Prime Minister (PM) Yousaf Raza Gilani on February 25 reiterated the Government’s resolve to continue pursuing a policy of three-Ds (dialogue, development, deterrence), assuring talks with those Tehreek-e-Taliban Pakistan (TTP) militants who are ready to surrender their arms to local political agents, reports Daily Times. “We are ready to hold talks with them (TTP) and bring them into mainstream society,” the PM Yousaf Raza Gilani said, and clarified that the Government would not enter a dialogue with those TTP who had been working on foreign agenda. “It should be a priority for all of us to control these two menaces by showing unity,” PM Yousaf Raza Gilani said while speaking in the National Assembly. He urged all the political parties to unite against terrorism which, he said, had adversely affected the country’s economy.

For now, many of them are engaged in peaceful pursuits such as small businesses, teaching or social welfare, and they face severe Pakistani restrictions on crossing Line of Control (LoC) separating Azad Kashmir (Pakistan occupied Kashmir) and Indian held Kashmir. “We have not given up jihad, but are just giving another chance to talks,” Abdul Aziz Alvi, JuD ‘chief’ in Azad Kashmir said. “If India does not understand the language of negotiation, then guns will start speaking,” Alvi said as he was attending a protest rally against Indian plans to build dams in its part of Kashmir.

Pakistan and Afghanistan on April 16 agreed on the formation of a joint commission to carry forward the reconciliation process, following the withdrawal of foreign troops from the insurgency-torn country, reports Dawn. Prime Minister Syed Yusuf Raza Gilani and Afghanistan President Hamid Karzai, who held exhaustive talks here at the Presidential Palace in Kabul, described the parleys as "historic", saying that "the two countries stand together as they have shared destinies." Prime Minister Gilani said that he in consultations with President Karzai, Chairman Professor Burhanuddin Rabbani and members of the High Peace Council, had agreed to establish the two-tier Afghanistan-Pakistan Joint Commission for facilitating and promoting reconciliation and peace. The first tier of commission will include the chief executives, foreign ministers along with chiefs of the military and intelligence services of the two countries while the second tier will comprise senior officials of foreign ministries, military and intelligence services. "I have assured President Karzai that Pakistan strongly supports an Afghan-led and Afghan-owned process for reconciliation and peace," Gilani said.

The Inter Services Intelligence (ISI) is trying to convince the Haqqani network to join Afghan peace talks, Indian Express quoting a Wall Street Journal report said on May 18. Officials and tribal elders with ties to the group said that the ISI wants the group to join Afghan peace talks, suggesting that Pakistan was unlikely to heed the US warning that it must act soon, the Journal added. US want Pakistan to crackdown on the militant group, which has carried out several attacks in Afghanistan. A tribal elder from North Waziristan, who has contacts with Haqqani's inner circle, said the network has been alarmed by the persistent CIA drone strikes and the killing of Osama bin Laden in Abbottabad. "They may want to talk," the elder was quoted as saying in the report. In an indication that the Haqqanis were worried, their compounds in North Waziristan's capital Miran Shah was emptied out in the days following the raid and killing of al Qaeda chief Osama bin Laden, the elder added.

Pakistan and India on June 24 while wrapping up Foreign Secretary level talks in Islamabad, agreed to continue discussions on Jammu and Kashmir in a purposeful and forward looking manner with the view to finding a peaceful solution by narrowing divergences and building convergences, reports Daily Times. The two sides agreed on the need for promoting friendly exchanges and noted with satisfaction the progress made towards finalisation of the visa agreement which would help liberalise the visa regime and facilitate people-to-people, business-to-business and sports contacts. Addressing a joint press conference after concluding the two-day talks, Pakistan Foreign Secretary Salman Bashir and his Indian counterpart Nirupama Rao said the two sides discussed various issues in an open and constructive manner, and termed the talks very positive. The two countries’ top diplomats said they discussed security issues, terrorism, Jammu and Kashmir, confidence building measures (CBMs) and friendly exchanges.

