First Information Report (FIR) against the named Maoists and intensified the search operation.

Accused of working for the Police, Ramsu Kachlam was ‘sentenced to death’ at a kangaroo court (people's court held by the Maoist rebels), held deep in a forest, after being dragged away from his home on the night of November 29 and killed in cold blood. The Maoists have also taken responsibility for the killing by issuing a pamphlet. The killing incident took place two days before Maoists were to observe 'PLGA Week' celebrations of CPI-Maoist 'Martyrs', which were held between December 2 and 8.

The National Investigation Agency (NIA) charged eight people on December 1 with supplying deadly explosives, drones, and other equipment to the Communist Party of India-Maoist (CPI-Maoist) for attacking Security Forces (SFs) in the Naxal [Left Wing Extremism, LWE]-infested areas of the country, reports the Deccan Herald. All eight accused are in custody following their arrest under sections 120(B), 143, 147, 148 R/w 149 IPC, section 8 (1) of the TSPS Act, section 5 of the ES Act, and sections 10, 13, 18, and 20 of the Unlawful Activities Prevention Act (UAPA) of 1967. While three of them, working as couriers for the CPI-Maoist outfit, were arrested while on their way to supply explosives, drones, and a lathe machine, the others were arrested subsequently. The NIA investigations have revealed that the explosive material recovered from the possession of the three arrested originally, namely Punem Nageswar Rao, Devanuri Mallikarjun Rao, and Vollepogula Umashankar, was supplied to them by accused Jannu Koti, Arepalli Srikanth, Tallapalli Arogyam, and Bontha Mahender. The latter four had procured the stuff from Sonaboina Kumaraswamy, who held a license for dealing in explosives. The cache that the three accused were carrying at the time of their arrest was intended for use in the manufacturing of country-made arms to be deployed against the SFs in the country’s Naxal-affected areas, as per the NIA investigations. The case was initially registered at Cherla Police Station in Bhadradri Kothagudem District of Telangana on June 5 and taken over by the NIA on August 3, the spokesperson said.

Police identified the Maoist couple as Donga Gangadhar Rao alias Narsanna alias Bakkanna alias Vengo Dada (80), a ‘central committee member, CMC’ in the CPI-Maoist technical department, and his wife Bhavani alias Sujata alias Shayamala alias Laxmi (60), a ‘divisional committee member, DCM’ of the outfit’s Dandakaranya Special Zonal Committee (DKSZC). Police said that Rao had studied polytechnic in Visakhapatnam, Andhra Pradesh, in 1969 and moved to Hyderabad for a livelihood. He had worked at a private company in the city during which he got attracted to Naxal [Left Wing extremism, LWE] ideology and subsequently joined the then Peoples’ War Group (PWG) outfit in 1980. He had gone underground in 2000. The CPI-Maoist ‘central committee (CC)’ entrusted him with the responsibility of the technical department involved in the task of manufacturing weapons and explosives, the Police added. The couple had been staying in Indaram under a false identity for the last 10 months. They allegedly purchased land and constructed a small house in the village using fake Aadhaar and PAN cards. The couple had been tasked with strengthening the Maoist urban network, motivating youth to join the outfit, and carrying out disruptive activities at the behest of some senior Maoist leaders. A case has been registered under Section 120 (B) r/w 34 Indian Penal Code (IPC) and Sections 10, 13, 18, and 18 (b) of the Unlawful Activities Prevention Act (UAPA) 1967. Two fake Aadhaar and PAN cards, INR 157,900 cash, two mobile phones, electronic gadgets, copies of CPI-Maoist Telangana State second plenary resolutions and other documents were recovered from their possession.

Udit Narayan Singh and Akhilesh Singh have each been sentenced to 12 years of rigorous imprisonment with a Rs 5,000 fine. Arjun Ji has been sentenced to 10 years of rigorous imprisonment and has been fined Rs 5,000, a NIA spokesperson said. The official said that all three will be liable for an additional three months of simple imprisonment in case of default in payment of the fine. The trio were charged by the NIA under various sections of the Unlawful Activities Prevention Act (UAPA), the Arms Act, and the Explosive Substances Act. The Aurangabad town police initially registered the case on March 26, 2012, a day after raids were conducted at the houses of the three accused. The raids followed secret inputs that some active cadres of the CPI-Maoist had assembled in Aurangabad to execute a terror plot, the spokesperson said.

