The Communist Party of India-Maoist (CPI-Maoist) cadre who was killed in an exchange of fire with a team of Police and Central Reserve Police Force (CRPF) personnel in Gumla District of Jharkhand on March 31, has been identified as Dineshwar Oraon alias Dinu Oraon (23), a resident of RoradChapar Toli under Peshrar Police Station limits in Lohardaga District of the State, reports The Telegraph on April 2. As per the report, Oraon was an ‘area commander’ of CPI-Maoist and carried a cash reward of INR 200,000 on his head. The Superintendent of Police (SP), Anjani Kumar Jha, said, “Oraon was wanted in at least nine cases registered against him in Gumla and Lohardaga Districts.” Further, a Police Official added that the team also recovered a semi-automatic 303 rifle as well as 105 rounds of ammunition, four Improvised Explosive Devices (IEDs) in milk cans and other weapons-related equipment from the incident site.

SFs have trapped a group of militants near the Line of Control (LoC) in Kupwara District of J&K on April 1, and massive searches have been launched in the area to prevent them from fleeing the cordon, reports Daily Excelsior.The SFs intercepted a group of 5-6 militants near the LoC in Jumugund area of Kupwara, and when they were challenged led to an exchange of fire in the forest area. Inspector General of Police (IGP), Vijay Kumar, said, “The firing has stopped and area is under cordon. It was snowing in the area and it has hampered the operation.”An Army officer also said that the operation is going on and more areas have been cordoned off to prevent militants from fleeing.

The National Investigating Agency (NIA) on April 1, registered a case against March 25, terrorist attack on the Gurdwara at Kabul, Afghanistan, reports India Today. An Indian citizen Tian Singh, a resident of Delhi's Greater Kailash Part-1, was also killed in the attack. The case has been booked under IPC and UAPA under the provisions of section 6(8) of the NIA Act and started an investigation into the recent attack. As per the preliminary investigation, one Muhsin from Trikkaripur, Kasargod, Kerala and others who had joined Islamic State (IS), are suspected to have been involved in the attack. This is the first case of its kind which NIA has registered as the recent amendments in the NIA Act have empowered NIA to investigate terror cases that are committed at any place outside India against the Indian citizens or affecting the interest of India.

With intelligence reports suggesting a possible attempt by Pakistan’s Inter-Services Intelligence (ISI) to push terrorists into India to strike at vital installations amid national lockdown, the Union Ministry of Home Affairs (UMHA) has alerted the Border Security Force (BSF) to keep vigil along the western frontiers, The Tribune reports on April 2. UMHA officials said there were intelligence inputs that the ISI could attempt to push terror elements through western borders, falling in Jammu and Kashmir, Punjab, Rajasthan and Gujarat. Confirming the intelligence reports, a Field Commander of the BSF posted along the frontiers of Punjab told that threats had always been there and the forces’ field formations were ready to take up any challenge.

Four infiltrating militants were killed and two others injured in retaliatory action by the Indian troops as Pakistan continued heavy mortar shelling and firing violating the Cease Fire Agreement (CFA)on the Line of Control (LoC) in Balakote sector in Mendhar Tehsil (revenue unit) in Poonch District of Jammu and Kashmir (J&K) on April 2, reports Daily Excelsior. Three Pakistan Army personnel were also killed in the retaliatory action by the Indian troops. Also, two Indian Army jawans(troopers), identified as, Naib Subedar Satpal and Havaldar Dharampal,were injured in Pakistan shelling.Official sources said,the Pakistan Army initiated shelling and firing on the LoC in Balakote sector in Poonch District last evening (April 2) targeting forward posts of army and some civilian locations, prompting heavy retaliation by the Indian troops which continued intermittently throughout the night.

