Although the Army Generals will discuss the Tehreek-e-Taliban Pakistan’s (TTP) ‘peace offers’ at a corps commanders’ meeting to be in Islamabad, they want the political leadership to formulate a response to the militants’ suggestion for a ceasefire, reports Dawn. “It is for the government to decide whether or not to hold dialogue with the militants. We are continuing with our operations geared towards eliminating terrorism,” a senior military officer said. He said that although the offer was yet to be fully dissected it could be a tactical move by the militant outfit given its timing and the conditions that had been set. “Political leaders should capitalise on the situation,” he said and referred to pressure on the terrorist group generated by the Army’s counter-terrorism operations. Militant leaders in back-to-back statements sent to the media last week offered a ceasefire if the government ‘adopted Shariat after changing the Constitution, revised foreign policy and ended its engagement with the war on terror in Afghanistan’.

ANP President Asfandyar Wali Khan, on January 21, said his party supports peace talks with the militants because this is a national issue and the nation should unite for such negotiations. The ANP will convene an All Parties Conference to formulate a joint national strategy to deal with the menace of terrorism, Asfandyar told participants at a ceremony commemorating the deaths of ANP leaders Khan Abdul Ghaffar Khan (Bacha Khan) and Khan Abdul Wali Khan. Peace talks with Pakistani militants will take place before this year's general elections, Khyber Pakhtunkhwa (KP) Information Minister Mian Iftikhar Hussain said on January 22, reports Central Asia Online. The Pakistan People’s Party (PPP) and Pakistan Muslim League-Nawaz (PML-N) will be part of the peace process with the militants, he said, adding that participants will chalk out a joint peace strategy at the All Parties Conference for the Awami National Party (ANP) to convey. "We are trying to initiate peace talks with the extremists at the earliest," Iftikhar added.

The Tehreek-e-Taliban Pakistan (TTP) on February 3 expressed its willingness to hold talks with the Government, but on two conditions — release of its seven leaders and guarantees by leaders of Pakistan Muslim League-Nawaz (PML-N), Jamiat Ulema-e-Islam–Fazal (JUI-F) and Jamaat-i-Islami (JI) to make the exercise fruitful, reports Dawn. “The release of Muslim Khan, Maulvi Omar and five other TTP leaders is a prerequisite for talks, while former Prime Minister Nawaz Sharif, Maulana Fazlur Rehman and Syed Munawar Hasan should be the guarantors,” TTP ‘spokesman’ Ehsanullah Ehsan said in a video message released in Peshawar. He said the release of Muslim Khan and Maulvi Omar was essential because they would be TTP’s main negotiators. He did not disclose the names of five other leaders the TTP wanted to be released. Ehsanullah Ehsan said the TTP responded positively to an offer for talks, but the Government was not serious. The TTP, he added, was serious but wanted its two demands met before any talks. Meanwhile, Khyber Pakhtunkhwa Minister for Information Mian Iftikhar Hussain welcomed the TTP’s offer and said the Government was ready to discuss all issues if peace talks began. “We have offered talks. Let us initiate dialogue and then all conditions can be discussed, including release of the Taliban prisoners,” he said, adding that the TTP should not rely only on Muslim Khan and Maulvi Omar because they had other people who could represent them in dialogue with the Government.

The Jamiat Ulema-e-Islam – Fazl (JUI-F) chief Maulana Fazlur Rehman, welcoming the peace-talks offer by Tehreek-e-Taliban Pakistan (TTP), said on February 4 that the Government and Army leadership should authorise tribal jirgas to negotiate, reports The Express Tribune. The TTP signalled its willingness to enter peace negotiations on February 4 with the Government if three senior politicians – Pakistan Muslim League – Nawaz (PML-N) Chief Nawaz Sharif, the JUI-F chief and Jamaat-e-Islami Amir Syed Munawar Hasan – would act as guarantors. Fazl, while addressing a press conference in Islamabad said the signals given by the group were “apparently positive”. The JUI-F chief said a grand jirga (tribal council) of Federally Administered Tribal Areas (FATA) tribes can prove to be of great help in this process. Earlier during the day, Federal Minister of Interior Rehman Malik said PML-N chief Nawaz had refused to act as an insurer.