Among those arraigned in the chargesheet are Ubaid Nasir Mir, Hanan Hayat Shawl, Mohammed Hazim Shah, Sumera Banu, and Zubair. They suspectedly had plans to go to Afghanistan illegally via Iran from Porbandar, Gujarat, for training and to carry out terrorist acts there. However, they were arrested by Gujarat’s Anti-Terror Squad (ATS), which found that the five were actively involved with the ISKP. NIA had taken over the case on June 28, 2023, on the Union Ministry of Home Affairs (UMHA) directive.

The ROP team initially came across 21 IEDs from a gunny sack. The remaining IEDs were recovered by a bomb disposal squad of the State Police from two more gunny sacks. Rayagada Superintendent of Police (SP) Vivekanand Sharma said the four persons were arrested following an investigation into a complaint filed by Paramanand Naik of Dimundi village under Doraguda Police Station in the district. As per the complaint, Naik received a letter on Maoist pad demanding INR 6 million. Later, somebody claiming him to be a Maoist called him over the phone and threatened him with death if he did not pay the extortion money. Following this, he filed the complaint at Doraguda Police Station. After investigating the complaint, the arrested Maoist imposters were identified as Jaswant Naik and Barsha Naik of Mandal village under Kalampur Police limits in Kalahandi District, Ramesh Naik of Maligaon under Kashipur Police Station, and Kalyani of Brajrajnagar in Jharsuguda. The Police said that Durgesh Watti, ‘deputy commander’ of Kasansur Dalam (armed squad), who was one of the main conspirators of the Jambhulkheda blast in which 15 Police personnel of Gadchiroli Police were killed in 2019, was among the two slain Maoists. Superintendent of Police (SP), Neelotpal, said that during a combing operation, Naxals [Left Wing Extremists, LWEs] opened fire on the Police team. Following an exchange of gunfire that lasted for nearly an hour, the bodies of Watti and another male Maoist (whose identity is yet to be ascertained) were discovered at the scene. A dozen Improvised Explosive Devices (IED) and other items were seized from a Communist Party of India-Maoist (CPI-Maoist) camp during a two-day-long Search and Combing Operation (CASO) in Nalikumpha Forest under Manamunda Police limits in Boudh District of Odisha, reports odishabhaskar.in on December 16. Boudh Superintendent of Police (SP) Raj Prasad said a team of Special Operation Groups (SOG) had launched this search and combing operation on December 13. On December 14, an encounter took place (reported earlier by SATP) when Maoists opened fire and hurled bombs at the security personnel. Following the encounter incident, the combing operation in the area led to the recovery of 12 IEDs and a huge quantity of articles used by the Maoists from a deserted Maoist camp. As many as 22 people were injured in an intense scuffle between the Kuki and Zo community in Churachandpur District after a small group of Zo community people attempted to raise the Zomi flag and spray ZOGAM (Zoland) near the memorial stone of Thingkangphai village, a Kuki village situated amidst Zo communities around 9.15pm [IST] on December 18, reports Imphal Free Press. The scuffle involving 50-60 individuals escalated with more than 1,000 Zo people gathering aggressively, vociferously protesting near the chief’s house in Thingkangphai at around 9.35pm. Sensing the potential for a significant clash, Kuki residents from the Northern side of Tuibong town began marching towards Thingkangphai. Officers along with Quick Response Team (QRT) units of Churachandpur District Police, reached Thingkangphai and successfully dispersed the crowd. The situation came under control and the dispersed crowd was effectively managed with continuous police deployment. Six individuals including two Kuki and four Zo sustained minor injuries and were promptly taken to Churachandpur District Hospital and were discharged after receiving first aid.