On the intervening night of April 2 and April 3, Police carried out separate raids in Kupwara and Baramulla Districts in which three Over Ground Workers (OGWs) were arrested. Azad Ahmad Bhat of Shalpore in Langate was arrested in Kupwara District. Other two arrested are: Altaf Baba of Rafiabad in Sopore in Baramulla, and Irshad Ahmad of Silikote in Uri in Baramulla. During searches, SFs seized a sizeable number of arms and ammunition, besides several Lashkar-e-Toiba(LeT) letter pads from them. During questioning, Police learnt that the LeT affiliates were motivating the youth of the area to join militancy by providing them with arms and ammunition. “They also supplied weapons to some who had recently joined the outfit and were operating in Handwara,” a Police officer said. Based on the information provided by the OGWs, a joint team of Army’s 21 Rashtriya Rifles (RR), 30 RR, Central Reserve Police Force (CRPF)’s 92 Bn and Handwara Police launched a search operation in Gund Chogal village in Handwara early on April 3, and arrested the four militants, identified as Parvaiz Ahmad Chopan, Mudasir Ahmad Pandit, Mohammad Rafi Sheikh and Burhan Mushtaq Wani — all from Langate tehsil (revenue unit) in Kupwara. The SFs also recovered three AK-47 rifles, eight AK-47 magazines, 332 AK rounds, 12 hand grenades, three pistols, six pistol magazines, 24 pistol rounds and letter pads of the outfit from the possession of the arrested militants.

National Investigation Agency (NIA) on April 3, filed a supplementary charge sheet which stated that Burdwan blast accused Sahanur Alom was behind the Jama'atul Mujahideen Bangladesh (JMB) module busted in Barpeta District of Assam in December 2019, reports Nagaland Post. “Investigation has revealed that accused persons are trained members of JMB. They were recruited by one Sahanur Alom alias Sahanur Alam alias Doctor of Barpeta. Alom was earlier arrested by NIA in Burdwan blast case on October 10, 2014.” In the chargesheet, the NIA named two accused -- Hafizur Rahman and Azaharuddin Ahmed -- under charges of Unlawful Activities (Prevention) Act (UAPA). But as the police and para-military forces reached, the rebels started firing at the troops. After an initial exchange of fire from both the sides for about an hour, the naxals [Left Wing Extremists, LWEs] started backtracking and finally fled the scene." After the rebels fled the scene, the SFs carried out a search operation and found the bullet-ridden bodies of three women Maoists,beside those bodies were lying three rifles."During the search, we found over 500 rounds of bullets, arrow bombs, two IEDs (Improvised Explosive Devices), medicines, naxal literature from the scene, suggesting that the rebels belonging to Suresh Munda squad of the CPI-Maoist were at the Chirung village for motivating the villagers for joining the naxalism," SP, Mahatha pointed out.Intelligence sources maintained that the Naxalshave once again started influencing the local residents to come to the fold of the naxalism, said a senior intelligence officer. The Security Forces (SFs) in Jharkhand, on April 7, said they will continue with intelligence-based anti-Naxal [Left Wing Extremism, LWE] operations in the State, even though the Communist Party of India-Maoist (CPI-Maoist) in Odisha and Telangana has announced a unilateral ceasefire in view of the novel coronavirus (COVID-19) outbreak, reports The Times of India. The decision comes after a few Maoist-related incidents, including an encounter in West Singhbhum District were reported last week. The Inspector General (IG) of Central Reserve Police Force (CRPF), Raj Kumar, said, “The administrative deployment to implement the lockdown is mainly in urban and semi-urban areas. Earlier, the UAVs were used to monitor Maoist movements, red sanders and ganja smugglers and during elections. The Deputy Inspector General (DIG, Technical Services) G. Pala Raju said, “Following the directions of Director General of Police (DGP) D. Gautam Sawang, high-resolution drones have been put into operation. The personnel posted at the entrance of the red zones were given body-worn cameras.” He also added that “We have about 60 drones and all of them were pressed into service to cover nearly 140 red zones in the State. During the nationwide lockdown to curb the spread of Covid-19 smuggling of drugs and Fake Indian Currency Notes (FICN) across the Bangladesh and Pakistan borders is continuing unabated, albeit in much lesser numbers,Business Standard reports on April 15.According to the seizure and apprehension data (between January 1- March 24 and from March 25-April 12), the Pakistan and Bangladesh borders, guarded by the Border Security Force (BSF), saw a number of such instances prompting the force to tighten vigil. "The force has issued directions to be on alert against all border crimes. While the seizure quantities have gone down during the lockdown period, such instances are happening almost every day especially along the Bangladesh border. We are determined to ensure the sanctity of the two borders at all times," BSF spokesperson in Delhi Shubhendu Bharadwaj stated. Along the Punjab border, drug seizures came down from 97 kgs to about 18 kgs between the two comparable periods. Smuggling of FICN, in terms of value, was also reported about three times lesser across multiple frontiers (border head offices) of the BSF along Bangladesh.The seizure of Yaba tablets, abused across the border in Bangladesh, also fell by almost 17 times with the border force seizing about 9,710 tablets during the lockdown period as compared to over 4.8 lakh tablets seized in the days since the beginning of this year.Seizure of various kinds of narcotics along the Bangladesh border also came down drastically during the lockdown, but instances with lesser quantity of narcotics were continuously intercepted by the BSF.

