Acknowledging the loss, the pro-LTTE TamilNet website in a report said that the Sri Lanka Army (SLA) “has entered a virtual ghost town as the whole civilian infrastructure as well as the centre of the Liberation Tigers of Tamil Eelam had shifted further northeast.” TamilNet claimed that the LTTE, who had put up heavy resistance, kept their casualties low in the defensive fighting, according to The Hindu. "It is the first time after a decade the Sri Lankan forces have been able to take control of the town after several months of fierce fighting that has claimed hundreds of combatants on both sides of the war," Tamil Net reported.

The Resettlement and Disaster Relief Services Ministry said the Internally Displaced Persons (IDPs) who had sought refuge with authorities had increased to over 5,000. More than 3,000 people have been housed at welfare centres in Vavuniya and another 1800 have sought refuge at centres in Jaffna. Ministry sources said 1,000 acres of land had been cleared in Vavuniya to cater to an expected exodus in the coming weeks in addition to the existing facilities. They said these centres were equipped with all facilities including health, sanitary, schooling for children, banking, food etc.

According to Colombo Page, two of the 390 civilians, a 13-year-old girl and a woman, evacuated and admitted to the Trincomalee Hospital by the International Committee of Red Cross (ICRC) succumbed to their injuries in the night of February 24. On the same day, 224 wounded civilians, including 76 children, and 66 sick civilians were admitted to the Trincomalee Hospital following their evacuation by the ICRC over the sea with the assistance of Sri Lankan Navy, hospital sources said. These civilians were evacuated by the ICRC from the LTTE-controlled Puttumatalan in Mullaitivu District. This is the fifth time the ICRC brought down wounded and sick civilians to Trincomalee by sea, added a SLA report. By February 24, around 2006 civilians were reportedly brought to Trincomalee by the ICRC.

The Hindu reports that Sri Lankan President Mahinda Rajapakse is launching a “National Campaign against the Recruitment of Children for Use in Armed Conflict”. The Presidential Secretariat said as per reports before 2003, nearly 60 per cent or 8,500 of the 14,000 LTTE fighting cadre were children under 18 years. “These were often referred to as the LTTE’s ‘Baby Brigade’. There was more reliable information after this, when parents began reporting to UNICEF offices of the forcible recruitment of children for combat,” it said. According to the latest figures – in December 2008 – the LTTE recruited 3,809 boys and 2,478 girls. There are claims that 2059 such children, or those recruited as children, have been released, which requires verification.

Reports indicate that LTTE’s Intelligence Chief Pottu Amman is believed to be active on the ground as fighting raged in Puthukkudiyiruppu, according to Daily Mirror. It is reported that he has even called for urgent assistance from other LTTE leaders requesting more weapons to the Puthukkudiyiruppu battlefield. According to ground military information, the army had monitored a conversation between Pottu Amman and another unknown senior leader over radio communications on Friday 26. In that conversation, Pottu Amman had sought replenishments of small arms as they came under heavy military attack. It is also reported that Pottu Amman was leading the battle in the Iranapalai area north of Puthukuduiruppu. Earlier, reports said all second level LTTE leaders had been called to the battle front with most of their senior leaders being killed by the military. Civilians, who fled the Puthukuduiruppu area few days ago, told the military that on February 4, they had seen Pottu Amman in the Matalan area in Mullaitivu recruiting people.

The Sri Lanka Police uncovered details on the abduction group that killed a six-year-old-girl in Trincomalee on March 11, according to Colombo Page. Trincomalee Police said the group was led by a senior cadre of the Tamileela Makkal Viduthalai Pulikal (TMVP), the party led by the Chief Minister of Eastern Province, Sivanesathurai Chandrakanthan alias Pillayan. According to Police, the group has killed three more people - a leading businessman, a manager of a movie theatre and a bus conductor - in Trincomalee demanding ransom. In addition, they have been involved in 30 kidnapping cases in Trincomalee. Police said three more TMVP activists are among the arrested in connection with the March 11 incident. Police arrested Janarthan, a TMVP leader in Trincomalee, Karan and Oswin Mervin Rinawushan, TMVP members, and Reginald, the son of a Woman Police Constable of Trincomalee, on March 15. The main suspect Rinawushan was killed by the Police during an escape attempt on March 16.

