Chief operational ‘commander’ of Hizb-ul-Mujahideen (HM), Saifullah aliasSaif-ul Islam Mir alias Dr Saif alias Ghazi Haider was killed in a gun battle on the outskirts of Srinagar in Srinagar District of Jammu and Kashmir (J&K) in India on November 1, reports Daily Excelsior.The HM‘commander’,resident of Malangpora in Rangreth area of Srinagar, was given opportunity to surrender. However, he fired indiscriminately upon the joint search party, which was retaliated leading to an encounter in which he was killed.Director General of Police (DGP), Dilbag Singh, said, Saifullah was a top and longest surviving militant ‘commander’ in the Valley and he was involved in the killing of several innocent people, and further stated,“Dr Saifullah was also involved in the killing of various innocent people including three policemen, two truck drivers who were attacked after the abrogation of Article 370 in which a truck driver and a conductor were killed. He was also involved in the recent attack on a Sarpanch, who got injured in Kulgam district.”

A militant was arrested during an encounter with Security Forces (SFs) on the outskirts of Srinagar city in Rangreth near the old airfield in Srinagar District of Jammu and Kashmir (J&K) in India on November 1, reports Daily Excelsior.Acting on specific information about the presence of militants in Rangreth near the old airfield here, the SFs launched a Cordon and Search Operation (CASO) in the area, a Police official said.A militant was arrested from the spot after an exchange of fire. On November 1, a Madrasa teacher identified as Abdul Momin Mondal was arrested by National Investigation Agency (NIA) for al Qaeda linkages from Murshidabad District in West Bengal, reports Indian Express. Momin who was working as a teacher in Raipur Darul Huda Islamia Madrassa in Murshidabad District, was found to be involved in a series of conspiratorial meetings convened by the members of the al Qaeda module and also trying to recruit new members for the group and was raising funds for furthering its terrorist activities. According to NIA, search operation was carried out in the house of the accused and digital devices were recovered. This was the 11th arrest made by NIA since September in the case ‘pertaining to anti-national activities by a group of jihadi terrorists consisting of more than 10 members inspired by globally proscribed terrorist organisation Al-Qaeda, who were planning to carry out anti-national and terrorist activities at different locations in India, including, but not limited to West Bengal, Delhi and Kerala’.

Twenty-seven cadres of the Communist Party of India-Maoist (CPI-Maoist), five carrying cash rewards on their heads, surrendered at Barsoor Police Station in Dantewada District Chhattisgarh on November 1, reports The Pioneer. According to Police the surrendered Maoists were saying they were impressed by the Police rehabilitation drive and dejected with the Maoists for which they have surrendered. Of the 27, 11 cadres are from Gufa village, seven from Bedma, five from Mangnar, three from Hitawada and one from Handawada in the district, Dantewada, Superintendent of Police (SP), Abhishek Pallav said, without disclosing their identity citing security reasons. They were active as members of the Dandakaranya Adivasi Kisan Mazdoor Sangathan (DAKMS) and Krantikari Mahila Adivasi Sangathan (KAMS), frontal wings of the Maoists, Chetna Natya Mandali (CNM), a cultural body of the Maoists, and Jan-militia groups, Pallav said.

The Security Force (SF) personnel seized a country-made gun, live bullets, batteries and some Communist Party of India-Maoist (CPI-Maoist) literature after an exchange of fire with Maoists from Baibali forest under Raikia Police limits in Kandhamal District of Odisha on November 2, reports Sambad. Kandhamal, Superintendent of Police (SP), Vinit Agarwal said, after getting reliable information about presence of Maoists in Baibali forest, the security personnel launched a combing operation. When the Maoists fired at the security personnel in the forest during the combing operation, retaliation was made. After an exchange of fire, the Maoists fled the spot. However, the SF personnel recovered gun, ammunition and other Maoist related materials from the forest.

Four Naxals [Left Wing Extremists, LWEs] belonging to the People's Liberation Front of India (PLFI), a splinter group of the Communist Party of India-Maoist (CPI-Maoist), have been arrested and arms and ammunition seized from their possession, in Simdega District of Jharkhand on November 2, reports The New India Express. Acting on a tip-off, Police personnel conducted a search operation in Kanarowan forest in Bano Police Station area and arrested the four PLFI cadres, Superintendent of Police (SP), Shams Tabrez said. On seeing the Policemen, the Naxals attempted to flee but the personnel chased and arrested them, the officer said, adding a country-made rifle and eight cartridges have been seized from their possession.

