Four Over Ground Workers (OGWs) were arrested by Police in Budgam District of J&K on March 1, reports Daily Excelsior. The four OGWs were identified as Muzamil Nabi, Umer Ajaz, both residents of Kanihama, Rouf Bhat and Ishfaq Bhat, both residents of Kantebagh in Sanoor Kali Pora, and recovered incriminating materials including arms and ammunition from their possession. Police said all the four OGWs were involved in providing logistic support and shelter to the militants operating in the areas of Magam in Budgam.

In an apparent bid to fuel communal tension in Bodo belt, unidentified miscreants burnt Islamic religious literature in at Kalapani masjid in Baksa District of Assam on March 1, reports Northeast Now. The miscreants allegedly burnt 11 copies of the Quran, three copies of the Hadith and some other religious articles. Following the incident, hundreds protested in the area against the incident.

Kangleipak Communist Party-Peoples War Group (KCP-PWG) ‘chairman’ Lamyanba Khuman and his associate, Hijbur Rehman were arrested on March 1, from Nirankari Sarovar Bus Stand of Burari in North Delhi District of Delhi, reports E-pao. Northeast now adds that Police stated that the militants were operating from Delhi to raise funding for the rebel group. Nagaland Post adds that Khuman had surrendered after a suspension of operation truce was inked with Manipur Government. However, Khuman reportedly left the designated camp arranged by the government for lodging the surrendered cadres and allegedly started committing several terror-related activities like lobbying of grenades, shootouts, killings, planting of bombs, running extortion networks by intimidating businessmen and politicians.

On March 1, a hideout of National Socialist Council of Nagaland-Khaplang Yunga Aung faction (NSCN-K YA) and United Liberation Front of Asom-Independent (ULFA-I) was busted at Panikheti village in Mon District in Nagaland, tweets Eastern Army Command. Two militants were arrested in the operation. Assam Rifles adds that one ULFA-I and one NSCN-K YA militant was arrested in the operation. A pistol, a .303 rifle and three rounds of ammunition were recovered as well.

The Maoists also placed a dummy landmine in the middle of a road that blocked the road at the said village. The banners, however, were set on fire by the women and girl students of the village, as the road falls under their route to take to their board examination centres. The arrested cadre has been identified as Ghana Majhi (30), a resident of Sikuli village in the said District. As per the report, Majhi worked as a ‘militia member’ of Kandhamal-Kalahandi-Boudh-Nayagarh (KKBN) Division. According to Superintendent of Police (SP), B. Gangadhar, on receiving a tip-off, a special team of the Police conducted a search operation in the said forest and arrested Majhi while he was carrying explosive materials, which were to be supplied to the fellow Maoists. The Maoist, identified as Sonu alias Dr. Prashanth Modiyam (25) surrendered before the Superintendent of Police (SP), Divyang Patel, and Central Reserve Police Force (CRPF) Deputy Inspector General (DIG) Komal Singh. As per the report, Sonu worked as Kalahandi-Kandhamal-Boudh-Nayagarh (KKBN) ‘area divisional committee commander’. According to a Police official, “Sonu alias Samu alias Somu alias Dr Prashant Modiyam was unsatisfied with Naxal [Left Wing Extremism, LWE] ideology and hardships of the forests.” He had joined the CPI-Maoist while he was in class three and had later received medical training. In 2011, he was shifted to Odisha where he instructed other Maoists on providing medical aid and in 2013, he was appointed as DVMS doctor in the Maoist organization, said the Official. Further, the Official added that he was a part of Maoist team that had ambushed a CRPF party at Pamulavayi village in the District, wherein five Police personnel were killed on October 29, 2007. National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) on March 2, termed the recent comment of RN Ravi, the Government of India’s interlocutor for Naga peace talks as irresponsible and misleading, reports The Sangai Express. NSCN-IM in a press statement said that “In his interview, the Representative of the Government of India (GoI) in an intentional and calculated move misinterpreted the 3rd August, 2015 Framework Agreement (FA) and squarely blamed the NSCN by giving shocking and unwarranted statements”. The NSCN-IM said that it does not consider the Framework Agreement contentious and there is no ambiguity about it. The NSCN-IM further said that it “recognizes that it is a broad framework whereby a foundation was laid towards resolving the decade’s old Indo-Naga conflict through mutual respect of each other’s history and sharing of sovereignty or sovereign powers between the two entities”. The NSCN-IM also said that it is firm in its commitment to resolve the decade’s old Indo-Naga issue based on the Framework Agreement. The NSCN-IM then stated that the Framework Agreement “recognizes that the Naga issue is political and therefore implying that it is not the internal law and order issue of India”. It reaffirmed and recognized their “Unique history and situation” which entails that Nagas were never a part of India either by conquest or by consent. According to the NSCN-IM, in 2010 the first ever comprehensive official response proposal from the GoI was submitted to the NSCN-IM during the time of RS. Pandey, Representative of the Government of India. The proposal of the Government of India significantly included a political solution based on “Shared Sovereignty” and also amongst others included the establishment of “a statutory Pan Naga Supra state body” to represent Naga identity and their interest and which will cover Nagas, wherever they are, and separate fund. His proposal also included the necessity of respect for the integration of Naga areas. During the period of the present Representative of the Government of India it was finalized that in appreciation of the unique History and situation of the Nagas the GoI agreed that the statutory Pan Naga Hoho (PNH) shall be part of the political agreement and recognised that integration of all Naga areas as the “legitimate rights” of the Naga people. Pan Naga Hoho shall be statutory body, represented by Nagas, wherever they are, from respective tribes or regions democratically, according to NSCN-IM. Earlier RN Ravi had accused NSCN-IM of making “new and mischievous interpretation” of the already agreed positions.