The exodus of civilians into military controlled areas both from the North and South of Puthukkudiyiruppu has reportedly begun. ”Yesterday 904 civilians arrived in the 58 Division area alone and hundreds of civilians arriving in the South of Puthukkudiyiruppu and towards Jaffna by boats”, sources told Daily News. Military officials had observed that a considerable number of disabled civilians arriving in the military controlled areas mingled with these civilians arousing suspicion that they might be disabled Liberation Tigers of Tamil Eelam (LTTE) cadres who had distanced from the military operations due to their disability. Meanwhile, the troops have also reached some 400 metres closer to the ‘Safe Zone’ in Puthumattalan where thousands of civilians had taken refuge.

The Government on March 16 said that as of today an estimated total of 42,855 civilians have fled the Liberation Tigers of Tamil Eelam (LTTE)-controlled areas and are housed in 22 Government welfare centres, according to Colombo Page. The figure also includes the civilians who are receiving treatment in the hospitals. The majority of the 36,186 displaced civilians, including 17,637 females and 17,048 males, are residing in the Relief Villages in Vavuniya and Mannar. 3,497 displaced persons who escaped to the Jaffna peninsula are in six Internally Displace Person centres in Jaffna. In addition, 3,238 men, women and children continue to receive medical treatment in hospitals.

Security Forces on March 22 captured the Liberation Tigers of Tamil Eelam’s (LTTE) last operational centre, Iranapalai in the Mullaitivu District, on March 22, reported Daily News. The Media Centre for National Security said the Iranapalai junction and its central area had been completely brought under Army control after breaching the final earth bund built by the LTTE to protect the area. During the operations, several LTTE vehicles, including a tractor, a van and two cabs, were destroyed. Troops also recovered several weapons and dead bodies of militants. After losing some of their main operational centres in recent times, Iranapalai was the main LTTE base with many of their top leaders, including Sea Tiger Wing leader Soosai and Pottu Amman, directing operations from the area. According to military sources, with the fall of Iranapalai, the LTTE has now been confined to a 25 square kilometres land patch, which also includes the ‘Safe Zone’ designed for the displaced civilians. The breach of Iranapalai earth bund is also expected to provide civilians, being held hostage by the LTTE in the remaining un-cleared (area not under Government control) pockets in Mullaitivu, an escape route to reach the cleared areas (area under Government control). Acting Navy spokesman Commander Mahesh Karunaratne told Daily News "The Naval patrol deployed in Silawathai and Chundikulam initially observed three LTTE boats deployed from Puttumatalan coming towards Chalai. When sailors approached the LTTE boats, the naval patrol had come under LTTE fire." The Navy deploying the Small Boat Squadron and the Rapid Action Boat Squadron (RABS) launched a barrage of fire and destroyed all three Sea Tiger boats. "Following the incident, another LTTE boat was spotted in the same area and the Naval patrol RABS destroyed the Tiger boat… At least 26 Sea Tigers were killed and four LTTE boats completely destroyed in the sea battle", Commander Karunaratne added. Troops conducting operations in the No Fire Zone (NFZ) in Mullaitivu District captured a 700 meter long Liberation Tigers of Tamil Eelam (LTTE)-built earth bund built across Rektavaikkal area in the south of Valayarmadam on April 28, reports Colombo Page. Subsequently, the militants drove an explosive laden truck into the troops who retaliated blowing up the vehicle using gunfire, defence sources said. Troops later recovered the dead bodies of seven militants from the area. “Our troops managed to capture this earth bund which was one of the tactically important locations for the LTTE to defend their hideouts in the southern part of the No Fire Zone where LTTE leaders are believed to be hiding through their military tactics and manoeuvres, using small arms,” an unnamed senior military official told Daily News. They also foiled numerous counter attacks which came in the form of explosive laden vehicles, sea borne attacks and armoured tanks to recapture the earth bund which was 10 to 12 feet in height and 700 meters in length defending the southern part of the NFZ. “Our gallant soldiers also averted a major disaster after destroying an explosive laden vehicle which was driven towards the earth bund after it was captured by the troops, firing few rounds of Rocket Propelled Grenades towards the lorry before it reached the earth bund,” the official added. Troops also suffered casualties but managed to avoid a major disaster by destroying the explosive laden vehicle, before it reached the earth bund. The 58th Division troops have reached closer to the junction which links the Puthumanthalam-Mullaitivu road to the Paranthan-Mullaitivu (A-35) road. The 58th Division troops continued their advance towards the southern part of the NFZ in Karaiyamullivaikal and Vellamullivaikkal to rescue an estimated 15000 to 20000 civilians trapped inside the NFZ. The 53rd Division also advanced towards the NFZ from the east of Puthukkudiyiruppu. Security Forces (SFs) since April 20 have rescued more than 112,000 civilians trapped in the NFZ.

