The Liberation Tigers of Tamil Eelam (LTTE) has reportedly promulgated a "Tamil Eelam Lands Act" covering land administration in the areas under its control in the northeast. The act covers a range of subjects in "Tamil Eelam" such as "distribution of land to the landless, alienating land for public purposes, settlement of land owned by the displaced either among them or their relatives, fixing land rates," reports Sudar Oli. It also covers provisions for allocating land to "private individuals, Non Government Organisations and Government offices. Other such legislations passed earlier by the outfit include, the "Tamil Eelam Penal Code" and the "Tamil Eelam Civil Code", promulgated in 1994. A "prescribed code" for the use of the "Tamil Eelam flag" was announced on November 26, 2005.

The HRW report said Canada's Tamil population are pressurized to lend money, re-mortgage their homes or even skip meals to help fund the fight for a separate Tamil state. Reacting to similar reports and on the issue of declaring a ban on the LTTE, the Canadian Public Safety Minister Stockwell Day said, "We are waiting for some more assessments. The London-based Times newspaper reported on May 20 that despite the Liberation Tigers of Tamil Eelam’s (LTTE), warning that a possible European Union (EU) proscription will lead to war, the EU has agreed to designate the outfit as a terrorist group on May 29. The report said, “The 25 member states unanimously agreed to the ban on Thursday night after Britain and other countries persuaded Sweden, Denmark and Finland to overcome their reservations. The Scandinavian countries were showing solidarity with Norway, which has acted as peace broker in Sri Lanka and strongly believes that proscribing the Tamil Tigers as terrorists will be counter-productive.” The report added, “There is now an agreement. The last reservations have been lifted.”

The outfit said in a statement, "Given that more than 800 of the youths in the list are now over the age of 18, UNICEF’s call for the release of these youths is not based on any international human rights standards,” adding, 54 children on the list had been released from rebel ranks and claimed a random check showed UNICEF had counted some names several times to boost its numbers. Earlier this month, UNHCR estimated that more than 1,62,200 people had fled their homes but remained within Sri Lanka, while 6,672 had crossed the Palk Strait to become refugees in the southern Indian State of Tamil Nadu. There were also above six hundred civilian deaths. The figures exclude some recent incidents, which claimed another two hundred lives, according to the report.

The "Child Protection Act," which came into effect in the outfit-held northeast on October 15, also makes education compulsory for children until age 16 and bans all forms of child labor, the report said. The new law prohibits the "enlisting of children under 17 years in armed forces, (and) makes participation of under 18-year-olds in armed combat illegal," the report added.

Military spokesperson, Brigadier Prasad Samarasinghe, told Daily News on November 1 that LTTE cadres who surrendered to the Kajuwatta Army camp on October 31 revealed that there was a massive military build up in Verugal in the uncleared areas (area not under Government control) of Batticaloa, adding, that the LTTE had intensified their artillery and mortar attacks towards the SFs defences in Kajuwatta and Mankerni from October 30-evening compelling the troops to retaliate. He added, "The Air Force carried out aerial attacks on identified LTTE artillery positions in Kaddumuruippu to neutralise artillery and mortar attacks towards Security Forces, defences. The LTTE is continuing their sporadic artillery and mortar attacks towards Security Forces' defences in Kajuwatta and Mankerni."

Between November 17, 2005 and October 25, 2006, 860 SF personnel and 549 civilians have been killed, the Defence Ministry said. The number of LTTE cadres killed by the SFs has been estimated at 1880. Another 1303 are believed to have been injured.

A newly released United Nations Children's Fund (UNICEF) report stated that as of October 31, 2006, there were 142 outstanding cases of under age recruitment by the LTTE and all of them were boys. The UNICEF further estimates that only a third of the actual number of children have been verified, because often parents do not report abductions in fear of being harassed by LTTE cadres. According to UNICEF statistics, as of October 31, 2006, there were 1598 outstanding cases of under age recruitment by the LTTE. Of these, 649 are under the age of 18, and 949 were recruited while under 18 but have now passed that age.

The APRC was appointed by the APC to prepare a framework for the devolution of power to solve the country’s ethnic problem. It is reported that the proposed devolution of power exceeds the devolution of power granted by the year 2000 draft Constitution, sources said. However, the 'federalism' term that often rouses wrath from members of the Sinhalese majority is reportedly alluded to in the power devolution proposals. The electoral system will also be reformed with half of the legislature elected through the first past-the-post system and the other half through the existing proportional representation system. The executive presidency is to be retained with some clippings, sources said. A second Chamber for the Parliament has also been proposed.

SFs said that 17,354 civilians were in their shelters in Batticaloa and the number rose to 24,000 within the past three days with 2,997 arriving on December 16 and 2,499 arriving on December 17. General Officer Commanding (23 Division) in Welikanda, Brigadier Daya Ratnayaka, told Daily News, "This is more than the 60 per cent of the total population estimated to be living in uncleared areas."
