As per the official data released by Border Security Force (BSF)’s Punjab Frontier Headquarters on January 1, the personnel have recovered 517 kilograms heroin and 43 weapons from along the Indo-Pak International Borders (IB) in Punjab in 2020, reports IANS. The BSF also shot dead eight drug smugglers and intruders in separate encounters in 2020. Additionally, a total of 13 Pakistanis and one Bangladeshi national were also arrested during the year. In a humanitarian gesture, the BSF handed over six Pakistanis to the Pakistan Rangers after they had inadvertently crossed the IB.

Police arrested a drug smuggler and recovered five kilograms of heroin worth INR 250 million in the international market from Indo-Pak International Border (IB) near Hussainiwala in Ferozepur District of Punjab on January 9, reports The Tribune. The arrestee, identified as Dalbir Singh aliasDallu, a resident of GattiMathar village, in Lakho ke Behram area was arrested with 250 grams heroin. Later on, based on his disclosure, in a joint operation with Border Security Force (BSF) personnel, five kilograms heroin, one pistol, 2 magazines, 18 live cartridges and Pakistani currency worth INR 1,100 were recovered at the designated place across the fencing near the IB. “During preliminary investigation, it came to the fore that Dalbir had links with Pakistan-based drug smugglers and was in touch with cross-border drug peddlers through the social media,” said a Police official.

The consignment was recovered following the inputs provided by a drug peddler – Malkeet Singh alias Kala (35) who was arrested by the Police on January 10. “During preliminary investigation, it came to the fore that Malkeet had links with Pakistan-based drug smugglers and was in touch with cross-border drug peddlers through the social media. At least, 13 Pakistan mobile numbers were found in his mobile,” Senior Superintendent of Police (SSP) Bhupinder Singh said.

The Border Security Force (BSF) and Police personnel on January 19 recovered 5.2 kilograms of heroin along with an AK-47 submachine gun, a pistol, an AK magazine with seven cartridges, near the Daoke border outpost on the International Border (IB) in Amritsar District of Punjab, reports The Tribune. The contraband and weapons were sneaked into the Indian territory by a Pakistan-based drug peddler Bilal Sandhu of Maniala village there. The Police recently got a tip-off that Sandhu and some contacts in India recently pushed a consignment of contraband and weapons from across the border near the Daoke border outpost. The information was shared with the BSF following which the recovery was made.

Narcotics Control Bureau (NCB) on January 20, arrested Chinku Pathan and has found the links of Dawood Ibrahim after the agency neutralised a drugs factory in Mumbai's Dongri, which was being operated by Karim Lala's grandson Chinku Pathan, reports National Heral. Maharashtra Anti-Terrorism Squad (ATS) arrested drug-peddler Parvez Khan, also known as Chinku Pathan, an associate of Dawood Ibrahim, in connection with a drugs case being probed by the ATS, an official said on February 2, reports NDTV. Chinku Pathan, was arrested in January, 2021 by the Narcotics Control Bureau (NCB) from his home at Ghansoli in neighbouring Navi Mumbai after the NCB neutralised a drug syndicate suspectedly being operated by him. In a follow-up operation, the NCB seized a large quantity of drugs, unaccounted cash worth over INR 2 crore and two guns during raids at some places in Dongri and neighbouring areas in south Mumbai.

The National Investigation Agency (NIA),on February 4, conducted searches in Amritsar and Gurdaspur Districts of Punjab, in connection with a narco-terror case of Pakistan-based terror group Hizb-ul-Mujahideen (HM), reports Daily Excelsior. During searches, INR 2 million of drug proceeds, 130 rounds of 9 mm bullets, mobile phones, pen drive, one bunch of polythene bags used for packing heroin, a car, a two-wheeler, documents related to properties and other incriminating documents have been seized from the house of the suspect.An NIA spokesperson said, the searches were conducted at the premises of suspect Manpreet Singh of Amritsar, a close associate of charge-sheeted accused Ranjit Singh in connection with the investigation of HM narco-terror case. The case relates to the arrest of Hilal Ahmad Shergojri, an Over Ground Worker (OGW) of HM and a close associate of Riyaz Ahmed Naikoo, the then ‘commander’ of HM who had come to Amritsar to collect funds to further the terrorist activities in Jammu and Kashmir (J&K), the official said.The case was originally registered by Punjab Police on April 25, 2020, under sections of the Unlawful Activities Prevention Act (UAPA) in connection with the seizure of INR 2.9 million which were drug proceeds, the official added.

