On January 6, the Centre for Monitoring Election Violence (CMEV) said there had been a rise in major incidents of election violence between November 20 and January 5 whereas the number of incidents of election violence seemed to have dropped when compared to the previous elections, reports Daily Mirror. The CMEV Coordinating Secretary D.M. Dissanayake said it had documented 420 incidents of election violence with 237 categorised as major incidents while 183 as minor incidents. He said the highest number of major incidents was reported from Jaffna District with 22 incidents followed by Badulla, Kurunegala and Kandy with 19, 18 and 17 incidents respectively. Dissanayake said CMEV had recorded 26 incidents involving firearms and 03 incidents of petrol bombings. He said CMEV had recorded 132 incidents of gross misuse of State resources for election purposes with excessive use of State media by the incumbent and very limited airtime for opposition candidates.Dissanayake said a vast number of incidents of violence and flagrant violation of election laws were attributed to the ruling party where local politicians including local government members were involved. A large number of incidents of attacks had targeted opposition party offices and persons connected to said offices, he said. Dissanayake said the Police had been biased for the ruling party and said they had been inactive in arresting the suspects with most suspects arrested for election violence related incidents had been released without following due process. Pakiasothy Saravanamuttu from the CMEV at a media briefing held on January 6, said that concerns have been raised that voter intimidation on election day will lead to a low voter turnout, especially in the North, adds Colombo Page. Saravanamuttu said that communities and political leaders have raised concerns about the vote in the north in particular and about the deployment of security forces that could have an adverse impact on the voter turnout.

The International Federation of Journalists (IFJ) in its latest report said that Sri Lanka along with India, Pakistan and Afghanistan is among the ‘worst offenders’ in the region in protecting journalists in 2014-15, reports Daily Mirror on May 9. The report also advocated a strong need for a campaign to end impunity to ensure that those who abduct, attack or kill journalists were brought to justice. “While Sri Lanka did not experience any journalist deaths in the past year, several had close shaves. Even six years after the end of the war, the media in the Northern and Eastern Province of the island continue to face attacks and harassment,” the IFJ report said.

Despite Maithripala Sirisena Government’s repeated assertions of attaching priority to ethnic reconciliation in the country, the regime has been found to be “reluctant” in demilitiarising the Northern and Eastern Provinces where Tamils live in large numbers, according to a study conducted by United States (US) based policy think tank, Oakland Institute, reports The Hindu on May 29. According to the Institute, the study was carried out during the period of January 2014-April 2015 “with the knowledge but not the cooperation of the Sri Lankan government.” As part of the study, the organisation has prepared two reports, which were made public on May 28. The study criticized the four-month-old Government for operating with the “old mindset” in security related matters. One of the reports, “The Long Shadow of War,” states that “the new government’s reluctance to demilitarise the North and the East, and the continued stronghold over power by the Sri Lankan armed forces should be a major concern for international community, which for now is busy celebrating the new government and its talk of reconciliation.” Referring to the new President’s action of following his predecessor, Mahinda Rajapaksa, in entrusting the armed forces with police powers, the report mentions that this “does not bode well for a return to civilian administration.” The second report said that the Government has also not proposed a timeline or monitoring mechanism to ensure the release of Tamil political prisoners or return of lands to original owners in the Northern and Eastern Provinces. The report states that “since 2009, an absence of official figures on the number of Tamil detainees continues to torment families of the missing. The government estimates that nearly 300 people are being held without charge under the [Prevention of] Terrorism Act but Tamil leaders offer figures many times that.”

Three minor Tamil political parties in Sri Lanka have decided to join hands to form a new political front, saying that the Tamil National Alliance (TNA) only represents the Tamils in the Northern and Eastern part of the country, reports Colombo Page on June 2. Mano Ganesan, the leader of the Democratic People's Front (DPF), a minority party for the Tamils in Western Province has said two other political parties, the National Union of Workers (NUW) and Up Country People's Front (UCPF), which represent estate Tamils in central hill plantations, are to join his party to form the new political front. Mano Ganesan said that "Tamils live not only in the north and east. There are Tamils who live in the western, northwestern, central and southwestern provinces." "There are 3.2 million Tamils out of which a half live outside north and east. So the TNA can't represent them, Mano Ganesan added Report adds that both NUW and UCPF supported the current President Maithripala Sirisena in the January, 2015 Presidential Election when he defeated incumbent Mahinda Rajapaksa. With the pending Parliamentary Election, the new Tamil alliance would be crucial for the incumbent Prime Minister Ranil Wickremesinghe's United National Party (UNP). Mano Ganesan has been a long standing ally of the UNP.