Jammu and Kashmir (J&K) reported over 1,500 militancy related incidents during the period, UMHA informed. The grenade attack in Amritsar took place at a prayer hall in Adliwal village on November 18, 2018, wherein three persons were killed, Union Minister of State for Home Affairs G Kishan Reddy said. The data presented by the minister showed that 1,550 militancy related incidents were reported in J&K between 2017 and 2019 and 251 security personnel, 118 civilians and 627 militants were killed during the period. According to a Police Official, a joint team of Security Forces (SFs) comprising CAF and District Force was out on patrolling to ensure security to a road construction work in the area. When the SFs were advancing through the forest adjacent to the said forest, the Maoists opened fire at them leading to an exchange of fire in which the Head Constable Anand Bhagat, belonging to CAF's 9th Battalion, sustained bullet injuries, the Official said adding that a search operation was initiated in the area.

One of the accused involved in Pulwama attack has disclosed to the National Investigation Agency (NIA) that Jaish-e-Mohammad (JeM) has procured chemicals for making explosives and other accessories used for the car bombing from Amazon online shopping website, reports Daily Excelsior on March 7. During the interrogation of an accused identified as Waizul Islam Ganai (19), arrested from Srinagar early this week, for his involvement in the attack on Central Reserve Police Force (CRPF) convoy in Pulwama in 2019, disclosed that he used his Amazon online shopping account to procure chemicals for making IEDs (Improvised Explosive Devices), batteries and other accessories for Pulwama car bomb attack on the directions of the Pakistani JeM militants. The NIA in a statement said that Ganai has also personally delivered the items to the JeM militants after procuring the incriminating material online as a part of the conspiracy to carry out the Pulwama attack. The NIA arrested him early this week along with Mohammad Abbas Rather (32), of Hakripora in Pulwama. They were arrested during separate raids on their houses in Srinagar and Pulwama respectively.

