The Swat Taliban chief Mullah Fazlullah discussed with the Tehreek-e-Nafaz-e-Shariat-e-Mohammadi (TNSM) chief Maulana Sufi Muhammad the Swat peace deal in a meeting at an undisclosed location in the Matta sub-division of the Swat District on February 19. TNSM spokesman Izzat Khan told Daily Times Sufi and his delegation tried to convince Fazlullah and other Taliban leaders to disarm. He also said the TNSM chief told the Taliban that he too had given up his protest after the announcement that Sharia (Islamic law) would be implemented in the Malakand Division. The spokesman said Fazlullah has sought one day for consultation with his Shura (council). He would talk to his associates after the Friday prayer today (February 20) to make a decision, Izzat Khan said.

Sufi asked the Taliban to remove all their check-posts and not to display arms in the Swat valley. He asked the Government to withdraw troops from schools and other buildings and stop all military operations immediately. He also called on the Taliban and Government to release each others prisoners. The TNSM chief asked employees of the District administration to resume their duties, and the Government to reinstate such Frontier Corps, Police and Government officials who had been dismissed during the past few years. He also demanded immediate compensation for the people of Swat, inviting the NWFP Chief Minister to visit the valley to make an announcement in this regard.

The Taliban on February 23 announced a unilateral cease-fire and secretly signed a peace accord with the Government, pledging to remain peaceful, The News reported. Following the signing of the accord, in which the Government reportedly announced amnesty for the Taliban, Maulvi Faqir Mohammad, Taliban commander in Bajaur and deputy leader of the Baitullah Mehsud-led Tehrik-e-Taliban Pakistan (TTP), announced a unilateral cease-fire through his FM radio on the evening of February 23. He directed his cadres to stop fighting the Security Forces and help restore peace in Bajaur as an understanding had been reached with the Government. Military spokesman Major General Athar Abbas said they had heard about the militants’ announcement of a truce but the Government had not yet reciprocated. He said the chief of the Frontier Corps, after discussions with the civilian administration, would decide about the Government’s stance on February 24 (today) in response to the militants’ cease-fire. Official and tribal sources said that besides pro-government militant commanders, prominent tribal elders, including Malik Abdul Aziz, Malik Ayaz and Malik Manjapar, helped in peace talks between the Government and the Faqir Mohammad-led Taliban in Bajaur. Sources said that after a few rounds of talks between the two sides through the tribal jirga, the two warring sides agreed to resolve their major differences through dialogue instead of fighting. The sources said senior militant commanders, including Faqir Mohammad and TTP spokesman Maulvi Omar, signed the peace agreement on behalf of the Taliban while Political Agent of Bajaur Agency Shafeerullah Khan, Commissioner of Malakand Syed Muhammad Javed and a few other senior Government and military officials inked the truce from the Government’s side.

The Taliban on March 8 agreed to remove all check-posts across the Swat District following the successful completion of talks between the NWFP Government, the banned Tehreek-e-Nafaz-e-Shariat-e-Mohammadi (TNSM) and Tehreek-e-Taliban Pakistan, Daily Times reported. The first phase of the talks concluded successfully in provincial capital Peshawar with the three parties agreeing to continue talks, a private TV channel reported. Sources said that following the release of 12 imprisoned Taliban militants, the parties concerned had achieved consensus on all matters. On the same day, Security Forces (SFs) removed all check-posts from Takhtaband Road in Mingora and opened it to traffic. TNSM spokesman Ameer Izzat said both the SFs and the Taliban had removed their check-posts following the successful dialogue.

The Mamoond tribe and the authorities have signed a 28-point agreement to bring the law and order situation under control in Bajaur Agency, Daily Times reported. The agreement was signed at a jirga (council of elders) – aimed at re-establishing the writ of the Government in the agency – in agency headquarters Khar on March 9, with around 900 tribesmen, elders and clerics in attendance. Addressing the jirga, the head of the Mamoond Peace Commission, Malik Abdul Aziz, said his tribe would continue to co-operate with the Government to restore peace in the area. He said tribesmen had decided to take stern action against anti-social elements and uphold the supremacy of law. Mamond, the largest and most strategically placed tribe in Bajaur, has promised to surrender key figures of the Tehreek-e-Taliban Pakistan in Bajaur, lay down arms, disband militant groups and stop militant training camps, Dawn reported. The entire TTP leadership in Bajaur comes from Mamond tribe and its leader Faqir Mohammed, who was deputy to Baitullah Mehsud, survived drone attacks in the past.

In the province, the Taliban agreed to leave Buner District unconditionally after successful talks with a peace jirga (council of elders) in Mingora on April 9, Daily Times reported. Malakand Commissioner Syed Muhammad Javed told a private TV channel the Taliban had agreed to leave Buner and would completely vacate the area by April 10 (today). He said the Taliban had made no demands for vacating the area. Earlier, the local jirga held talks with the Taliban under the supervision of the commissioner. Javed said Maulana Waliullah mediated between the jirga members and Taliban. A group of Swat Taliban had moved into Buner last week. However, local villagers resisted them, engaging the heavily armed militants and killing 20 of them.