A Communist Party of India-Maoist (CPI-Maoist) cadre was killed in an encounter between five Maoists and a 20-member "Thunderbolt" patrol team, in the forests near Meenmutty in Wayanad District of Kerala on November 3, reports NDTV. According to Kerala Police, the slain cadre has been identified as Velmurugan from Tamil Nadu. On combing the area, the patrol found a body along with .303 rifle, while the others escaped. According to Police, Velmurugan was an expert in handling arms, propagating Maoist ideology and was an active member of the CPI-Maoist. He was on the run since 2012 and has cases registered against him in Odisha, Tamil Nadu and Kerala. Cases against him include propagating Maoist ideology, and criminal conspiracy against the Government with illegal weapons, among others are registered against him.

Army foiled a major infiltration bid near the Anti-Infiltration Obstacle System (AIOS) along the Line of Control (LoC), in which three soldiers and a Border Security Force (BSF)trooper and three militants were killed in Macchil sector in Kupwara District of Jammu and Kashmir (J&K) in India on November 8, reports Daily Excelsior. Two other SF personnel were also injured in the incident. BSF, in a statement issued said: “On November 8, 2020 at about 0100 hrs [IST], an ambush-cum-patrol party of 169 Bn BSF observed movement of a militants group infiltrating through the Line of Control in Macchil Sector, Kupwara.”Srinagar based Defence spokesman, Colonel Rajesh Kalia, said that heavily armed militants made an attempt to infiltrate, the bid was foiled and operation against them. “Either some militants are hiding or some may have gone back to other side,” he further added. Two AK rifles with two magazines and 60 rounds of bullets, one pistol with two magazines and 29 rounds of bullets, one radio set, INR 50,000 and administrative stores were recovered during the searches of the area. The civilians killed in the shelling have been identified as Afrar Ahmad (7), son of Latief Ahmad of Gohallan Uri, Irshad Ahmad (48) of Sarai Baday, Tahir Ahmad Mir (36) of Sultan Daki and Farooqa Begum (36), wife of Bashir Ahmad of Balakote. The officials,on November 16, said that Chhattisgarh Chief Minister (CM), Bhupesh Baghel, in September 2020, wrote a letter to Union Home Minister (UHM) Amit Shah and urged him for deployment of seven battalions of (CRPF) in Bastar region-- sanctioned in 2018-- and also for installation of mobile towers.“Taking cognisance of the demand, the union home minister has decided to send five battalions as soon as possible,” said a senior official privy to the development.The official further stated that CM,Baghel wrote a letter to home minister Amit Shah, on November 12, and thanked him for accepting the demand and also made some suggestions to eradicate Maoism from Bastar region.“Out of the seven additional CRPF battalions allocated to the state in 2018, five battalions were immediately directed to be deployed in the Bastar region. The BSF Constable – Barinder Singh was arrested from the BSF premises at Ganganagar in Sri Ganganagar District of Rajasthan. A .30 bore foreign-made pistol, a motorcycle and 745 grams of heroin was recovered from him. Following his interrogation, two other accused—Balkar Singh Balli and Jagmohan Singh Jaggu—both residents of Ganganagar were arrested. A .30 bore pistol and Rs 8 lakh in cash were recovered from Balkar Singh. The militant identified as Pongsa Wangpan was arrested on charges of extortion related calls made to traders, shopkeepers and public leaders of Deomali area. Extortion money of INR 58,000 and the bank account where the extorted money was deposited and other documents were recovered from the arrestee. The Maoists opened fire at a team of SFs comprising Central Reserve Police Force (CPRF), Police personnel of Jharkhand and Bihar, who were out on a joint anti-Naxal [Left Wing Extremism, LWE] operation. In the ensued gun-battle, Santosh Yadav, carrying a reward of INR 1 million on his head was killed by the SFs while the Maoists shot dead two civilians – Birendra and Jairam and injured three others when they opened fire at a civilian crowd. Receiving inputs about the presence of the Maoists, Paramilitary and Police personnel launched a combing operation in the Jantri forest of Swabhiman Anchal. India reported 558 terrorist attacks in 2019, recording 277 deaths, according to the release. “Compared to other countries amongst the ten most impacted, India faces a wider range of terrorist groups, with Islamist, communist, and separatist groups active across the country,” the report said. However, the number deaths caused by terrorism as well as the number of terror attacks in India declined by 20 per cent in 2019. The country reported the lowest terrorism-related deaths among the 10 most-affected nations. India also recorded the lowest lethality rate of 0.5 deaths per attack on an average, while the other nine countries reported 2.1 deaths per attack on average, the report showed. 14 of 35 active terrorist groups in India were responsible for fatalities in 2019. “Maoists, the Communist Party of India (Maoist) and Jaish-e-Mohammad (JeM) were responsible for over two thirds of the total deaths and almost half of the total attacks,” the report said. In India, Jammu and Kashmir was the most impacted region in 2019, reporting 165 attacks and 103 deaths, followed by Chhattisgarh (85 attacks and 53 deaths). The report said deaths attributed to the JeM increased by 69 percent due to the deadliest attack perpetrated in 2019. The suicide attack carried out on the Central Reserve Police Force (CRPF) convoy along the Srinagar-Jammu Highway in Lethpora, Pulwama, by the JeM was among the 20 most fatal terrorist attacks in 2019.