The Haqqani network, one of the most feared militant groups in Afghanistan, would take part in peace talks with the Kabul Government and the United States only if the Taliban did, Haqqani network Chief Sirajuddin Haqqani told Reuters on September 17, reports Dawn. The Haqqanis technically fall under the command of the Taliban leader Mullah Omar, although US officials believe they can act independently. The group has become so confident after battlefield gains, that it no longer has sanctuaries in Pakistan, and instead felt secure inside Afghanistan, said Sirajuddin Haqqani in the interview by telephone from an undisclosed location. In what Sirajuddin described as a further sign of strength, the Haqqanis are also consolidating their hold on eastern Afghanistan, forcing rival groups out of territory they have claimed. Sirajuddin Haqqani is described by US forces in Afghanistan as one of their most lethal enemies. The United States has posted a bounty of up to USD five million for Sirajuddin Haqqani. The Sirajuddin Haqqani rejected several peace gestures from the United States and President Hamid Karzai’s Government in the past because they were an attempt to “create divisions” between militant groups, he said. Any further efforts to do so would fail, added Sirajuddin, son of Jalaluddin Haqqani. Although he is still revered by militants, ill health forced Jalaluddin to pass on leadership of the group to Sirajuddin, who is seen as far more ruthless. “They offered us very very important positions but we rejected and told them they would not succeed in their nefarious designs. They wanted to divide us,” said Sirajuddin Haqqani. “We would support whatever solution our Shura members suggest for the future of Afghanistan,” he said, referring to the Afghan Taliban leadership.

Former Khyber Pakhtunkhwa Governor Owais Ahmed Ghani facilitated the ‘American wish’ after Islamabad agreed to allow “local contacts” to set up communication links with Haqqanis in Miranshah, headquarters of NWA, the official told Daily Times on the condition of anonymity. He did not say when the link was established between the US and the Haqqani network, nor did he mention what the outcome was. “Yes, there was a move by the US, and Owais Ghani and a counter-intelligence chief of a secret agency of this country helped the US by requesting the Haqqanis through ‘tribal sources’ to open up channel of communications with the Americans,” the official revealed. The official claimed to have worked with the counter-intelligence chief, who was later killed in a terrorist attack. His murder did not appear to be linked to facilitating America’s communication link with the Haqqani network, the official said. “No details were shared after the first direct contact between the Americans and the Haqqanis,” the official said. Siraj Haqqani, operational commander of the Haqqani network and son of Jalaluddin Haqqani, has told BBC that the Americans, among others, had been in touch to try to persuade him to enter talks with the Afghan government. US officials had secretly met with leaders of the Haqqani network this summer, the Wall Street Journal reported on October 5. The journal quoted a senior US official as saying that there had been at least one meeting over the summer between US officials and Haqqani representatives. The meeting was set up by Inter-Services Intelligence (ISI), a fact that the Americans said confirmed their suspicions of Pakistani ties to the Haqqanis, the report said. “We’ve got no illusions about what the Haqqanis ultimately are,” the report quoted a senior US official. But the “war is going to end with a deal. That’s what we’re trying to make inevitable. The more parties involved in talking, that’s probably going to make for a better deal,” he said. After about three years, rival factions again signed a peace agreement here on October 9 to restore peace in Kurram Agency of Federally Administered Tribal Areas (FATA) after the Government promised to provide security on the main highway in the region, reports Dawn. Under the accord which was first signed in Murree in October 2008, the Thall-Parachinar road would be made safe for travel for local people and Internally Displaced People (IDPs) would be rehabilitated in their areas. The Thall-Parachinar highway linking the Kurram Agency with the rest of the country has remained closed since 2007. Officials told reporters that elders of various tribes representing rival sects had again signed the Murree accord in the presence of members of a reconciliation jirga (tribal council) and political agent Syed Shahab Ali Shah. The Government has decided to set up checkpoints on the main highway from Chappari at the point of entry to Kurram Agency and Tari Mangal, a village adjacent to the Afghan border. After deployment of forces on the highway, the administration, in cooperation with the FATA Disaster Management Authority, will start the work of rehabilitation of IDPs in their respective areas. According to official reports, over 30,000 families were displaced after violence erupted in November 2007.

Maulvi Faqir Muhammad, ‘deputy chief’ of TTP, said the TTP were negotiating with the help of local tribal elders in the Bajaur Agency (FATA). “Our talks are going in the right direction,” he told Reuters from an undisclosed location. Pakistan does not want a repeat of the situation at the time of the Soviet withdrawal from Afghanistan, Gilani said during a meeting with Tholhath Ibrahim, the Defence Minister of Maldives. At that time, Pakistan was "left alone in the lurch to bear the burden of three million Afghan refugees whom the world had forgotten", he said. Gilani said Pakistan was keen to see Afghanistan as a stable, prosperous and independent country because "Pakistan's stability was intertwined with the stability of our western brotherly neighbour". He further said Pakistan wants to improve its relations with its neighbours, especially the SAARC countries.