A United Kingdom (UK) based human rights organization, Freedom from Torture, has alleged in its new report entitled ‘Tainted Peace’ that torture by Sri Lanka’s state agencies of Tamils seen to have links to the Liberation Tigers of Tamil Eelam (LTTE) continued unabated well after the end of the civil war in May 2009, reports The Hindu on August 14. The report claims that the medico-legal reports in the cases of 148 survivors shows that they were subjected to a range of torture methods that included brutal beatings (100 per cent of the 148 cases), burning (78 per cent) and sexual torture (71 per cent), as well as asphyxiation techniques (38 per cent), forms of suspension (45 per cent) and solitary confinement (70 per cent). The report says the eradication of torture by the military and Police is “one of the most urgent tasks” that the Government to be elected on August 17 must address. “The new leadership will need to tackle vested interests in the military, police and intelligence services who until now have resisted any proper reckoning for torture and other grave abuses committed during the civil war and the six years since the conflict ended,” the report states. Of the survivors, 93 per cent were tortured because of real or perceived links to the LTTE, and that in a majority of cases (139 out of 148) the victims were Tamil. More than a third of the Tamils who survived torture were those who had returned to Sri Lanka from the UK, usually following a period of study or work, often when visiting their families back home the report claims.

Tamil women in Sri Lanka continue to face the risk of rape and harassment by Sri Lankan Security Forces (SFs) and have been negatively impacted by a surge of violence against women in the North, according to a report released last week, reports Tamil Guardian on September 2. "The Forever Victims? Tamil Women in Post-War Sri Lanka" stated the “situation remains particularly grave for Tamil women”, 6 years since the end of the armed conflict on the island. “Tamil women in Northern Sri Lanka still face the risk of rape and harassment by the security forces present throughout the region, but their lives are even more negatively impacted by the climate of fear and by a worrying uptick in violence against women within the Tamil community,” said the report. “The ever-present threat of violence by the military has led women to lead tightly circumscribed lives, limiting their daily activities in order to minimize their risk of sexual assault.”

The National Fisheries Solidarity (NAFSO) movement organised a roundtable in the Sri Lankan capital of Colombo on September 7, to discuss a report, titled “Let them come back to their places of origin in and with dignity”, the study centered on the situation in 38 refugee camps in 27 villages, reports Asia News. Completed in late August, the report indicated that about 35 camps have existed since the 1990s, but five of them were hitherto unknown. Some 1,536 families or 5,836 people live in the camps. However, about 30,000 people are still internally displaced on the Jaffna Peninsula. The island nation saw a brutal civil war between the government and Tamil Tigers [Liberation Tigers of Tamil Eelam, LTTE]. The latter sought to create an independent state in the predominantly Tamil provinces of northern and eastern Sri Lanka. These areas bore the brunt of 30 years of bloody civil war between the army and rebels, and the civil war ended with the rebels’ defeat. NAFSO coordinator Lavina Hasanthi told Asia News that the overall picture of the situation is still incomplete because many displaced people are not registered at refugee camps. Some in fact prefer to live in makeshift tents near their original home. NAFSO president Herman Kumara, a special guest from the World Forum for Fisher People (WFFP), told Asia News that 55 per cent of those living in the camps do not have electricity, and 70 per cent do not have access to clean water. He also noted that lavatories are almost non-existent, and where they do exist, they are off-limits at night. "As human rights activists, all we can hope for is for our fellow citizens to lead a life based on dignity,” he said. “We anticipate that displaced people will go back to a normal life, on their land, revive their culture so as to contribute to the country’s economy. Above all, we want to see them get out of their currently subhuman conditions and start to lead a decent living.”

According to the Open Source Intelligence (OSINT) Summary report, after the final defeat of LTTE in May 2009, Sri Lanka has remained largely free of the threat of violence by non-state armed groups. However, as with many other countries, the intensification of the anti-government conflict in Syria, is threatening Sri Lanka's internal stability and security, as indicated by the events over the past several months. It has indicated that Sri Lanka is not immune to the danger posed by the radicalization and recruitment techniques of the Islamic State (IS) and has necessitated an enhanced response by the Security Forces, the defense weekly noted. According to Jane's the first indications of this came in late July when unverified social media posts claimed that a Sri Lankan national, identified as Sharfaz Nilam Muhsin alias Abu Shuraih Saylani (37), had been killed in a United States-led coalition airstrike in an unspecified area of Syria on July 12, 2015, while fighting for the IS. Following the revelation of the death of the Islamic State of Iraq and Syria (ISIS) militant, Sri Lankan Prime Minister Ranil Wickremesinghe ordered the authorities to conduct a thorough investigation and question his family members to find out whether they also have any connections to the militants and whether he was a part of a Jihadi network in Sri Lanka.