HNLC had issued such statement on March 1 in which it issued an ultimatum to Hindu Bengali community of the state to leave Ichamati and Majaw areas (East Khasi Hills District) of Meghalaya within one month. GK Iangrai, Assistant Inspector General (IG) of Police stated that “We have registered a case based on the statement of the HNLC on March 1. The statement has created fear psychosis. We are investigating and will proceed as per law,”. The IG also added that situation is normal and under close watch. The administration relaxed curfew in many parts of Shillong including the Police Bazar area. Curfew has also been relaxed for ten hours in the tourist town of Sohra and six hours in Shella, adds Outlook on March 6. Three people including two non-tribals died in violence which started in the largely non-tribal Bazar town of Ichamati close to the Indo-Bangladesh border where clashes broke out between the local non-tribals and the Khasi Students Union activists (KSU). "There have been 27 encounters with terrorists in the union territory of Jammu and Kashmir (J&K) since August 5 last year to February 23 this year. Forty-five terrorists were neutralised and 7 security force personnel were also martyred," the minister stated. "In addition, 132 cases of cross border firing from August 5, 2019, to December 31, 2019, and 41 cases of cross border firing between January 1 and February 15 this year along the international border and LOC in union territory of J&K were committed," Naik stated. In a written reply to a question in Lok Sabha (Lower House of the Indian Parliament), the minister said that during 2019, there were 1,586 incidents of ceasefire violations at the LoC and Indo-Pakistan IB.

The arrested cadres have been identified as, Dinakar Gota (42), a member of the North Gadchiroli Divisional Committee (DVCM) of CPI-Maoist, and his wife Sunanda Koreti (35), a member of Korchi Dalam (armed squad), both of them carried a cash reward of INR 1.8 million on them. According to the Superintendent of Police (SP), Shailesh Balkawade, “the two were living as companions and had strayed out of the movement in September 2019. We were in their pursuit through our sources and finally managed to arrest them.” The SP further added, “Carrying a reward of INR 1.6 million on his head, Gota was involved in 108 serious crimes, including 33 civilian murder whereas, Koreti was involved in 38 crimes and carried a reward of INR 200,000 on her head.”

Out of these, 300 families don’t have any document to prove their bona fide. The arrested persons are natives of Kerala and a third person wanted in the case is a native of Tamil Nadu. The gang printed INR 500 counterfeit currency notes and then circulated them in the market by mixing them with the original notes. "The arrested accused identified as Vishnu Vijayan is an electronic engineer by education and is a resident of Pondikolam in Thiruvananthapuram, Kerala, while second accused identified as Don Verkey (26) is a resident of Iduki, Kerala earlier worked in a shipping company. Verkey had been in contact with the accused wanted in the case and he had roped in Vijayan for the job. Vijayan left his job and invested Rs 10 lakh for setting up a small workshop and equipment needed for printing of the counterfeit notes," Deputy Commissioner of Police (DCP), P Akbar Pathan from Mumbai Crime Branch said.