The Taliban announced its withdrawal from the Buner District in NWFP on April 24 after a meeting between the Tehreek-e-Nafaz-e-Shariat-e-Mohammadi (TNSM) chief Maulana Sufi Muhammad and key Government officials. “All the Taliban who have come from [outside Buner] will go back,” Amir Izzat Khan, a spokesman of Sufi Muhammad, told Daily Times. The NWFP Government is all set to establish the Darul Qaza appeals court in Malakand and appoint qazis in the area, Provincial Information Minister Mian Iftikhar Hussain said on April 28, inviting the Tehreek-e-Nafaz-e-Shariat-e-Mohammadi (TNSM) chief Maulana Sufi Muhammad for talks to implement the Nizam-e-Adl Regulation 2009, Daily Times reported. “It’s the last opportunity. I request Sufi Muhammad and his companions through this press conference to come forward for consultations with the government as all arrangements for the implementation of the system are complete,” said the spokesman while addressing a press conference. The minister said the TNSM chief had suspended peace talks after a military operation in Dir that he opposed and that Government emissaries could not contact him as he had gone to Taimer Gara and refused to talk to them. He said the Government believed in dialogue and not in use of force because only dialogue could solve problems. The minister warned that the provincial Government would take strict action against all those challenging the writ of the state, forming a parallel Government, endangering the life and property of citizens and patrolling troubled areas with weapons. “There were some technical problems in the establishment of Darul Qaza and appointment of qazis. In addition, the provincial Government turned down the plea of TNSM chief Maulana Sufi Muhammad to halt the military operation in the Lower Dir and Buner Districts. In the talks held at the Timergara Rest House, the provincial Government was represented by NWFP Information Minister Mian Iftikhar Hussain and central information secretary of the Awami National Party (ANP) Senator Zahid Khan while the TNSM team was led by its chief Maulana Sufi Muhammad. Deputy chief of the organisation Maulana Muhammad Alam, spokesman Amir Izzat Khan and Maulana Samiullah also participated in the talks. Though no details were provided to the media, it was reports indicate that the two sides couldn’t reach an agreement on the establishment of Darul Qaza for Swat and rest of the Malakand Division. The TNSM had proposed three names for the Qazis of Darul Qaza, including Amir Gulab, Maulana Shamsul Haq Hanif and Mufti Habibullah, while the Government has drawn a list of another panel of Qazis which they shared with the TNSM. Sufi Muhammad is reported to have rejected the Qazis nominated by the Government as incompetent. Talking to the media, Mian Iftikhar he expressed hope that they would reach an agreement on the appointment of Qazis in the second round of talks. He said the first round mainly focused on putting an end to continued armed activities and the restoration of peace. Mian Iftikhar also said Sufi Muhammad had asked the Government to halt military operations. “The operation will be halted when the armed people lay down their weapons because the government has to establish its writ at any cost,” he added. However, Amir Izzat said the Government had given assurances that the operation would be stopped in Buner and Lower Dir.

The Swat peace deal stands dissolved and the militants present in Swat, Matta, Kabal and Sangla as well as their commanders have asked for permission to fight everywhere, sources told The News on May 3. “Our peace agreement with the NWFP government practically stands dissolved,” confirmed Muslim Khan, a spokesman for the Swat chapter of the banned Tehrik-e-Taliban Pakistan (TTP). Security Forces (SFs) are attacking us and our fighters are also retaliating, he said. The TTP Swat spokesman vowed that their fighters would now attack SFs and Government figures everywhere. He alleged the rulers were obeying every directive of US President Barack Obama. He said if the Awami National Party (ANP) supports the Taliban, they will not harm them. But if they supported the Government, they too will become a target, warned Muslim Khan. He also said their main target will be SFs and the rulers of Pakistan and they will also act in other cities of Pakistan but will not target the general public. To a question, the TTP spokesman ruled out the involvement of India and Afghanistan and said no outside elements were involved in the Swat unrest. When asked about the dissolution of the Swat peace agreement, ANP spokesperson Senator Zahid Khan said they had signed the accord with the TNSM chief Maulana Sufi Muhammad and not with the Swat Taliban. He said the Taliban had been violating the accord time and again. However, the TNSM spokesman Ameer Izzat Khan said he did not know about the scrapping of the agreement but if the operation continued in the region, the situation would return to the one that prevailed before the pact. The offer, which came at the end of a five-day debate of special National Assembly session on the situation in the Malakand Division of the NWFP was made on behalf of Prime Minister Yousuf Raza Gilani, by Parliamentary Affairs Minister Babar Awan who, however, made it clear the military would not be withdrawn from the area before a "sustainable system of governance" was put in place there. Awan said, "Yes the door for dialogue is open, it is still open." Making what he called an "offer on behalf of the leader of the house" (or prime minister), the minister gave what he called a legal formula for a dialogue: "Remove your masks, come in the open, put the guns down, … only then talks can be successful. The assurance was reportedly given by Major General Sajjad Wazir and other military officers. The jirga was attended by about 120 elders of the tribe, including Malak Bismillah, Ajmal and Malak Noor Khan. The jirga assured cooperation to security forces and said there would be no attack on security personnel and government installations in the Wana subdivision. The jirga backed by Mulla Nazir had held a meeting with the administration on October 3 and offered its support for establishing the Government’s writ in the region.