In an interview with the state-owned television Rupavahini on May 22, Defence Secretary Gotabhaya Rajapakse said 6261 SF personnel, Policemen and paramilitary guards were killed and 29551 were wounded in the offensive which commenced in August 2006 and concluded on May 17. He also said that since 1981 a total of 23,790 SF personnel, Policemen and women and paramilitary guards have been killed in the war. Though he did not give casualty figures for the LTTE, Reuters quoted military spokesman Brigadier Udaya Nanayakkara as saying that troops killed 22,000 LTTE fighters during Eelam War IV. The other major decision before them is whether to go along with the 13th Amendment to the Constitution, brought in under the Indo-Lanka Accord signed in 1987. Earlier, the TNA rejected the 13th Amendment as being totally inadequate. The Sri Lankan Government is to implement the 13th Amendment as a means of resolving the conflict. Now freed from LTTE shackles it looks as if some members of the TNA now want to arrive at a settlement with the South. TNA Parliamentarian Suresh Premachandran told The Nation that he never subscribed to the view of recognising LTTE as the sole representatives of the Tamils, adding that the short meeting they had with the two visiting Indian dignitaries on May 21 at the India House was hardly enough to bring out their problems. The party is now expected send a delegation to Delhi, after their group meeting, to pursue matters from there. Parliamentarian Kisshor too said that Tamil people were now sick of this never ending conflict and they are looking forward to a realistic solution.

President Rajapakse said the authorities first had to identify any remaining LTTE fighters in the camps. Reports also indicate that Rajapakse assured the UN chief that the LTTE child soldiers would be brought to the mainstream as “productive citizens” and the civilians displaced due to the war would be resettled within 180 days under globally-accepted norms, according to PTI. “The objective of the rehabilitation process presently underway is to reintegrate former child soldiers into society as productive citizens,” he told the UN chief. He also referred to his policy of zero tolerance in relation to child recruitment. Although Government authorities state that their Army stopped using heavy artillery on April 27 and observed the No Fire Zone (NFZ) where some 10,000 civilians were trapped in the fighting between the two sides, the London-based newspaper has relied on aerial photographs, official documents, witness accounts and expert testimony to conclude that innocent civilians paid the price in the battle. A Sri Lankan High Commission spokesperson, however, told the newspaper, "We reject all these allegations. Civilians have not been killed by government shelling at all. If civilians have been killed, then that is because of the actions of the LTTE who were shooting and killing people when they tried to escape."

According to the report, the total number of IDPs is 262632, including 134464 women. The most number of displaced persons are reported from Mullaitivu District with 235386 IDPs. Another 21079 from Kilinochchi, 2778 from Jaffna, 1864 from Vavuniya, 1054 from Trincomalee and 471 from Mannar Districts have been displaced due to the conflict. The report adds that there are 350 children of less than 10 years old who lost their parents due to the war. The total number of students living in those welfare canters are 58000 and out of them 250 are undergraduates. The Government commenced a special educational programme for 700 displaced students in the welfare camps in Vavuniya who are sitting for the advanced level examination for the General Certificate of Education in 2009 and distributed reading material, uniforms and stationery.

According to Nation, Police have commenced investigations to arrest the two politicians. The weekly said that investigations have uncovered plans for a suicide bomber to explode himself with the help of the politicians while the three drivers attached to the United Nations Office for Project Services (UNOPS), United Nations High Commissioner for Refugees (UNHCR) and ‘Save the Children’ offices in Vavuniya have transported the explosives to be used for the attack. Investigations have revealed that 40 kilograms of C4 explosives have been brought to Colombo from Kilinochchi in petrol tanks of the vehicles of aid agencies. The United Nations said on June 20 that two of its local staff members, one from UNHCR and one from UNOPS, have been arrested but they were not aware of any charges or details of any accusations.

