Five Communist Party of India-Maoist (CPI-Maoist) cadres were arrested from Dantewada and Bijapur Districts of Chhattisgarh in three separate incidents on August 1, reports The Pioneer. In one incident, three Maoists, including two minors, were arrested after an exchange of fire between Security Forces (SFs) and Maoists in a forest near Tetam village under Katekalyan Police Station limits in Dantewada District on August 1. The Superintendent of Police (SP) Abhishek Pallava said, a joint team of the District Reserve Guard (DRG) and local Police launched an operation based on a specific input that senior Maoists had convened a meeting of people from Tetam, Tela, Jiakorta and other villages in a bid to force them to observe the Martyrs Week (July 28 to August 3) in memory of their slain leaders. When the patrolling team was near Tetam, the Maoists triggered IED (Improvised Explosive Devise) blasts and opened fire on SFs that led to the gun-battle. When the gun fell silent, the SFs arrested Hidma Madvi (23), a ‘jan militia member’ along with a 15-year-old girl and a boy aged 16. Also, detonators, Maoist banners, fire crackers, medicines and items of daily use were recovered from the spot, the SP said adding that “the minor girl was part of the Chetna Natya Mandli (cultural wing of Maoists) while the boy was active as a ‘militia member’. All the three were allegedly tasked with arranging commodities of daily use for senior cadres, spreading Maoist propaganda, damaging roads and conducting reconnaissance on police.” In other incidents, two Maoists, identified as Mahesh Yadav (32) and Manku Modiyam (32) were arrested from separate places in Bijapur District of Chhattisgarh on August 1. While Yadav was arrested from Tindodi village under Bhairamgarh Police Station limits, Modiyam was arrested from Chilnar village under Bijapur Police Station limits in the District. A Police officer said, Yadav was involved in the killing of Policeman -Somaru Poyam and injuring his parents at their house in Matwada village on July 1. On the other hand, Modiyam was wanted for killing a Police official and snatching his AK-47 rifle in Pamalwaya area in the District in 2011.

On August 2, Prime Minister (PM) of India, Narendra Modi held discussion with Afghan President Ashraf Ghani over the evolving security situation in the region, reports The Times of India. In readout of PM Modi’s conversation, Ministry of External Affairs (MEA) stated that, PM after exchanging greetings for Eid-ul-Adha with Afghan President Ghani, discussed on the evolving security situation in the region and other areas of mutual bilateral interest. He also spoke about the recent terror attack on an Afghan prison in Nangarhar which killed almost 30 people. Islamic State Khorasan Province (ISKP) claimed responsibility for the attack. However, India security services believe the attack more likely had the involvement of Taliban as over 100 Taliban prisoners escaped from the prison during the attack. In recent times, ISKP attacks in Afghanistan most likely have the footprint of the Haqqani Network and, by extension the Lashkar e Toiba (LeT) and the Taliban. Moreover, the attack happening at the end of three-day Eid ceasefire agreed between the Taliban and Afghan government that saw Afghan government releasing about 5000 Taliban prisoners as goodwill gesture have largely benefitted the nexus of Taliban/Haqqani Network/LeT to carry out attacks in the guise of ISKP. This may negatively impact the ceasefire talk between Taliban and Afghan government further threatening the peace and tranquility of the region.

Two civilians, identified as Mondipalli Ajay Kumar and Mondipalli Mohan Rao, were killed in a landmine explosion planted by the Communist Party of India-Maoist (CPI-Maoist) cadres near Chintalaveedhi in Jamiguda Gram Panchayat (village level local self-Government institution) of Pedabayalu Mandal (administrative sub-division), located in the interior part of the Andhra-Odisha Border (AOB) region in Visakhapatnam District of Andhra Pradesh on August 3, reports The New Indian Express. According to the Police, the two tribal youth had gone into the forest in search of some cattle which were missing from the herd after grazing. The Pedabayalu Sub-Inspector (SI) Raja Rao said, “They accidentally stepped on a mine planted under the soil on the thoroughfare. It exploded, killing both of them on the spot. We suspect it to be a pressure mine, rather than remote-controlled sensor mine, as the Maoists use the latter only on seeing the combing Police Forces”.