As per the report, the seized document stated, ‘last blood would be shed at Abujhmadh’ implying the Maoists’ wish to make their last stand in the region. Further, the Maoist document, also puts to rest on speculation regarding developing forested terrains of Amarkantak in Madhya Pradesh as their alternative base after repeated strikes on Abujhmadh by Security Forces (SFs) of Chhattisgarh and Maharashtra. It is also learnt three platoons of Vistar Dalam (armed squad) were operating from Amarkantak forests from where their top brass can control movements in Madhya Pradesh, especially in Balaghat region where they enjoyed domination in the past. Activists of Dal Khalsa, a pro-Khalistan group entered into a scuffle with members of the Shiromani Gurdwara Parbandhak Committee (SGPC) Task Force over the release of the original version of Nanakshahi calendar for Samvat 552 from the Akal Takht secretariat in Amritsar District of Punjab on March 6, reports The Times of India. The said calendar carried a photograph of the Kartarpur corridor opening ceremony being addressed by Pakistan Prime Minister Imran Khan. As per the report, the Takht secretariat in-charge intervened and allowed the Dal Khalsa members to release the calendar from the outside platform of the secretariat. The calendar was authored by Canada-based scholar Pal Singh Purewal and released by SGPC in 2003. Later, SGPC launched its amended version in 2010 under the aegis of Akal Takht. As Dal Khalsa activists arrived at the Akal Takht secretariat to release the calendar, they were stopped by the SGPC Task Force since they didn’t have permission. This led to a scuffle between the two groups. The Nanakshahi calendar launched by Dal Khalsa has an image of Pakistan Prime Minister Imran Khan and says, ‘Thank you Pakistan.’ Dal Khalsa, in a release, stated, “The organization believes Kartarpur Corridor is a landmark achievement for the Sikhs. Highly placed sources stated that the meeting was held between the 20-member WC NNPGs delegation led by its convenor, N Kitovi Zhimomi and Governor RN Ravi. The source informed that the issue of the proposed “Upper House” in Nagaland dominated the meeting and that the negotiating parties deliberated, in detail, the composition and functions of the “Upper House”. “The meeting was mainly around the details of the proposed Upper House. We are working on the details so that a draft agreement could be finalised at the earliest,”. Kitovi stated that whatever the two negotiating parties have agreed in principle during negotiations, that concluded on October 31, 2019, have to be finalised and then the same would be forwarded to the Parliament. Earlier on February 23, Kitovi had rubbished speculations that NNPGs were negotiating only for Nagas of Nagaland. He reiterated that special status like separate Regional Territorial Council has been worked out for Nagas living outside Nagaland.

Four persons have been booked under the Official Secrets Act (OSA) for spying after they were suspected of clicking photographs of a radar at the Naliya Air Force Station in Gujarat's Kutch District bordering Pakistan, Police said on March 8, 2020, reports news18.com. The four persons, including a 17-year-old boy, were intercepted by personnel of the Indian Air Force (IAF) on January 29 while taking photographs of the prohibited area, and later handed over to local Police. Photographs of the sensitive defence area, mobile phones and a camera were recovered from the possession of the accused, a police officer said, adding that a case was registered on March 7, 2020 under Section 3 of the OSA. The National Investigation Agency (NIA) has procured five days of custody of Telangana Vidyarthi Vedika (TVV) president, Bandari Maddileti to interrogate him in connection with a case of his association with frontal organisations of Communist Party of India-Maoist (CPI-Maoist), reports The Times of India on March 11. As per the report, the VI metropolitan sessions judge Court of Nampally city in Hyderabad District of Telangana granted the custody of Maddileti to NIA. The defence counsel V. Raghunath said, “the court has specified certain conditions while granting the custody. NIA officials will take Maddileti into custody on March 11.” NIA had moved a petition in the court a few days ago seeking custody of Maddileti. In December 2019, NIA re-registered a case based on a FIR booked by Hyderabad Police against activists of TVV. Security sources stated that facing hard time, the ULFA(I) is desperately trying to boost its coffers as no militant outfit can survive without steady flow of funds. Sources said that the ULFA(I) has targeted the tea gardens and stone quarries of upper Assam districts and according to information available, some are making payments without informing the police. However, the flow of funds has been restricted and the ULFA-I is forced to negotiate over the demanded sum. ULFA-I, instead of sending its cadre to collect money have been using sympathisers and middlemen to collect money. Security sources added that “As squeezing the fund flow is the best way to check militancy, the police and security forces are trying to apprehend the middlemen and sympathizers who are involved in collection of funds on behalf of militants.” Sources also added that only a few youths from upper Assam districts have joined the outfit, which no longer has a support base in other parts of Assam.

A total of 451 persons are under detention in Jammu and Kashmir (J&K), including 396 persons under the Public Safety Act (PSA), reports Daily Excelsior on March 12. Giving details in the Rajya Sabha (Upper House of the Indian Parliament), Minister of State for Home, G Kishan Reddy said the Jammu and Kashmir authorities had taken 7,357 persons in preventive custody since August, 2019 when the special status of the erstwhile State was abrogated and it was divided into two Union Territories (UTs). He said among those detained were stone pelters, miscreants, Over Ground Workers (OGWs) of terrorist outfits, separatists. “Out of these, 451 such persons are presently under preventive detention, which includes 396 persons under Jammu and Kashmir Public Safety Act (PSA),” he said. The Minister said the detentions have been made under section 107 of the CrPC, as also under the Jammu and Kashmir Public Safety Act, 1978.

