PTI reports that an alleged Pakistani smuggler was shot dead by Border Security Force (BSF) personnel when he infiltrated into Indian Territory in Amritsar in the night of January 17, reports CNN-IBN. On frisking the body, BSF recovered 17 kilograms of heroin packed in 17 packets with a street value of INR 850 million and Fake Indian Currency Notes (FICNs) with a face value of INR 1 million. Confirming the drug and FICNs seizure as well as the encounter of the Pakistani smuggler, senior BSF officials said on January 18 said the incident took place when patrolling troops kept asking the Pakistani smuggler to surrender but he ignored them and kept marching towards Indian Territory. BSF officials said the intruder was killed in cross-firing between the BSF and at least three people, who were trying to sneak into India Territory, adds Daily Pioneer. The incident took place near the Bheropal border outpost. The BSF troopers challenged the intruders, who were crossing the fence. However, they fired at the BSF and in retaliation one person was killed.

Police detected and seized standing opium crops on a 10-acre plot in Hasadi village under the same Nauhatta Police Station area in the Kaimur Hills in the District during a combing operation. "We seized the crops which would be destroyed after getting permission from the court," SP Maharaj said. Sources said the State Police HQ, reacting to Intelligence Bureau; inputs had in 2008 alerted the SPs of the State to the cultivation of opium by Maoists on the Indo-Nepal as well as Bihar-Jharkhand borders. Hasadi is situated near Jharkhand border. Hasadi villagers revealed the opium farming had been going on for long. It was after a gap of 18 years that police entered the village on February 4.

The Border Security Force (BSF) patrol parties seized 23 kilograms heroin, valued around INR 1150 million, near the India-Pakistan border in Amritsar and Ferozepur on February 4, reports The Times of India. While 10 kilograms heroin, worth around INR 500 million in international market, was found near the Ghoga border outpost in Amritsar sector, 13 kilograms contraband was found in Ferozepur sector. The BSF also seized a pistol and a magazine in area falling under Ferozepur sector. The BSF Deputy Inspector General Sanjeev Bhanot said a patrol team spotted some suspicious movement near the border outpost and found a catch of 10 kilograms heroin packets left behind by Pakistani smugglers. Investigations revealed that narcotics smugglers had put a 12 feet long pipe, of five inch diameter, across the border fence to drop packets of heroin on the Indian side. They fled when spotted by the border force.

A patrolling party of Border Security Force (BSF) shot dead three Pakistani smugglers near Amarkot village in Amritsar District on March 19 and recovered 22 kilograms of heroin valued at around INR 11 million in the international market, reports Times of India. The patrolling party of BSF spotted some suspicious movement near Dharma border outpost and challenged the Pakistani smugglers who ignored the warning and opened fire at BSF personnel. In retaliatory fire, BSF shot dead three Pakistani nationals and in a follow up search of the area 22 packets of heroin were recovered, sources said.

Deccan Chronicle reported on April 20 that credible information developed over the last few months by field operatives of Central intelligence agencies in the Northeast, Bangladesh and Burma has confirmed that the Anti-Talk Faction of United Liberation Front of Asom (ULFA-ATF) top ‘commander’ Paresh Baruah is now using his terror network to smuggle narcotics into India. Baruah and his trusted aides, the report adds, are being helped by two important Inter-Services Intelligence (ISI) agents, Khwaja Sultan Malik and Qalil Ahmed, who are operating out of Bangladesh. Both Malik and Ahmed also have close links with drug cartels in Southeast Asia who are smuggling narcotics into India through the porous Indo-Bangladesh border with the ULFA’s help. The report states, “The ULFA is not only helping drug cartels use India as a transit point but also pumping narcotics into the country for local consumption.’’ The report further reveals that the terror outfit is using its formidable network in the Northeast for narcotic smuggling as it has yielded them high returns. The ULFA has been taking both money and arms in return for helping the drug syndicates. “As India is an important transit point in the Golden Triangle of narcotic smuggling, involvement of terror groups in India in this business is an extremely dangerous trend,” adds the report. Baruah, who is now believed to be shuttling between Burma and Bangladesh, saw narcotic smuggling as a quick and easy way to rake in money to fund his terror machinery.

