According to the Daily Times, on January 21, members of the intelligence agencies raided a flat in a residential project in Karachi’s Gulistan-e-Jauhar and arrested Walid bin Azmi, a member of Osama bin Laden’s Al Qaeda network. On January 21 police personnel arrested two activists of the outlawed Harkatul Mujahideen Al-Almi in Karachi. On the basis of information extracted from Shamim Ahmed who was arrested on January 18 from Gulistan-e-Jauhar, a team of the Crime Investigation Department (CID) raided a house in Shafiq Colony and arrested Inamullah and Shakeel, police sources said. Sources said the Crime Investigation Department also recovered some belongings of the late Asif Ramzi from the house where Inamullah and Shakeel were arrested. Ramzi, who headed a group of the banned Lashkar-e-Jhangvi, was killed in December 2002 while making explosives in a house in Korangi.

Police charged the activists with collecting donations and said that they had recovered a donation box from them that contained the name of LeT and was full of currency notes. The suspects, identified as Siaful Nadeem alias Abu Abdullah, Abdul Rasheed Ansari alias Abu Zubair and Muhammad Ameen, were subsequently booked under the Anti-Terrorism Act of 1997.

The Karachi Police on February 17 formally announced the arrests of two terrorists affiliated to the proscribed Sunni group Lashkar-e-Jhangvi (LeJ). Police also recovered 200 kg of explosives, 250 rounds of ammunition, six hand-grenades, nine pistols, five silencers, a Kalashnikov rifle, detonators, circuits, timing devices, computers with floppies and CDs and instructions for sabotage and terrorism from their possession. A press release stated that the terrorists confessed to their involvement in 13 cases, including cases pertaining to parcel bombs sent to senior police officers, administration and other officials in October 2002.

Police in Karachi reportedly foiled an attack on Prime Minister Mir Zafarullah Khan Jamali with the arrest of a terrorist affiliated to the outlawed Sunni group Lashkar-e-Jhangvi (LeJ) on April 1. The man was found with about six kilograms of explosives, a hand grenade, several detonators and bomb making material, said Police Inspector Amjad Kiyani. "The big target was the prime minister," he said, adding that the suspect had planned to plant explosives on a bridge. Dawn reports that on April 6, police personnel arrested nine activists of the banned Harkat-ul Mujahideen Al-Aalmi, including an absconding suspect who is alleged to have masterminded the suicide bombings outside Sheraton Hotel on May 8, 2002 and the US consulate suicide bombing on June 14, 2002 in Karachi. Speaking at a press conference, the Sindh police chief, Syed Kamal Shah stated that the Police have also solved the case of bombing of the Macedonian consulate and explosions at 21 petrol stations throughout the city on May 15, 2003, after the arrests were made in Gulistan-i-Jauhar and the Boating Basin area of the city.

The Karachi Police have arrested six Harkat-ul-Mujahideen Al-alami (HuMA) terrorists from a house in the Manzoor Colony area on April 12 when they were allegedly planning terrorist attacks. "The six men are from the banned HuMA. They have been arrested on a lead given by nine HuMA activists who were earlier arrested and the Sindh IG presented them before journalists at a press conference on April 6," an unnamed official was quoted as saying in Daily Times. According to the chief of Karachi Police investigation department, Fayyaz Leghari, "We have been able to break the group’s network. There may be a few more but they are on the run." Their hideout was the group’s operational headquarters and was used for "operational briefings", added Leghari. According to Daily Times, the raid was launched on a tip-off from another HuMA terrorist, Kamran Atif, who was arrested last week. Gen. Ahsan Saleem Hyat, near the Clifton Bridge on June 10. While the General escaped unhurt, authorities have confirmed that his motorcade was targeted when it appeared at the main road from Bath Island Mor. According to The News, within 15 minutes of the incident, even as troops were inspecting the site, a bomb exploded. Officials also reportedly recovered and later defused another bomb connected with a mobile phone. A few hours after the incident, the police are reported to have impounded an abandoned vehicle near the Defence View area. A Kalashnikov, two magazines and some ammunition were recovered from the vehicle. Security agencies, during consequent raids in Karachi city, arrested at least 20 suspects.

Dawood Badini is reported to have been arrested on June 12 from the Federal B Area in Karachi where he had taken refuge after fleeing from Quetta. Director-General of Pakistan Rangers (Sindh), Maj. Gen. Javed Zia stated that Badini masterminded a series of terrorist attacks targeting the Shia community in Quetta, capital of Baluchistan province. He is alleged to have masterminded the killing of 12 Shia police recruits on June 8, 2003, and the killing of at least 54 Shias in a mosque in July 2003.

According to Interior Minister Faisal Saleh Hayat, security forces have arrested a nephew of a top Al Qaeda operative and several other foreigners blamed for a series of attacks including the June 10-assassination attempt on the Karachi Corps Commander. They were arrested over the weekend during separate raids in Karachi, said Faisal, adding "They have confessed to a key role in the attack. They have a direct link to al-Qaeda." The Al Qaeda operative, identified as Musabir Urumchi, is reported to be the nephew of Khalid Sheikh Mohammad and had a $1 million reward on his head, said the Minister. Hayat did not disclose the circumstances under which Musabir was arrested nor did he specify the location. He stated that eight of the arrested called themselves the Jandalla group. "Our investigations have established that this eight-member gang was involved in most acts of terrorism in Karachi and Quetta," he said.

According to Daily Times, Waheed’s family had reported that they had gone missing since June 17 and the same night they received a call in which the unidentified caller claimed that someone had abducted the duo and demanded Rupees 10 million for their release. Police officials said they arrested the two from Model Colony area where they were traveling in the car, which was originally rented by Ataur Rehman, chief of the Jundallah terrorist group. Rehman and seven of his associates were arrested on June 13. Unnamed police officials said the two had treated one of the attackers who was injured during attack on the Corps Commander.