The leaders of Afghanistan and Pakistan on February 4 said that they would work to reach a peace deal within six months, while throwing their weight behind moves for the Afghan Taliban to open an office in Doha (Qatar), reports Daily Times. Following talks hosted by British Prime Minister David Cameron, Afghan President Hamid Karzai and his Pakistani counterpart Asif Ali Zardari urged the Islamists to join the reconciliation process in Afghanistan. “All sides agreed on the urgency of this work and committed themselves to take all necessary measures to achieve the goal of a peace settlement over the next six months,” they said in a joint statement issued by Cameron’s office. “They supported the opening of an office in Doha for the purpose of negotiations between the Afghan Taliban and the High Peace Council of Afghanistan as part of an Afghan-led peace process,” the statement said. The joint statement also said that the Afghan and Pakistani leaders had agreed arrangements to “strengthen co-ordination” of the release of Taliban detainees from Pakistani custody. Afghan peace negotiators welcomed Pakistan’s release of dozens of Taliban prisoners in recent months, a move they believe could help bring militants to the negotiating table.

Federal Minister of Interior Rehman Malik claimed Nawaz had refused to be an insurer. Criticising the Government for being unreliable, Nawaz said hardly anyone would agree to act as a guarantor for the process. Calling for result-oriented negotiations, the PML-N chief said the country is in need of peace.

Government on February 13 urged the Tehreek-e-Taliban Pakistan (TTP) to announce a 30-day ceasefire as a precursor to peace talks which the militants offered earlier this month, adding the nation had rejected their campaign of terror, reports Daily Times. “First there should be ceasefire and peace talks can be held only after it,” said Federal Minister of Interior Rehman Malik. “The nation has rejected the system of Taliban, this is voice of majority, come forward, announce a one-month ceasefire and then hold negotiations,” Malik said. The TTP has stepped up attacks in recent months, leading to fears that violence could mar general elections scheduled to take place by mid-May. In a video message handed out to journalists on February 3, TTP ‘spokesman’ Ehsanullah Ehsan proposed talks with Islamabad provided that certain opposition politicians, including main opposition leader Nawaz Sharif, act as guarantors.

The Tehreek-e-Taliban Pakistan (TTP) on February 15 rejected an offer of peace talks coming out of an All-Parties conference (APC) called by the Awami National Party (ANP), reports Daily Times. The contents of the APC declaration are ‘old wine in a new bottle’, said TTP spokesman Ehsanullah Ehsan. “The Taliban are still waiting for a serious and meaningful response to peace talks offer from the Pakistani Government and the military,” said Ehsan, reading out a statement issued after a key meeting of their Shura. “The non-participation of the Jamaat-i-Islami in the APC is also a clear indication that it was a failure,” he added. “This ANP-sponsored offer of talks is just the party’s election agenda,” said Ehsan. He said there was no roadmap for peace talks in the joint statement issued after the conference. Ehsan added that the offer of the TTP to hold talks with the Government was still valid however recent statements made by Interior Minister Rehman Malik may prove to be detrimental.

Citing what they believe to be the non-serious attitude of the Security Forces (SFs) and Government, the Tehreek-e-Taliban Pakistan (TTP) announced on March 18 that it was postponing the peace talks, reports The Express Tribune. In an eight minute video released by the TTP from an undisclosed location, its ‘spokesperson’ Ehsanullah Ehsan claimed that the SFs and Government are not serious about the peace dialogue, which is why the TTP have decided to postpone the peace talks. With masked armed men standing behind him, the TTP ‘spokesperson’ further demanded that the people not participate in the public gatherings and rallies of the Pakistan People’s Party (PPP), Muttahida Qaumi Movement (MQM) and Awami national Party (ANP), claiming both of these parties are on the TTP’s (hit) list.

