Reports have indicated that fighting subsided in South Waziristan on March 21 as a grand tribal Jirga (council) sought a cease-fire to facilitate medical assistance to the injured and retrieve the bodies of those killed during the last four days. However, helicopter gunships reportedly continued to attack terrorist hideouts in the targeted villages. Brigadier (retd) Mahmud Shah, Secretary (Security) for the Federally Administered Tribal Areas (FATA), claimed that two Chechen terrorists were killed when they attempted to escape from the area. Members of the 150-member Jirga, which includes representatives of six tribal agencies, met political agent of South Waziristan, Mohammad Azam Khan, in Wana and sought his co-operation for its peace mission.

Khan said, adding that Dr. Singh’s statement indicated that the dialogue process would continue. Earlier in the Indian capital Delhi, the Prime Minister-designate had said, "We seek friendly relations with our neighbours, more so with Pakistan." The United Kingdom has started holding indirect talks with the Taliban militia to seek an ‘honourable exit’ from Afghanistan, Muttahida Majlis-e-Amal (MMA) secretary-general Maulana Fazlur Rahman, who is mediating between the two, told Dawn on June 13. The Maulana claimed that British authorities are working on behalf of the United States and this indirect process has been chosen to avoid any ill-effects on the forthcoming US presidential elections. UK Foreign Minister Jack Straw during his recent visit to Islamabad had reportedly called on the Maulana, who is also opposition leader in the National Assembly, to initiate the talks process.

The Federal Government is reported to have arrived at a five-point agreement with four tribes in Shakai, South Waziristan, on July 5. The tribes have promised to support the Federal Government against foreign terrorists and their local patrons. Federally Administrated Tribal Areas (FATA) security chief, Brig (retd) Mehmood Shah, told Daily Times that with the signing of the agreement, the situation in Shakai was under total control. He said Chief Administrator Asmatullah Gandapur signed the deal on the Government’s behalf while former federal minister Faridullah Khan represented the Shakai tribes. Under the agreement, the Sperkai, Shudyakai, Khunyakhel and Khojelkhel sub-tribes pledged that they would not allow foreigners in their areas, would hand over the wanted tribesmen and protect army and government officials. This was the second Shakai Agreement after the April 24 deal between the army and Nek Muhammad, the tribal militant leader, who was killed during the June 17 missile attack in Wana.

The Federal Government and the Islamist alliance Muttahida Majlis-e-Amal (MMA) on July 6 agreed to co-operate on the issue of registration of foreigners in Wana, headquarters of South Waziristan, and on steps to combat sectarianism and terrorism. The agreement was reached during a meeting chaired by Prime Minister Shujaat Hussain and attended by top Government officials and MMA leaders in Islamabad, reported The News. The two sides reportedly agreed on four aspects: Registration of foreigners in Wana; Stern action against religious seminaries and mosques fanning sectarian hatred and use of loud-speakers to be limited to Azan and Jumma Khutbas (Friday sermons); Governor of North West Frontier Province (NWFP), Tribal Areas’ parliamentarians and local elders to hold consultations in Wana; and the MMA will extend complete co-operation to the Government in its efforts to end terrorism.

Yargulkhel, Kurmezkhel and Malikkhel, three sub-clans of the main Ahmadzai Wazir tribe, signed the agreement with the authorities in Wana on behalf of the five militants, including Haji Mohammad Omar who had been declared successor to the slain militant commander, Nek Mohammad. The four other militants are Maulana Abdul Aziz, Haji Sharif, Maulvi Abbas and Mohammad Javed. On December 3, Pakistan and India ended a two-day meeting on reviving the Khokhrapar-Munnabao rail link and agreed to take necessary steps for an early resumption of the train service. The Railways officials of the two countries discussed the modalities of reviving the rail-link that was suspended after the 1965 war. A joint statement issued after the meeting said the Railways authorities of the two countries would meet again on a mutually agreed date for continuing consultation. "The talks were held in a cordial and constructive manner. Both sides agreed to an early resumption of the rail link between Khokhrapar-Munnabao," it added. Secretary Railways Board Zaeem Ahmed Chaudhry led the Pakistani delegation at the talks, while the Indian delegation was headed by Lajpat Rai Thapar, Additional Member (Traffic) Railways Board.
