Sources said police have definite reports of Hizb-ul-Mujahideen (HM) supreme ‘commander’ Syed Salah-ud-Din again trying to instigate the stone pelters to gear up for the upcoming summer. It was in view of the intercepts and other reliable inputs that Police have started making preventive arrests of professional and notorious stone pelters. A number of stone pelters arrested by Police have confessed during their interrogation that they had been instigated by militant groups to subject police and para-military to stone pelting. The statements of stone pelters were enough to establish a nexus between militants and the protestors, sources added. They added that some militants, who had instigated stone pelters, were directly in contact with Syed Salah-ud-Din while some others had operated at the behest of HM militants in the Kashmir valley. Sources said the names of some separatist leaders have also figured during questioning of the stone pelters that they too had driven them to the path of violence. Several separatists were already under surveillance for their links with the stone pelters, they added.

Police on March 3 launched a manhunt for 150 wanted youth and arrested 12 youth under Public Safety Act (PSA) in Kupwara District for alleged involvement in stone pelting and street protests last summer, reports Kashmir Times. “We are looking for around 150 youth who are responsible for disrupting peace in the District,” Superintendent of Police Kupwara District V K Birdhi said. “There is no concession for youth who are involved in pelting of stones and disrupting peace,” he further added. Police is raiding the residential houses of the youth to get them arrested and at some places the youth are being called to Police Stations.

In the Handwara tehsil (revenue unit) of Kupwara District Police records maintain that 63 persons have been arrested so far and 20 of them have been booked under the PSA, on charges of stone pelting out of a list of 140. Police had recently finalised its identification of stone-pelters in the town, drawing up a list of 140 people whom it has under surveillance. The list includes the names of a number of Government Employees who, according to the Police, have been involved in fomenting trouble and instigating people on violence. Three of the 25 identified employees have been arrested, and those taken into custody include several school-going boys.

Unidentified militants on April 8 killed Jamiat-e-Ahlihadith leader Moulvi Showkat Ahmad Shah (55), a liberal voice who had denounced stone-pelting and was engaged with Centre's interlocutors, by triggering an Impoverished Explosive Device (IED) near a mosque gate before Friday’s prayer in Maisuma area, adjacent to Lal Chowk in Srinagar, reports Daily Excelsior. Militants had earlier fired at his car in 2006 and hurled a grenade at his house in Lal Bazar in outskirts of Srinagar in 2008. Shah is the third cleric killed during the two-decade-old militancy in Jammu & Kashmir.

PTI reports that about 10 people have been arrested for their alleged involvement in the renewed phase of protests, including stone pelting on SF personnel, in the Maisuma locality of Srinagar. "We have arrested some persons involved in disturbing peace ... I do not remember the exact number but it can be 10 to 15," Senior Superintendent of Police for Srinagar Ashiq Bukhari said, adding, "Any one involved in the stone-pelting will be arrested." The stone pelters have been picked up from their houses in the nocturnal raids across the neighbourhoods of the Srinagar in the last two days. This was for the fourth consecutive Friday this month when stone-pelting incidents were witnessed in the Nowhatta area. Police said the stone pelters have of late been using motorcycles to throw stones at Security Forces (SFs) and fled away quickly. "The typical practice is that such bikes carry three people, one rides the bike, the man in the middle has stones in his lap and the one at the back hurls them at the security forces. And they move at a menacing speed," Police said. The Nowhatta Police Station was the main target of the stone pelters in summer agitation in 2010.

The State Government justified curbs on movement of Geelani saying his provocative speeches invariably lead to serious law and order problems in the Kashmir Valley, reports Outlook. "Whenever Geelani is allowed to address (a) gathering at any place, it is followed by large-scale stone pelting and attacks on police and paramilitary forces, leading to serious law and order problem," a Government spokesman said. The spokesman cited four examples when the Hurriyat hawk was allowed to move out of his house and address gatherings, which led to stone-pelting incidents. "No government can allow antics of one person to result in law and order disturbances, which cause miseries and sufferings to general masses and adversely affect education of children and trade of business fraternity. In future, if any restrictions are put on the movement of Geelani, he and his actions alone would be responsible for this," he said. However, a statement by Geelani denied that his visits to any place were leading to law and order problems, adds Hindustan Times. "It is only the brutal attitude of Police which results in chaos and confusion after we successfully conclude a peaceful rally," the statement said.