PTI has sought the help of an elderly pro-Taliban cleric to initiate peace talks with the militants, a party leader Shaukat Yusufzai said, reports Daily Times. PTI approached Samiul Haq, nicknamed the “Father of the Taliban”, after emerging from elections as the largest party in Khyber Pakhtunkhwa. “We will talk to all stakeholders for establishment of peace in our province, meeting with Maulana Samiul Haq was a part of that,” Shaukat Yusufzai told AFP. Samiul Haq is chief of his own faction of the Jamiat Ulema-e-Islam (JUI-S) and runs a madrassa that educated several Taliban leaders. Yusufzai said a PTI delegation led by Pervez Khattak, the incoming Provincial Chief Minister, met Samiul Haq on May 20. Hamidul Haq, the cleric’s son and a former MP, confirmed to AFP that PTI leaders came to seek support.

The Afghan Taliban's reclusive leader, Mullah Omar, on August 6 said his group was willing to start peace negotiations, even as he urged more attacks — including insider shootings by Government security forces — on foreign troops, reports Pakistan Today. In a wide-ranging emailed message, he blamed America and the Afghanistan Government for the derailment of talks two months ago. He also called Afghans to boycott next year's presidential elections, describing them as being manipulated by the United States. In a message issued ahead of the Eidul Fitra holiday marking the end of the holy month of Ramadan, the one-eyed chief of the Afghan insurgency urged the Army and Police turn their guns on Foreign Forces, Government officials and the Afghan troops who are cooperating with the US-led coalition forces.

For this purpose the ‘spokesperson’ recommended the names of Jamiat Ulema Islam-Fazal (JUI-F) group Chief Maulana Fazlur Rehman and Syed Munawar Hasan, Jamaat-e-Islami’s fourth elected Ameer. The spokesperson also demanded for a fatwa to be given against killings of Muslims in Myanmar and Syria.

Prime Minister (PM) Nawaz Sharif while talking to The Telegraph on August 23 stressed the need for having cordial relations with India, as well as holding peace talks with the Tehreek-e-Taliban Pakistan (TTP), reports Daily Times. PM said that he has made it clear that he sees his election victory as a mandate for peace with India. He said, “There will be progress and there has to be progress... If we have to prosper, there has to be progress on this,” adding, “We didn’t have any India-bashing slogans in the elections. We don’t believe in such slogans. There have been such slogans in the past, 10 years ago, 20 years ago, 30 years ago, but not now. In fact, I very clearly spoke about good relations with India even before the elections were happening.” He said that he made his position very clear that “if we get a mandate, we will make sure we pick up the threads from where we left off in 1999 and then reach out to India, sit with them, resolve all our outstanding issues, including the issue of Kashmir, through peaceful means”. He also said that his Government would produce a new national security strategy in the next few weeks, and that the emphasis will shift away from force and towards negotiation with the TTP. “Of course we’re fighting each other,” he said. “I believe that there may be no harm in exploring the other option of having dialogue with them if they’re at all serious, and if we find them serious enough – and if we think that talks can yield positive results.”

Afghan President Hamid Karzai during his visit to Islamabad on August 26 urged Pakistan to help arrange peace talks between his Government and the Afghan Taliban, reports Daily Times. He said Afghanistan expected Pakistan to provide “opportunities or a platform for talks between the Afghan High Peace Council” – Kabul’s official negotiators – and the Taliban. “We hope with this on top of our agenda we can move forward in bringing stability and peace to both countries,” he said. He acknowledged that the “continued menace of terrorism” was a primary concern for people in Pakistan, where thousands have been killed in the last decade, as well as in Afghanistan. “It is this area that needs to have primary and focused attention by both Governments,” Karzai added. “It is with hope on this that I have come to Pakistan... to advance the course of action together... but also by having a common campaign against extremism, (to) make sure that the two countries are safer and prosperous towards a secure future.”