The terrorists, whose number is believed to be between three to four, had taken positions atop the hill from where they targeted the Army vehicles which had to slow down their speed at the blind curve and bumpy road. The terrorists seemed to have carried out recce of the area and chose the spot where there were pits and the spot was surrounded by mountains. A civilian dumper was also caught in the firing. Also, there was virtually less or no civilian population in the area and it would have taken some time for additional help of Security Forces to reach the site of encounter. Pictures of the spot showed a couple of bodies of soldiers in mutilated condition. The officials have not ruled out the possibility of the soldiers engaging in hand-to-hand combat with terrorists during the intense confrontation. Four soldiers were dead and two others were injured on December 21, reports Daily Excelsior. SATP had earlier, citing Daily Excelsior report, reported that five soldiers were killed in the attack.

The ban comes as a response to the outfit’s involvement in anti-national and secessionist activities in Jammu and Kashmir, with the intent to create a reign of terror in the country, the Union Home Ministry said. The ban will remain in effect for a period of five years from the date of its publication in the official gazette, unless otherwise ordered. Bhat has been in jail since 2010 for his alleged involvement in violent protests in the Kashmir valley. His release in 2015 became the first impediment in People's Democratic Party (PDP)- Bharatiya Janata Party (BJP) alliance when the then chief minister Mufti Mohammed Sayeed got him released immediately after taking oath. Under pressure from its ally BJP, the then State Government had to re-arrest him on charges of sedition and waging war against the State after allegedly raising pro-Pakistan slogans at a rally. Bhat was accused of playing a key role in organising violent protests in Kashmir in 2010, which resulted in the deaths of over 100 youths.

The incident occurred between Hiroli and Kavadgaon villages when personnel belonging to the DRG and Bastar Fighters and the Commando Battalion for Resolute Action (CoBRA), an elite unit of the Central Reserve Police Force (CRPF), were on patrol, a Police official said. “While advancing through a dirt track, DRG Head Constable Arvind Ekka inadvertently stepped over the pressure IED, triggering a blast that caused injuries to his leg. He was shifted to Pusnar Unit Hospital, from where he was referred to Bijapur District Hospital. He is being taken to Raipur by helicopter for further treatment,” the official said. A total of 76 terrorists including 55 foreigners were neutralised, 291 terrorist associates arrested and 201 over ground workers booked under the Public Safety Act in Jammu and Kashmir (J&K) this year, Director General of Police (DGP) R R Swain said on December 30, reports Daily Excelsior. DGP Swain further said that only 31 local terrorists, an all-time low, are left in the Union Territory, while the recruitment of locals into militancy has witnessed a drop of 80 per cent this year. “In 48 anti-terrorist operations, we have neutralised 76 terrorists, including 55 foreigners. The trend of foreign terrorists getting killed more starting in 2022 and continued this year, making it clear that our actual fight is against infiltrators,” he said, asserting that the anti-terrorism operations will continue next year with more vigour. He said there are 31 identified local terrorists –– four in Jammu region’s Kishtwar and 27 in the valley — who are active and the number is at an all-time low. “There is an 80 per cent decline in terror recruitment this year. Year-on-year comparison shows that 130 locals joined terrorism in 2022 and this year, till date the number is 22. We will try to stop the recruitment completely which is essential to end the cycle of violence. “When there is recruitment, action happens and the fallout follows, continuing the cycle. I am seeing the decline in recruitment as saving 113 people from getting killed this year,” he said. The DGP said that against 31 civilian killings by terrorists last year, the number dropped to 14 this year and the terror-related incidents declined from 125 in 2022 to 46 in 2023, recording a drop of 63 per cent. “Four policemen including a DSP and an inspector were martyred this year, against 14 last year, thus recording a 71 per cent decline,” he added. 291 terror associates, who provide logistic support, work as guides and identify targets, were arrested this year compared to 373 last year, DGP Swain added further. “We have strengthened the record building and surveillance system by utilising technology and a repeat offender can now be easily identified and ensured a maximum sentence,” he added. The DGP said 201 over ground workers (OGWs) – 171 in Kashmir and the rest in Jammu zone – were detained under the PSA, while 89 terror modules, including 78 in Kashmir and 11 in Jammu, were busted this year. Swain said 18 terrorist hideouts were unearthed with 12 in the valley and six in Jammu region. He said 99 properties, linked to terrorism and separatism, worth more than Rs 170 crore, were attached including 57 by the State Investigation Agency.