The chairman of the presidential Commission of Inquiry (COI), former Supreme Court Judge Nissanka Udalagama, has said in a report that the deaths occurred on the morning of the August 4, 2006 and until the night of that day the town of Mutur and the surrounding areas were under the Liberation Tigers of Tamil Eelam (LTTE). The local Daily Island quoting the report released by the COI said "There is undisputable evidence that the LTTE were present in the Mutur town on the morning of the 4th August. There is no evidence of any Army personnel being seen on the 4th in Mutur city centre. However, there is overwhelming evidence, in addition to Tamil Net declaration that the LTTE were present in the town of Mutur on the 4th." Canada was one of the top sources of funding for the Liberation Tigers of Tamil Eelam (LTTE), providing up to $12-million a year, says a secret intelligence report obtained by the National Post. In a classified report written in June 2008, federal officials wrote that the outfit was getting much of their money from Canada. "Canada's Tamil community has been among the LTTE's largest sources of funds, having contributed up to $10- to $12-million annually in past years," the report said. A copy of the report was released to National Post under the Access to Information Act. The RCMP began investigating LTTE fundraising efforts in Canada in 2002. Police believe the outfit raised money in Toronto and Montreal to finance weapons purchases, but investigators have never said the dollar figures were so high. "The LTTE through its many front organizations in other countries, including Canada, has conducted extensive fundraising and other activities to support its efforts in Sri Lanka," the report added. The tactics used to collect money were "often coercive," it said, naming the Toronto-based World Tamil Movement (WTM) as the outfit’s leading front in Canada. "As such, the WTM has been instrumental in fundraising in Canada on behalf of the LTTE." Police searched the World Tamil Movement offices in Ontario and Quebec in 2006. In 2009, the Government banned the group under the Anti-Terrorism Act. Federal lawyers are now in court trying to seize its properties and bank accounts. The organization has, however, denied any wrongdoing.

The Government Information Department said that 1,094 IDPs belonging to 439 families were transported to their own villages in Trincomalee, Jaffna, Batticaloa, Ampara and Kanthale. This is the first phase of the resettlement scheme of the displaced who were temporarily housed in welfare villages of Vavuniya. In addition, the Government took steps to resettle 3,112 persons of 1,051 families, who were originally residents of Jaffna and occupied various places in Vavuniya temporarily, back in their homes in the peninsula.

The Northern Province Governor G. A. Chandrasiri, who was earlier the designated Competent Authority on all aspects related to war displaced, told The Island that the Army and five de-mining agencies had been engaged in mine clearing operations in the Yodawewa area. “The Army is of the opinion that all its efforts should be directed at clearing the western part of the Wanni in keeping with the original plan, though some have called for simultaneous resettlement of the displaced on both sides of the A9 High way,” the paper said in a report. He told the paper that the recent deployment of ten mine clearing machines bought from Slovakia and Croatia would help them clear the area north of Yodawewa by the third week of October. The Army has committed 400 de-miners for the clearing operation. He said that once they cleared 7,000 acres north of Yodawewa, they could work out a plan for further expansion of operations in the surrounding area.

According to Hindustan Times, the aircraft had been dismantled and were to be shipped to the north-eastern coast of Sri Lanka when the war reached a decisive stage. "The LTTE calculated that the war would stretch but it didn’t happen; the aircraft could not be delivered," the daily quoted an unnamed senior Sri Lankan military officer as saying. According to the army officer, the LTTE while waiting for the aircraft to arrive got the pilots trained from training schools in Malaysia and Indonesia. Trained instructors were also present in Sri Lanka. The Army has recovered pilot training simulator from the jungles of Mullaitivu. "At least a dozen pilots had been trained. Two among them have been arrested. The rest could be hiding among the internally displaced persons (in refugee camps)," the officer told the daily. A United States Senate Foreign Relations Committee investigation in 2006 revealed that the Government of Eritrea was providing direct military assistance to the LTTE. A Colombo based magazine in August said in a report that the Sri Lankan army found 12 fighter planes belonging to the LTTE at an airport in Eritrea from the information given by the LTTE's arms dealer Kumaran Pathmanathan alias KP who is now in Sri Lankan custody. Sri Lanka is seeking to establish diplomatic relations with Eritrea in an effort to counter the LTTE international network which is said to be still active despite the arrest of their self-appointed leader KP.

The Sri Lanka Government has completed the profiles of over 10,000 former LTTE combatants who are now under Government custody in the welfare camps waiting to be either tried or rehabilitated. The authorities have prepared profiles for each suspected LTTE cadre with details including, personal information, nature of the involvement with the LTTE, education standard and the skills they would like to pursue. The former militants will face charges in a court if they had been involved in grave crimes such as murders and abductions. However, the Government is yet to finalize the legal procedures to process the arrested and surrendered militants. The militants who were either involved in minor crimes or forcibly recruited by the LTTE leadership in the later stage of the war and the militants who surrendered to the Security Forces will be rehabilitated to integrate them back in to the society, the authorities said. According to the Commissioner General of Rehabilitation Major General Daya Ratnayake the former militants would be categorized for rehabilitation according to the information in their profiles and given educational and vocational training facilities. Media reports said the Government is seeking help from the United States to learn how to handle the vast number of cadres and to learn from the US experience in handling al-Qaeda terror suspects. Sri Lanka Attorney General Mohan Peiris is to arrive in Washington (US) on September 28 (today) for talks in this regard with officials in the US Attorney General's Department, a Sunday Times report said.