Investigation revealed that Haque was involved in cross-border smuggling and circulation of FICN after procuring the same from his associates in Bangladesh. The meeting in Colombo, attended by India’s National Security Adviser (NSA) Ajit Doval, Maldives’ Defence Minister Mariya Didi and Sri Lanka’s Defence Secretary Kamal Gunaratne, also decided that working groups at the level of deputy NSAs will meet twice a year to bolster cooperation at the operational level. National Investigation Agency (NIA) officers arrested history-sheeter Akbar Hussain alias Raju Batla from Trombay in Mumbai Suburban District of Maharashtra for his alleged involvement in an international counterfeit currency racket having links with Dawood Ibrahim’s gang, Hindustan Times reports on December 9. He was arrested on November 28 and later on December 5, was remanded in judicial custody. The accused suspectedly provided logistical support to a racket member Javed Ghulamnabi Sheikh, who was caught at the Mumbai airport along with Pakistan-origin high-quality Fake Indian Currency Note (FICN) worth INR 23.8 lakh in January, 2020. Hussain, 47, a resident of Pavlipada, Trombay, has been booked under the Unlawful Activities (Prevention) Act (UAPA) and sections of the Indian Penal Code (IPC). A Pakistani fighter jet flew very close to the Line of Control (LoC) in Poonch District of Jammu and Kashmir (J&K) in India on November 30, reports Daily Excelsior. “The jet flew close to the LoC in Poonch sector in violation of international conventions which does not allow fighter jets to fly within a 10km radius of the border,” a defence spokesperson said. The US Government on November 30, has moved a motion in a federal court in California opposing the release of Pakistani-origin Canadian businessman Tahawwur Rana, who has been declared a fugitive by India for his involvement in the 2008 (26/11) Mumbai terror attack case, describing him a flight risk, reports Daily Excelsior.Rana, 59, was re-arrested on June 10, 2020 in Los Angeles on an extradition request by India for his involvement in Mumbai terror strike.His extradition hearing is scheduled for February 12, 2021. In a motion filed before the US District Court Judge in Los Angeles Jacqueline Chelonian, US Attorney Nicola T Hanna urged the court to deny Rana’s motion for release for failure to prove that he is not a flight risk or that special circumstances exist and continue to detain him pending resolution of this extradition proceeding. Hanna’s motion comes in opposition to the latest effort of Rana to avoid detention pending extradition, by capitalising on the developments of the COVID-19 pandemic. Rana’s attorney has argued that pandemic warrants his release from custody. In denying Rana’s initial motion for release in July,2020, the court had said he constituted a flight risk given his significant foreign contacts and the possibility he could face a death sentence in India.

This is the first time since 2011 that such a large number of Maoist posters and banners have appeared in the Jungle Mahal.The printed and handwritten posters and banners were spotted pasted or hung at Madhupur in Bandwan block and Ramsi in Barabazar block which were later seized by Police team.The Maoist posters have surfaced in large numbers close on the heels of the Union Home Ministry (UHM) withdrawing two battalions of the Central Reserve Police Force (CRPF) from Jungle Mahal Districts of Jhargram, Purulia, Bankura and West Midnapore despite objections from residents and political parties in view of next year’s Assembly polls.In its printed leaflets, the Maoists asked people to celebrate the ‘PLGA Week’. Official sources said, following specific information, a checkpoint was established at Dragmulla in Kupwara, and Police intercepted a person, identified as Sahil Mushtaq, at the checkpoint and during checking recovered a grenade and cash worth INR 350,000. Three Communist Party of India-Maoist (CPI-Maoist) militia members were arrestedwhile checking vehicles at Pedamidisileru village under Cherla Mandal (administrative sub-division) in Bhadradri Kothagudem District of Telangana on November 30, reports Telangana Today. During interrogation, the trio revealed their identity as Vetti Bhimaraju alias Rakesh of Kristapurampadu, Sunnam Nageswar Rao alias Muttaiah and Velkam Pentaayya of Bhattinapalli in Cherla Mandal, and confessed that they were working as militia members for the banned Maoist party for the last three yearsand providing logistics to Maoist leaders Aruna, Rajitha and Madhu and militia leader Balu.The trio were involved in blasting a landmine at Pedda Midisileru two months back and planting pressure mines at Kaliveru in October, Cherla Inspector of Police (CI), B Ashok said. The Police seized six booby traps the militia members were carrying with an intention to set them up targetting the Security Forces. Pamphlets related to the People’s Liberation Guerrilla Army (PLGA) Week (from December 2 to 8) were also seized from them, Ashok informed.