He stated in Lok Sabha (Lower House of Indian Parliament), “Ten inmates of the six detention centres in Assam, where declared foreigners/ convicted foreigners are kept, died in different hospitals from 1st March, 2019 to 29th February, 2020”.The Minister also said that there were six detention centres in Assam, having a total capacity of 3,331 people (Tezpur 797, Silchar 479, Dibrugarh 680, Jorhat 670, Kokrajhar 335 and Goalpara 370). He also added that “A detention centre at Matia in Goalpara District with a capacity of 3,000 is under construction.” He also said that there was no National Register of Citizens (NRC) detention camp/centre is Assam. Earlier on March 11, Minister of State for Home Affairs, Nityanand Rai had stated that there were 802 persons in the detention centres of Assam on March 6, down from 1,043 inmates in November, adds The Telegraph. This decline is being attributed by those in the know to the Supreme Court order last May for conditional release of those who have spent more than three years in the centres. The NRC authorities have put on hold its decision to issue rejection certificates to the 1.9 Million people because of Corona virus epidemic, reports The Telegraph. Sources said the NRC authorities here have got the names of these people from the deputy commissioners who had been asked a few weeks ago to check whether declared foreigners, D-voters or people with cases pending in foreigners’ tribunals have got into the final NRC.

The chargesheet was filed in the Special NIA Court, Mohali, against Massa Singh alias Mandeep Singh, Harjit Singh alias Harjit, Gurjant Singh, Manpreet Singh alias Maan and Bikramjit Singh Panjwar alias Bikkar Baba (absconding) – all residents of Tarn Taran District; Chandeep Singh alias Gabbar Singh, a resident of Gurdaspur District; Malkit Singh alias Shera and Amarjeet Singh alias Amar Singh - both resident of Amritsar District; and a juvenile. Local Administration Department (LAD) Secretary, Rodney Ralte, stated that an exercise is being carried since early February, 2020 under the joint initiative of Mizoram Home Department and LAD to detect foreigners, reports East Mojo. The Secretary also added that that there are about 19 unauthorised villages in four Mizoram Districts -- Lunglei, Champhai, Mamit and Serchhip -- suspectedly established by Bangladeshi immigrants. Majority of the illegal villages are located in south Mizoram’s Lunglei District, three in Champhai District, two in Mamit District and another one in Serchhip District. He said that the unauthorised villages are inhabited mostly by the Chakmas and Bru communities. He also ruled out allegation that the government is taking up National Register of Citizens (NRC)-like exercise. The massive drive is being carried out alongside the to identify unauthorised villages across the state. This comes at a time when a household register bill to identify between genuine residents and foreigners is pending with the Centre for approval.

The Police arrested a cross-border drug peddler, identified as Davinder Singh from the outskirts of Kakkar village under Lopoke Police Station limits in Amritsar District of Punjab on March 12, reports The Tribune. The Inspector General (IG, Border Range) S.P.S. Parmar and Senior Superintendent of Police (SSP) Vikram Jeet Duggal said that the Police had recovered 10 kilograms of heroin from across the border fence in the District following the interrogation of Davinder Singh. “Davinder and his accomplices had been in contact with Pakistan-based smugglers to receive the drug consignment from across the border fence,” said the IG. Further investigations were underway to unearth the nexus and raids were on to arrest his accomplices, the IG added.