An unidentified Pakistani drug smuggler was killed by the Indian Security Forces (SFs) at the international border (IB) in the Ferozepur sector in Ferozepur District of Punjab on February 13, reports Hindustan Times. The operation was jointly carried out by the Border Security Force (BSF) and Narcotics Control Bureau (NCB). The SFs heard some sound along the border fence and opened fire in which one Pakistani intruder was killed on the spot. During a search, a PVC pipe and 14 packets of contraband, suspected tobe heroin, weighing 14.805 kilograms was recovered from the possession of the slain intruder. While Lakhwinder and Satnam were arrested from Dullapur Keri village, Balwinder was arrested from Pakki village in the District. On the night of February 7 and 8, four Punjab based smugglers reached the suspects’ fields at Hindumalkot to collect a drug consignment from Pakistani smugglers. According to Anti-Terrorism Squad (ATS), the arrestee Bachaya Khan had brought the contraband from Pakistan on the intervening night of February 15 and February 16 and buried in his house which is located very close to the international border (IB). On February 17, another person, Mere Khan, co-accomplice of Bachaya Khan was arrested in this connection. Both the accused were in touch with the international drug racketeers in Tarantaran in Punjab. According to ATS Additional Superintendent of Police (ASP), OP Ujjwal, Khan’s cousin brother Badal Khan who lives in Amarkot, Pakistan with the help of international Pak smuggler Fotiya Khan, had thrown heroin packets over the fencing from Pakistan side to India’s side. Indian smuggler Meera Khan had taken those packets and given them to Haliya Khan. Haliya Khan had given the packets to Bachaya Khan for making delivery in Tarantaran district, Punjab. Two more accused are yet to be arrested.An official said, “Investigation revealed they were involved in cross-border smuggling of heroin in huge quantities from Pakistan and were supplying the drug in J&K and other parts of India. Proceeds of the sale were used to fund terror activities of Lashkar-e-Taiba (LeT) in Kashmir Valley. The accused also communicated regularly with LeT and Hizbul Mujahideen operatives using encrypted chat platforms.”The arrested were identified as Altaf Ahmed from Ganderbal, Showkat Ahmad Parray from Bandipora, Mudasir Ahmad Dar from Shopian and Amin Allaie alias Hilal Mir from Anantnag, an NIA spokesperson said in a statement. “Handwara Police initially registered a case in June last year after seizing Rs 20 lakh [INR 2 million] along with 2kg [kilograms] heroin was from the SUV of one Abdul Momin Peer during a routine check of vehicles at Handwara’s Kairo Bridge,” the NIA spokesperson said. Later that month, the agency took over the case and filed a chargesheet at a special NIA court in Jammu December 2020, against six accused including Peer, four of whom were arrested on March 1, 2021.

The drug recovery in 2020 witnessed almost a three-fold rise compared to 2019 (228 kilograms). BSF soldiers also shot dead eight drug smugglers and intruders in separate encounters in 2020 and arrested 13 of them. “The number of intruders trying to cross over, came down last year as we reacted swiftly,” said a senior BSF official. In 2020 in a humanitarian gesture, the force handed over six Pakistanis to the Pakistan Rangers after they had inadvertently crossed the IB. “With almost every drug consignment, weapons too are sent along. The most common weapon is a .30 bore pistol,” said a BSF officer.

NIA official said the matter relates to a case registered by the ATS Gujarat on August 12, 2018 relating to arrest of Aziz Abdul Bhagad and seizure of 4.949 kgs of Heroin worth approximately INR 14.84 lakh from his possession. During the course of investigation seven more accused -- Rafik Adam Sumra, Nazir Ahmad, Arshad Abdul Razak Sota, Manzoor Ahmad, Razak Adam Sumra, Karim Mohammad Siraj and Sunil Vithal Barmase -- were arrested. The NIA took over the probe on July 2, 2020 and had earlier filed a charge sheet against eight persons in the case under various sections of NDPS and the UA(P) Act.

The Anti Terrorist Squad (ATS) of Gujarat Police on July 29, arrested a key drug peddler, identified as Shahid Kasam Sumra, suspected to be involved in smuggling 530 kg of heroin worth around INR 2,500 crore into the country via sea route from Pakistan on different occasions, reports The Hindu. He was arrested at the Delhi airport as soon as he landed at the airport from abroad. The ATS in a statement claimed that Surma is wanted by National Investigation Agency (NIA) and Punjab STF and is also reportedly involved in the “narco-terrorism” as he funded terror activities with the money acquired from the illegal drug smuggling. As per the details shared by the ATS, four cases were lodged against him between 2018 and 2021 in Gujarat and Punjab, following the seizure of 530 kg of heroin during that period from different parts of the two States. The NIA had taken over the probe into three of those cases, while one case is with the Gujarat ATS and he is wanted in all the four cases as one of the masterminds of drug smuggling racket in the country.

The arrestees have been identified as Amandeep Singh alias Machher of Ferozepur, Jaswinder Singh alias Jassu of Kokri Klan village, Balraj Singh and Arun Sarwan of Moga. They were booked under Sections 21, 61 and 85 of the Narcotic Drugs and Psychotropic Substances (NDPS) Act and 25 (6) (7), 54 and 59 of the Arms Act at the Mehna Police Station. Moga District Senior Superintendent of Police (SSP), Dhruman H Nimbale said they arrested Amandeep with a Beretta M9 pistol, four live cartridges and 300gm of heroin. Arsh Dala contacted Amandeep through Facebook, where he lured and manipulated him to get his work done. Later, Arsh told him to collect the Beretta pistol from Jaswinder Singh. “During investigation, Jaswinder revealed that apart from Amandeep, he had given two more Beretta pistols and 10 live cartridges to Balraj Singh and Arun Sarwan of Moga. “Acting on the information, we arrested Balraj and Sarwan with two pistols, 10 live cartridges and a Mahindra Scorpio SUV,” he added. “Preliminary investigation reveals that Arsh had provided these weapons to his associates. We are trying to figure out how and from where he got these weapons,” said the SSP. Police said Arsh, along with KTF’s Canada-based ‘chief’ Nijjar, is co-conspirator behind targeted killing in Punjab, including murder of Dera Sacha Sauda follower and firing on a priest in Nijjar’s village. Besides, he was also the prime accused in murder of gangster Sukha Lamme and a trader in Moga. Currently, he is hiding in Surrey city in British Columbia of Canada. The Union Government has notified Nijjar as a “designated terrorist” under the Unlawful Activities Prevention Act (UAPA).
