According to UNHCR data, in 2010, the number of refugees it assisted to return to Sri Lanka was 2,054. The U.N. body places the total number of internally-displaced persons at 4.39 lakh and refugees at 1.45 lakh.

The report of the Panel of Experts appointed by the United Nations Secretary-General to investigate accountability issues during the later stages of the Sri Lanka's war against the Liberation Tigers of Tamil Eelam (LTTE) militants was leaked to the local media before its official publication, Colombo Page reported on April 16. Sri Lankan daily, The Island, on April 16published a large portion of the report handed over to the UN Chief Ban Ki-moon on April 12 by the three-member panel. The UN has shared a copy with the Sri Lankan Government before it is to be made public. Reportedly the UN has expressed regret over the fact that "parts of the report found its way prematurely to a Sri Lankan newspaper and added that they were waiting to release the full report along with the Sri Lankan Government's response.

The European Police Office (Europol), accused the Tamil militant outfit Liberation Tigers of Tamil Eelam (LTTE) of being involved in the trafficking of drugs and human beings to raise funds for their terrorism activities, Colombo Page reported on April 26. This was disclosed in the Europol's EU Terrorism Situation and Trend Report (TE-SAT). The TE-SAT is one of Europol's strategic analysis products, providing law enforcement officials, policymakers and the public with facts, figures and trends on terrorism in the EU. The report further noted that the LTTE had been engaged in organized crimes such as facilitation of illegal immigration, credit card skimming, money laundering, and fraud for the purpose of funding terrorist (support) operations and LTTE also collected money from their members, using labels like 'donations' and 'membership fees', but are in fact extortion and illegal taxation. The Europol report also highlighted that the LTTE use international propaganda channels and their own media (TV and radio stations) to spread their ideology. "In 2010, 27 individuals were arrested for terrorist offences linked to the financing of LTTE in France, Germany and the Netherlands" the report added.

Quoting a Dutch media report, Colombo Page reported on May 24 that Dutch authorities investigating the financial network of the Liberation Tigers of Tamil Eelam (LTTE) leaders in the Netherlands plan to interrogate former and current LTTE leaders in Sri Lanka and are in the process of seeking permission from the Sri Lankan authorities. A Radio Netherlands report said Dutch authorities are currently negotiating with Sri Lankan Attorney General Mohan Peiris to get permission to interrogate 13 witnesses in Sri Lanka including former and current LTTE leaders in June 2011. Reportedly the investigators also plan to interrogate Kumaran Pathmanathan alias KP, the LTTE arms procurer currently detained by the Sri Lankan Government.

The ‘Country Reports on Terrorism’, said that while there were no terrorist incidents within Sri Lanka in 2010, there were continuing concerns that the LTTE’s international network of financial support might still be functioning and therefore, most counter-terrorism activities undertaken by the Sri Lankan Government were targeted at countering terrorist finance.

Even as it publicly advocated peace when the Sri Lankan conflict was raging, India quietly informed Norway that the Liberation Tigers of Tamil Eelam (LTTE) must be "put in its place", a Norwegian Government sponsored study titled, "Pawns of Peace: Evaluation of Norwegian Peace Efforts in Sri Lanka, 1997-2009" revealed, according to The Times of India. The exhaustive document, released in Oslo in Norway on November 11, showed that New Delhi's sympathy laid with Colombo vis-a-vis the LTTE militants as the peace process began to slowly unravel from 2003-04. After the Congress returned to power in 2004, New Delhi kept calling for the accommodation of "Tamil aspirations" but did not apply any pressure on the Mahinda Rajapaksa Government over its military option, the report said. The report also blamed Sri Lanka's political structure and the Liberation Tigers of Tamil Eelam (LTTE) militants’ hardline stand for the failure of Norway's efforts to bring a peaceful solution to the island nation.

External Affairs Minister G L Peiris stated in Parliament on December 19 that the Lessons Learnt and Reconciliation Commission (LLRC) report is prepared with transparency whereas the Darusman Report is not, according to Daily News. He also stated that the Darusman Report had many flaws but the LLRC report has been prepared with responsibility. The External Affairs Minister also said that there were factual discrepancies of the incidents that took place during the last phase of the humanitarian operation against the Liberation Tigers of Tamil Eelam (LTTE) in the Darusman Report and the report of the Lessons Learnt and Reconciliation Commission. The minister said that the LLRC report is transparent and the way that data was gathered had been outlined properly. However, the Darusman Report fails in mentioning the way it procured data for that report. This absence of methodology of gathering data alone makes it an irresponsible report. The LLRC report is impartial and acceptable to all those who need to know what really happened. Though the Darusman Report says it obtained data from people, it fails to mention who these people are, Peiris said. The evidence mentioned in the Darusman Report is not credible and authoritative when compared to the LLRC report. The LLRC report reveals so much facts that we must take into account. The LLRC report highlights the way the LTTE had fixed their artillery in areas inhabited by civilians. This made it very difficult for the advancing troops to separate them from the people. Apart from that the terrorists used people as a human shield by parking their vehicles in areas close to hospitals. They were not following any laws or principles but our troops were adhering to the laws of the country and international norms of engagement throughout their mission.