The report, concerning alleged war crimes, is a result of a resolution adopted in March 2014, calling upon the Commissioner to “undertake a comprehensive investigation into alleged serious violations and abuses of human rights and related crimes by both parties in Sri Lanka during the period covered by the Lessons Learnt and Reconciliation Commission (LLRC)." The LLRC dealt with the period between February 21, 2002 and May 19, 2009, signifying two events — the commencement of a ceasefire agreement between the Sri Lankan government and the Liberation Tigers of Tamil Eelam (LTTE) and the end of the Eelam War. Announcing this during the inauguration of the 30th session of the United Nations Human Rights Council (UNHCR) in Geneva on Monday, UN High Commissioner for Human Rights Zeid Ra'ad Al Hussein said that along with the report, he would make his recommendations. In response to the 261-page report, the Foreign Affairs Ministry in a letter to the office of the Rights Chief Zeid Ra'ad Al Hussein said the government takes note of the "Report of the OHCHR investigation on Sri Lanka and recognizes fully that this Report represents a human rights investigation and not a criminal investigation." The government further said that it is encouraged by the High Commissioner's recognition of the efforts of the new government since he presidential election of 8 January 2015 in dealing with issues of concern for the people of Sri Lanka relating to human rights, rule of law, governance, justice, institutional and legal reform and reconciliation. The government also appreciated the due recognition given to the Government's constructive engagement with the High Commissioner and OHCHR aimed at addressing post-conflict issues that impact on achieving reconciliation and assured that it will take every possible measure to ensure non recurrence. Police have arrested about 50 suspects till now in 2015 for circulating FICN in Tamil Nadu and Chennai. “Around 25 cases have been registered and FICN worth INR 8,00,000 was seized from them,” said a Police source. Most of the suspects get the money in exchange for smuggling drugs, and sometimes even arms, into the country. “After this, they convert it into legal tender currency by buying goods,” a CB-CID officer said. “Only INR 52,000 was seized by us, but nearly INR 9,00,000 has already been circulated. What is worrying is that most of them are high-quality notes and it has been flowing into Tamil Nadu undetected through Sri Lanka for a long time. Such issues are being suppressed by different law enforcement agencies,” a Police source said. Apart from Sri Lanka, sources say that money exchangers outside Singapore and Malaysia airports are also pushing in some FICN into India, especially through Chennai. The Police have written to the Interpol seeking help to crack the network. “Some of the suspects said they had got currency from money exchangers outside the airport. We are coordinating with other agencies to collect details,” the officer added.

The Dead and Missing Persons Parents Front (DMPPF) on November 16 submitted a report of missing persons to the visiting members of the United Nations Working Group on Enforced or Involuntary Disappearances (UNWGEID) at the UN Compound in Colombo, reports Daily Mirror. Ananda Jayamanne, the Chairman of the Front submitted the report which consisted details on more than 5,000 missing persons to a special representative of the UNWGEID. The UNWGEID headed by its Vice President, Bernard Duhaime, arrived in the island on November 9 for a 10-day-visit to facilitate investigations into issues related to disappearances.

High Commissioner of India to Sri Lanka Y.K. Sinha visited Northern Province from December 10-11, 2015 to initiate the India-funded projects. During his visit, the High Commissioner held wide ranging discussions with various government officials including the Governor of Northern Province H.M.G.S. Palihakkara, Chief Minister of Northern Province C.V. Wigneswaran and other officials of the Provincial Government to assess on the ground the impact of India's aid projects and to understand local priorities and requirements with respect to development assistance.

An investigation conducted by the Anti-Terrorism Squad (ATS) in the Maharashtra, India has revealed that a 16-year-old Indian girl from a well-to-do Muslim family was found to have a link with a Sri Lankan Islamic State (IS) member through social media network Facebook, reports Colombo Page on December 18. During the investigation it has been found that the girl has joined a Facebook group related to IS where she came in contact with a Sri Lankan national suspected to be an IS operative.
