Two Army personnel were killed and six persons including four civilians were injured as Pakistan violated Cease Fire Agreement (CFA) along the Line of Control (LoC) in Uri sector in Baramulla District of Jammu and Kashmir (J&K) on May 1, reports Daily Excelsior. Four Army personnel were injured in the CFA violations of which two of them identified as Havaldar Gokaran and Naik Shanker succumbed to their injuries. Two other injured personnel were identified as Havaldar Narayan Singh and Naik Pradeep Kumar. The four civilians were identified as Shanaza Bano (12), daughter of Bashir Ahmad, Thaira Bano (20), wife of Liyaqat Ali, Touseef Ahmad Khatana (4), son of Bashir Ahmad Khatana and Hussan wife of Husan Din Koli of Churanda village. An official said that the Army gave befitting reply and targeted the Pakistani posts inflicting heavy casualties on them. He said that posts were also destroyed.

An encounter broke out between militants and Security Forces at Rajwara forest area in Kupwara District of Jammu and Kashmir (J&K) on May 1, reports Daily Excelsior. A joint team of Army’s 21 Rashtriya Rifles (RR), 9 Para, Special Operation Group (SOG) and 92 Central Reserve Police Force (CRPF) launched Cordon and Search Operation (CASO) in Rajwar Handwara area in Kupwara District after input about presence of two militants of Lashkar-e-Toiba (LeT) in the forest area.As the troops approached the suspected spot, the hiding militants fired upon searching party triggering an encounter. However, there were no reports of any casualties.

However, nobody was injured in the incident, a senior Police officer said. The bridge on the Dumam river which connects Kuakonda and Katekalyan development block headquarters in Dantewada, was not only strategically important but also crucial for the people living in this inaccessible region, he said.

The Border Security Force (BSF) recovered 6.7 kilograms of heroin which was kept hidden in a field across the barbed fence at Shahpur village along the India-Pakistan border in Amritsar District of Punjab on May 1, reports Hindustan Times. The Assistant Inspector General (AIG) of Special Task Force (STF), Rashpal Singh said, “We had a tip-off that a consignment of heroin was smuggled from Pakistan recently, which was kept hidden in a field situated across the barbed fence at the said village. A case in this regard was registered on April 30 and Deputy Superintendent of Police (DSP) Vavinder Mahajan started probing the case. The DSP found that one person,identified as, Karam Singh aliasGolu, of Karimpura village was roped in to clear the consignment.”He said Golu was arrested on May 1 and at his instance, the heroin was recovered from across the fence.

The Enforcement Directorate (ED) on May 1 filed a charge-sheet against nine persons, including two ‘area Commanders’ of Communist Party of India-Maoist (CPI-Maoist) identified as, Musafir Sahni and Anil Ram before a Special Court in Patna District of Bihar in connection with a money laundering case, reports India Today. A senior ED official said the charge-sheet has been filed before the court seeking punishment of offences under money-laundering and confiscation of attached properties consisting of 11 plots in Vaishali District, two plots in Muzaffarpur District, three plots in Lakhnauri, balances in bank accounts, seized cash, a truck, and motorcycle, an advance given for property in Delhi totaling to INR 5.414 million. “The accused utilised the pseudo names to escape from the law enforcing agencies and utilised the proceeds of crime to purchase assets in the name of other associates,” the ED said.

Police sources said the house of Jaleel at Pandikkad in Malappuram District has been raided, on a tip-off, that some outsiders were living there. According to Superintendent of Police (SP), U. Abdul Kareem, the search was conducted on a tip-off that few affiliates of Jaleel and his brother were staying in the house. “Other than the family of Jaleel, three men and three women were found in the house. Three of them were relatives of the family and three are outsiders,” said the SP adding that, “no one has been arrested. The Police team has recovered few pamphlets, phone memory cards, and few sim cards from the house. We are keeping a vigil on them.”

The National Investigation Agency (NIA) Officials conducted searches in two locations in Kozhikode District of Kerala on May 1 in connection with the Maoist case against two arrested college students - Allan Shuaib (20) and Thwaha Fasal (24) and another absconding accused C. P. Usman (40), reports New Indian Express. Earlier, on April 27, the agency had filed a charge-sheet in the Ernakulam NIA Special Court against the accused which said: “the investigation had revealed that all the three are members of the proscribed terrorist organisation CPI-Maoist and had conducted secret meetings and unlawful activities for furthering the cause of the outfit.”