In one incident, three Maoist cadres, identified as Kartami Vaga alias Badal, his wife Madkam Kamli and Madkam Beeju carrying a cumulative cash reward of INR 1.5 million, surrendered before Police and Central Reserve Police Force (CRPF) officials in Sukma District. According to a senior Police Official, Badal was an active ‘deputy commander’ of platoon number 26 of CPI-Maoist and carried a cash reward of INR 800,000 on his head. He was allegedly involved in several attacks on Police personnel, including Burkapal ambush in the said District, wherein 26 CRPF personnel were killed on April 24, 2017. On the other hand, Kamli was a ‘commander’ of Maoists’ training team and carried a reward of INR 500,000 on her head. While Madkam Beeju was a ‘member’ of section ‘B’ of platoon number 24 of CPI-Maoist and carried a cash reward of INR 200,000 on his head. In another incident, a woman Maoist, identified as Sukhmati alias Jyoti (22) surrendered before Police at Jagdalpur in Bastar District. According to a Police official, Jyoti had been active in ‘Barsoor Area Committee’ of CPI-Maoist since the last 10 years. "The surrendered cadres were disappointed with the hollow Maoist ideology and their anti-people activities. Suspected Islamic State (IS) operative, Areeb Majeed who was arrested in November 2014 for having travelled to Iraq and then Syria to join the global terrorist outfit granted bail by a special National Investigation Agency (NIA) court on March 17, reports The Hindu. Majeed along with Fahad Shaikh, Shaheem Tanki and Aman Tandel had left India for Iraq under the guise of pilgrimage in May 2014 and joined the IS. All of them later went to Syria, where the other three are believed to have been killed, while Majeed came back to India via Turkey in November 2014. Earlier, he had moved a bail plea before the Bombay High Court after it was rejected by the special NIA court. The NIA in its chargesheet against Majeed who had been in NIA custody since last five years had claimed that the suspect had participated in several attacks perpetrated by IS, and had sustained bullet injuries on two occasions, and was seriously injured in a bombing following which he had decided to return to India.

The operatives were identified as Ravinderpal Singh alias Ravi, Jagdev Singh alias Sonu - both residents of Moga and Fatehgarh Sahib District of Punjab respectively and Harcharan Singh, a resident of Delhi. However, the Court discharged another accused Nishan Singh alias Punia, as the NIA failed to file challan against him. The accused Ravinderpal and Jagdev were arrested in May 2019 for planning a terror strike in Punjab following which Punia and Harcharan were also arrested from Amritsar District.

Under the deal, worth INR 850 crore, the LMG will be delivered in a year. This will replace the 5.56 INSAS light machine gun that is now two decades old. The Army has already received the American Sig Sauer assault rifles and the Caracal close quarter battle (CQB) carbines made in the UAE, but there were delays in getting the LMG. The MoD had cleared the purchase of all three weapons under the fast-track procedure in early 2019. The Army had to get all three weapons as soon as possible, given the operational situation.

She arrested from her residence at the Bangladesh-bordering Malayapur village, within Baduria Police Station jurisdiction in North 24- Paraganas District. “It has come to our notice while investigating the contents in her mobile phones that she was trying to befriend soldiers in the India Army using Facebook and WhatsApp. She was evidently trying to honey-trap them. However, it seems she was yet to get any success,” said an officer at the Special Task Force (STF) of West Bengal Police who is part of the investigation. Ajay Kumar Nand, inspector general of STF, said that they have unearthed the woman’s direct links with terrorists based in Pakistan. “Her direct connection with LeT operatives based in Pakistan has been established. She was using the dark web to interact with them. We expect her interrogation to provide us with further leads in busting the whole network,” Nand said. Government pleader Arun Kumar Pal of Basirhat court said that the woman had been booked under multiple sections of the Indian Penal Code (IPC), including 121 (waging war against the government), 120B (criminal conspiracy) and 124A (sedition), and 66F (cyber-terrorism) of the Information Technology Act. “Two mobile phones, two Indian SIM cards and a diary have been recovered from her possession,” Pal said.