A Communist Party of India-Maoist (CPI-Maoist) cadre, carrying a cash reward of INR 500,000 on his head, was killed in an encounter in Sukma District of Chhattisgarh on April 18, reports The Pioneer.Inspector General of Police (IGP), Bastar range, Sundarraj P, said, based on specific Intelligence inputs about the presence of some Maoist rebels from Odisha in the forests of Chintalnar-Mundwal villages under Puspal Police Station limits, a team of District Reserve Guard (DRG) had launched the operation on April 17. “When the patrolling team was cordoning off the jungles near the location on Friday evening, an exchange of fire broke out between the two sides,” he said. During a search of the spot conducted later, the body of a male Maoist rebel along with a .315 bore firearm, a tiffin bomb, two hand grenades, a couple of detonators, cordex wire, Maoist literature and items of daily use were recovered, the IGP added.The slain Maoist has been identified as Podiyam Kama alias Nagesh, who was active as an ‘Area Committee Member (ACM)’ in Andhra-Odisha Border Special Zonal Committee (AOBSZC) of the Maoists. A Communist Party of India-Maoist (CPI-Maoist) cadre, identified as Nabi Miya alias Master (35), carrying a cash reward of INR 700,000 on his head was arrested from a weekly market at Manjhaladih more in Giridih District of Jharkhand on April 18, reports The Pioneer. According to the Additional Superintendent of Police (ASP) Deepak Kumar, on receiving a tip-off about the movement of the hardcore Maoist in the said weekly market, a special team of Dumari Police and 154th Battalion of Central Reserve Police Force (CRPF) was dispatched to the spot and arrested him. Nabi Miya has been acting as a section commander of the military company of Mithlesh Mahto, which is active in Giridih, Bokaro and Hazaribagh division. Nabi was involved in the killing of former Bagodar MLA (Member of Legislative Assembly) Mahendra Singh in the Chotanagpur region of the District on January 16, 2005. The ASP further said that Nabi Miya was wanted in connection with more than 15 incidents of Naxal [Left Wing Extremism, LWE]-related violence in the District. According to the Malkangiri Superintendent of Police (SP), Khilari Rishikesh Dnyandeo, following intelligence reports on the congregation of armed Maoists at the said forest near Tulsi pahad hill, personnel of the Special Operation Group (SOG) and District Voluntary Force (DVF) of Malkangiri had launched “cordon and search” operations in the area. During the operation, the SFs discovered a secret camp of the Maoists and on seeing the SFs, the Maoists opened fire at them leading to an exchange of fire. While taking advantage of the hilly terrain near the Odisha-Chhattisgarh border, the Maoists at the spot managed to escape, however, they left behind goods they were using, including explosive materials that were seized by the SFs.

The Security Forces (SFs) busted a Communist Party of India-Maoist (CPI-Maoist) camp following an exchange of fire with the cadres and seized explosive materials and ammunition in Chandili forest near Bartia village under Khaprakhol Block(administrative unit) in Bolangir District of Odisha on April 23, reports Kalinga TV. No casualty was reported in the incident. As per the report, acting on a tip-off about the presence of the Maoists, the Special Operation Group (SOG) personnel launched a combing operation in the said forest. When the SFs discovered a Maoist camp in the forest, a gun-battle broke out between the two parties. Although the Maoists managed to escape from the spot, they left behind their belongings, including some explosives and other items. A senior Police Official said, “We have seized tents, water containers, food items and clothes. As the team was advancing in the forest, a gun-battle broke out between the two sides in which two Maoists were killed. The field intelligence units of the Army coupled with inputs comprising HUMINT (human intelligence) and TECHINT (technical intelligence) indicate that around 300 terrorists, mainly of the banned Hizb-ul-Mujahideen (HM) and Lashkar-e-Taiba (LeT), are waiting across the border to sneak in, officials said, citing reports from Srinagar collated in the national capital. As many as 16 launch pads along the LoC had been activated in the recent weeks by the Pakistan Army and its external snooping agency ISI which included those located in difficult terrains like Nowshera and Chhamb from where the terrorists are known to enter the Gulmarg area of north Kashmir. The Indian Army is taking steps to re-calibrate its Counter Infiltration Grid (CIG) and counter-insurgency strategies to check the intrusion. Officials said a heavy concentration of terrorists was witnessed across Leepa valley, Athmuqam and Dudniyal, the same area in higher reaches in Keran sector in Kupwara District where a group of five terrorists had infiltrated on April 1 and who were subsequently killed on April 5. Five army personnel also lost their lives in the gunfight. The launch pads like Dumail, Sardari and Dhakki, which are normally activated in late summer, had also witnessed the presence of terror groups this time, the officials said. Among other launch pads that had seen presence of terrorists included Shardi, Neelum valley, Nowshera and even Chakoti, Khoja bandi and Haji Peer.