The newspaper said federal agents had uncovered documents showing that Raj Rajaratnam, founder of the Galleon Group, was among several wealthy Sri Lankans in the US whose donations to a Maryland-based charity made their way to the LTTE. Rajaratnam, 52, was among six people arrested on October 16. The Federal Bureau of Investigation (FBI) said this is the largest-ever hedge-fund insider-trading case, the paper noted. Prosecutors allege Rajaratnam and his ring of alleged co-conspirators earned US$ 20 million in improper gains, the report said. Rajaratnam’s New York-based Galleon fund firm manages $ 3.7 billion in investments. As part of a separate terrorism probe, which was led by the FBI in Brooklyn, New York, eight other people have pleaded guilty to attempting to provide material support to the LTTE, designated as a terrorist organization by the United States, Wall Street Journal stated. Documents in a federal criminal complaint filed in US District Court in New York’s Eastern District include allegations by federal agents that money donated to a US charity called Tamil Rehabilitation Organization (TRO) USA, of Cumberland, Maryland, was funnelled to the LTTE, the paper noted. The case was brought against Karunakaran Kandasamy, described by prosecutors as the head of the US branch of the LTTE, the paper said. In the same case, an FBI agent cites documents uncovered in court-authorized searches as showing donations to TRO USA made by a person identified only as “individual B.”

According to the Ministry of Rehabilitation, Resettlement and Refugees a total of 59,475 IDPs have been removed from welfare centers in Vavuniya, Mannar, Trincomalee (Pulmoddai) for their resettlement in Jaffna. "As a result the number of IDPs in Vavuniya District had come down to 121,617 as at 25 November," the Secretary to the Ministry of Rehabilitation and Resettlement, U.L.M. Haldeen said. The Ministry Secretary said all the displaced from Batticaloa, Trincomalee and Ampara have been completely resettled now and they are returning to normalcy with their lives. The Government has taken measures to allow the remaining IDPs more freedom of movement from December 1, and the welfare villages would be open villages, Haldeen noted.

The Government of Sri Lanka seized three Liberation Tigers of Tamil Eelam (LTTE) ships overseas and is in the process of bringing them to the country, a news report revealed, according to Colombo Page. The ships are expected to arrive in Colombo soon, The Island said in a report on December 2. All information with regard to the ships had been disclosed to the Security Forces (SFs) by the recently arrested LTTE's chief arms procurer Kumaran Pathmanathan alias KP. Interpol has helped the SFs to act on information provided by KP, sources said. The ships were known to have been utilized for transportation of arms, ammunition, and human smuggling in the past by the overseas LTTE outfit. Sri Lanka Navy has taken charge of the three vessels and they are expected to reach Sri Lankan waters under tight security during the next couple of weeks, the report said, quoting highly placed Government officials. Sources have refused to divulge further information. Information about local contacts of the LTTE, provided by KP, was being verified, sources added. The seizure is considered as the first step in the Government's endeavour to confiscate LTTE's overseas assets. Sri Lanka Navy managed to destroy 10 LTTE vessels during war time which had been engaged in arms smuggling.

A Liberation Tigers of Tamil Eelam (LTTE) vessel recently seized and brought to Colombo by the Sri Lanka Navy had been among five ships acquired by the group during the Eelam War IV though they could not be used at least once to smuggle in weapons, The Island reports. A six-man Sri Lanka Navy (SLN) team comprised four officers and two men had stealthy infiltrated a harbor situated at a remote island in South East Asia about a month ago to take control of the 90-metre ship, sources said. The LTTE had abandoned the vessel in April/May after failing in their bid to mount a rescue operation. Unlike the eight LTTE-operated vessels hunted down on the high seas from September 2006 to October 2007, the fleet of five ships bought legitimately had been registered with Lloyds. Government sources told The Island that most of the vessels, if not all were of Japanese origin and were bought through front companies. Sources said that the vessels, including the one brought to Colombo were constantly under surveillance during the war with the help of foreign intelligence services.