The CISF guards about 60 civil airports in the country and has an elite VVIP security wing under its command called the Special Security Group (SSG). It also guards nuclear plants, power stations, vital government buildings, the Delhi Metro besides a host of other key installations. With the sanctioned posts, from the constables to the inspector level, the CISF can raise one more battalion (1,000 personnel) within the next two years, the official said. The current strength of the CISF is about 1, 80,000 personnel.

According to Director General of Police (DGP), D. M. Awasthi, on receiving a tip-off about the presence of the Maoists in the said area, a group of over a hundred personnel belonging to District Reserve Guard (DRG), Special Task Force (STF) and Commando Battalion for Resolute Action (CoBRA) unit of Central Reserve Police Force (CRPF) had launched an anti-Maoist operation. The Maoists, however, triggered Improvised Explosive Device (IED)explosions and opened fire at the SFs leading to an exchange of fire in which 12 DRG and five STF personnel were killed while 15 of them were injured, the DGP added. The Maoists also looted a Light Machine Gun(LMG), 14 assault rifles and an Under-Barrel Grenade Launcher (UBGL) from the possession of the deceased SFs. Earlier, South Asia Terrorism Portal (SATP) reported that one Maoist was killed and 14 SF personnel were injured while 13 jawans (troopers) of State Police were missing in the encounter. Inspector General of Police (IGP), Vijay Kumar, said that the arms and ammunition was a fresh consignment and it was kept in a hideout in the foothills of Keran. He further said that the special team was able to arrest four persons identified as Ahtisham Farooq Malik resident of Mumkak Mohalla Batpora, Shafqat Ali Tagoo of Jalalabad, Nisar Ahmad Ganai of Pujipora Krankshivan Sopore and Musaib Hassan Bhat of Mumkak Mohalla Batpora Sopore. Police recovered incriminating materials including one pistol and 12 hand grenades from their possession. During the questioning of the arrestees, they admitted that they were in touch with Pakistani based LeT handler who deputed them to recruit local youth for militant activities in Sopore area. They also revealed that they have received arms and ammunition from one Kabir Lone resident of Keran of Tikker Kupwara. The accused was arrested which led to the arrest of another person identified as Sharafat Khan of Keran Kupwara. Meghalaya Police on March 25 stated that it had arrested four people from unspecified location in connection the killing of one Khasi Students’ Union (KSU) member on February 28 at Ichamati in East Khasi Hills District, reports Northeast Now. The four arrested people were identified as Birendro Debnath alias Babul, Suman Dutta, Babla Acharya and Ponil Das. LurshaiHynniewta, a KSU member was critically injured in the clash at Ichamati, and later succumbed to his injuries. So far 12 people have been arrested in connection with the killing of KSU member identified as LurshaiHynniewta. The incident had sparked off ethnic clash in the state which led to imposition of curfew and death of three people. The Maoists claimed to have killed 19 security personnel and injuring 20 more and admitted that they lost three of their cadres, too. The Maoists have identified their three slain cadres as members of People's Liberation Guerrilla Army (PLGA), armed wing of CPI-Maoist – Sanju, Rajesh and Sukhju, all belonging to Bijapur District of Chhattisgarh. However, the SFs said that they killed 25 Maoists and released some pictures, too, of the slain ones. The bodies of all the Maoists are yet to be found. The Enforcement Directorate (ED) has sought details of at least 15 bank transactions carried out by the Popular Front of India (PFI) as part of its money-laundering probe against a Kerala-based NGO, Asian Age reports on March 26. “It is suspected that PFI received foreign funds through multiple front organisations in the UAE, Saudi Arabia, Bahrain, Kuwait and Qatar. These suspicious banking transactions (at least 15) are under the scanner of ED,” a source said. A recent finding related to violent protests in Uttar Pradesh and other parts of the country against the Citizenship Amendment Act (CAA) indicated a suspected "financial link" with the PFI, they added. The agency has found that at least INR 1.04 crore was suspected to be deposited in several bank accounts linked to PFI between December 4, 2019 and January 6, 2020 in various parts of the country.