The National Investigation Agency (NIA) on May 1 arrested an absconding property manager, identified as Manoj Chaudhary, from Hooghly District of West Bengal in connection with a case of arms seizure from Communist Party of India-Maoist (CPI-Maoist) cadres in Jharkhand, reports Outlook India. An NIA spokesperson said that Chaudhary, who allegedly acted as a property manager in Jharkhand, was arrested and incriminating documents showing transactions in immovable properties were seized from his possession. The NIA had registered the case against Maoists in May 2018 after a huge cache of arms and ammunition were seized from Akbakitand village in Giridih District of Jharkhand in March 2018. The NIA official said that investigation revealed that Chaudhary was an active member of CPI-Maoist and was instrumental in the investment of proceeds of terrorism like extortion or levy money collected by senior Maoist cadres in real estate. “He was in contact with senior CPI-Maoist cadres since 2008 and channeling their ill-gotten wealth into acquisition of immovable properties at prime locations in Giridih District of Jharkhand,” the Official added.

A Colonel and a Major were among five Security Force (SF) personnel killed in an encounter at the Chanjmulla area in Handwara area in Kupwara District of Jammu and Kashmir (J&K) on May 2, reports Daily Excelsior. Two militants were also killed in the encounter. The Army personnel were leading a team to rescue civilians who were taken hostage by the militants, Police officials said. In the process, all the five security men, including two Army soldiers and one J&K Police Sub-Inspector (SI) lost their lives, they added. The identity and group affiliation of the slain militants is yet to be established.

In a step towards uprooting the Communist Party of India-Maoist (CPI-Maoist) in Chhattisgarh, the Centre has decided to deploy eight Battalions (over 8,000 personnel) of Indo-Tibetan Border Police (ITBP) in the State on a permanent basis from 2021, reports The Pioneer on May 5. Presently, the ITBP battalions are deployed in the State on a rotation basis, with two or three of them shifted out every two or three years and replaced by others from elsewhere in the country. As per the new policy, these eight battalions already deployed in Chhattisgarh will be permanently based there for anti-Maoist operations and only personnel from them will be transferred in and out on an individual basis. According to an official, “the move to deploy Battalions on a permanent basis in Chhattisgarh will also strengthen their operations as the personnel will have proper time to establish their intelligence network in the area which is a must in the jungle warfare.”

Hizb-ul-Mujahideen (HM)‘chief’ Reyaz Naikoo was among four militants killed by Security Forces (SFs) in separate encounters in Pulwama District of Jammu and Kashmir (J&K) on May 6, reports Daily Excelsior. SFs engaged with militants in two simultaneous gun battles in Pulwama, one in Sharshalli village where two unidentified militants were killed and the other in Beighpora in Awantipora where Naikoo was killed along with another militant. His accomplice attempted to escape by charging towards SFs and opening indiscriminate fire but was killed in the encounter, which led to clashes as people started pelting stones at security personnel, in which two persons also sustained bullet injuries. Naikoo became the de facto chief of the banned HM outfit after the death of Burhan Wani, in July 2016.He carried a reward of INR 1.2 million as the security agencies had categorised him as “A plus plus” militant, and he remained “the most wanted since 2018”.

The vehicle was carrying incriminating material which included JeM posters, some cash and a cipher code sheets. Two persons Mohammad Lateef Koka of Zenipoora in Chadoora and Sahil Manzoor Waza of Wathoora in Chadoora were arrested and the incriminating material was recovered from their possession. The Jharkhand Police has disclosed that there is no respite in Naxal [Left Wing Extremism, LWE] attacks in the State amid the ongoing nationwide coronavirus-induced lockdown, reports ANI on May 11. As per the data provided by the Jharkhand Police, the incidents of Naxal-linked arson and murder during March end to April this year have been higher than the last corresponding period. During March-end to April this year, Naxals carried out 33 major acts of violence, killing and injuring several people, nine murders, and eight cases of arson. Further, in 2019, Jharkhand had recorded 134 violence cases, 30 civilian casualties, 30 acts of arson, and 14 police casualties -- all allegedly carried out by the Naxals. According to the Additional Director General of Police (ADGP), Operations, M.L. Meena, “Naxals are taking the lockdown as an opportunity. Due to lockdown, people and potential victims are at home. With zero movements and crowd around, they are becoming easy targets. The Inspector General of Police (IGP), P. Sunder Raj, said that Nishant Jain, a resident of Bilaspur has been arrested for helping to provide material and other help to Maoists. The accused owns a contracting firm by the name of Landmark Engineering in Bilaspur and has nearly 25 Pradhan Mantri Gramin Sadak Yojana (PMGSY) road contracts in Koylibeda, Aamabeda, Siksod, Raoghat and Tadoki areas in Bastar division. Earlier, in March, Police, during vehicle checking in Kanker District arrested one Tapas Palit, who confessed that he had been supplying the material to Maoists. Police said that this had been going for two years and the material was being purchased from Rajnandgaon. A Special Investigation Team (SIT) found that contractors Nishant Jain, and Varun Jain of Landmark Royal Engineering, Rajnandgaon secured road contracts and had, through their subordinates – Ajay Jain, Komal Verma and Tapas Palit, been supplying the materials to Maoists. The National Investigation Agency (NIA) on June 6, arrested a suspected terror funding conspirator, identified as Abdul Rehman Abdul Jabbar Sheikh (53) from Mumbai in the 2019 Visakhapatnam espionage case involving Pakistan-based spies who had honey-trapped some junior level Navy personnel via social media for collecting sensitive information about location and movements of Indian naval ships and submarines, reports thenewsminute.com.Sheikh was arrested from his residence based on inputs shared during questioning of the arrested accused in the case and technical analysis. The agency recovered a number of digital devices and incriminating documents during search at Abdul Rehman's residence, an official said, adding that further investigation is continuing. Abdul Rehman is the 15th accused arrested in the case so far. His wife Shaista Quaiser, a Pakistan-born Indian woman, was among 14 others who were arrested earlier. The arrested also include 11 Navy personnel. On May 15, 2020, NIA also arrested Mohammed Haroon Haji Abdul Rehman Lakdawala (49) from Mumbai. All of them along with others were allegedly involved in terror funding. The NIA took over the case on December 29, 2019. The case was originally registered on November 16, 2019 by the Andhra Pradesh Police under sections dealing with criminal conspiracy and waging or attempting to wage war against Indian government of the Indian Penal Code (IPC), and Unlawful Activities (Prevention) Act- UAPA and Section 3 of Official Secrets Act.