A village volunteer on duty at Mahadeva Ching on Kadangband Part-II under Lamshang Police Station in Imphal West District was died after being injured in an attack by Kuki militants around 3.30 am on December 30, reports Imphal Free Press. The deceased was identified as one Ningombam James (27), son of N Rameshor of Mayang Langjing under Lamshang Police Station. His father N Rameshor is an Assistant Sub-inspector (ASI) posted at Sekmai Police Station. N James was shot above his thigh but it took time to rescue him as his area was dominated by Kuki militants. He was rushed to JNIMS in an ambulance but succumbed to his injury. After he passed away, there was an exchange of gunfire and bombs between village volunteers and Kuki militants for around 20 minutes at the area where he was shot at. Before the exchange of gunfire, Kuki militants had burned the clothes belonging to the village volunteers.

Punjab Police on December 31 claimed to have busted a cross-border drug and arms smuggling racket being operated by United States (US)-based smuggler Mannu Mahawa with the arrest of two persons from Amritsar in Punjab, reports India TV News. Director General of Police (DGP), Punjab, Gaurav Yadav said the two arrested were identified as Sandeep Singh and Roshan. Police teams seized 19 kilograms of Heroin, INR 2.3 million drug money, seven pistols, including a sophisticated 9mm Glock, Pakistan-stamped ammunition, currency counting machine and drone equipment, including a remote controller and spare fans. Yadav said that preliminary investigations have revealed that the accused were directly in touch with Mannu Mahawa and were supplying Heroin across the state after smuggling those from Pakistan. Tribune India quoted an unnamed police official as saying, “The police have found parts of a drone during the seizure. But such a huge quantity cannot be smuggled through drones. Apparently, the narcotics and the weapons were smuggled by inserting PVC pipe through the electrified barbed fence at the International Border taking advantage of dense fog in the region.”

The Border Security Force (BSF) troops of the Punjab Frontier detected and downed 107 drones and seized 442 kilograms of Heroin, 23 weapons, 505 rounds of ammunition, killed three Pakistan intruders and apprehended 23 Pakistan nationals, including two smugglers, 14 Bangladesh nationals and 95 Indian suspects, including 35 smugglers, in different incidents in Punjab in the year 2023, Hindustan Times reports on December 31. BSF authorities said they have also handed over 12 Pakistan nationals to Pakistan Rangers, who had inadvertently crossed the IB this year.

The National Investigation Agency (NIA) has identified as many as 43 suspects involved in the recent attacks on Indian Embassies located in the United States (US), the United Kingdom (UK) and Canada earlier this year, reports India Today on December 31. According to sources, all the suspects were identified by the investigative agency using a crowdsourcing approach. NIA took over the case of attacks on the Indian diplomatic missions in the US, the UK and Canada in June this year following orders from the Union Ministry of Home Affairs (UMHA).

The Union Ministry of Home Affairs (UMHA) on December 31 declared pro-Pakistan separatist group Tehreek-e-Hurriyat (TeH), founded by late hardline separatist Syed Ali Shah Geelani, as a banned organisation for the next five years, reports Daily Excelsior. The action, announced by Union Home Minister Amit Shah, is a response to the group’s involvement in fomenting terrorism and spreading anti-India sentiment within the Union territory of Jammu and Kashmir. The TeH, previously led by the late Syed Ali Shah Geelani and succeeded by Masarat Alam Bhat, has been known for its anti-India and pro-Pakistan stance. Bhat, currently incarcerated, also headed the banned organisation, Muslim League of Jammu and Kashmir, which was declared unlawful earlier on December 27. The TeH was formed by Geelani in 2004 after he stepped out of the moderate Hurriyat faction led by Mirwaiz Umer Farooq.