Several arrests have been made in separate such incidents. In one such incident, suspects Jora Singh and Bhagwan Singh of Ferozepur District bought heroin from Pakistan on August 18 and ran away from border when challenged during smuggling, the Police added. The Border Security Force (BSF) then found seven kilograms of heroin and FICN worth 573,000 dumped on the spot. "During interrogation, the suspects revealed smuggling 11 packets of heroin on August 12 from Pakistan, which is all distributed," Inspector General Jatindra Jain of the counter-intelligence Police said. Jora Singh and Bhagwan Singh smuggled heroin worth INR 900 million from across the border in the past 10 days, the counter-intelligence Police have said Jatindra Jain said, "At the appointed hour on the night of August 18, the suspects threw a stone at other side of the border at Bareke village, and in came the packets of heroin, fake currency, and Chinese pistol and magazines from Pakistan." Some of the drug packets were caught in the fence, setting off an alarm. The suspects picked up the pistol and magazines and tried to flee. "The BSF and police seized five cartridges, a motorcycle, and Rs. 2.15 lakh [INR 215,000] cash from suspect Jora Singh," said the IG, "and a Chinese pistol and 15 cartridges from Bhagwan Singh." IG Jain cited the continuing arrests in similar operations. "On August 21, we arrested Raj Kumar Raju of Bathnda and seized 500-gram smack worth INR 700,000 from him. Co-suspect Rohit Sharma is on the run." The counter-intelligence Police at Barnala claimed to have arrested suspects Paramjit Pamma and Gurjant Singh with 120-kg poppy husk and 250-gm opium, respectively, before.

The National Investigation Agency (NIA) is set to take over a case involving the recent seizure of narcotics, Fake Indian Currency Notes (FICN) and arms in Amritsar (Punjab) in one of its first case of narco-terrorism, reports The Indian Express on August 29. The Punjab Police had in July arrested five persons near the Pakistan border with arms, FICN and narcotics. Investigations suggested that people from across the border too were involved in the smuggling, after which the Home Ministry is learnt to have written to the Punjab chief secretary that the case should be transferred to the NIA. The Punjab Police’s seizure comprised 11.5kg fine-quality heroin, valued at INR 600 millions in the international market, besides INR 500,000 in FICN, an Italian pistol with live cartridges, and a mobile phone with a SIM card issued in Pakistan. A NIA team has visited Amritsar in connection with the narco case.

The special cell arrested a 29-year-old Nigerian, identified as Theophilus, along with his local aide, Gurpreet, possessing 8kg of heroin worth INR 200 million from Pankha Road in Delhi on September 24, according to The Times of India. It is also reported that the drug syndicate has connection with a Laskhar-e-Toiba (LeT) group processing heroin, and then smuggling it into India from Pakistan through the Attari border, Amritsar District of Punjab. The accused is part of a network of Nigerians settled in Pakistan and Afghanistan with its headquarters in Karachi (Sindh). Police said the drugs were processed at Gurdaspur District in Punjab and then brought to Delhi. From here, the accused smuggled the drugs to Mumbai and Pune (both in Maharashtra). Police is also investigating if the accused were using Delhi as a transit point to other European destinations. According to Police, Theophilus came to Delhi in 2008 on a business visa. He stayed on even after the expiry of visa. Additional Commissioner of Police (special cell) Ashok Chand, commented, "In 2009, he came in contact with the drug syndicate having its links in Afghanistan, Pakistan, Punjab, Delhi and Mumbai. We have now sent teams to Mumbai for further leads”.

Deputy Commissioner of customs (rail cargo) Vijay Bahadur Singh informed that they got suspicious when one of their staff spotted broken seals of Pakistan customs and railways on one of the doors of a bogey that contained 488 Elephant brand cement bags. An investigation by the National Investigation Agency (NIA) has revealed that Pakistan is relying on narcotics smugglers to push Fake Indian Currency Notes (FICNs) into India, Hindustan Times reports on January 1. In the charge sheet filed against three alleged narcotics smugglers, Dilbagh Singh, Bikramjit Singh and Gurpratap Singh, the NIA has stated that Pakistani intelligence agency Inter-Services Intelligence (ISI) is using smugglers in Punjab. According to investigators, the accused have admitted to having brought FICN consignment earlier also. Besides the FICN, they also brought arms and ammunition from Pakistan into India. “It is a very dangerous mix of narcotics, FICN and weapons. We are probing the matter further,” said a senior NIA official. The chargesheet has been filed in a special court in Mohali (Mohali District), Punjab.
