Voice of Tigers, the clandestine radio of the Liberation Tigers of Tamil Eelam (LTTE), said, on January 1, the LTTE’s de-mining division had recovered 132,328 anti-personnel land mines (APLM) and booby traps in villages and towns in the Vanni, northern Sri Lanka. The Sri Lankan Army allegedly planted the APLMs and booby traps. The recoveries were made between April 20, 2000 and December 31, 2001, the LTTE said. Reportedly, the Army had mined large areas in the Vanni, including towns, villages and cultivable fields, between 1997––when it captured the area––and 1999 when the LTTE ousted the army from the Vanni region.

The Sri Lanka Monitoring Mission (SLMM) was quoted in the state-run Daily News as having said that there have been 76 instances of cease-fire violations from February 23 to June 30, 2002. Of these, the Liberation Tigers of Tamil Eelam (LTTE) was had been responsible for 56 and the Sri Lankan Army for 20. In all, 380 complaints of violations have been made to the SLMM, of which 270 were against the LTTE. The LTTE was in the main accused of abductions (21 cases) and harassment (11 cases), while the security forces have been accused of harassment in six cases and a similar number if cases of restrictions of movement and another five cases of restrictions on fishing. The SLMM further said there had been 44 complaints on forced recruitment by the LTTE of children, 44 relating to harassment and 32 complaints on abductions. Against the security there were 23 complaints on harassment and 18 on occupation of civilian land and property. Giving a region-wise break-up of complaints, the SLMM said 182 were made in Batticaloa district, 95 in Trincomalee, 68 in Ampara, 54 in Jaffna, 34 in Vavuniya and 22 in Mannar.

Reports said over 500 displaced persons staged protest on August 7 in front of the Chavakachcheri Divisional Secretariat (DS) demanding permission to resettle in their native villages––Eluthumadduval, Mirusuvil and Karampagam, Thenmaradchi area. The Sri Lankan Army says these villages fall under the high security zone, thus barring people from returning. Protestors were quoted as saying that they would press with their demand and would hold continuous picketing after a month if the authorities failed to address their demand.

Media reports said the Sri Lankan Navy lodged a complaint with the Sri Lanka Monitoring Mission (SLMM) alleging that vessels of the Liberation Tigers of Tamil Eelam (LTTE) sailed too close to the coast during their first sea movement, on August 19, following an agreement with the government. A convoy of four vessels sailed on that day under the supervision of international monitors. SLMM deputy chief Hagrup Haukland told the state-run Daily News that "it (the complaint lodged by the Navy) is a soft complaint," and added, "The LTTE claimed that the agreement has provides for close sailing in an emergency". Reports said the LTTE justified the route claiming that the sea had been "too rough". As per the agreement with the government, LTTE vessels are required keep five to eight nautical miles away from the shore.

Reports said 285 Liberation Tigers of Tam mil Eelam (LTTE) cadres, on September 24, headed by road under Sri Lankan Army escort from the eastern Batticaloa-Ampara region to Ommanthai in the Wanni, where the LTTE headquarters is located. Batticaloa-Ampara LTTE commander Robert saw off the cadres. Government troops met with the LTTE convoy at Black Bridge in Chenkalady, and provided escort till Vavuniya with armoured personnel carries stationed at the head and end of the LTTE convoy. From there on till Omanthai the Sri Lankan police provided escort. Of the 285 who undertook the journey, 200 were female fighters travelling to participate in the Tamil Eelam Women Uprising Conference to be held in Vanni.

The Committee that probed the October 9, 2002- Kanchirankuda incident––in which seven persons were killed and 14 more injured in a shooting by Special Task Force (STF) personnel––has submitted its report on November 8, and said STF personnel were justified in firing at a group of Tamils. The village is in Amparai district. Committee chairman Air Vice Marshal (Retd) Harry Gunatilake, addressing a press conference in Colombo, said the lives of STF personnel were in danger and there was also the possibility of destruction of public property by the Tamil mob, and hence STF personnel fired in self-defence to control the angry mob. The other members of the Committee were retired Judge Oliver Weerasena, Tamil member Samithamby Vivekanandan, senior Superintendent of Police and Committee secretary M. J. Savanagan. Vivekanandan said the STF had not taken non-lethal action preceding the firing, which should have been the last measure. He held that the STF had concocted evidence to support its case that, indeed, non-lethal action––opening tear gas and firing rubber bullets––was first taken and then fire was opened to disperse the mob. Reports said on November 28 that the European Commission has offered 17.5 million euros in its 2003 budget for reconstruction and rehabilitation work in Sri Lanka, as part of the US$ 60 to 70 millions offered at the November 24-Oslo donors-conference. Besides, the Commission said it was finalising with the government the use of 20 million euros Counterpart Funds to support the Unified Assistance Scheme set up to help resettle internally displaced persons. This sum is in addition to 17.3 million euros already committed or programmed under the 2002 budget.