Kabul gurdwara attacker Mohammed Muhsin, 29, was an active member of Popular Front of India (PFI) and left for Dubai after being accused in a case of pelting stones at a local temple, according to Kerala Police sources, India Today reports on March 28. Muhsin’s family, who live in Payyannur Taluk (administrative unit) in Kannur District, were contacted by Police and informed of his role in the attack. Police identified Muhsin from a photograph and video put out by Islamic State (IS) on March 27, identifying the attacker as Abu Khalid al-Hindi. A senior State Police official said that Muhsin was a Class 9 dropout (not an engineering student as stated earlier) and an active member of PFI. He was an introvert and deeply religious and his path to radicalisation began after he joined the Islamic fundamentalist group. He was involved in several police cases including one of throwing stones at a local temple for which he was charged with triggering communal disharmony in the area in 2018. His father Abdullah Njangarath earlier worked in Malaysia and now runs a furniture business. The family are natives of Thrikkaripur in Kasaragod District. They lived in Muhsin’s maternal home in Vadakkekovil village under Chandera Police Station in Kasaragod District. Last year, his father Abdulla shifted to Karamil village, near Payyannur in Kannur District.

A senior official said there were indications that more than one Indian could have been involved in the Kabul Gurdwara attack of March 25, The Hindu reports on April 1. Along with Muhammad Mohsin, also a suspect is Sajid Kuthirummal, a shopkeeper from Kasaragod, Kerala, part of the group of 21 men and women that left India in 2016 to join the Islamic State (IS) in Afghanistan. The officials had earlier claimed that though Muhsin had never been on the radar, the security agencies noticed his father’s mobile phone number in a WhatsApp group created by Rashid Abdullah alias Abu Isa, who led the group of 21 men and women from Kerala that had left India in 2016. Also, from Kasaragod, Rashid Abdullah is said to have been killed in a drone strike in Afghanistan by the U.S.-led security forces. A senior official said they suspected that some members of the group were part of the conspiracy to attack the Kabul Gurdwara. “There are four-five persons from the group whose whereabouts are not known. There are indications that one of them, Sajid Kuthirummal, is involved in the attack,” said the official.

Amid the scare of coronavirus pandemic, a citizens’ body by the name of ‘Nagarika Sachetana Manch’ in Rayagada District of Odisha has warned villagers not to harbor or have close contact with Communist Party of India-Maoist (CPI-Maoist) cadres as they could be infected by the virus because they move around in different States, reports The Pioneer on April 1. The civic body put up posters at different places in the District and appealed to the villagers not to attend any meeting called by the rebels. The organization also requested the rebels to shun violence and surrender before Police and get them admitted to hospitals for treatment of COVID-19. National Investigation Agency (NIA) on March 31 filed a supplementary charge sheet in the killing of a Member of Legislative Assembly (MLA) in May 2019, reports Eastern Mirror. The agency filed its supplementary charge sheet against accused Ellie Ketok before a special NIA court in Yupia in Papum Pare District of Arunachal Pradesh. NIA stated that agency has already charge-sheeted four accused –LuckinMashangva, Jai Kishan Sharma, YangteJosaham and NapongJenpi on January 27, 2020. NIA has found that members of the NSCN-IM had allegedly conspired to kill the MLA and others due to his opposition to extortion activities. The NSCN-IM members had on an earlier occasion threatened the MLA and his supporters for their opposition to criminal activities of the group.

Security Forces (SFs), on March 31, busted two militant hideouts in two different sectors along the Line of Control (LoC),Keran and Pingla Teethwal, in Kupwara District of Jammu and Kashmir (J&K) and recovered huge cache of arms and ammunition, reports Daily Excelsior.The operation at Pingla Teethwal was launched last evening in the forest area after specific inputs about a militant hideout in the area, in which a militant hideout was unearthed and huge cache of arms and ammunition was recovered by Army’s 17 Bihar Unit in Pingla Teethwal in Tangdhar area.