According to a spokesperson of the NIA, the chargesheet named Nisar Ahmed Sheikh, Nishad Ahmed Butt and Azad Hussain Bagwan, alleged to be Over Ground Workers (OGWs) of the HM terror group, and charged them with various provisions of Indian Penal Code (IPC) and Unlawful Activities Prevention Act (UAPA). Lance Naik Raj Singh Khatana of 10 Rashtriya Rifles (RR) was also killed in the operation while fighting during the encounter. There had been reports that another HM militant named Maqsood was also accompanying Bhat, however, during searches, his body wasn’t traced which indicated that Bhat was alone in the house and Maqsood might be hiding in Kishtwar or any other place. Police recovered one AK-47 rifle and a magazine from the possession of slain militant. Bhat was active since last year and his name had figured as one of the fabricators of the Improvised Explosive Device (IED) which had targeted the Central Reserve Police Force (CRPF) convoy at Banihal in March 2019 but there was no damage as the IED didn’t explode. Bhat was also part of the group which had killed Rashtriya Swayamsevak Sangh (RSS) functionary, Chanderkant Sharma and his Personal Security Officer (PSO), Rajinder Singh, inside Kishtwar Hospital in April 9, 2019. Zubair, who pleaded guilty in a US court for his terror crimes, was brought on a special flight on May 19 and is at a quarantine center in Amritsar, Punjab. Although associated with the terror group, "Mohammad Ibrahim wasn’t a key financer to Al Qaeda", according to intelligence sources. His brother Farooq Mohammad was a key financer and is still in a US jail. The US immigration authorities deported Mohammad Ibrahim to India and he was brought in a special flight to Amritsar, Punjab along with 167 other deportees. Mohammad was arrested in 2015 after being charged with conspiring to provide material support to terrorists, specifically Anwar al-Awlaki, a preacher who later came out in support of Al Qaeda. Awlaki was later killed in a US drone strike in Yemen in 2011. After waiting two years for a trial, the government offered him a plea deal despite his repeated protests and denials of any wrongdoing. In exchange for a guilty plea, the Hyderabad native was told that he would serve a significantly reduced sentence of two and a half years in the US and then be deported to India instead of being a burden on the US taxpayers.

The slain Maoists were identified as Rishu Istam, Deputy Commander of Platoon 16 of People’s Liberation Guerrilla Army (PLGA), armed wing of CPI-Maoist and Maata, the ‘commander’ of Pidiyakot ‘Jan Militia’ (people’s army). While Istam carried a cash reward of INR 800,000; Maata had a reward of INR 100,000 on his head. According to the Superintendent of Police (SP) Abhishek Pallava, on receiving a specific input that 20 Maoists, led by Mallesh, commander of platoon 16 and Istam, was on the move, and area committee members - Ajay and Murli were with them in the said area, a team of District Reserve Guard (DRG) was out on a counter-insurgency operation. Soon, a gun-battle broke out and after a brief exchange of fire, the Maoists managed to escape into the dense forest. The Delhi High Court (HC) on May 22, issued a notice in the interim bail plea filed by the human rights activist Gautam Navlakha, who is in the custody of the National Investigation Agency (NIA) in connection with his alleged role in the Bhima-Koregaon case, reports The Quint. The Justice Anup J. Bhambhani has directed the NIA to respond to the bail plea by the next date of hearing, which has been set as 27 May. Navlakha is one of the 11 prominent activists, academics, and lawyers who have been accused of Naxal [Left Wing Extremism, LWE] links, and instigating the violence that took place in Bhima-Koregaon on January 1, 2018. They were booked by the Pune Police under the Unlawful Activities (Prevention) Act (UAPA) 1967, which imposes extremely strict conditions for grant of bail. In January, the case was transferred to the NIA, after the newly elected state government in Maharashtra decided to review it.