Pakistan on August 27 said that Afghan Taliban militants are unwilling to talk to Karzai Government and its peace negotiators at least for now, reported The Times of India. The statement came after Afghan President Hamid Karzai concluded a two-day visit to Pakistan that was focused on efforts to encourage Taliban to come to the negotiating table. Karzai's spokesperson Aimal Faizi said that Karzai pressed for Islamabad's help to bring Taliban leaders to the negotiating table. Afghan Government claims that leaders of Taliban are living in Pakistan and that Islamabad should use influence on them and facilitate direct talks between Taliban and Afghan High Peace Council. Pakistan's advisor to the Prime Minister on National Security and Foreign Affairs Sartaj Aziz, however, said the Taliban are not willing to talk to Afghan Government or Afghan High Peace Council. "Pakistan will try its best to persuade them to hold dialogue so as to avert outbreak of civil war in post-conflict Afghanistan," Aziz stated.

“Unofficial talks between the Government side and Tehreek-e-Taliban Pakistan (TTP) are in progress,” Information Minister Pervez Rashid said on August 30, reports Dawn. He said the Government was exploring all options to restore lasting peace in the country and was in contact with Taliban at different levels. He endorsed a statement made by Jama’at Ulema-e-Islam-Fazlur Rehman (JUI-F) Chief Maulana Fazlur Rehman that a formula had been chalked out for holding formal talks with Taliban within a month. “Maulana Sahib is a responsible person and whatever he said is correct,” Information Minister added. The Information Minister did not say at what level talks had been initiated and with which group of militants. But, he said the Government was ready to negotiate with any group of Taliban interested in holding talks. “I cannot say with which group of Taliban we are holding talks because today we are talking with two groups and if another group wants to join we will welcome it too,” he said. Rashid said the Government’s main objective was to restore peace and it would do everything possible to achieve that. “We have to rid the country of the menace of terrorism for which all options would be utilised.” Meanwhile, a senior Taliban leader confirmed that initial contacts between the militants and the Government had been made. He told the British Broadcasting Corporation (BBC) Urdu Service that the talks encompassing a wide range of issues including prevention of sectarian violence and snapping of ties with al Qaeda and Lashkar-e-Jhangvi (LeJ) had been held.

On September 9, an All Parties Conference (APC) chaired by Prime Minister Nawaz Sharif and attended by the Army and intelligence chiefs as well as leaders of all major political parties on how to tackle growing terrorism, agreed on initiating peace talks with “all stakeholders”, reports Dawn. The APC concluded after adopting a consensus resolution to overcome the ‘national security crisis’ besetting Pakistan. The APC said, “The process should be as inclusive as possible, with full participation of the Government of Khyber Pakhtunkhwa and other stakeholders. The presence of a considerable number of foreign fighters, multiple factions of the Tehreek-e-Taliban Pakistan (TTP) and the absence of government’s writ, particularly in North Waziristan, were the “odds” which the military leadership said they were facing in the region.”

Prime Minister (PM) Nawaz Sharif and Chief of Army Staff (COAS) General Ashfaq Parvez Kayani held a meeting on September 11 to discuss the post-All Parties Conference (APC) situation wherein they discussed implementation of the APC resolution and deliberated upon national security matters with special focus on talks with Tehreek-e-Taliban Pakistan (TTP), reports The Express Tribune quoting the Prime Minister’s media office. The PM and the COAS exchanged notes over the process and strategy to initiate the dialogue process with militants. The participants at the APC had agreed that talks should be held with militants as a measure to tackle terrorism in Pakistan. It was the Prime Minister’s note that Jama’at Ulema-e-Islam-Fazl (JUI-F) chief Maulana Fazl-ur-Rehman could be taken aboard as a facilitator to begin the talks. The Army Chief, however, noted that all prominent religious leaders should be consulted, particularly those having close contacts with Taliban leadership, adding that the Intelligence Agencies were ready to facilitate in this regard. The COAS said this while referring to the key role of Maulana Sami-ul-Haq, who is also known as ‘the father of Taliban’. It should be noted that Maulana Sami’s Jama’at Ulema-e-Islam-Sami (JUI-S) had not been invited in the APC. His party featured nowhere in the Government’s plans of initiating dialogue with the TTP. Earlier, the PML-N Government did invite Sami for facilitating the Government’s intended peace negotiations but after receiving JUI-F chief‘s reservations, the Government removed Sami-ul-Haq’s party from its preferred list of facilitators for talks with the militant outfit.