As per the report, ever since the lockdown has come into force a number of interior villages in the AOB region have been using innovative means to restrict the entry of outsiders and prevent local residents from venturing out, except for the purchase or collection of essentials. The Superintendent of Police (SP) Attada Babujee said, recently, some Maoists tried to enter a village but were stopped by the residents at the entry point. Because of this, the supply of rations, vegetables and livestock were affected, hitting the Left-Wing Extremists (LWEs). Moreover, the lockdown has also hit the revenue flow of the Maoists. Their main sources of income are collections from contractors, weekly shandies and smuggling of ganja. All the three have come to a standstill and sources in the intelligence wing indicate that revenue flow to the LWE have been seriously affected. The charge sheet was filed against Allan Shuaib (20) and Thwaha Fasal (24) arrested in connection with the case and an absconding accused, C.P. Usman (40). The trio has been charged under the Indian Penal Code (IPC) Section 120B (punishment of criminal conspiracy) and provisions of the Unlawful Activities (Prevention) Act (UAPA). The case was originally registered on November 1, 2019, at Pantheerankavu Police Station, Kozhikode after the duo was arrested with documents and propaganda material allegedly supporting CPI-Maoist, while they were conducting a meeting with Usman, who managed to escape. The case was re-registered by the NIA Kochi unit later. A woman cadre of Communist Party of India-Maoist (CPI-Maoist), identified as Ranai, was killed while two Security Forces (SFs) were injured in an exchange of fire with the SFs near Karemetta Police camp under Chhote Donger Police Station limits of Narayanpur District in Chhattisgarh on April 29, reports The Pioneer. As per the Police Officials, Ranai was an ‘area committee member’, and in-charge of the East Bastar division supply team. She was an active cadre of the East Bastar division since 2007 and was believed to be involved in more than a dozen of Maoist attacks in the Narayanpur area. According to the Superintendent of Police (SP) Mohit Garg, a joint team of the District Reserve Guard (DRG) and Chhattisgarh Armed Force (CAF) was out on a counter-insurgency operation in the area. When the patrolling team was cordoning off the forest near the said Police camp, the Maoists who had laid an ambush, detonated IEDs (Improvised Explosive Devices), and opened fire at the SFs, leading to the gun-battle. “Two security personnel, one belonging to the DRG and the other from the CAF, sustained injuries in the incident,” said the SP adding that after the guns fell silent, the body of a woman Maoist and two rifles were recovered from the spot.

An Army officer, two soldiers and two civilians including a woman were also injured as the gunfight which broke out at Melhora area of Shopian District that ended today (April 29).Inspector General of Police (IGP), Vijay Kumar, told that killing of the AGH chief, Burhan Majid Koka, is a major success for the Security Forces (SFs) as the entire group has almost been wiped out with only 3-4 cadre left in South Kashmir. The IGP said that Koka was involved in the attacks on the SFs, killing of civilians and recruitment of local youth into militancy for last few years. He said that Koka, a resident of Melhora in Shopian District, joined Hizb-ul-Mujahideen (HM) outfit in May 2018 and later shifted to AGH. Earlier, South Asia Terrorism Portal (SATP) had reported that his two associates Nisar Ahmad Bhat of Arwani Bijbehara and Bilal Ahmad Khan alias Umar of Sangoo Narbal in Pulwama District were also killed in the encounter on April 28.

Number of Pakistani posts and bunkers were damaged. “Pakistan army had brought militants to the terror launch pads located close to their posts on the LoC across Nowshera, Mankote and Mendhar sectors of Rajouri and Poonch districts and resorted to shelling and firing on Army posts and civilian locations with a view to give covering fire to the militants,” sources said. There were reports that the militants who had been brought to launch pads fled to their bases following strong Indian reply to Pakistan shelling and firing.