Indian agencies have been pursuing Naik, who is currently based in Malaysia, also for delivering hate speeches allegedly used to incite terror activities. Sources close to developments have revealed that despite New Delhi’s persistent efforts, Malaysia is reluctant to hand over Naik to New India. In the most recent instance, Naik is said to have contacted one of his old contacts in Qatar and requested him for a generous amount of USD 500,000 as a charity to his organisation. It is also learnt that the Qatari national has been helping Naik contact local wealthy businessmen and charity organisation for the collection of funds. Naik continues to maintain several bank accounts in Gulf countries, including Qatar and the UAE, for collection of such funds to evade scrutiny of the Indian government. He generally uses these accounts to transfer funds to his associates and network for activities by Islamic Research Foundation (IRF) and other associated organizations. The Indian government has since put a five-year ban on IRF. At the same time, Pakistan has also been using its relations with Turkey and Qatar countries to organise funds for Naik. It is to be noted that Pakistan maintains good relations with both Qatar and Turkey. In the last few years, relations between Qatar and Turkey have turned stronger and Turkey has been using its influence on Qatar to take an anti-India stand. Naik is involved in the preaching of radical Islamic ideology that has influenced the youth in India and abroad in an adverse manner and some of them are found to have been motivated to join extremist organisations such as Daesh/ Islamic State (IS). Naik, left India in 2016 and subsequently moved to Malaysia, which has reportedly granted permanent residency to him. Naik was booked by the Enforcement Directorate in 2016, based on a National Investigation Agency’s (NIA) FIR that was registered under the Unlawful Activities Prevention Act (UAPA).

Usman had planned a meeting at a public library in Kozhikode District of Kerala, reports The New Indian Express on May 26. As per the chargesheet in the case, the NIA claimed that three accused were members of the Kozhikode Maoist cell. The NIA had filed a chargesheet against the trio last month. Allan and Thwaha were arrested by the Police while Usman is still absconding. Security Forces (SFs) including 34 Rashtriya Rifles (RR), Central Reserve Police Force (CRPF) and Kulgam Police cordoned off Damhal Hanjipora area on specific inputs about the presence of militants in the area, trapped two militants in the village and asked them to surrender. According to information, a white Santro fitted with IEDs was on the move in Pulwama with plans to enter the highway to target a security convoy. The suspect car was intercepted at a checkpoint on May 27 night and signalled to halt which it did not, leading to the Security Forces (SFs) opening fire.A search of the vehicle later found a container packed with explosives. This container itself weighed around 50 kilograms. Later on, the nearby area was vacated and then destroyed the car in a controlled explosion. Police believe the fidayeen(suicide squad) plot to target the SFs or their installations was a joint venture of Jaish-e-Mohammad (JeM) and Hizb-ul-Mujahideen (HM). Six members of the Revolutionary People’s Committee (RPC) of the Communist Party of India-Maoist (CPI-Maoist) surrendered before the Police at Kurnavalli village of Cherla Mandal (administrative sub-division) in Bhadradri Kothagudem District of Telangana on May 31, reports Telangana Today. The surrendered Maoists were identified as – Koram Nageswar Rao, Komaram Ramesh, Sonde Ramesh, Koram Sathyam, Irpa Venkateshwarlu, and Vage Kanna Rao. As per the report, the Maoists were accompanied by around 200 villagers who reportedly pursued them to surrender.

Two persons, including a Policeman, were killed in firing by Communist Party of India-Maoist (CPI-Maoist) in Keraikela Police Station area of West SinghbhumDistrict of Jharkhand on May 31, reports The Times of India. Superintendent of Police (SP), Indrajeet Mahata said, “The Maoists squad opened fire on security personnel when they were crossing Jonua village in Keraikela. One of the deceased has been identified as Lakhinder Munda, a body guard of Chakradharpur SDPO (Sub-Divisional Police Officer) Nathu Singh Meena, and the other person is Sunder Swarup Mahtoa, a Special Police Officer (SPO). Both the men were rushed to the hospital in Chakradharpur but doctors declared them brought dead.”