India on August 14, criticised Pakistan over reports that former UN-designated terrorist Gulbuddin Hekmatyar participated in an event hosted by Pakistan’s mission in Afghanistan, saying this was not new as Pakistan not only harbours terror outfits, but also encourages them, reports New Indian Express. Ministry of External Affairs (MEA) Spokesperson Anurag Srivastava said India hopes that such participation in public events by a former UN-designated terrorist would not go unnoticed. Asked about reports that Pakistan got Hekmatyar to speak at an event of a Pakistani mission in Afghanistan, he said, "We have seen the media reports of the participation of the former UN-designated terrorist in an event organised by the government of Pakistan. This is nothing new, Pakistan not only harbours terror outfits, but also encourages them." In 2017, the United Nations removed Afghan warlord Hekmatyar from its list of designated terrorists, lifting the assets freeze, travel ban and arms embargo imposed on the insurgent leader who signed a peace pact with the Afghan government. On the Afghan peace process and the Afghanistan government's decision to release 400 Taliban prisoners, Srivastava said, "We have taken note of the development." "As far as India is concerned, we strongly support peace and reconciliation process in Afghanistan. We also support the intra-Afghan negotiations," he added.

The case, registered by the National Investigation Agency (NIA) on December 9, 2015 under relevant sections of the IPC and the UA(P) Act, pertains to the larger criminal conspiracy hatched by the IS to establish its base in India by recruiting Muslim youths for the proscribed terror group through different social media platforms, the probe agency said. Chandigarh intelligence unit recently alerted other intelligence agencies of possible alliance between Pakistan’s terror outfits and local gangsters in India to disrupt law and order situation in the country, Deccan Herald reports on August 24. The intelligence unit gave names of five gangsters who have allegedly been given tasks by Pakistan’s Inter-Services Intelligence (ISI) and terror organisations to target a few leaders in India. Two of the gangsters are absconding, while the other three are in jail, the report said. Regardless of being locked up, these gangsters are involved in dozens of murders, robbery, narcotic cases and running rackets from inside. The local Police have been asked to keep track of other such local gangsters and keep an eye on their movement, even if they are in jail. The reason for this latest strategy is that ISI’s sleeper cells have been almost eliminated or they refuse to work for fear of being killed by Security Forces which has stepped up its vigilance, an official said. Also, there is hardly any top-level commander to control local sleeper cells, hence, terror organisations might be turning to local gangsters to execute attacks.

The Seraikela-Kharsawan District Superintendent of Police (SP) Mohammed Arshi said, the Maoists had laid can bombs in large numbers at Raisindri hill in Kuchai to inflict casualties to the Police and Paramilitary Forces during their anti-insurgency operations. He said that apart from the can bombs, the rebels had also kept rifles and ammunition hidden in Jharjhara hills at Tamar in Ranchi district for use against the Forces. “Munda and Purty, whom the Khunti Police had arrested on August 23, had said during interrogation that Naxal leaders – Anal, Ashim, Amit Munda, Atul and Maharaja Pramanik are active in Seraikela-Kharsawan, West Singhbhum and Tamar in Ranchi district, where IEDs had been laid. Sabeel Ahmed, terror recruiter and a doctor, who was deported from United Kingdom in 2007 after his elder brother, Kafeel Ahmed, carried out a suicide attack at Glasgow Airport, was arrested on August 28, on arriving in New Delhi after his deportation from Saudi Arabia, where he was detained in connection with an alleged Lashkar-e-Taiba (LeT) recruitment plot registered in Bengaluru (Karnataka) in 2012, reports Indian Express. Sabeel Ahmed, 38, was produced in a Delhi court and will be brought to Bengaluru on a transit warrant, an National Investigation Agency (NIA) source said. He was first linked to the LeT case in 2013. Fourteen of 17 people arrested (out of 25 accused) in the case have pleaded guilty and have been released after serving jail terms. “A team from NIA’s Bengaluru camp office reached Delhi and arrested him yesterday. He has been produced in court and taken on transit remand,” the NIA source said on August 29. Sabeel is alleged to have introduced two key players in the suspected LeT recruitment plot of 2010-11 to each other, his brother-in-law Imran Ahmed, a dentist, and a Bengaluru engineer named Mohammed Shahid Faisal alias Ustad.