A resolution adopted by the Sunni Ittehad Council (SIC) at its National Peace Convention at Aiwan-i-Iqbal on the night of September 22 rejected the idea of holding peace talks with the Tehreek-e-Taliban Pakistan (TTP), saying that the offer of dialogue exposes the Government’s weakness, reports The Express Tribune. The Taliban should be dealt with force, stated the resolution. The SIC resolution said that while the Government was making peace overtures, the Taliban continued their “terrorist activities”, most recently with the bombing of a Peshawar church. The Government had, without receiving any assurances from the Taliban, released several “terrorists”, it said. Talking to militants who had killed hundreds of Pakistanis was to rub salt in the wounds of the bereaved. SIC Chairman Hamid Raza Rizvi said the organisation would continue to oppose talks with “rebels”. The SIC condemned all acts of terrorism and would continue to do so, he added. The Government, by offering talks, had ignored the sacrifices of groups like the SIC, which had lost several leaders including Doctor Sarfaraz Naeemi to Taliban attacks. While the Taliban were seeking guarantees before the dialogue in the form of prisoner releases, they were not even prepared to guarantee a ceasefire during the talks, he added.

A senior Tehreek-e-Taliban Pakistan (TTP) leader, Omar Khalid Khurasani, has criticised the Government on September 27 and said it had taken no serious initiative so far for holding talks with his group, reports Dawn. Omar Khalid Khurasani is the ‘chief’ of TTP’s Mohmand Agency chapter. In a message uploaded on social media networks, Khurasani said: “We want to clarify that we are not begging for peace talks, but we took the initiative of offering talks for the wellbeing of the countrymen and for saving Pakistan from more losses.” “This does not mean that we are weak. We are still organised and strong. We (Taliban) are still loyal to our ‘chief’ Hakimullah Mehsud,” the message said. He said that since the killing of a major general in Upper Dir and the attack on a church in Peshawar the media had been criticising TTP and questioning their seriousness about negotiations although no ceasefire had yet been declared. Because no peace agreement had been finalised TTP’s attacks were continuing, he added. However, The News reported that Umer Khalid Khurasani has opposed peace talks with the Government. Khurasani said peace negotiations with the Government would never be successful as the TTP demand enforcement of ‘Shariah’ while the Government talks about the constitution. Khalid Khurasani said TTP wanted to replace the constitution and they would never backtrack even a single inch from their demand.

The Tehreek-e- Taliban Pakistan (TTP) militants on September 28 accused Prime Minister Nawaz Sharif for changing his mind and giving preconditions of weapon lay down for the All Parties Committee (APC)-backed peace talks with them, reports Dawn. Nawaz Sharif during an interview with the Wall Street Journal in New York had said that militants must lay down their arms and follow the constitution. However, previously the Prime Minister did not give any preconditions for the talks. The prime minister had also indicated during his meeting with United States (US) Secretary of State John Kerry that while seeking a dialogue with the TTP, the Government is also considering a more vigorous Police and military action against them should the talks fail. A spokesman for the TTP, while criticizing Prime Minister Sharif in an interview to a local news magazine, said his Government was not serious about holding peace talks. “By telling us that we will have to lay down arms and respect the constitution, the Prime Minister, Nawaz Sharif, showed that he is following the policy of America and its allies,” the ‘spokesman’ said. Declining to accept the writ and authority of the Pakistan Muslim League-Nawaz (PML-N) Government, Shahid said, “He (Nawaz Sharif) is talking about laying down arms and accepting the Constitution. If we were willing to do that, there would be no need to have any kind of dialogue.” “We will hold talks with (the Government) only when it gets the authority to take decisions.” Replying to a query about proof of Sharif’s ‘authority,’ he said there were three steps required for confidence-building; pull out the Army from Federally Administered Tribal Areas (FATA), release of Taliban prisoners, and end to US drone attacks in Pakistan. “We will present our terms and conditions when we sit down for dialogue. What we have already mentioned are not conditions or preconditions, they are steps the Government must take to build confidence and prove they have authority,” he added. Answering a question regarding repercussions of a full-scale military operation against the militants, he said, “The operation against us has been going on for the last 10 years already. We have become used to it. We even welcome it.”

Prime Minister’s (PM) Adviser on Foreign Affairs Sartaj Aziz on November 20 said the United States (US) has promised that it will not carry out drone strikes in Pakistan during any peace talks with the Tehreek-e-Taliban Pakistan’s (TTP) militants in the future, reports Daily Times. Briefing a session of the Senate’s Standing Committee on Foreign Affairs, Aziz said a team of Government negotiators was prepared to hold talks with TTP former chief Hakimullah Mehsud on November 2, 2013 the day after he was killed in a US drone strike. He said Mehsud had been sent a list of negotiators, and that the ex-TTP chief had himself added the names of two clerics to the list. The foreign affairs adviser said the US has now assured that no drone strikes would be carried out during any peace talks. However, he did not clarify when had the US given this assurance. Aziz also told the committee that the drone issue was raised by Prime Minister Nawaz Sharif in his recent visit to US and he called it totally against the sovereignty of Pakistan.

The Jirga elders hope that government will stand by its promise to the people of Federally Administered Tribal Areas (FATA) of bringing peace in the region, said Fazl to the reporters. He added that the jirga also recorded its protest over drone strikes and that drone attacks were sabotaging the peace process. The Government should take concrete steps to end drone attacks in the tribal areas of the country, he urged. He revealed that the jirga also expressed its concern over the delay in rehabilitation of internally displaced persons (IDPs) from tribal areas, which was affecting the education of thousands of children. Dismissing the concept of peace talks immediately after Pakistan Government’s announcement of using force as a last resort, the Tehreek-e-Taliban Pakistan (TTP) on December 17 said they have information that plans are already under way for a military operation, adding that they were ready for battle, reports Dawn. “Like previous Governments this one is a puppet of the United States (US). It's powerless and dollar-hungry,” said TTP ‘spokesman’ Shahidullah Shahid. “They should happily launch a military operation against us. We have seen their military operations in the past and would like them to start this long-awaited operation,” he said defiantly. However, the Government said the Taliban's tough rhetoric did not mean negotiations had failed. “Their public posturing is different from what's going on in the background,” said Tariq Azeem, a senior official in Prime Minister Nawaz Sharif's team. “They want to appear tough but back channels show that they are also interested in talks.” The Taliban could not be immediately reached for comment. The Pakistan Government, earlier in the day, ruled out military action against the Taliban as its first preference and promised to persuade the militants to lay down their weapons through peace negotiations. Prime Minister Nawaz Sharif chaired a meeting of the Cabinet Committee on National Security (CCNS) where officials confirmed their commitment to talks rather than military action. “The committee reaffirmed (the) Government's commitment to the strategy of negotiations with TTP and considers the use of other options only as a last resort,” the PM’s office said in a statement. “The committee deliberated upon the government's strategy to engage various groups of Pakistani Taliban to address issues of extremism and militancy.” The meeting focused on three key issues, including formulation of national security strategy to safeguard national interests, strategy on internal security and relations with Afghanistan.
